16 George Soros visited Tbilisi, Georgia on May 29-31, 2005 to celebrate the tenth anniversary of the Open Society - Georgia Foundation (OSGF), meet with President Mikheil Saakashvili and other government officials to discuss ongoing reform efforts, and meet with civil society and media representatives to discuss their role in the country's transformation. Country Context George Soros' visit came just eighteen months after the Rose Revolution brought the new government to power. In this period, Georgia has made significant strides in a number of areas, including the adoption of a new law on freedom of speech and expression, downsizing of the government bureaucracy, introduction of a new patrol police to replace the notoriously corrupt traffic police, and passage of key education legislation. However, the government has also came in for criticism for its excessive nationalistic rhetoric, increased military spending, lack of transparency in this and other fields (particularly in the budget), increased pressure on the media, and weak judiciary. In this context, George Soros stressed the important functions both government and civil society fulfill in an open society. He applauded the government for its successes, but also encouraged civil society - with the support and leadership of OSGFto continue playing an important role as a constructive critic. Meetings with Government Officials George Soros met with several key government officials, including President Mikheil Saakashvili, Prime Minister Zurab Nogaideli, and Chairman of Parliament Nino Burjanadze. At a dinner with President Mikheil Saakashvili at the start of George Soros' visit to Tbilisi, and then a short meeting before his departure on May 31, the two engaged in wide-ranging discussions of the country's ongoing reform and the challenges that lie ahead. In particular, Soros underscored the importance of a new anti-corruption initiative by OSI to chart Georgia's progress in addressing corruption and propose specific remedies. A meeting with Prime Minister Zurab Nogaideli centered on the country's economic development in the past year and a half, including increased revenue collection and a simplified tax structure, a new emphasis on infrastructure development to spur private sector development, and planned sweeping deregulation of licensing requirements and inspection requirements for small and medium enterprises. Some discussion followed on the need for institutionalizing reform, so that it is not dependent upon individual officials. The role of OSI and OSGF in supporting the anti corruption policy and education system reform was highlighted. Soros and Parliament Chairman Burjanadze discussed the 14 George Soros Visit to Tbilisi, Georgia May 29-31, 2005 need for strengthening parliament through training staff on parliament committees in monitoring the implementation of laws; reforming Parliament's research department; and possibly collaborating with the US Library of Congress. Meetings with Foundation Leadership Soros met with the OSGF leadership and discussed various issues with them. In particular, he met with Executive Director David Darchiashvili, Board Chair Tinatin Khidasheli, and the rest of the OSGF board. A separate meeting was dedicated to the OSGF's Integration Program. Along with the OSGF's executive director, the meeting was attended by Mikheil Mirziashvili, the program coordinator, and Mikheil Chachkhunashvili, the program consultant. The discussion centered on the challenges Georgia faces and the foundation's proposed remedies to these problems. Soros showed interest in the foundation's new initiatives in education reform, media (setting up the Media Council) and governance reform projects. He got familiar with OSGF's efforts to impose democratic control on defense and security fields and its contribution to shaping the territorial arrangement concept. Moreover, George Soros encouraged OSGF to be more radical in its thinking and to not hesitate to start new programs and cut older ones as appropriate. OSGF's will further focus on the development of education sector, counter corruption activities and legal system reforms, court reforms and social and ethnic integration. Celebration of Foundation's 10th Anniversary George Soros was the guest of honor at a reception to celebrate the foundation's tenth anniversary. The event was attended by key civil society leaders, including past and present foundation staff and board members, State Minister George Baramidze, the Minister of Justice, the Vice Chair of Parliament, government Ministers and parliamentarians, the leaders of the Soros foundations in Armenia and Azerbaijan, and ambassadors and representatives of various international organizations. In his address to the guests, George Soros underscored the interesting position he finds himself in, by being at once a strong advocate of the Saakashvili administration and a strong supporter of civil society. Public institutions and the government disagree on a number of issues, there is mutual criticism, but this is the situation in which both sides may be right in a way, George Soros said during his speech. He hopes that criticism, without which civil society cannot be imagined, would be always constructive and focused on the

17 interests of the state and democracy. He reiterated that the activities of OSGF was to meet changing needs of the country and regarding the latter, he noted how the work of OSGF has evolved in response to the country's changing needs and he praised the current and previous leadership of the foundation for their important role in this. Roundtable with Civil Society and Media Soros met with over twenty representatives of civil society and the media. He heard their views on Georgia's reform process, their interaction with the government, and ideas for strengthening the media, where much of the discussion centered. The participants expressed broader concerns about the government's perceived unwillingness to work with civil society, its record on torture and on penitentiary reform, and excessive nationalism, and stressed the need for local self governance and an independent judiciary. Among the concerns cited were pressure on the media from the government and from media business owners, self censorship, and the inability of the media to oppose this pressure. George Soros noted once more the importance of Georgian civil institutions and their role in the ongoing democratic processes. He expressed hope it would be possible to negotiate various issues with the government and cooperate with them. Meeting with IFIs, Other Donors, and Members of Diplomatic Community In a UNDP-hosted lunch meeting with representatives of the IMF, World Bank, EBRD, bilateral donors, and US and UK ambassadors, George Soros exchanged views on Georgia's economic development. Soros noted that now would be the time to spend on infrastructure development, the goal served for instance by Millennium Challenge Program. Finally, Soros noted how proud he was of his contribution to the Capacity Building Fund, a fund set up by UNDP and OSI and later joined by SIDA to pay government salaries and support governance reform projects. These funds allowed the government to make some immediate changes, as well as support reform efforts of key ministries. As was noted, currently the Fund is supporting system reforms, organizational development in Georgia's public