For this purpose, it aims to: Activate information campaigns in the regions with compact ethnic minority settlements; Implement the State language programme; Support revival of international relations and historical-cultural traditions; Elaborate joint cultural-educational activities; Familiarise representatives of ethnic minorities with their rights and facilitate their protection; Elaborate and implement social aid projects for children, teenagers, handicapped and vulnerable old people; Assist Meskh repatriates in the process of adaptation to the new environment; Foster partnership between the non-governmental and state structures. Foreword by chairman of board The association chose the name Toleranti (Tolerant, trans.), as the word tolerant means forbearance, acceptance, yet without arrogance and selfishness. Treat others as you would like to be treated is the basis of our activity. It underlines the necessity of being tolerant to others culture, religion and nationality. All our activities serve to ensure the mentioned process. To avail someone of an opportunity to feel oneself a person, respect his/her values, belief and rights is the basis for Toleranti to function. Muslims, etc. We operate in the region, where the majority of the population is represented by Georgians, but from ancient times Samtskhe Javakheti is the symbol of coexistence of people of different nationalities and religious belonging: Jews, Armenians, Russians, Greeks; Orthodox Christians, Catholics, Considering the above, the main trend of the organisation in Samtskhe Javakheti is the promotion of democratic processes, protection of human rights, facilitation of ethnic and religious minorities living in the region, support for civil integration, as well as protection of social interests of children and vulnerable groups. For this purpose, the Samtskhe Javakheti regional association 3

4 Toleranti has implemented a number of successful projects. Lately, the repatriation process of those deported from Georgia in 1944 has created a new reality in the country. Activities of the association have always been adequate to the processes underway in the country, as well as the region. With the financial assistance of donor organisations Toleranti could perform many beneficial activities. Within various projects, the association cooperated with the Foundation Open Society - Georgia, Mercy Corps. The majority of projects implemented by the Samtskhe Javakheti regional association Toleranti was financed by the European Union: Information-Consultation Centre for the Meskh Repatriates (ongoing). Protection of Meskh repatriates rights support for integration process in Georgia ( ); Social Integration Centre for the Meskh Repatriates ( ) 4 From repatriation to integration ( ); The project Protection of Meskh repatriates rights support for integration process in Georgia was implemented by Toleranti with the financial assistance of the European Union. The project addressed the needs of the people residing in Georgia. The present report outlines all the activities implemented within this project and summarises its results. The work of Toleranti could have never been productive without support and assistance of its partner organisations. We actively cooperated with the Georgian Board of Trusties GBT; Union of Democrat Women of Samtskhe Javakheti ; Channel 2 Union of Intellectuals studio under the Georgian Public Broadcaster. Background The Samtskhe Javakheti regional organisation Toleranti was founded on April 15, The organisation was registered on December 30, The first days of the establishment of our organisation were quite difficult. The first serious steps made by Toleranti were charity actions. With the donors financial assistance and the goodwill of our staff, a strong united team was formed, which implemented a number of successful projects till February 2004, in particular the Georgian language courses were launched for the region s non-georgian schoolchildren and youth; several interesting training-seminars were held for women living in the region. Step-by-step the organisation secured its place in the district, as well as the region s life. The results achieved spoke for themselves and international organisations showed more interest and trust toward Toleranti. The first major success was the victory gained in the tender announced by the Mercy Corps. We could improve our logistics only within the project Social Integration Centre for traumatised children, financed by the Mercy Corps. The first success was followed by the other. The Toleranti members set more ambitious goals and realised almost all their plans. The Samtskhe-Javakheti regional association Toleranti is known for its successful work and activities not only in the region, but throughout Georgia, as well. Many kind words were said in its address in the national press ( Rezonansi, Samkhretis Karibche, 24 Saati ), several coverages were broadcasted on central TV channels (GBP both channels (Channel 1 and Channel 2), Imedi, Rustavi-2, Patriarchate TV Channel), local population systematically apply to the members of the organisation for advice on different issues. The association has built successful and constructive relations with the non-governmental, as well as international organisations operating in the region and Georgia, in general. Since 2002 a so called Board of Supporters has been functioning under the association, which, if necessary, supports the organisation with financial means and logistics. The Board includes parents of the pupils of the Toleranti training centre, as well as representatives of local businesses and volunteers. For the past five years, the organisation has implemented a number of interesting projects, in particular: Georgian language courses were launched for non-georgian school-leavers, with the financial support of the Meskheti branch of the Tbilisi State University; Training seminars on: Active women in selfgovernment, were conducted in the self-government structures (Sakrebulos) of Akhaltsikhe, with the financial support of the Akhaltsikhe Sakrebulo; 2004 Project Social Integration Centre for traumatised children was implemented, financed by the Mercy Corps. 