5 Inspector s Responsibilities Pre-Election Day Responsibilities Schedule and attend a mandatory Poll Worker Training Pick up Supplies The Inspector will pick up Polling Place Supplies after receiving the Supply Pick-Up and Polling Place Information. Included in the supplies are the following Trolleys and Bags, which will be used as Ballot Containers or Supply Containers during Election Day: Red Trolley (containing supplies inside) Turquoise Trolley (containing additional Trolleys inside) Yellow Vote by Mail Ballots Trolley Blue Provisional Ballots Trolley Lime VBM/Provisional Ballots Supplemental Bag A set of Official Poll Inspector Ballots, containing all the language Ballots required by law, is given to the Inspector when picking up supplies. The remaining Ballots for the Precinct (called Official Poll Ballots ) will already be delivered to the Polling Place. The Official Poll Inspector Ballots will ONLY be used for emergency purposes, such as if the Polling Place was locked on the morning of Election Day. If the Inspector cannot pick up the Polling Place Supplies, the Inspector must call the Registrar of Voters at (510) immediately. Inventory all Supplies After picking up supplies, open the Red Trolley and Turquoise Trolley. Confirm contents by doing an inventory of all supplies and items using the Trolley Checklists and Supply Bag Checklists. Double-check that the Precinct Number(s) on the Trolleys, the Roster-Index, and the labels on box(es) of Official Poll Inspector Ballots are your assigned Precinct. If any item is missing or the Precinct Number on the Trolleys and Roster-Index is not your assigned Precinct, call the Registrar of Voters at (510) immediately. Prepare Roster-Index Prepare the Roster-Index by locating the YELLOW Vote by Mail Roster in the Roster-Index Binder, which is located inside the Official Table Supply Bag. Names of Voters on the Yellow Vote by Mail Roster also appear on the White Roster-Index pages. Use the Yellow highlighter provided by the Registrar of Voters to highlight these Voters names on the White Roster-Index. DO NOT HIGHLIGHT NAME IF *BY MAIL* ALREADY APPEARS NEXT TO VOTER S NAME! 6 Inspector s Responsibilities (cont d) Label Colored Bags Write your Precinct Number on the label of all Colored Bags: Orange Write-In Ballots Bag Teal Unscanned Voted Ballots Bag Gray Voided/Surrendered Vote by Mail Ballots Bag Purple Spoiled Ballots Bag Delivered to the Polling Place Some equipment and supplies, including the Voting Machines (Scanner and Touchscreen) will already be delivered to the Polling Place. These items are found on the Voting Equipment Delivery Cart inside the Polling Place. The Official Poll Ballots will also be delivered on a sealed, secure Official Ballots Delivery Cart. Do NOT unlock or open the Cart or the Official Poll Ballots until Election Day. Confirm Access to Your Polling Place You may visit your Polling Place once you have received your Supply Pick-Up and Polling Place Information. Contact the person in charge of the Polling Place building for Polling Place access. It is very important to confirm that Polling Place building or room will be open at 6:00 a.m. to set up the Polling Place. Make arrangements to set up the Polling Place the day or night before Election Day. In some cases, Polling Place owner or management allows Poll Workers to set up the Polling Place the day or night before Election Day. Double-check that the Precinct Number(s) on the Scanner, Touchscreen, and the Official Ballots Delivery Cart are your assigned Precinct. Otherwise, if the Polling Place owner or management does not allow Poll Workers to set up prior to Election Day, doublecheck these items when setting up the Polling Place on Election Day. Note: In a Multiple Polling Place, there are multiple sets of equipment. Make sure to use the set assigned to your Precinct. Call all Precinct Board Members Contact information is found on Inspector s Notice of Appointment. Confirm their commitment to serve on Election Day. Verify if Precinct Board Members (Poll Workers) have attended the mandatory Poll Worker Training or remind them to attend a mandatory Poll Worker Training. Remind Poll Workers when and where to report on Election Day. Determine availability to set up the Polling Place the day or night before Election Day. Call the Registrar of Voters at (510) immediately if: Poll Worker cannot be reached. Poll Worker declines to serve on Election Day. 6