institutions. Media Coverage There was a lot of press coverage surrounding George Soros' visit. The media covered extensively the tenth anniversary of the founding of OSGF, George Soros' meetings with government, the roundtable with civil society leaders, and his statements at the press conference. The press was particularly interested in his views on the state of Georgian democracy and his stance to the current government. "President Bush's newfound enthusiasm for spreading freedom and democracy" - although stating that this cannot be achieved by using force. George Soros' response to questions about his role in the Rose Revolution, which emphasized that the change of government was the work of the Georgian people, received significant attention from both the local and international press. Conclusion In the press conference concluding George Soros' visit to Tbilisi, he applauded the successes of the government as well as civil society in criticizing the government. As he noted at the outset of the press conference, "I am really thrilled to see the success of the new regime. Of course, not everything is perfect. An open society in my definition is an imperfect society that holds itself open to improvement. And in that sense Georgia is an open society and the imperfections need to be pointed out and dealt with, and [OSGF] is performing a very valuable function...the foundation is not only criticizing but is engaged in active programs to remedy. So looking at the situation in Georgia today, I am going to leave with great sense of satisfaction, both with the advances made by the government and by the work of the foundation." George Soros was born in Budapest, Hungary on August 12, He survived the Nazi occupation of Budapest and left communist Hungary in 1947 for England, where he graduated from the London School of Economics (LSE). In 1956, Soros moved to the United States, where he began to accumulate a large fortune through an international investment fund he founded and managed. The network of George Soros Foundations embraces over 60 states. George Soros founded the Open Society Institute (OSI) in 1993 to contribute to the operation of his foundations in central Europe and post Soviet states. The Open Society - Georgia Foundation was founded in Tbilisi in 1994 as an independent non-governmental and notprofit organization. It aims to develop and implement a range of programs focusing on civil society, education, media, public health, and human rights as well as social, legal, and economic reforms. Some of the coverage reported rumors and false allegations of financial support for the current government, and was dominated by reports of the protests to George Soros' visit. The protests supposedly were organized by loyalists to the late former Georgian leader, Zviad Gamsakhurdia and other nationalist forces. Some media outlets reported tensions between George Soros and Mikheil Saakashvili over Saakashvili's good relations with George Bush. George Soros publicly dismissed the reports of tensions, saying that he is not in competition with the American president over Georgia and welcoming 15

18 The Open Society - Georgia Foundation's Programs Mass Media Support Program Media Council as a Public Platform The idea to set up a Media Council was considered and approved during the latest visit of George Soros, the founder of the Open Society - Georgia Foundation to Tbilisi. Members of the inner projects OSGF launched to support the Media Council have actively cooperated with the mass media for the past several months. In late July, the issue was finally negotiated. Roughly, on July a presentation of the Media Council will be held. We advise all journalists as well as other representative of the public not to miss the presentation. The primary goal of the project is to set up the Media Council as a self-regulatory body of the media, says Irakli Tsertsvadze, the program coordinator. Moreover, the Media Council will become a platform for making regular statements on rough violations of media ethics, even in cases when the council will not be reported on the unethical behavior of a journalist, he says. On the other hand, the body will provide support to all journalists who will need its protection. The Media Council support project also announced a tender in May for a TV social commercial. At present, the program is working at making a commercial according the script that won the competition. The first attempt to set up the Media Council ended in failure, as media members were not able to negotiate the issue. It was OSGF's initiative to give the idea another try. Intensive talks and consultations have been held with the managers of all media organization since the inner project was launched. As a result of the negotiations, a council's new regulation has been drawn up. According to the new regulation, the Media Council will be an arbitration body, in which the plaintiff and defendant will be able to resolve their dispute without incurring any expenses, as they would in a regular court. "The scheme will make the council alluring for both the media and defamed citizens, as this is not linked to any expenses", Eka Kvesitadze, head of the project, says. "The media should come in for criticism by representatives of the media itself and the public rather than the government, as in the latter case this (criticism) is viewed as a threat". Eka Kvesitadze took part in almost all activities organized under the project. Trainings have been held for journalists in regions on media ethics and self-regulation. Lectures were delivered jointly with the Liberty Institute in Telavi in May, while in Kutaisi and Poti in June. In mid July, training is planned to be held in Batumi. "The interactive trainings aimed to give detailed information to journalists on how the current legislation provides their professional freedom and availability of public information on the one hand, and on increasing journalistic skills in the Georgian media, setting up the code of ethics and the necessity to set up a self-regulation body like the Media Council on the other", says Eka Kvesitadze adding that journalists in the regions have expressed desire to further attend similar trainings. the Media Council, were considered at a meeting of media coordinators in Bangkok (Thailand) in mid June. Irakli Tsertsvadze, the program coordinator, and Nino Chinchaladze, the deputy executive director, took part in the meeting organized by the Network Program of the Open Attention, competitions: 1. to identify the best series of publications in television criticism for journalists of the press. The deadline for submitting applications is November 15. The competition will be held repeatedly as in the first case the foundation did not receive interesting projects (some changes have been made to competition terms). 2. a one-month internship for regional journalists (the press, television, radio and photojournalists). 