6 centre was opened for orphans; refugee children from Abkhazia and Samachablo; children from big and poor families, as well as Meskh repatriate children living in Akhaltsikhe. The Toleranti integration centre undertook mainly educational and training activities within the project. April 2005-February 2006 the association Toleranti implemented the project Social Integration Centre for Meskh Repatriates, financed by the European Commission. The success of the project was largely based on the experience gained from previous projects. Within the frame of the project, a social integration centre was opened at the base of the organisation Toleranti in Akhaltsikhe and Samtredia region, namely in the village Ianeti. Both centres were equipped with necessary and adequate technique and educational literature. Opening of the centres prepared good ground for starting integration process of the returned Meskh repatriates. February 1, 2006-January 1, 2007 the organisation Toleranti implemented one more project financed by the European Commission From Repatriation to Integration the association Toleranti implemented a project Road to Integration, financed by the foundation Open Society - Georgia. Many significant actions were undertaken within the project serving to support the integration of the Meskh repatriates living in Georgia. The project proved quite successful and gained significant support in the Samtskhe- Javakheti region, as well as among the population of Imereti. The project activities included provision of legal advice to the Meskh repatriates living in the village Ianeti of Samtredia region and Akhaltsikhe; teaching them the Georgian language; acquainting them with the history and historical monuments of their homeland; monthly edition of the newspaper Pesvebi, etc. Historical publications, legal memorial booklets were issued, which may prove interesting and necessary for the repatriates Toleranti implemented the project Protection of Meskh repatriates rights support for integration in Georgia. Description of the activities implemented within the frame of this project is given in the present report. The association Toleranti has its own office in Akhaltsikhe, which is equipped with modern computer technique, audio and video facilities, adequate furniture and library. The association has qualified and experienced personnel, who have participated in the projects implemented by the organisation. Toleranti does not stop at the progress achieved and plans to continue working actively on priority and topical issues for the society. Successful partnership Partner organisations of Toleranti got involved in the work from the very beginning of the project: GBT Georgian Board of Trustees, headed by Ms. Khatuna Javakhadze, supervised activities undertaken within the project in Ianeti, guided the training courses, organised a number of events. The partner organisation was involved in all main activities implemented within the project. With the assistance of our partner organisation Channel 2 Union of Intellectuals under the Georgian Public Broadcaster a contract was signed with the studio, a film crew was formed to make a film about Meskh repatriates. The film made with the assistance of Channel 2 Union of Intellectuals helped to form correct public opinion about the repatriates. With the efforts of the same organisation, the film was presented at the international festivals and broadcasted through a number of TV channels. The organisation continues popularisation of the film. The preventive-gyna ecological centre by the partner organisation Union of Democrat Women offered its services to the repatriate women: provided free laboratory diagnostic services to patients, as well as free consultations of therapist and gynaecologist. Union of Democrat Women organised a number of meetingsdiscussions involving people of different age and professions. Human Resources The management group of the Samtskhe-Javakheti regional association Toleranti always considered several factors as preconditions of the success: on the one hand, wellplanned activities relevant to the main objective and, on the other hand, constant attention to raising qualification of the personnel, relations with various governmental and nongovernmental organisations. Representatives of the association take an active part in various 7