7 Inspector s Responsibilities (cont d) If permitted to set up the Polling Place the day or night before Election Day, set up the following: Set up the inside of the Polling Place. Follow the diagram in The Guide or the Inspector: Opening Job Card when setting up the Polling Place. Set up Blue Voting Booths. Follow the instructions on the Judge: Opening Job Card when setting up Blue Voting Booths. Set up the Official Table. Follow the diagram in The Guide or the Clerk 1: Opening Job Card when setting up the Official Table. DO NOT SET UP THE OFFICIAL BALLOTS AND ROSTER-INDEX. Set up Inside Signs which include Voter Information Center, Spanish Sample Ballot, Inside Street Index, and Facsimile Ballots (if any). Follow instructions on the Clerk 2: Opening Job Card when setting up the Inside Signs. Set Up Reminders DO NOT UNSEAL, UNLOCK, OR SET UP Scanner, Touchscreen, Official Ballots Delivery Cart, or the Official Poll Ballots the day or night before Election. DO NOT LEAVE the Opening Polls Supply Bag, Roster-Index, Official Poll Inspector Ballots, and Trolleys at the Polling Place overnight. These items must be stored securely at all times and brought to Polling Place on Election Morning. Boxes of Official Poll Ballots are secured inside the Official Ballots Delivery Cart by a total of three (3) WHITE Pull-Tite Security Seals: two (2) on the Cart s cover, and one (1) on the door handle of the Cart itself. On Election Morning, Inspector shall remove the Security Seals and place them at the back of the Seal Verification Form to unlock the Delivery Cart. 7

8 Inspector s Responsibilities (cont d) Election Day Responsibilities Reminders to Your Team Refer to the Job Cards for Election Day Tasks. To open the Official Ballots Delivery Cart, remove the three (3) WHITE Pull-Tite Security Seals sealing the Cart (two on cover, one on Cart s door handle), and tape seals to the back of the Seal Verification Form. Review instructions on how to set up the Voter Information Center (V.I.C.). Review procedures for the 1 st Voter. All problems regarding the operation or security of the Scanner, Touchscreen, V-VPAT Printer or Card Activator must be reported to your Precinct Coordinator ASAP. Oversee the three (3) Security Seal audit checks during the day. Reverse side of Seal Verification Form should be signed and dated. Security Seals must be verified and Seal Verification Form signed three (3) additional times on Election Day by two (2) Poll Workers. See back of Seal Verification Form for times: (PW1/PW2 = Poll Worker 1/Poll Worker 2). Refer to the Job Cards and the What To Do If section for instructions on processing Voters. Three (3) Poll Workers must be at the Official Table at all times. Poll Workers get a onehour morning break and a one-hour afternoon break. After 5:00 p.m., all Poll Workers must be present until Closing Polls duties are completed. No food or drinks are allowed at the Official Table. No Poll Watchers, Observers or children are allowed to sit at the Official Table. Identification is not required UNLESS they are FIRST-TIME Voter, voting in a Federal Election. Provisional Ballots are NEVER scanned! All Provisional Ballots are placed in a properly completed Provisional Envelope, and deposited into the Blue Provisional Ballots Trolley (or into the Lime VBM/Provisional Ballots Supplemental Bag if the Blue Provisional Ballots Trolley has been collected by Registrar of Voters Rovers after 5:30 p.m.). Voters can have no more than two people assisting them. Voters can use the Official Sample Ballot in the Voting Booth. Children can accompany parents in the Voting Booths. Personal Conduct Because you, the Inspector and your team, represent the Registrar of Voters, it is important that you be courteous, alert, and show respect to all Voters and fellow Poll Workers. This means being respectful of persons from different cultures, ethnicities and socio-economic backgrounds. Also, remember to avoid sensitive and controversial topics including politics and any subject of a personal nature. 8

11 Audio Assistance If Voter requests to use Audio Unit to vote, Ballot Officer will activate a Voter Card for Audio Voting; refer to the Voter Card Activation Instructions. Hand Audio Unit to the Voter and ask Voter to insert the Activated Audio Voter Card or assist Voter in inserting the activated Audio Voter Card if necessary. After Voter has finished voting, retrieve the Voter Card. Curbside Voting A Voter wishing to vote at the Curbside may call the Registrar of Voters Office at (510) to make an appointment/arrangements, setting the time on Election Day when the Voter will come to the Polling Place so that a Poll Worker will be at the Curbside to meet and assist the Voter at the designated time. The Inspector of the Polling Place will be notified with a list of Voters with appointments for Curbside Voting. A Poll Worker checks outside frequently for Curbside Voters or if a Curbside Voting appointment has been made in advance. A paper Ballot can be requested and brought to a Voter with Disabilities outside the Polling Place. Follow the procedures below: 1. Take Roster-Index to Voter; process Voter on Roster-Index; 2. Return Roster-Index to Official Table; 3. Take Secrecy Sleeve (with Ballot inside), and pen outside to Voter; make sure Ballot Stub is given to Voter; 4. After Voter privately completes Ballot, ask Voter to place Ballot inside Secrecy Sleeve; retrieve Secrecy Sleeve with Ballot and pen; ask Voter to wait for Ballot to be scanned; 5. Return to Polling Place and scan voted Ballot; take I Voted Sticker; 6. Inform Voter that voting process is completed; give I Voted Sticker to Voter; 7. Write name of Voter on Assisted Voter List; 8. Provide Street Index Officer with Voter s address information so name can be crossed-through in the Street Index. 11