12 grants will be issued. The deadline for submitting applications is June to organize teaching media representatives Georgian and English languages in the Kvemo Kartli region. The competition has been announced for non-governmental organizations, initiative groups and organizations working at journalists' professional education. The meeting proved rather interesting and beneficial, says Irakli Tsertsvadze, who made a speech on reforms in the public television (the former state television) during the meeting, while Nino Chinchaladze spoke about OSGF's role in the election process, support models and post election experience. Media against Censorship Another rather important and topical project named "Against Censorship" is being implemented as part of the Media Support Program. Under the project two films were made - "Without a Bullet" and "Marek Dudaev's Case". The first film deals with the facts of Zurab Zhvania's death, while the other tells a tragic story of Ossetian Marek Dudaev, living in the Georgian-Ossetian conflict zone. The films were shown by TV Company "202". Vakhtang Komakhidze, a journalist and the film director, says the films raised great interest in the public. Several discussions were held, articles published and footages made on various TV channels, including regional TVs. "I think our project has already proved a success as the media have started talking about issues it refrained from talking about before", he says. Vakhtang Komakhidze promises to offer the public other interesting works. He said he is working at two contentious issues - spending funds from the President's Fund and the situation in the Georgian media. 19 Conflict Resolution, Civil, Regional and European Integration Program On the Way to Integration to Europe OSGF's Integration Program has focused for the past period on drawing up the Action Plan (AP) for the European Neighborhood Program (ENP) and securing the involvement of civil society in the monitoring process. ENP is the assistance Europe provides to neighboring states and brings them closer to European values. To attain the goals, Georgian non-governmental organizations have met in Brussels. The meeting, Mikheil Mirziashvili, the program coordinator, says was rather interesting and beneficial. It aimed to draw up ENP's action plan with European institutions (the European Parliament, the European Council and so on) and lobby for the involvement of civil society in further monitoring. In the meetings hosted by European policy research centers in Brussels Azerbaijani and Armenian colleagues also took part. Another meeting with the Azeri side was held in Baku. The Azeri capital also hosted a conference dedicated to ENP's action plan. Along with the involvement of civil society, participants considered issues like regional cooperation and sharing experience among the states. Although all three states of the South Caucasus have individual integration plans, the regional cooperation is still topical, says Mikheil Mirziashvili. But the regional cooperation in Georgia is also considered in the context of the Black Sea basin, the direction that may prove priority in the integration to Europe. There is a considerable diversity of opinion on the issue and we even had a sound argument during the meeting, he says. Non-Governmentals' Efforts in Five Directions In order to secure the involvement of civil society in drawing up the ENP's action plan and in its further monitoring OSGF's Integration Program along with the Heinrich Boll and the Eurasia Foundation supported setting up five working groups by representatives of the civil sector. The groups will give recommendations for the action plan in the following directions: - enforcement the rule of law, human rights and pluralism enforcement; - poverty reduction, stable development; - fighting corruption and providing transparency, including the privatization process; - improving a business environment, and the customs systems' reform and liberalization; - conflict resolution and regional cooperation. Mikheil Mirziashvili says initially, representatives of up to 30 non-governmental organizations registered in each group, which have been working hard since June 1. First, the groups will separately work out recommendations for the Action Plan (AP). Later, they will negotiate them and introduce to the public and the government. The interested part of the public and the government should be informed at all stages of the work process. The first stage of the work is due to end in September, while the whole cycle in late October. "We have already had some response from European institutions as well. In particular, a representative of the State Minister in European and Euro- Atlantic issues took part in our discussions; we also expect the involvement of Foreign Ministry officials in the process", says Mikheil Mirziashvili Conflict Resolution The Integration Program along with OSGF's Economic Development Program, keeps on implementing micro loan projects in the Gali district, Abkhazia. Future members of the Gali consultation center have attended a training and learned about the successful project in the Samtskhe-Javakheti region. The Integration Program has also supported projects focused on confidence building with South Ossetia and Abkhazia. The project of the restoration of Kosta Khetagurov's monument in the Arashperan village of the Lagodekhi district (the Kakheti region) is rather important for the civil integration. The monument in the yard of the secondary school named after Kosta Khetagurov was exploded during the Georgian- Ossetian conflict ( ). "For the past several years the village population has marked Kosta Khetagurov's day, "Kostaoba" on October 15. But, the people, gathered at the wreckage of the monument felt pain rather than joy. My efforts to raise the question of the restoration of the monument under the previous government ended in failure. Last year, however, with the support of the Open Society - Georgia Foundation my dream came true", says Naira Bepeeva, head of the Ossetian department of the Caucasian House. Merab Gagloev, a sculptor, who was assigned to restore the monument, has already completed the work in clay. By the beginning of the academic year, in September, Kosta Khetagurov will "return" to his homeland. Law Program The Public Lawyer's Office for Socially Vulnerable Groups of Population The Law Program of the Open Society - Georgia Foundation is taking active part in setting up a free legal aid system. The project is being implemented by the Justice Ministry in association with the Open Society Legal Initiative, Young Lawyers Association of Georgia and IRIS Georgia. As part of the project, the first territorial office of the Public Lawyers Service opened in the You can come to the Tbilisi office every day from 9 a.m. to 6 p.m. except for Saturdays and Sundays in the building of the Gldani-Nadzaladevi district Gamgeoba (the city council) at the address: 1 Sarajishvili St. Telephone: Gldani-Nadzaladevi district, Tbilisi on June 18. The move was followed by opening another office in Zestaponi on June 25. Seven lawyers of the Gldani-Nadzaladevi district and three lawyers of the Zestaponi office will provide defense in pretrial detention in courts of various levels. They will stand up for the people considered suspects and defendants by investigation bodies. Tamar Kaldani, the program coordinator, says the lawyers of the Public Lawyers Service selected through a two-stage 17

