3 Policy Board Members One member of the Pierce County Council Pierce County Executive. The Mayor of Tacoma. One member of the Tacoma City Council. The Mayor or City Councilmember from Lakewood. The Pierce County Sheriff. One Fire Commissioner from West Pierce Fire & Rescue. One Mayor or city councilmember representing cities with member agencies previously having PSAP status, (annually rotate the city doing the representing). One Councilmember representing member agencies cities with population under (50,000) fifty thousand residents.

4 Policy Board Responsibility Develop appropriate board governance procedures, such as by-laws, and appoint a Chair. Budget approval. Approval of contracts in excess of $50, as recommended by the Executive Director. Approval of policies for expenditures of budgeted items, personnel, travel and training for the Agency.

5 Responsibility Policy Board Confirming appointment of the Executive Director as recommended by the Combined Operations Board. In the event of a tied vote on the Combined Operations Board regarding termination of the Executive Director, the Policy Board may remove the Executive Director by majority vote. Setting the salary range for the Executive Director. Reviewing and/or changing the funding formula as necessary to assure fair and equitable funding of the Agency

6 Law Enforcement Committee Members Pierce County Sheriff s designee. Tacoma Police Chief, or designee. Lakewood Police Chief, or designee. One (1) Law Enforcement representative for each jurisdiction that joins the Agency. Responsibilities Make recommendation on operational priorities, policies and procedures related to law enforcement specific issues, the law enforcement PSAP and Criminal Justice Records Information.

7 Law Enforcement Committee Voting Voting within the Law Enforcement Committee will be determined by the number of Law Enforcement commissioned officers within a member s agency compared to the total number of Law Enforcement commissioned officers represented by the whole Law Enforcement Services Committee.

8 Fire Services Committee Members Tacoma Fire Chief, or designee. West Pierce Fire & Rescue Chief, or designee. Responsibilities Make recommendation on operational priorities, policies and procedures related to fire service specific issues, the fire service PSAP and Protected Health Information Records. Additional Members CPFR, EPFR, Gig Harbor

9 Fire Services Committee Voting Voting within the Fire Services Committee will be determined by the number of uniformed Fire Personnel within a member s agency compared to the total number of uniformed Fire Personnel represented by the whole Fire Services Committee.

10 Combined Operations Board Members The members of the Law Enforcement Services and Fire Services Committees. Responsibilities Develop appropriate board governance procedures, such as by-laws, and appoint a Chair. Develop operational priorities, policies and procedures. Recommend appointment of the Executive Director subject to confirmation by the Policy Board.

11 Combined Operations Board Responsibilities Supervise the Executive Director, through its Chair, to include an annual performance appraisal. Terminate the Executive Director, when appropriate. In the event of a tied vote on the Combined Operations Board regarding termination of the Executive Director, the Policy Board may remove the Executive Director by majority vote. Set the salary of the Executive Director within the range established by the Policy Board.

12 Combined Operations Board Responsibilities Ensure that the law enforcement service data communications network and any Criminal History Records Information received by means of such network shall be used solely for the purposes of the administration of the criminal laws or for the purposes enumerated in the Revised Code of Washington. Ensure that the fire service data communications network and any Protected Health Information Records received by means of such network shall be used solely for the purposes of providing medical treatment or for the purposes defined within State and Federal law.

13 Combined Operations Board Responsibilities Review requests for additional communications services and determine if such services should be provided. If approved by a majority of the Combined Operations Board, provide the Policy Board with the recommendation and cost for the additional services.

14 Combined Operations Board Voting Any action by the Combined Operations Board requires at least one (1) representative from each service. Combined Operations Board: Each committee (Law Enforcement and Fire Service) will have one (1) vote. If the Combined Operations Board cannot reach consensus, the deciding vote will be cast by the Policy Board.

15 Executive Director Responsibilities Administration, budget, Agency personnel, dispatching, records, communications, security and other Communications Center Functions in conformance with the policies of the Combined Operations Board. Work with the Combined Operations Board to prepare and present a proposed budget to the Policy Board for approval. Have the authority to employ, supervise and terminate Agency employees subject to Agency procedures and policies set forth by the Policy and Combined Operations Board. Other, as determined by the Policy Board.

16 Project Manager Responsibilities Develop transitional Plan to formalize SS911 as a legal entity. Develop transition plan for migrating existing radio systems to new South Sound 911 radio system. Develop implementation plan for new PSAP construction and transition of existing PSAPS. Develop transition plan to bring existing LE and Fire PSAPS into South Sound 911. Coordinate with existing first responder committees, associations and agencies, within Pierce County and the region. Develop PR and Marketing campaign for SS911.

18 Where are we now? Policy Policy members have had one briefing. The Policy Board is expected to meet for the first time in late February. Finances 1/10% tax to be imposed April 1 st. Tax revenues expected to start arriving in June. Need to develop a transitional funding strategy.

19 Where are we now? Radios Radio systems operators group has been meeting weekly (Tacoma, Puyallup, PC, PT, WPFR, Fife and Buckley). Initial draft plan will be provided to COB on February 10 th. Upgrade the 800 MHz Tacoma/Puyallup system and the 700 MHz Pierce Transit/Pierce County system to P25 phase II compliant TDMA. Anticipate a single 800 MHz/700 MHz with VHF overlay.

20 Where are we now? Radios First steps: Applying for FCC waiver, begin implementation of 700 MHz upgrade. Begin implementation of 800 MHz upgrade. Radio purchasing, installation and end user training. PSAPs No work has started at this time. PSAP Managers will start a process similar to the RSOG very soon.