12 BREAK SCHEDULE Inspector: Try to incorporate Poll Workers preferences as you complete schedule. Arrange for orderly breaks. Post Break schedule. Three (3) Poll Workers should always be present at the Official Table. Poll Workers receive two (2) one-hour breaks. 14 Setting Up Checklist (before the Polls Open) Poll Workers have been given the Oath of Office and have signed the Combined Oath of Office and Payroll form. Inspector directs setup of accessible Polling Place. Gives direction on how to properly set up the Polling Place to all Poll Workers. Inspector hands out Opening Job Cards to Poll Workers (located inside Opening Polls Supply Bag ). Inspector and Clerk 1 set up the Touchscreen using the instructions attached to the Inspector: Opening Job Card. Judge and Clerk set up the Scanner using the instructions in The Guide. REMOVE ALL ITEMS FROM SCANNER BINS. Judge sets up the Voting Booths using the Judge: Opening Job Card or the instructions located in the Adapters for Blue Voting Booth plastic bag inside the Opening Supply Bag in the Red Trolley (after setting up the Scanner). Clerk 2 sets up Voter Information Center (V.I.C.) using the instructions on the Clerk 2: Opening Job Card ( The Guide or instructions in the back of V.I.C.), Inside Signs and Outside Signs. Clerk 1 sets up the Official Table using the diagram on the Clerk 1: Opening Job Card or The Guide. Make sure Language Assistance Sign is properly displayed on Official Table. Bilingual Ballots - Chinese, Spanish, Tagalog and Vietnamese Ballots are readily available. Poll Workers are wearing Badges. Bilingual Poll Workers are wearing their Bilingual Badges. OFFICIAL POLL BALLOTS To open the Official Ballots Delivery Cart, remove the three (3) WHITE Pull- Tite Security Seals sealing the Cart (two on cover, one on Cart s door handle), and tape seals to the back of the Seal Verification Form. SCANNER Scanner Public Counter display reads zero RED Security Seal Serial Number verified to Seal Verification Form; form signed by 2 Poll Workers Vote Totals Report (Scanner tape) reads zero, Precinct Number, date and time are correct. Vote Totals Report (Scanner tape) has been signed by all Poll Workers Inspector has ORANGE Security Seal (for Scanner side door) and WHITE Pull-Tite Security Seals (for Trolleys); these will be used during 1 st Voter Procedures. 14

15 Setting Up Checklist (before the Polls Open) (cont d) TOUCHSCREEN Must be set up and ready by 7:00 a.m. when Polls Open RED Pull-Tite Security Seal serial number verified against Seal Verification Form, form signed by 2 Poll Workers. POLLS OPEN/CLOSED rear switch cover is sealed with new WHITE Pull-Tite Security Seal. Removed WHITE Pull-Tite Security Seal is taped to the reverse side of the Seal Verification Form. Public Counter reads zero. Audio Unit is in Touchscreen well as described in The Guide under Setting Up the Audio Unit. Touchscreen s cover and the cases for V-VPAT Printer, Audio Unit, and Card Activator are all secure and safely stored Card Activator set up on or near Official Table. Voter Cards near Card Activator. Card Activator Voting Booths Voting Booths have been set up (including: Voters with Disabilities, and Wheelchair Accessibility). Signs (Follow Clerk 2: Opening Job Card located in Opening Polls Supply Bag ) Voter Information Center is assembled and Sample Ballots placed in the sleeves according to language. Spanish Sample Ballot booklet posted on the wall. Signage posted outside Polling Place. Tri-fold is placed outside, visible to all Voters. All signs must be posted (including language specific signs). Reminders Gray Voided/Surrendered Vote by Mail Ballots Bag under Official Table. Purple Spoiled Ballots Bag under Official Table. Poll Workers are wearing Official Name Badges and if bilingual, wearing Bilingual (Chinese, Hindi, Japanese, Khmer, Korean, Spanish, Tagalog, or Vietnamese) Badges, and Election Pins. Remaining plastic Supply Bags are out of sight, but within easy reach for Closing. Break Schedule posted. Miscellaneous Poll Worker to ride to Return Center with Inspector assigned. The Guide and Job Cards are close at hand. 15