20 competition, were trained in Bakuriani in association with the Legal Initiative of the Open Society - Georgia Foundation. During the training, Georgian and foreign experts thought the lawyers how to communicate with clients, peculiarities of the public lawyers service, defense building and other essential skills. Nino Eliashvili, a member of the Young Lawyers Association and one of the lawyers who has successfully gone through the two-stage selection process, will put in practice the skills acquired during the training. Now she is an administrator of the Gldani-Nadzaladevi district. A lot of citizens apply to the office for help, as most of them cannot afford a private lawyer, due to high costs, she says. Although we are entitled to provide service to the Gldani-Nadzaladevi district alone, people from the Isani-Samgori district often come to us for help, says Nino Eliashvili and hopes soon other districts of the capital will have similar offices. After one year of the operation of the pilot offices, the program will define average demand for legal service, as well as peculiarities of working in the legal system and an average cost of service for one case in the legal aid office, says Tamar Kaldani. The opening of the Gldani-Nadzaladevi territorial office of the Public Lawyer Service was followed by a presentation in Tbilisi Marriott Hotel. During the presentation, the Justice Ministry, the Prosecutor General's Office and the Ministry of Internal Affairs signed a memorandum, by which the sides declared the willingness to cooperate and provide assistance to each other during the reform of the free legal aid system in Georgia. A Coordinating Board was set up at the Public Lawyers Office. Officials from the Open Society - Georgia Foundation, the Open Society Legal Initiative, IRIS Georgia and the Young Lawyers Association of Georgia are taking active part in the operation of the Coordinating Board. The board will supervise the Public Lawyers Service and go ahead with working at the concept of a free legal aid system reform, a bill on a public lawyer and a detailed action plan (including financial estimates). Civil Society in Law Making Process The Civil Society Institute (CSI) is implementing OSGF-funded project "Civil Society in Law Making Process". The project aims to make the law making process transparent, secure the involvement of the public, timely spread information on pending innovations and lobby for the public interests in the law making process. Tamar Kaldani, the coordinator of OSGF's Law Program, says: "The public has welcomed the activities and it (the project) has been increasingly successful". Under the project, CSI has actively cooperated with the Legal Committee of Georgian Parliament. CSI signed a memorandum on mutual understanding with the committee. The parties have made joint efforts to provide the transparency of the law making process, establish administrative accountability, legally establish publicity principles in politics and render assistance in the prevention of illegal interests through informing the public. CSI takes copies of all bills submitted to the Legal Committee of Parliament, disseminates brief information on all the bills submitted to Parliament by and publishes them on the web site of the organization ( Georgian law experts provide conclusions on those bills that cause important changes in current legislation. Since the project was launched (November 2004) to date the institute: - has taken all bills (161) from the Legal Committee of Parliament; - has prepared expert judgments on bills that cause important changes in Georgian legislation (47 expert judgments); - has produced 88 electronic newsletters on pending legislatilve amendments. CSI's judgments on the following bills have proved particularly successful: "On Making Amendments to the Constitution"; "On Making Amendments to the Law on Statutory Acts"; "On Making Amendments to the Law on Grants; "On Issuing Licenses in the Oil Products Sector"; "On Making Amendments to the Tax Code" (concerning private arbitration). Maia Meskhi, the director of CSI's Legal Program, says: "Our experts' participation in the discussions has caused serious changes in bills. Eventually, most of recommendations given by the institute were taken into account". Apart from the Legal Committee, the conclusions of the institute are sent to chairmen of those committees, whose judgments on the bill are essential. MPs become regularly familiar with expert judgments. Government officials also refer to CSI's expert judgments. Maia Meskhi says: "The project implementation has provided the involvement of civil society in the law making process. It sharply increased public awareness of Parliament's operation. Concrete indicators show increasing demand from the public for information disseminated by CSI and Georgian experts' comments". The project is also in the focus of the media. The 24 Saati, a newspaper, makes publications under the project. The newspaper has already published 10 articles dealing with rather interesting topics for the public (about lawyers, issues like the Constitution, IDPs, adoption, local government, licensing and so on). CSI's electronic newsletter at present has around 257 subscribers from the media and 400 from the business sector. The Civil Society Institute promotes the enforcement of the rule of law through establishing democratic values in the state, educating the public and increasing its activity. The institute runs law, local government, civil society development, economic, and public policy and administration programs. Local Government and Public Administration Program Free Competition The Local Government and Public Administration Program has already announced winners of its free competition. The program selected seven of 64 projects that had taken part in the competition. Tiniko Bolkvadze, the program coordinator, stresses regional non-governmental organizations have been more active this year. Eventually, the program selected two 18

21 rather interesting projects: "Promotion of Transparent Scheme", introduced by the association of the Racha- Lechkhumi and Kvemo Svaneti Sakrebulos, and "Increasing Transparency through Informing the Public" prepared by Info, an initiative group from Kutaisi. Decentralization Strategy Rendering assistance in setting up Georgia's decentralization strategy presents one of key directions of OSGF's Local Government and Self Administration Program. " We still hope that the fundamental principles of democratic society - involvements, tolerance and transparency will not be forgotten", from the appeal made by public organizations The coalition of non-governmental organizations - For Local Democracy and Self-Government - advanced the words of Ilia Chavchavadze, the prominent Georgian writer and public figure of the 19th century as its slogan: "Self-governance is the best cure for people's every needs". The coalition prepared as part of the project, which is co-funded by the foundation, a conceptual model for the administrative and territorial arrangement of the country and distribution of powers among various levels of the authorities. The coalition has among its members: Young Lawyers Association of Georgia, Civitas Georgica, an international association, and the International Center for Civil Culture. The coalition will shortly introduce the concept to experts, state officials and the general public for judgment. Tiniko Bolkvadze, the Local Government and Public Administration program coordinator, says the concept will provide not only the first example of a system approach to the issue but also of absolutely free discussion in the public. Both the capital and the regions will host broad discussions. We should also ask the opinion of population in regions on certain provisions to secure