(DEFERRED AND CARRIED OVER FROM THE 8/13/09 MEETING) (5) An Ordinance to approve the partial assignment of an undivided forty-eight (48%) percent of working interest from Romere Pass Acquisition L.L.C., a Deleware limited liability Company, as Assignor, unto Badger Oil Corporation, a Louisiana Corporation, as Assignee, in and to Parish Tract 04-1, covering lands situated in portions of Sections 10 & 11, Township 20 South, Range 19 East, Grand Prairie Levee District, Plaquemines Parish, Louisiana, estimated to contain approximately acres, more or less; Grand Prairie Levee District, Plaquemines Parish, Louisiana; to authorize the Parish President to execute documents of approval; and otherwise to provide with respect thereto. (6) The Ordinance to prohibit any vehicle which has a gross vehicle weight exceeding 10,000 pounds on New Street and Burmaster Street, Belle Chasse, Louisiana; to establish a penalty therefore; and otherwise to provide with respect thereto. COUNCIL MEMBER HODNETT (7) An Ordinance of the Plaquemines Parish Council, authorizing Billy Nungesser, Parish President, for and on behalf of Plaquemines Parish Government, to authorize the expropriation of lands required in connection with the utility relocations for the Jesuit Bend Sewer Line Phase I.

2 (8) An Ordinance approving a plan of resubdivision of Lot V of the property of Trinh T. Pham-Vo, wife of/and Hunk ThanhVo into Lot V-1 and Lot V-2, Empire, Plaquemines Parish, Louisiana, as shown Map of Resubdivision, Lot V, Empire, La., by Hugh McCurdy, III, P.L.S., dated November 12, 2008, and as amended May 12, 2009, the owners having fulfilled all of the requirements of the Subdivision and Resubdivision Ordinance of the Parish of Plaquemines without cost to the Plaquemines Parish Government or the Parish of Plaquemines. COUNCIL MEMBER FRIEDMAN (9) An Ordinance to amend and as amended readopt Sections and of Chapter 17.5, Article I, Parks, Recreation and Parish Facilities, of the Code of Ordinances; and otherwise to provide with respect thereto. An Ordinance to rescind, annul and set aside Ordinance No , adopted July 9, 2009, to appropriate funds to various projects from Disaster Recovery Funds through a Louisiana Community Development Block Grant (CDBG); and otherwise to provide with respect thereto. (DEFERRED AND CARRIED OVER FROM THE 8/13/09 MEETING) COUNCIL MEMBER TURNER SECONDED BY COUNCIL MEMBER HODNETT m. An Ordinance authorizing the establishment and funding of a Fund Balance Designation for Disaster Recovery Funds through a Louisiana Community Development Block Grant (CDBG); and otherwise to provide with respect thereto. (DEFERRED AND CARRIED OVER FROM THE 8/13/09 MEETING) COUNCIL MEMBER TURNER n. A Resolution to authorize the Plaquemines Parish Government Mineral Office upon approval by the Parish President to advertise and accept bids pursuant to provisions of La. R.S. 41:1211 et seq. For leasing parish owned lands for preservation and conservation purposes when applications are received by the Mineral Office from persons desiring to lease parish owned lands for hunting, fishing, recreation and trapping purposes with the objective of preserving and conserving the lands using conservation practices approved by Plaquemines Parish Government as lessor. (DEFERRED AND CARRIED OVER FROM TE 8/13/09 MEETING) COUNCIL MEMBER BESHEL o. A Resolution prioritizing the approved Priority List submitted to the Louisiana Recovery Authority for the Long-Term Community Recovery Program; authorizing and directing the Parish President, Billy Nungesser, to re-submit to the Louisiana Recovery Authority for the Long-Term Community Recovery Program the following combined Priority List numbered as to the necessity and importance for Plaquemines Parish: and otherwise to provide with respect thereto. p. A Resolution stating Plaquemines Parish Council s endorsement of Environmental Safety & amp: Health Consulting Services, Inc., to participate in the benefits of the Louisiana Enterprise Zone Program. COUNCIL MEMBER HINKLEY q. An Ordinance to amend the Five-Year Capital Improvements Plan for the Woodland Bridge Clean-up Project; and otherwise to provide with respect thereto. COUNCIL MEMBER HINKLEY r. A Resolution approving a Cooperative Endeavor Agreement with the Plaquemines Parish Sheriff and Law Enforcement District to incorporate the 911 System into the EOC/Government Complex; authorizing the Parish President to negotiate and execute those documents and agreements with the Sheriff and the Law Enforcement District; and otherwise