16 SETTING UP THE VOTER INFORMATION CENTER (V.I.C.) The Voter Information Center (V.I.C.) will be delivered together with the Voting Equipment on the Voting Equipment Delivery Cart. The Voter Information Center will look like this on Election Morning: Bring left and right vertical wings (in back), forward: Lower and lock the two (2) hori ontal wings, to fit into vertical wings: 16

17 SETTING UP THE VOTER INFORMATION CENTER (V.I.C.) Now lift the top of the Voter Information Center up: Fold sides forward, to make Voter Information Center stand straight. Attach the four (4) Velcro tabs found near the top and middle to ensure that the sides remain folded. 18 Scanner: Opening the Polls Certificate of Performance California Elections Code Sections and require all members of the Precinct Board to sign a CE T F C TE OF PE FO M NCE and also certify the statement of the result of the votes cast. For the SCANNER, there will be TWO (2) copies of the Certificate of Performance: one labeled FOR ANTI-STATIC BAG and another labeled POST OUTSIDE, each located in the Roster- Index Binder and containing the same information. ALWAYS complete BOTH copies. Use the instructions in the Setting Up the Scanner section to fill out the required information for Opening the Polls. Instructions will be highlighted and marked *NEW PROCEDURE*. 18 Magnified view

19 California Secretary of State Guidelines require two (2) Poll Workers perform the following procedures: Set up the Scanner using these instructions: Locate Seal Verification Form inside Roster-Index Binder. *NEW PROCEDURE* Locate BOTH copies of Certificate of Performance for Scanner (labeled FOR ANTI-STATIC BAG and POST OUTSIDE inside Roster-Index Binder. 1. Confirm that the Scanner is assigned to your Precinct by verifying the Precinct Number located on top of the Scanner. If Precinct Number does not belong to your assigned Precinct, do not set up the Scanner. Call the Registrar of Voters as soon as possible. 2. Visually confirm ORANGE Security Seal, WHITE Pull-Tite Security Seal and black plastic strap encircling the Scanner have no signs of tampering. 3. Cut black plastic strap and discard it. Tape ORANGE Security Seal and trimmed WHITE Pull-Tite Security Seal to the reverse side of the Seal Verification Form. 4. Confirm RED Security Seal on Rear Access Lid has not been tampered with. 19

DO NOT REMOVE THE RED SECURITY SEAL. Both Poll Workers sign the Seal Verification Form. Security Seal must be verified and Seal Verification Form signed three (3) additional times on Election Day by two (2) Poll Workers. Locate Scanner eys in Opening Polls Supply Bag. 8. *NEW PROCEDURE* On BOTH copies of the Certificate of Performance for Scanner, check Scanner keys in sealed envelope if the Scanner eys were located in the Opening Polls Supply Bag. Magnified view 9. Unlock Scanner s side door. Remove all items in the Scanner Bins. 10. Plug the power cord in. 21

22 Setting Up the Scanner ( o d) 11. The Public Counter display window will light up. The Red Power light will light up. The Vote Totals Report will automatically begin printing. DO NOT TEAR OFF THE REPORT! If printing does not start, check Scanner power cord connections and try again Verify that the following are correct on Vote Totals Report tape: Precinct Number Date Time Verify TOTAL BALLOTS CAST on tape is zero as in ALL POLL WOR ERS MUST SIGN bottom of the Vote Totals Report. DO NOT TEAR OFF THE REPORT! 15. Fold tape with Precinct Number visible at the beginning of the tape. Place tape in the Scanner well area. 22