drawing up a perfect document, she says. The new concept was developed through a deep analysis of historical, geographical, social, economic, political, administrative and many other aspects. The document provides strict distinction of administrative, financial, property and legal powers. Tengiz Shergelashvili, the project director, and the chairman of the board of the Young Economists Association hopes the country will meet the next local election "with a radically new and efficient government system". Evaluation of Election Processes OSGF's Local Government and Public Administration Program and non-governmental organizations have closely watched changes to election law. They could not turn the blind eye to recent amendments to the election law made hastily and made a written appeal to the Georgian government. Here is a brief account of the appeal made by public organizations. They show their opinion on amendments made to the law on "Georgia's Capital - Tbilisi" and to the Election Code of Georgia: " Nowadays, the Central Election Commission and the Government face another test for their adherence to democratic principles, and the public is closely watching how they will pass this test. We, representatives of public organizations, are obliged to tell you that so far, the developments linked to the local government reforms have shown dangerous symptoms, the development of which would put the whole society in danger. We still hope that the fundamental principles of democratic society - involvements, tolerance and transparency will not be forgotten". The appeal has been signed by the Young Lawyers Association of Georgia, International Center for Civil Culture, Multi-Ethnic Georgia, a civil movement, Civitas Georgica, an international association, the International Society for Fair Elections and Democracy, the New Generation the New Initiative, a movement, the Civil Society Institute, the UN Association of Georgia and the Public Administration and Local Government Program. The text of the appeal was published in the June 28 issues of the papers, the 24 Saati and the Rezonansi. Internet-Transparency in Georgia The Public Administration and Local Government Program considers the introduction of electronic transparency in Georgia extremely important. Therefore, the local government, the Open Society Institute (OSI) and the Open Society - Georgia Foundation have made joint efforts to draw up an adequate scheme. Tiniko Bolkvadze, the program coordinator, says the project in the first place, aims to fight corruption through increasing transparency. The transparency of state bodies and voluntary institutions should increase through the introduction and use of modern information and communications technologies, she says. The introduction of "electronic transparency" will improve state governance and management, and increase the efficiency of public service. All the latter provide precondition for the introduction of an essential segment of the information society - the idea of the introduction of the so-called electronic government. The project "Introduction of Electronic Transparency" calls for the development of a general policy and legislative changes. In particular, it calls for the review and making amendments to articles on free information in the administrative code or for the adoption of new law on information. The Internet Governance Academy (Estonia) and "Internet Cities" (Poland) will provide Georgian experts with recommendations. The work is due to start in September-October. Meeting with PR-Services Meeting with public relations services of the State Office and the ministries was another interesting initiative the Public Administration and Local Government Program made in the second quarter. Unfortunatly, the activities of the public relations services are often viewed as holding PR activities alone, which is not completely true, says Tiniko Bolkvadze, the program coordinator. There should be direct interaction between them and the public. This was the first such meeting and raised great interest in the public. The public relations services expressed willingness to have similar meetings in the future. Economic Development Program Small Business Development in Abkhazia The Economic Development Program of the Open Society - Georgia Foundation has retained a different style of operation. Small and medium business-focused credit schemes 19

22 along with issuing grants present the program's key priorities. "The job the Economic Development Program has done throughout its existence has yielded rather favorable results", says Mikheil Kervalishvili, the program coordinator. The Economic Development Program, in particular, has launched a small and medium business promotion project in Abkhazia. Under the project, the program ran a multi-stage training course in the Gali district for 12 people who arrived from Abkhazia. The training, which took place from May 16 to June 10, aimed to prepare qualified staff for a business center in the Gali district. Later training participants were practically trained in the Samtskhe-Javakheti district. They got acquainted with the OSGF-funded projects that have been successfully implemented there. They also learnt on the spot how Akhalkalaki business centers and credit institutions operate, as well as the principles of the evaluation of loan applications and business-plans. The trainees visited those businessmen that have received funding through loan programs. The training participants ran a special course for local businessmen in business planning in association with the staff of the business-centers. At the second stage, they themselves drew up a business plan, under which a consultation center will be set up in the Gali district. OSGF's office held the presentation of the project on June 10. After the presentation, the training participants were awarded certificates, certifying their participation in the study course. During the final stage of the training, the trainees passed a special test. "Tests helped us evaluate impartially the skills acquired during the training, participants' abilities and essential personal qualities for working in the conflict region. We selected those five candidates who will continue taking part in the business center foundation scheme", says Mikheil Kervalishvili. Under the same project, a microfinance institution to implement the loan program on territory of Abkhazia was selected. Through a tender and due to efficient cooperation in the past, it has been decided that this organization will be World Vision - Georgia. The organization will set to work in the near future. For Millennium Challenge Goals The Economic Development Program keeps on cooperating with Millennium Challenge Georgia Foundation (MCG). Program participants regularly take part in meetings organized by MCG. Several interesting proposals have been put forward to secure transparency and publicity of MCG's operation. It was also decided to set up a special advisory board at MCG to provide public monitoring after an agreement is signed between Georgia and the U.S. The advisory boards will have nine members - three from the non-governmental sector, one from Parliament, one from the Ministry of Environment and Natural Resources Protection, two from the business sector, one from the President's office and one from the Motor Roads Department. The advisory board will be able to set up