8 training-seminars. Exchanging the innovations and knowledge with others after the seminars became a rule. Literature and material received at the trainings is then stored in the library of Toleranti and is accessible for all. The said facilitates to a great extent, having the trained personnel at the association and raising their professionalism. Members of Toleranti systematically cooperate with governmental, as well as non-governmental organisations and international organisations, in particular: Young Lawyers Association; Common Civil Movement Multinational Georgia ; Multiethnic Resource Centre for Civic Education Development; Georgian Board of Trustees; The Samtskhe-Javakheti Union of Democrat Women; Union of Meskh Repatriates; Adults Education Centre; Union of Democrat Meskhs; Samtskhe-Javakheti Media Development Association; Local government and self-government structures; Ministry of Refugees and Accommodation of Georgia. The cooperation went beyond the boundaries of Georgia, which the association deems as successful. The Director and the Chief Manager has visited the USA several times within the frames of different programmes. Members of Toleranti are ready to further deepen and intensify full-fledged partnerships. They also aspire to building new contacts. Activities of the association were several times covered by the national and regional media. Articles are published and TV coverage prepared about Toleranti. The association was able to prove itself as highly qualified; materials found by the association are used as the basis of the scientific works. All the above mentioned is the result of a long, comprehensive and laborious work. The association already has quite welltrained human resources, which can in future undertake many significant activities. The project Protection of Meskh repatriates rights support for integration process in Georgia What are our priorities? One of the most acute socio-political and economic problems in modern Georgia is the repatriation of the population deported by the Soviet regime from southern Georgia in 1940s. The mentioned issue became actual especially in 1999 following the accession of Georgia to the Council of Europe and the obligations assumed thereof. Pursuant to the obligations before the Council of Europe, Georgia has made certain steps (elaborated and adopted the respective law), but different attitudes in the public still persist. With the support of the organisation Toleranti and the active part of the society a number of successful activities were implemented, which comparatively improved the situation; however, the problems related to integration of repatriates still remain. The newly returned repatriates cannot independently cope with the problems facing them. The Samtskhe Javakheti regional association Toleranti started the implementation of the project Protection of Meskh repatriates rights support for integration process in Georgia from November 1, The project aimed at the active inclusion of the Meskh repatriates living in the village Ianeti of Samtredia region and Akhaltsikhe in social processes, helping them overcome ethnic and religious estrangement, their integration into the society, as well as provision of objective information on the history, life and modern life of the deported Meskhs to the local government, non-governmental organisations, representatives of ethnic minorities living in the region, overall population of the regions; facilitating formation of positive attitudes in the local population toward repatriates. The target groups of the project Protection of Meskh repatriates rights support for integration process in Georgia were repatriates living in the 9 th district of the village Ianeti, Samtredia region (30 families) and Samtskhe Javakheti (30 families in Akhatsikhe, 10 in Abastumani; total 40 families). The working group of Toleranti regularly studied problems of repatriates living in Georgia. Consequently, activities were planned based on the results of these studies. 9

10 What did we offer to repatriates? An Integration Centre was founded within the project in Akhaltsikhe, as well as in Ianeti. The Centre undertook coordination of all activities foreseen by the project. The project management team worked in four main directions. The first envisaged active information campaign, within which: A newspaper was issued; A documentary was shot; TV plots were prepared; A scientific book Famous Sons of Meskheti was published for general public; Meetings were held with the representatives of ethnic minorities, local government and non-governmental organisations; Cooperation with the local mass media was activated. The second direction envisaged educational-professional activities: Functioning of free Georgian Language courses continued actively; Preparatory courses were launched for those willing to continue their study in the accredited higher academic institutions, to learn subjects included in the programmes of the common national exams; Training courses were launched for the repatriate youth aimed at giving them general and professional knowledge and ensuring their employment, in particular: repatriate young people from Ianeti and Akhaltsikhe learned woodwork and metalwork, as well as tapestry, knitting and embroidery. The third direction of activities offered various services to repatriates: Free medical assistance; Legal advice; Advice of a psychologist; Trainings on current issues. Considerable attention was paid to cultural activities within the project, aimed at facilitating the adaptation and integration processes of repatriates to the Georgian environment. Socio-information campaign The project management team always considered the provision of information to the society, especially the repatriates a priority in order to achieve the goal of the project. For this purpose various effective activities were implemented. Newspaper Pesvebi A monthly newspaper Pesvebi offers the society information on current repatriation process and its follow-up, gives a wide coverage of repatriates living conditions in Georgia. The reader had an opportunity to read views expressed by competent experts. The newspaper systematically offered objective factual information on history of deportation, respective material related to hard life the deported had. The newspaper was distributed to non-governmental organisations