Confirm Public Counter display reads zero, as in *NEW PROCEDURE* Record Public Counter Number (should be ero/ 0000 ) on BOTH copies of Certificate of Performance for Scanner. Magnified view 18. Confirm Green Ready light is on, indicating the Scanner is ready to accept Ballots. After 1 st Voter has verified Scanner Bins are empty, secure Scanner s side door with ORANGE Security Seal (See 1 st Voter Procedures). ALWAYS complete BOTH copies. Use the instructions in the Setting Up Touchscreen section to fill out the required information for Opening the Polls. 25 Setting Up the Touchscreen California Elections Code Section requires that California voting system standards and elections comply with the provisions of the federal Help America Vote Act that require voting systems be accessible for individuals with disabilities. California Secretary of State Guidelines require two (2) Poll Workers perform the following procedures: Set up the Touchscreen using these instructions: *NEW PROCEDURE* Locate BOTH copies of Certificate of Performance for Touchscreen (labeled FOR ANTI- STATIC BAG and POST OUTSIDE ) inside Roster-Index Binder. 1. Confirm that the Touchscreen is assigned to your Precinct by verifying the Precinct Number located on the side of the Touchscreen. If Precinct Number does not belong to your assigned Precinct, do not set up the Touchscreen. Call the Registrar of Voters as soon as possible. 2. Visually confirm black plastic strap and WHITE Pull-Tite Security Seal on Touchscreen have no signs of tampering. 3. Cut black plastic strap and discard it. Tape the removed WHITE Pull-Tite Security Seal to the reverse side of the Seal Verification Form. 4. Place Touchscreen on the floor with the yellow socket side facing upward. 25

26 Setting Up the Touchscreen ( o d) 5. Turn the four latches to a 45-degree angle to open leg storage compartment. 6. Remove the storage cover. 7. Remove the main leg assembly and extensions. 8. Replace the storage cover, securing the latches to the original locking position. 9. Expand main leg assembly and insert the connector pin into the hole. 26

27 Setting Up the Touchscreen ( o d) 10. Insert yellow-tipped ends into the yellow sockets and black-tipped ends into the black sockets. 11. Insert each of the leg extensions into the main leg assembly by pressing the silver retention pin and turning the leg until the retention pin snaps into place. The legs are now secure. 12. Two Poll Workers, one in the front and one in the rear, using the Touchscreen body not the Touchscreen legs, roll the Touchscreen onto its side. 13. Reposition your hands on Touchscreen body, not the legs. Lift Touchscreen to an upright position. Refer to Polling Place Diagram to determine the best location for the Touchscreen inside the Polling Place. 27

28 Setting Up the Touchscreen ( o d) 14. Standing in front of Touchscreen, unfasten two cover clasps on the right side of Touchscreen case and remove cover. 15. Do not lift the AC POWER CORD STORAGE flap inside cover. Remove power cord by slipping it out of the flap. 16. Locate the power receptacle at rear of Touchscreen. Plug (un-pronged end) into the AC IN power receptacle. Plug pronged end into a power strip. 17. Verify that the Touchscreen s Green AC power light (AC ON), located on the rear panel next to power cord receptacle, is illuminated. Note: the CHARGING light might also be illuminated. 18. Stand in front of Touchscreen. Place both hands on the side of LCD screen, raising it gently towards you. Move black LCD positioning bar behind screen to the center groove. eep the privacy panels closed. 28

29 Setting Up the Touchscreen ( o d) 19. Verify serial number on RED Pull-Tite Security Seal (rear of Touchscreen) matches the Seal Verification Form. If it matches, two (2) Poll Workers sign Seal Verification Form. DO NOT REMOVE THE RED PULL-TITE SECURITY SEAL. Security Seal must be verified and Seal Verification Form signed three (3) additional times on Election Day by two (2) Poll Workers. V-VPAT = Voter Verified Paper Audit Trail NEVER OPEN V-VPAT PRINTER! The printer is mounted on the left side of the Touchscreen as you face the Touchscreen. It is used to produce a paper record known as the Voter Verified Paper udit Trail. Voters do not receive a printout of this paper record, but they can see their choices before casting their Ballot. 21. Remove V-VPAT Printer from its canvas case, store case in a safe location under the Official Table (case was removed earlier from the Small Scanner Bin). 22. Visually confirm BLUE Pull-Tite Security Seal located on side of V-VPAT Printer is intact. NEVER REMOVE THE BLUE PULL-TITE SECURITY SEAL. 23. With the paper facing forward, the BLUE Pull-Tite Security Seal facing away from the Touchscreen, and the power and printer cables facing toward the Touchscreen, slide V-VPAT Printer into the bracket sleeve starting at the top, moving the printer down gently, but firmly into place. 30

