1 August 23, 2018 The Marion County Council held its regular meeting on Thursday, August 23, 2018, at 7:00 P.M. in the Marion County Council Chambers, Administration Building, Marion, South Carolina. Members present were Buddy Collins, Chairman; Elista H. Smith, Vice Chairperson; Councilman John Q. Atkinson, Jr., Councilman Allen W. Floyd, Councilman Oscar Foxworth, Councilman Thomas E. Shaw. Also present were Kent M. Williams, Deputy Administrator; Charles L. McLain III, County Attorney; and Sabrina Davis, Clerk to Council. A representative from the Star & Enterprise was not present and duly notified. Absent: G. Timothy Harper, Administrator and Councilman Milton W. Troy, II. Councilman Floyd reflected on the memories of former Councilman Simon Jenkins who passed away on August 19 th. Collins called the meeting to order and asked Chaplain Allen W. Floyd to lead the Invocation, after which he welcomed visitors and read the Freedom of Information Announcement. Chairman Collins asked Council to adopt a resolution for former Councilman Simon Jenkins for his service and dedication to Marion County. The motion was seconded by Councilman Foxworth and carried unanimously. Motion was made by Councilman Foxworth, seconded by Councilman Floyd, and carried unanimously, to approve the minutes of the regular meeting held on August 14, Motion was made by Councilman Shaw, seconded by Councilman Foxworth, and carried unanimously, to recess the regular meeting and open the public hearing for Ordinance # The County Attorney opened the floor to the public for questions. There were no questions from the public regarding this ordinance. Motion was made by Councilman Foxworth, seconded by Councilman Floyd, and carried unanimously, to close the public hearing and reconvene the regular meeting. 4 Minutes, August 23, 2018, Page 4 There were no reports given by Committee #1 or Committee #2. The County Attorney had nothing to report. Ms. Tammy Erwin the Victim s Advocate with the Marion County Sheriff s Office appeared before Council to introduce Caj the therapy dog. Ms. Erwin stated that she sees so many victims especially domestic violence victims and Caj play a very important role in assisting them. She stated that Caj has visited schools nursing homes, senior citizens luncheons, daycares and the Care House of the Pee Dee. Caj attended the MIS Summer Program and Britton s Neck Elementary and each child had the opportunity to pet Caj. Ms. Erwin stated that Caj has been a great asset to the Sheriff s Department. Chairman Collins thanked Ms. Erwin for her presentation. The Deputy Administrator updated Council on the Capital Sales Tax. Mr. Williams told Council that the Mullins Fire Station is completed. Mr. Williams passed out a drawing of the new Nichols Fire Station. He stated that the Britton s Neck Training Ground is moving forward. The Deputy Administrator had nothing new to report in reference to Hurricane Matthew. The Deputy Administrator told Council that the County has received numerous calls requesting the use of County property located on Liberty Street the (Old Jail Site). Mr. Williams stated that individuals want to use the property for yard sales and to sell food. He thought it would be in the best interest of the County to come up with a policy. Motion was made by Councilman Shaw, seconded by Councilman Foxworth; The County Attorney had some concerns regarding the matter. Mr. McLain wanted to make sure that the County is not giving up some future potential use of that property. He also mentioned the liability aspect. After a discussion by members of Council; Motion was made by Councilman Shaw, seconded by Councilman Foxworth, and carried unanimously, to refer this said matter to Committee #2. Vice Chairperson Smith scheduled the meeting for Monday, August 27 th at 9:30 am. Councilman Foxworth brought up the meeting that was held in Sellers along with Senator Williams, Representative Lucas Atkinson, and Mayor Hopkins, regarding the issues from Hurricane Matthew. Councilman Foxworth asked Mr. Williams to give a brief update. Mr. Williams told Council that Mr. Ben Duncan with the South Carolina Disaster Recovery attended the meeting to look at a few possibilities for the Town of Sellers. He stated that the majority of the homes in Sellers that were impacted are in a flood zone. Mr. Williams stated that the homes would have to be replaced with a mobile home but those mobile homes cannot be replaced at the current site. He stated that Mayor Hopkins is looking into another site. Councilman Foxworth thanked Councilman Floyd for his assistance with the project in Sellers regarding the playground equipment. There being no further business to discuss, motion was made by Councilman Shaw, seconded by Councilman Floyd, to adjourn the meeting at approximately: 7:47 P.M.