and different governmental structures, as well as the population of Samtskhe Javakheti, including the repatriates. The newspaper is still being issued. Famous Sons of Meskheti An informative book titled Famous Sons of Meskheti, available for a wide public, was created and published in a very short time in Georgian and Russian languages. The aim of the book was to acquaint the deported Meskhs and their descendents with their famous Orthodox Christian, as well as Catholic and Muslim ancestors, who had made significant contributions to the development and advancement of not only Meskheti, but entire Georgia. Although, the list of such persons included in the book is not complete ( Toleranti will try to plan in future publishing of the sequel of the book), the material compiled in the book clearly certifies how big is the intellectual and spiritual potential that talented people living in the ancient part of Georgia Meskheti, possess. The book was received with great interest by the local population as well as the repatriates. It helped them to better understand 11

12 their own identity, which, on its part, will prove to be a serious condition for acceleration of their integration processes with Georgian society. It is a very pleasant feeling that you have the same blood running in your veins as that of those people described in the book. I am proud that we had such ancestors, - this was the attitude of repatriates toward the book Famous Sons of Meskheti. The author of the work is Ucha Bluashvili, editor of the newspaper Pesvebi, DPhil. of History, political scientist. 12 A Pebble of a Homeland Making of the film. Our partner organisation Channel 2 Union of Intellectuals studio under the Georgian Public Broadcaster got involved in the project in the very beginning of its implementation. The film crew was formed to edit and make the film about the Meskh repatriates. The crew included: Marina Germanishvili, Sandro Darakhvelidze, Mikheil Baghdavadze, Mamuka Mazavrishvili, Besarion Ormotsadze, Mamuka Germanashvili, Ana Mchedlishvili, Mzia Lomtatidze. Consultants on the film were provided by: Merab Beridze, Ucha Bluashvili and Davit Japaridze. The film crew made the material in the village Ianeti of the Samtredia region, Ozurgeti region, Akhaltsikhe region and Tbilisi. The authors managed to cover the history of origins of the problem, as well as the modern views on this issue in such a short film. Real people, real stories, not a single false word or emotion, deep feelings of the deported repatriates, who have returned to their homeland are the main themes of the documentary. The film tells to the audience a story of a pebble taken from the home land, the strength of which helped to overcome hard years spent on a foreign land; it tells how this pebble turned into a part of the home land and brought these Georgians back. The film A Pebble of a Homeland was shown through both channels of the Georgian Public Broadcaster, channel of the Patriarchate of Georgia, as well as through local TV channels. The film A Pebble of a Homeland took part in the international festivals. On July 13-20, 2008 festival of documentary films Golden Apricot was held in Yerevan, Armenia, which was dedicated to human rights. Our film won great appreciation and interest at the festival. Presentation of the film Tbilisi, April 22, 2008 The Mikheil Tumanishvili Young Actors Theatre hosted the presentation of the film A Pebble of a Homeland made by the creative group of Toleranti. Representatives of the European Union, European Centre of Minorities, Foundation Open Society - Georgia, Association Harmony, Caucasian House and other organisations were invited at the première. The event was attended by the Muslim Meskhs from Akhaltsikhe, Abastumani, Ianeti, Nasakirali, Tbilisi and other regions of Georgia. A great number of politicians, scientists, journalists and representatives of other areas, who were interested in problems of the Meskhs, were among the audience. Kutaisi, June 11, 2008 The Industry House hosted the presentation of the film A Pebble of a Homeland. Representatives of the society of Kutaisi discussed the expediency of the film, problems, which the film focuses upon; an exchange of views took place among the audience. At the end of the presentation the ensemble of the Meskh repatriate children of Ianeti performed several dances. The exquisite performance of Georgian dances won great approval of the audience. Akhaltsikhe, June 8, 2008 The presentation of the film was held at the cinema Double. The event was attended by the guests from the European Commission and the OSCE, representatives of the local government, various non-governmental organisations, intelligentsia and the repatriate Meskhs living in the region. Before showing the film, the guests had an opportunity to listen to the folk songs performed by the repatriate children s ensemble Pesvebi. After the presentation, the guests had a chance to exchange their views with each other. 14 What kind of services did we provide to repatriates? Medical assistance Medical consultations were provided by a family doctor to repatriates living in Samtskhe Javakheti and Ianeti. Each member of the family underwent preventive health care examinations. A medical corner was organised at the Integration Centre of the Ianeti community, where every Wednesday and Friday an invited family doctor provided his/her services and consultations, prescribed treatment to repatriates, held comparatively serious patients under observation. 