Run the power cable and printer cable under the black LCD positioning bar. Connect each cable to their corresponding color-coded ports. Without tightening any screws, secure each cable firmly Open privacy panels on LCD screen. The Tampering Warning document is found already posted on the right privacy panel of the Touchscreen. Remove black privacy curtain from left privacy panel. Attach privacy curtain to outside of left privacy panel and to the outside of V-VPAT Printer using the four (4) Velcro tabs (two on panel, two on printer, creating a tented area). 31

32 Setting Up the Touchscreen ( o d) 28. Visually confirm Green AC ON power light is still illuminated at rear of Touchscreen. 29. Raise switch cover marked POWER ON/OFF and turn switch to ON. NOTE: It takes approximately 30 seconds for Touchscreen to boot up. V-VPAT Printer power is on if Green light on face of V-VPAT Printer is illuminated. Common rror message: PAPER LOW Check cables and/or remove V-VPAT Printer and reattach. 30. Visually confirm WHITE Pull-Tite Security Seal on switch cover marked POLLS OPEN/ CLOSED has no signs of tampering. If tampering is found, call Precinct Coordinator ASAP. If Seal is intact, remove WHITE Pull-Tite Security Seal and tape it to the reverse side of the Seal Verification Form. 31. Raise switch cover marked POLLS OPEN/CLOSED and turn switch to OPEN. (DO NOT wait until 7:00 a.m.) NEVER turn back switch to CLOSED mode before 8:00 p.m. If there s a problem, call the Registrar of Voters. 32. Go to front of LCD screen, confirm screen is lit. NOTE: If screen is dark, check all power connections: Touchscreen rear, power strip, and wall outlet. 32

After printing begins, confirm all contests have zeros. You may need to press the Next button to see additional pages. Press Done on LCD screen when printing is complete. 36. A message stating To Begin Voting, Insert Voter Card Into Slot Below. will appear. 37. Verify that no Yellow bar appears at the bottom of the LCD screen. If a Yellow bar appears, the Touchscreen is running on battery power. Touchscreen can only run for 1 hours on battery power. Recheck all power connections. Yellow bar means Touchscreen is running on battery. 38. Verify Public Counter, located at bottom lefthand corner of LCD screen, reads ero (0). If Public Counter does not read zero, contact your Precinct Coordinator ASAP DO NOT USE THE TOUCHSCREEN IF PUBLIC COUNTER IS NOT ERO! 39. Take note of Total Number on Protective Counter, which will vary. Protective Counter Number will vary. Touchscreen may be used regardless of Protective Counter Number. 33

The headphones have already been connected to the lower left of Audio Unit keypad and this connection is protected by a BLUE Security Seal. NEVER REMOVE THE CONNECTION OR THE BLUE SECURITY SEAL. 43. Connect the Audio Unit to the Touchscreen by using the Audio Port in the well behind the LCD screen. 44. Leave both the headphones and the Audio Unit keypad in the well. 45. When the Touchscreen is powered on, the Audio Unit s Green power light (on the left lower front) should be illuminated, confirming that the keypad connection is working properly During the day, you will leave the Audio Unit CONNECTED, ready for when a Voter requests to vote an Audio Ballot. If Voter requested to vote an Audio Ballot, visually confirm that the Audio Unit is still connected to the Audio Port before the Voter inserts the Voter Card. The Audio Unit must be CONNECTED to the Touchscreen for the entire day. THE TOUCHSCREEN IS NOW READY FOR USE. (California Elections Code 19240) 35

Refer to the Voter Card ctivation nstructions for step-by-step instructions on activating Voter Cards and the Ballot Officer: Official Table ob Card 3 for procedures on issuing Voter Cards. Upon activation, the Voter must insert the Voter Card into the Touchscreen within 30 minutes, or the Card will deactivate. Once inserted, the Voter Card will remain active until the Voter finishes voting. The Voter Card will e ect and deactivate after the Voter casts their Ballot on the Touchscreen. Voter Cards are reusable. Upon issuing the Card, advise the Voter to return the Card to a Poll Worker. Always retrieve Voter Cards from Voter after use. 46 Troubleshooting Section for Voting Equipment Troubleshooting: Power Issues Scanner and Touchscreen IF Not receiving power. Scanner will not print. Yellow or red bar appears at bottom of Touchscreen display. No power cord in the Touchscreen. Power failure at Polling Place. THEN Check that the power cord is plugged into the power strip or wall outlet properly. If connections are OK, but there is still no power, you need to find a new power source. If no other power source is available, call the Registrar of Voters. 1. Check Touchscreen cover marked AC Power Cord Storage if missing 2. Turn on the Touchscreen and prepare it for voting in the normal manner. 3. Call the Registrar of Voters to report a missing power cord. Note: Touchscreen will run on battery power until replacement cord arrives. (1½ hours) 1. Call the Registrar of Voters immediately and await instructions. Note: Touchscreen can operate on battery for approximately 1½ hours. When power is restored, the Scanner will automatically power-up. The LCD screen will show the last Ballot counted and scanning Ballots may resume. NO VOTES HAVE BEEN LOST. 46