to provide with respect thereto. COUNCIL MEMBER HINKLEY s. A Resolution conditionally approving a plan of resubdivision of Portion of Tract 3-D-1 of Belle Chasse Plantation, as shown on The Parks of Plaquemines Phase I, being a Subdivision of a part of Section B, Belle Chasse Plantation, Belle Chasse, Louisiana, by Hugh McCurdy, III, PLS, dated May 31, 2008, amended March 16, 2009, without cost to the Plaquemines Parish Government or the Parish of Plaquemines. COUNCIL MEMBER HINKLEY t. A Resolution assigning permanent office space in the Plaquemines Parish Government Building located at 106 Avenue G, Belle Chasse, Louisiana, to the Internal Auditor s Department; to be effective immediately upon the adoption of this Resolution; and otherwise to provide with respect thereto. COUNCIL MEMBER HODNETT u. An Ordinance to authorize the Parish President to initiate the formation of a Paid Firefighters Program for Plaquemines Parish including the establishment of a Civil Service System for funded positions and a Capital Outlay Plan; and otherwise to provide with respect thereto. COUNCIL MEMBER GUEY v. A Resolution accepting the recommendation of the Parish Planning & Development Board to hire Jourdan, Jones & Goulding to complete the Plaquemines Parish Comprehensive Master Plan; authorizing the Parish President to enter into the appropriate agreement with said firm to complete all work tasks required in the completion of the Master Plan in accord with LRA funding requirements; and otherwise to provide with respect thereto. w. A Resolution appointing as a member of the Board of Commissioners, Hospital Service District No. 1, representing Council District 5, to replace Mrs. Danica Ansardi; and otherwise to provide with respect thereto.

A Resolution appointing as the Council District 5 representative of the Plaquemines Parish Economic Development Board to replace Mrs. Toni Plumer who resigned from the Plaquemines Parish Economic Development Board on July 22, 2009; and otherwise to provide with respect thereto. y. An Ordinance to amend the General Fund, 2009 Operating Expenditure Budget, Solid Waste Department, line item Trash/Garbage Cans; and otherwise to provide with respect thereto. z. A Resolution authorizing and directing the Council Attorney, Amos J. Cormier, III, to take any and all legal action, including, but not limited to, filing an Injunction against Plaquemines Dirt & Clay, L.L.C., for operating without a local Parish permit; and otherwise to provide with respect thereto. A Resolution authorizing and directing the Parish President, Billy Nungesser, to enter into and execute a contract with Burk-Kleinpeter to provide a Parishwide Comprehensive Master Plan; authorizing and directing the Parish President, Billy Nungesser, to issue payment for said contract after the $1,000, CDBG Grant has been received by Plaquemines Parish; and otherwise to provide with respect thereto. COUNCIL MEMBER TURNER A Resolution authorizing and directing the Parish President, Billy Nungesser, to enter into and execute a contract with GCR & Associates to provide a Parishwide Comprehensive Master Plan; authorizing and directing the Parish President, Billy Nungesser, to issue payment for said contract after the $1,000, CDBG Grant has been received by Plaquemines Parish; and otherwise to provide with respect thereto. COUNCIL MEMBER TURNER A Resolution authorizing and directing the Council Attorney, or his designee, to take any and all legal actions necessary to protect and defend our Parish Charter on behalf of the Plaquemines Parish Council; and otherwise to provide with respect thereto. COUNCIL MEMBER TURNER A Resolution appropriating funds and authorizing professional services for drainage improvements in Council District 7; and otherwise to provide with respect thereto. COUNCIL MEMBER FRIEDMAN An Ordinance to amend the 2009 Operating Expenditure Budget, President s Office Department line item Salaries & Wages-Regular; and otherwise to provide with respect thereto. COUNCIL MEMBER TURNER A Resolution authorizing the Plaquemines Parish Community Action Agency to prepare the necessary application to the Louisiana Department of Labor receiving the Community Services Block grant Funds for the Program Year 2010 and authorizing the President of the Plaquemines Parish Government to sign and submit said application and contract. COUNCIL MEMBER An Ordinance to amend the Five-Year Capital Improvements Plan for the Buras YMCA Building Asbestos Removal Project; and otherwise to provide with respect thereto.
