5 5 xxxxxxxx M1130 CIA only [a] No: October 1944 On 21 October will be published an Anglo-Soviet communiquè about the arrival in MOSCOW of CHURCHILL and EDEN. We transmit the text of this communiquè: "In MOSCOW from 9 October through 18 October meetings took place between Mr. CHURCHILL and Mr. EDEN [25 groups unrecoverable] and military advisors. In light of recent events and decisions at the Quebec Conference regarding the war in western Europe an ashaustive review was made of the development of the military plans which were agreed at TEHERAN, and firm confidence was expressed as regards the future development of allied operations on all fronts. On many political questions of common interest a free and sincere exchange of ideas took place. A significant success was achieved in a decision on the Polish question, which was subject to detailed discussion between the Soviet and British representatives. They had conversations with the Prime Minister and Minister of Foreign Affairs of the Polish government in LONDON as well as with the President of the National Council and the President of the Polish Committee for National Liberation in LUBLIN. These negotiations significantly reduced differences and cleared up misunderstandings. Negotiations are continuing on undecided. [41 groups unrecoverable] all energy against the retreating Germans and for solving the Yugoslav internal difficulties by way of a unification of the Royal Yugoslav government and the National Liberation movement. The right of the Yugoslav people to decide for themselves their own future state structure after the war, in the final analysis, is recognized to be inalienable. The meeting took place with the knowledge and approval of the government of the United States, which was represented at the negotiations by the Ambassador of the United States in Moscow Mr. Averill HARRIMAN in the capacity of an observer. 7 7 O xxxxxxxx M637 No: November 1944 On 4 Novemer Comrade VYShINSKIJ[i] asked FRUGONI[ii] for the agrément for Comrade Nikolaj Vasil evich GORELKIN, newly appointed by the Soviet government as ambassador of the USSR to Uruguay. At that time FRUGONI was given the following information about Comrade GORELKIN: Born in 1899 at Petrovsk in the Seratov oblast. Finished the Moscow advanced technical school and a graduate coures at the all-union technical institute. Worked as senior scientific employee [6 groups unrecovered] 1939 worked in the Peoples Commissariat of Foreign Affairs as head of the 3rd European Section. From 1939 to 1942 he was an ambassador of the USSR to Italy employee. [13 groups unrecovered] 11 November FRUGONI informed me that he had received from his government consent [26 groups unrecovered] Comrade GORELKIN as ambassador to Uruguay. I [4 groups unrecovered] my governmnet. 12 November in [2 groups unrecovered] was published a report of the appointment of Comrade N.V. GORELKIN as extraordinary and plenipotentiary minister to Uruguay. This is for your information. LOZOVSKIJ[i] Comments: [i] Deputy People s Commissar of Foreign Affairs. [ii] Uruguayan Minister to the USSR.

They will fly from Mexico to Montevideo in a day or two via Cuba. Advise of the arrival of the diplomatic couriers and of their departure.