target, professional sub-commissions, which will provide the board members with professional and qualified conclusions on various components of the project. Pilot Employment Program The Economic Development Program, along with the Local Government and Public Administration Program, has 20 launched preparations for a pilot employment program. In particular, they have drawn up a general project and actionplan, held round-table talks with interested organizations and prepared tender applications in order to select partner organizations. The program will shortly issue the tender. Mikheil Kervalishvili says before it is announced, the program will meet with would-be partners, who will be assigned to design a special one and a half month tainting course. The selection of partner organizations will be followed by a competition for the unemployed who whish to take part in the program. Those who lost their jobs following recent reforms in public institutions will be given an advantage. After attending the training course, they will be able to set up themselves the further development strategy, in which the acquired experience will help them very much. OSGF will also provide a grant to fund projects made during the training course. The Open Society - Georgia Foundation suggests the implementation of the program will provide an example to the state and other donor-organizations of setting up an efficient model of employment promotion. Information Program Open Source for Everybody This spring has proved rather important to the Information Program of the Open Society - Georgia Foundation. The Ministry of Education and Science decided on the installation of Linux OS on the computers to be delivered to schools under the Dear's Leap project. The system is based on the open source. The decision was preceded by long discussions whether it would be better to install Windows or Linux, Zviad Sulaberidze, the coordinator of the Information Program, recalls. At that time representatives of Microsoft were visiting Tbilisi and even offered discount in case of choosing Windows, however, the program opted for Linux, he says. The reason for making this choice he says is the following: - open source software is safe; - open source software is free; - open source software enables to tailor the system to your needs not vice versa. The information program promotes the development of information technologies in Georgia and the introduction of the open source software. Mobile Consultants and Open Platforms, a one-year project, was launched in January and will approximately extend into next year. The OSGF office held the presentation of the project on April 22. Civil society should have information and be able to make choice; in order to help the non-governmental sector the program has started promotion of the open source software, says Zviad Sulaberidze. However, he hopes state bodies will also start installing the open source from next year. This will save budget funds, as they will not need to buy commercial, expensive software, nor will they have to use pirate versions, he says. Moreover, the open source software is absolutely compatible with Windows. If you are interested in this opportunity and whish to get information, visit and

23 Open Source in Georgian The program is actively working at the localization of open source programs. This is very hard work - there are around 40,000 terms (phrases) to be translated, says Zviad Sulaberidze. Everyone is welcome to take part in the process, it is voluntary and free. Ureki, a town at the Black Sea coast, will host a summer camp for the localization in late July. Project members and volunteers will translate and coordinate the terms of the open source office software bundle - Open Office. Wireless Internet Another project of the Information Program that raises a lot of interest is the Wireless Internet project. It was launched in March and will last to October. "The project is particularly important for regions and faraway villages, which have communications problems. The machine invented as part of the project is cheaper than the one bought in a store", says Sulaberidze. Project members are confident that the development of wireless technologies will promote positive social changes in rural areas. International Student Advising Center As always, the International Student Advising Center of the Open Society - Georgia Foundation is actively engaged in managing programs which fall under the field of its competence. It is quite hard work to administer about 20 education, scientific and research programs, says Nino Chinchaladze, the director of the center. Emotions accompanying the testing process are already in the past and with the support of the center, happy winners are getting ready for studying at universities. Regions have been rather active this year, says Nino Chinchaladze. For instance, for the first time, this year a candidate from Telavi, Eka Imerlishvili received full funding for studying at Central European University, which is a great success. Natia Nanava, a coordinator of the center, who administers eight programs, is also happy with this year's results. 150 applicants applied for Central European University (Budapest, Hungary) programs, of which 19 students were selected. Successful candidates were trained in the English language in Istanbul (Turkey) in July. Moreover, six candidates were selected of the 28 that applied for a four-year bachelor's degree program in Bulgaria's American University. Four professionals, who will conduct researches in Great Britain as part of the Oxford University Colleges Hospitality Scheme, were also selected. One of successful candidates Shalva Dundua, who works at the International Institute for Education Policy, Planning and Management, already returned to Tbilisi after conducting a one-month research in Great Britain. "For this short period I was able to do a lot of work", says Shalva Dundua and adds: "My field of interest was computer technologies, in terms of employing them in the education system, while Britain is one of the leading countries in the virtual education policy, especially in relation to year-old adolescents". This is very important to Georgia implementing at the moment a computerization project Deer's Leap with the support of the Ministry of Education and Science. The selection process has also finished in other programs which are administered by Gaga Gigiberia, a center coordinator. In the teachers' retraining program eight persons were interviewed in Alma-Ata; of them four reached the final, says the program coordinator. Finalists will leave for the U.S. in January next year to upgrade their skills. As for the social workers' program, two specialists were interviewed in Alma- Ata. One of them will study at Saint Lewis University (the U.S.). The International Student Advising Center is in touch with program alumni. In order to make their work efficient, a small grants' competition is held annually, says Nino Chinchaladze. As a rule, 4-5 alumni receive the grant. This year the applications for the competition may be submitted from June to September. In July, OSGF coordinators hold the annual meeting, at which future plans are drawn up, says Nino Chinchaladze. In particular, it is planned to set up a computer-based testing center to improve the selection process. International Soros Education and Science Programs The results of the nationwide Olympiad held by the International Soros Education and Science Programs for secondary school students are already known. 