60 repatriates benefited from the medical assistance provided at the Ianeti Integration Centre. Medical consultations were actively provided to pregnant women, women in breast-feeding and infants. Timely treatment provided by the doctor saved and healed many children. If not for the assistance provided by Toleranti, the case of little Badindar Basatova would have had a lethal outcome. Within the frames of legal services qualifi ed specialists provided legal consultations to repatriates in Ianeti, as well as Akhaltsikhe. 14 Legal consultations were especially popular and applied by the newly arrived repatriates in Akhaltsikhe and Adigeni. 25 documents required for citizenship were prepared with the help of lawyer and submitted to the respective state structures. Number of those willing to receive legal service increased quarterly 38 persons in the first quarter; 46 in the second; 56 and 60 in the subsequent quarters. None of the questions raised by repatriates before the lawyer was left without an answer. There were cases, when the lawyer personally contacted the respective state structures and received up-to-date information, which he/she then communicated to the repatriate concerned. Strong, solid and united group a precondition of successful educational and professional work Educational and vocational courses were considered priority within the project, which were implemented in Akhaltsikhe and Ianeti in the following directions: first, courses for the schoolleavers, Georgian and English language courses; and the second, woodwork and metalwork, as well as tapestry courses. The aim of the letter was to facilitate the employment of the repatriates. All the courses were conducted by qualified teachers. Interest toward the Georgian language courses was rather big in Abastumani. Two groups were formed in the beginning of the project: for school children and adults. The main goal of the courses was not only teaching the basic speaking skills in Georgian, but to help the pupils cope with the curriculum. Lessons were held using innovative approaches and interactive method. At the end of the project, students were able to speak freely about the topics, which they know and are interested in, exchange views on various issues, read adapted texts and draft personal letters. Naturally, they do not have any problems in communicating with the population of the village. Number of repatriates has increased in Abastumani. Considering that the newly arrived repatriates need to start learning Georgian from alphabet and the capacities of students in the group were uneven, additional lessons were planned and conducted. 15

To pass common national exams, a student has to know not only the Georgian language, mathematics and general skills, but also, considering the structure and specificities of the test exams, he/she should develop relevant skills to do the tests. For this purpose, targeted Georgian and English language courses were planned. A special short-term course was elaborated and lessons took a shape of training-seminars. We achieved considerable results in this respect. One of the students successfully passed exams at the Akhaltsikhe Institute, at the department of Pedagogics; as for those, who could not pass the exams, they may use their knowledge and skills of doing tests in future. Parents expressed great appreciation for conducting lessons in mathematics and general skills, as the pupils had problems in learning these subjects at school. One of the indictors of the project was the fact that two pupils of the Armenian school in Akhaltsikhe expressed willingness to attend preparatory classes for the school-leavers. The text-books are meant for non- Georgian population and created based on innovative methods. The library of Toleranti is rich in various methodological works. Professional retraining necessary precondition of the employment Two vocational courses were launched at the Integration Centre of the Ianety community. In order to implement this activity effectively, professional teachers were selected and the classroom was equipped with all necessary instruments. The students learned woodwork and metalwork, as well as tapestry technology and, in fact, made different articles themselves. Vocational courses proved rather successful. The students acquired handicraft which they may use for employment purposes in future. Articles and souvenirs made with considerable mastery will increase chances of starting private businesses among the repatriates. Students works made of wood, metal, as well as tapestry, which proved to be of considerable high quality, were presented at the exhibition held in May-June in Tbilisi, Imereti and Samtskhe Javakheti. Seminars were held for repatriates living in Ianeti on First Aid. The workshop of vocational courses was functioning with double intensity. The repatriates had an opportunity to acquire handicraft, profession and thus increase their employment chances. Exhibitions of works done by the repatriate children was organised in Tbilisi, Akhaltsikhe and Kutaisi. The works were received with approval and interest. On December 27 a New Year event was organised in the Ianeti school with the participation of schoolchildren, who performed 17