The Ballot will now be accepted by the Scanner. 6. All votes except the Over-Voted Office will count. 1. Explain UN-VOTED BALLOT (Voter has not marked Ballot, Ballot is blank). 2. Remove Ballot from Scanner. 3. Allow Voter to review and complete Ballot and reinsert Ballot into Scanner. 4. If Voter insists on voting UN-VOTED Ballot, move to the rear of the Scanner where an opening will display the number 3 on the keypad. 5. Press 3 while inserting Ballot. 6. The Ballot will now be accepted by the Scanner. If the Voter HAS voted the Ballot but the Scanner is unable to recognize the selections, SPOIL the Ballot (per procedures) and issue voter a 2 nd Ballot. If the Voter does not wish to mark a new Ballot, place the Ballot in the Turquoise Trolley. This message means the Ballot has been marked or torn on the timing marks at top or bottom, left or right. Remove Ballot and explain to the Voter that a new Ballot needs to be issued. 1. Issue Voter a 2 nd Ballot (follow procedures in the What To Do If booklet for Spoiling a Ballot ) and explain that no tears or marks other than for candidates or issues can be made on the Ballot. 2. If Voter insists on voting DEFECTIVE Ballot, place Ballot in Turquoise Trolley for return as an Unscanned Ballot. If this is a Polling Place with more than one Precinct (Side A, Side B) the Voter must scan their Ballot in their Precinct Scanner. 47

BALLOT PULLED OUT Spoil Ballot and issue voter a 2 nd Ballot. If Voter does not want to take time to re-vote the Ballot, place Ballot in Turquoise Trolley for return as an Unscanned Ballot. TO BE DONE BY PRECINCT COORDINATOR ONLY!! Remove RED Security Seal from Rear Access Lid of Scanner and tape to the front of the Seal Verification Form. Use large, round key on lanyard to open Rear Access Lid and follow information on the diagram inside labeled Paper Feed Assembly to remove jam. Make sure Gear lever is down so that the paper is held securely. Relock Lid and place new RED Security Seal on the Rear Access Lid. Record new RED Security Seal serial number on front of Seal Verification Form. TO BE DONE BY PRECINCT COORDINATOR ONLY!! Remove RED Security Seal from Rear Access Lid of Scanner and tape to the front of the Seal Verification Form. Use large, round key on lanyard to open Rear Access Lid and follow information on the diagram inside labeled Paper Feed Assembly to remove jam. To straighten tangled paper, raise the Gear lever, and then turn clockwise to roll paper up and out of paper display area. Relock Lid and place new RED Security Seal on the Rear Access Lid. Record new RED Security Seal serial number on front of Seal Verification Form. 48

Confirm Voter pressed the Cast Ballot button. 2. If card still does not eject, go behind the Touchscreen and raise POWER ON/OFF switch cover. 3. Turn the Touchscreen off, wait 5 seconds and turn on again. 1. Go behind Touchscreen and raise POWER ON/OFF switch cover. 2. Turn Touchscreen off, wait 5 seconds and turn on again. 3. Card will eject automatically. Note: If this occurs with the 1 st Voter using the Touchscreen, make sure the Precinct Number displayed on the Voter Card Activator is correct. If the Touchscreen displays the message again after you have reactivated the card, set that card aside and try a different card. 1. Verify that the Ballot has not been CAST (see question regarding whether Ballot was Cast below). 2. Go behind Touchscreen and raise POWER ON/OFF switch cover. 3. Turn Touchscreen off, wait 5 seconds and turn on again. 4. Card will eject automatically. 1. Two Poll Workers must go to the Touchscreen. 2. One Poll Worker advances the Ballot to the summary screen and touches the Cast Ballot option. 3. Remove the ejected Voter Card from the Touchscreen. 1. Confirm all connections are securely attached. 2. Try adjusting the volume. 3. If Steps 1 and 2 do not work, cancel the Ballot. 4. Go behind Touchscreen and raise Power ON/OFF switch cover. 5. Turn Touchscreen Power ON/OFF switch to OFF, wait 5 seconds and turn switch back to ON. 6. Card will eject automatically. 7. Activate a new Voter Card for AUDIO and hand the card to the Voter. 1. Insert the Voter Card in question into the Card Activator. 2. Press the Status button. 3. The display will state Voted or Used and the time and number of the Touchscreen used. Note: If above is true, a Ballot has been cast using that Voter Card. The Voter may not vote again. 49