6,000 applicants applied for the first stage of the Olympiad, of which 2,500 got through the second stage held in April. Eventually, 214 students were awarded diplomas. Of them, 20 were awarded A level, 47 B level and 177 C level certificates. Seven students were awarded A level certificates in the German Language, while three A level certificates were awarded in the mathematics, informatics and biology Olympiads each. "Unfortunately, A level certificates were not awarded in the Olympiads of the Georgian Language and History, which had the largest number of competitors; this points to the need to pay more attention to the subjects", says Tamar Khulordava, the program director. She was happy students from regions were very active and that students from Kutaisi, Rustavi and Zestaponi showed better results in almost all subjects than students from the capital. For the first time this year, the Olympiads were held in all 12 main subjects. Traditionally, students competed during the Olympiads in the five branches of science - mathematics, physics, biology, chemistry and geography - but this year to the list added the Georgian Language and Literature, Georgian History, informatics and foreign languages. Another focus of the International Soros Education and Science Programs is a competition for young scientists, held under the aegis of the European Union year old students take part in the competition. Georgia has been an associated member of the "family" for seven years, says Tamar Khulordava. Seven projects were introduced to the local tournament, of which two were funded. Of the latter two, one will take part in the 17th European competition to be held in Moscow in September. This is the project of Eka Bakradze, an IDP from Sukhumi. She found ways of diagnosing cancer at an early stage at the Complex Diagnostic Center. She was led in her researches by Pavle Chelidze. 21

24 Tamar Khulordava is confident this project will be put in practice. She said it would be a good spring-board for Eka Bakradze, who has just set to scientific work. "Generally, during the selection process attention is paid to the contribution a young scientist will make to scientific society not only in Georgia, but also in the world", she says and adds: "Our criteria are so impartial, strong and perfect, there have been no cases of appealing commission's decisions". Therefore, the program is even able to offer the Ministry of Education and Science a single approach to the evaluation of scientific works. Women's Program Women in Rural Areas for Small Business Development Small business development in rural areas has been one of key priorities of OSGF's Women's Program for the past several months. The program launched in April a competition "support for rural promotion projects". Initiative groups of village women, including young women's non-governmental organizations could take part in the competition. Eight projects were selected of the 29 presented during the first stage of the competition "support for rural promotion projects". Marina Tabukashvili, the program coordinator, and Zurab Janjgava, a business adviser to the project, checked the project viability on the spot during the second stage. Finally, five projects, which would receive the program funding, were selected and a report prepared. "All five projects are rather important to the local people, since mainly young women residing in villages are involved in them", says Marina Tabukashvili. Even brief annotations of the projects show the importance of the initiatives aided by OSGF's Women's Program. For instance, Pshavi, a non-governmental organization, plans to launch a project, "Natural Wool in Natural Colors". The project presents a serious scheme of the development of folk art (traditional, hand-made products such as carpets, socks, wool and so on) in this high-mountain region. It is interesting that in 2004, 25 residents of the Sharakhevi village of Pshavi were provided with drinking water under the project implemented with the support of OSGF's Women's Program. An initiative group "Tori" plans to promote development of pigbreeding in the Timotesubani village of the Borjomi district. It is important that the district (and also the village, which has a popular restaurant and hotel) has a ready market for the business. A women's initiative group in the Natanebi village will set up a mini-factory for cracking hazelnut. 70 hectares in the village is covered by hazelnut farms. The project aims to improve social conditions of residents in rural areas and aid socially vulnerable groups of the population in various ways. An initiative group "Idumali" (secret) plans to manufacture various fruit products under the project "Meskhuri Nobati" (Meskhetian gift). The project involves 12 young women and 2 men from three villages (Nijori, Idumala, and Oshora). An initiative group "Nobati from Kakheti" will launch grape processing and start making churchkhelas. The precondition for the success of the project is that the product has a ready market. "All initiative groups have been astonishingly open and enthusiastic, so in the near future you will see hand-made and agricultural products produced with the support of our program", says Marina Tabukashvili. Gender and Education Women's Program goes ahead with the activities under Gender and Education. In particular, a book by Paolo Freier, a Brazilian philosopher and one of founders of modern pedagogy, is being prepared by the program for publishing (the book has been already translated). This is the first time the book has been translated in Georgian. To date, the name of the author has been known to a small group of specialists, and only from Russian sources. Documentaries The Women's Network Program of OSGF's Open Society Institute (OSI), funded two documentaries made under the project "Paradigms of Soviet Space". The films are "Modern Times", directed by Levan Glonti and "Suliko" by Liana Jakeli. The rough versions of the films are already ready, while final versions will be ready by fall. Marina Tabukashvili, the coordinator of the Women's Program, took part in the show of films along with the authors at the second international masterclass that took place in the Crimea (Ukraine) in June as part of the project. It is important that it was only Georgia where two films were funded, while other states were presented only one movie each. "New Times" describes life in one of Kakheti villages, says Marina Tabukashvili. Arts and Culture Program Intercultural Dialogue An international colloquium on intercultural dialogue is one of the most important events that has taken place for the past several months, Tamar Lortkipanidze, the coordinator of the Arts and Culture Program, says. Tbilisi hosted the colloquium on June The support for the event was provided by the Open Society Institute (OSI), the Arts and Culture Network Program (the Budapest Office), the Open Society - Georgia Foundation, the Eurasia Foundation, the Caucasian House and Poland's embassy in Georgia. Michelsen Institute, Norway. Among Georgian participants were Naira Gelashvili, the director of the Caucasian House, who made presentation on preserving cultural and natural heritage of the country, integration and peaceful coexistence, human rights and