18 specially prepared dances, songs, poetry. Representatives of the Ianeti community, self-government (Sakrebulo) of Samtredia and the TV attended the event. A TV coverage was prepared and broadcasted through Samtredia TV channel. At the event children of Ianeti received the New Year presents. Courses of Georgian folk dances and songs were continued within the project in Akhaltsikhe and Ianeti. The repatriate children learned Georgian folk songs and dances. The two groups were joined in one and an ensemble Pesvebi formed, which actively participates, with the help of consultants, in various events organised in their school, as well as other regions of Georgia. The ensemble with its repertoire participated in folk festival Shotaoba held in 2008 in Aspindza, which the First lady of Georgia Mrs. Sandra Rulovs also attended. The repatriate children s ensemble formed under the organisation Toleranti won the grand prize of the Festival Bani.. A sports-hall for the Ianeti children A sports-hall was renovated and equipped with all necessary sport facilities at the 9 th district base school of the village Ianeti, Samtredia region. The schoolchildren of Ianeti had to attend the physical training classes outdoors. The bad weather could any time hamper the classes. Therefore, it was decided to renovate the hall. The hall on the first floor of the Ianeti base school, which needed a large-scale repair, was completely overhauled. Representatives of the local communities took an active part in the repair works. In fact, they did all the work. After the hall was repaired, preparations were started to equip it with necessary sport facilities. A basketball teaching section was formed and the respective sportswear bought for the members of the section. A New Year event was organised in Ianeti and Akhaltsikhe. The children were extremely diligent in their preparations for the event. They made every effort: some sang, some read poetry, others danced. Ensemble Pesvebi made their performance for the audience. Members of the ensemble showed how well they learned Georgian folk songs and dances. The New Year events were held separately in Ianeti and Akhaltsikhe. At both events, the Toleranti Santa Claus wished the participants a Happy New Year and gave them lots of presents. Repatriate children s folk song ensemble opened the ceremony. Gamgebeli of the Samtredia region expressed his views on every event conducted within the project frames. He noted that each step made with the assistance of Toleranti and its partner organisations for the Ianeti 9th district community, was timely, necessary and valuable. The Municipality expressed its readiness to assist in further actions. The children will never forget these parties. Summer camp a step toward integration sazafxulo banaki - integraciisaken gadadgmuli nabiji Within the project implemented by the organisation, an annual summer integration camp is being organised for the repatriate children in the area adjacent to Atskuri, at one of the main entrances of Borjom-Kharagauli National Park. The Atskuri youth camp offered them a very interesting 19

20 programme. Reasonably planned leisure and work, activities fit for the age of the participants made those holidays diverse and interesting. Several unforgettable excursions were organised during those two weeks. The participants visited Abastumani, Observatory, Borjomi- Kharagauli National Park. Participants of ecological camp did not forget or feel lazy to take care of environment. Living together at the camp erased all borders of estrangement. During the days spent at the camp the participants learned Georgian better and in a natural environment, got acquainted with Georgian culture and traditions, exchanged their experience, learned new things, found common interests. The result of those days spent at the camp was the facts of continued relations between children, their active contacts through correspondence, wish to get closer that made the bonds between them reliable and solid. End of the project and summary conference On January 30 a conference was held on Repatriation and Integration Processes in Georgia within the frame of the project Protection of Meskh repatriates rights support for integration process in Georgia, implemented by the association Toleranti with the financial support of the European Union. Representatives of the local selfgovernment, various non-governmental organisations, mass media, repatriates, academic institutions and different professional circles of the society attended the conference. She, in her capacity of a project director, informed the audience in detail on activities implemented within the frame of the project Protection of Meskh repatriates rights support for integration process in Georgia, results achieved, as well as problems and difficulties identified throughout the project. She also spoke about the lessons learnt. The final part of the conference was dedicated to the discussions on the topics presented during the event. Participants took an active part in discussions. All guests had an opportunity to express their views and positions. For this purpose, a special monitoring team was formed. The team members observed the project activities, conducted interviews, and studied in detail all the work done within the project. At the end of each quarter monitoring report was drafted, which apart from the description of the work done, the monitoring team offered the project management group the necessary recommendations. For the monitoring purposes, at the end of the project polls were conducted. The repatriates, as well as other representatives of the society assessed the activities implemented within the project frames and expressed wish for future cooperation. Compliments received by Toleranti Integration is imperative and most important. Therefore, steps made by Toleranti in this direction are especially significant. We thank the organisation for the attention it pays to the Meskhs living in Ianeti. They became integrated into our municipality and we see each step, which are quite many, made by the organisation in benefit to this process, as the support rendered 21