ethnic tolerance. Levan Berdzenishvili, one of the leaders of the Republican Party, spoke in his presentation about traditions of tolerance in Georgia and recent disintegration processes. Father Basil Kobakhidze, who represented the Orthodox Church, Alexandr Russetsky, South Caucasus Institute of Regional Security, Director, Zaal Kikodze, ethnographer, Lasha Bakradze, a journalists and others also made speeches during the colloquium. Intercultural dialogue can be accomplished only as a longterm activity, aimed at both regional and international cooperation, integration and not assimilation, it was said during the colloquium. Intercultural dialogue is directed at various social groups. It is not directed at national minorities only. Meeting participants stressed setting up intercultural dialogue centers would help establish tolerance in every day life. National Translation Program The Translation Program of the Open Society - Georgia Foundation keeps on translating and publishing books of social and cultural importance, which are important to both scientists and the general public. Special attention has been recently paid to the development of philosophy and social sciences. The program selected last year four important and interesting books through a competition. Their translation was funded this year. The books are: - Principles of Economy by Carl Menger - The Presentation of Self in Everyday by Erving Goffman - The Theory of Communicative Action: Reason and the Rationalization of Society by Jurgen Habermas - National Identity by Anthony Smith This year the Translation Program of OSGF and the Faculty of the Development of Philosophy and Social Sciences have announced a joint competition in translating scientific books on social sciences in the Georgian language. The books, 16 in all, are to be translated from the original language. The deadline for submitting applications is September 20. Elene Nakashidze, the program coordinator, says the program currently is selecting books for translation and scientific editors itself. One innovation is that every 25% of a translated book will be checked for quality, she says. If experts' conclusion is positive, the translation will continue, if it is adverse, than the program will suspend funding. The Translation Program is important to society, as it makes possible for readers to become familiar with works of foreign authors in the Georgian language and improve knowledge in various fields, says Elene Nakashidze. Public Health Program Establishing Humane Approach Reducing the harm caused by illegal drug use and preventing HIV/AIDS transmission remains one of key directions of the Public Health Program of the Open Society - Georgia Foundation. "The government's approach to drug use is an important factor in the field. The requirements in legislation depend on this", says Lasha Zaalishvili, the program coordinator. The program aims to develop a humane and tolerant approach to drug use. The program has conducted the analysis of Georgian legislation with the support of Andrei Tolopilo, a Ukrainian lawyer. "The recommendations based on the analysis showed that according to Georgian legislation a drug user is a criminal rather than an sick person, therefore it is essential that a repressive policy be conquered, which is the aim of our program", says Lasha Zaalishvili. The Ukrainian expert says a drug user is subject to administrative liability if he has been exposed for the first time, the repeated offense, however, is liable to criminal liability. As drug addiction is a chronic disease, unfortunately, only a small number of cases yields to treatment; the adequate article of the law is "illogical, inconsistent and inhumane", says Tolopilo. He also says the majority of drug users are not able to afford drug addiction treatment. Principles of Harm Reduction Replacement therapy is considered to be one of the ways of treating drug addiction, and we actively cooperate with the Scientific and Research Institute of Drugs, says Lasha Zaalishvili. Their visit aimed to provide technical assistance to organizations involved in the implementation of the program, HIV/AIDS Prevention among Intra-Vein Drug Users. Education Programs for the Disabled The Public Health Program in association with foreign experts is trying to draw attention to the mentally disabled, says Lasha Zaalishvili. In June Judy Klein, the director of the network program for the assistance to the mentally disabled and Camilla Parker, an expert of the same program, visited Georgia. They examined the situation on the spot, basically from the angle of the so-called inclusive education. On the basis of their recommendations those non-governmental organization were selected that will be involved in the implementation of specific projects along with the Ministry of Education and Science. It is also planned to visit Romania, the country that has gathered valuable experience in social integration of the disabled. "It is quite difficult to find in Georgia a school, which will agree to accept mentally disabled children. Nor do we have adequately trained teachers to provide their integration", says Maia Bibileishvili, the head of the union "Disabled Child, Family, Society". The organization is trying to create a positive attitude to the disabled and take such children out of isolation. With the support of the union, a Sunday school was arranged for the children. The children are taking part in publishing a special paper and preparing social commercials. Maia Bibileishvili says they spend much time working with parents as well, as many of them even cannot imagine how their children can be thought in a usual environment. Anti-Tobacco Measures The Public Health Program also applies counter tobacco consumption measures. The partner of the program in the endeavor is the center for the implementation and monitoring of the Framework Convention on Tobacco Control. Giorgi Bakhturidze, the center director, says Georgia has yet to ratify the Framework Convention on Tobacco Control, though the document has been in force since February 27, The convention calls for the ban on advertising tobacco, reduction of tobacco consumption in public places, or the protection of non-smokers rights and so on. Debate Education Association The Debate Education Association actively participated in the exhibition-forum of public institutions Tbilisi hosted on April 2-3. For instance, Tbilisi hosted English-language political debates in April. 18 teams (54 students) from various schools of Tbilisi took part in the tournament. The topic of the tournament was "Society Should Deal with Drug Problem". The best debaters and players from the best teams were interviewed in English on the following day of the tournament and three winners selected. In July, They will leave for Macedonia to represent Georgia in the International Youth Debate Forum. In May, Tbilisi hosted a two-day national tournament in political debates on the topic "Human Rights Should be Protected in Georgia". 39 teams made up of 9-11 form students from various schools of Georgia (114 students) took part in the tournament. Debate trainers acted as referees during the tournament. Batumi teams became winners and were awarded prices and certificates. "This tournament was different by the topicality and acuteness of issues and the format; children offered interesting problem solutions", says Nana Pipia. 24