50 Touchscreen, V-VPAT Printer, Audio, Card Activator IF Someone accidentally Closes the Polls on Touchscreen Call Registrar of Voters Office immediately. THEN 1. If the alert message is displayed, immediately change the POLLS OPEN/CLOSED switch back tothe OPEN position. 2. Reseal the switch cover. 3. If there is no alert message or warning sound and the results report begins to print, the Touchscreen will not be allowed to re-open. Note: The Security Seal should NEVER be removed during voting hours and thus the Polls should never be closed prior to 8:00 p.m. V-VPAT Printer is not working on Touchscreen LOW PAPER message Card Activator becomes inoperable Screen reads: CARD NOT DETECTED TRY AGAIN Screen reads INSERT A VALID CARD PROPERLY AND TRY AGAIN Confirm connections are secure (power and printer cable) make sure V-VPAT Printer is properly attached. 1. Offer Voter a paper Ballot and offer assistance. 2. Call the Registrar of Voters to report issue and resolution. 1. Make sure card is fully inserted. Yellow arrow facing forward and pointing down. Remove the card and make sure card is re-inserted correctly. If this does not resolve the issue, activate another card. 50

51 What to do if the Scanner Bin is full When the Scanner Public Counter screen reads 1000, an announcement will be made by the Inspector: May I have your attention, please. My name is. I am the Inspector for this Precinct. Due to numerous Ballot Cards scanned, the Scanner Bin of this machine is almost full as indicated by the counter. So, I am making a Ballot transfer to this box marked SCANN D V T D FFICIAL BALL TS, which will be sealed, signed by all Poll Workers, and stored securely until the Close of the Polls. PROCEDURES: 1. Inspector removes ORANGE Security Seal on Scanner side door and places ORANGE Security Seal on the back of the Seal Verification Form; 2. Unlocks the Scanner side door and removes Scanned Voted Ballots from Large Bin only; 3. The removed Scanned Voted Ballots shall be placed in the empty ballot boxes labeled Scanned Voted Official Ballots ; 4. After Scanned Voted Official Ballots boxes have been filled, Inspector seals filled boxes with official Seal for Scanned Voted Official Ballots Box with signatures of all Poll Workers; 5. The filled Scanned Voted Official Ballots boxes are placed near the Official Table ready to be taken to Return Center at the Close of Polls; Inspector locks Scanner side door and seals it with a new ORANGE Security Seal. 51

52 Registrar of Voters Rovers 5:30 p.m. PROCEDURES Starting at 5:30 p.m., ROVERS from the Registrar of Voters will be tasked to go to Polling Places in their assigned area. The Rovers are not trained to fix any issues. Rovers are strictly responsible for picking up certain items from the Polling Place for delivery to the Registrar of Voters Office. Open and lower the plastic Memory Pack Door. Raise, and then slide Memory Pack Slot Lever all the way to the right to release Memory Pack. 17. Pull Memory Pack out and place in Pink Anti-Static Bag marked Scanner Memory Pack. 18. Raise, and then slide the Memory Pack Slot Lever back to its center position. Close the plastic Memory Pack Door. 19. Close and lock Scanner Rear Access Lid and re-seal Lid with a new RED Security Seal. Coil power cord and place in Scanner well (not inside Lid). 61

Place Orange rite- n Ballots Bag in Red Trolley. 27. Remove regular Ballots from Large Bin. DO NOT COUNT!!! Place regular Ballots in box labeled Scanned Voted Official Ballots. 28. Locate the Seal for Scanned Voted fficial Ballots Box and have all Poll Workers sign the Seal. Affix Seal to the box for Scanned Voted Official Ballots and place sealed box inside Turquoise Trolley. 29. Use the Packing Scanner Bins/Checklist sections found on the side of the Scanner Bins, in The Guide, or at the back of the Clerk 1: Closing Job Card 3 to pack the Scanner Bins. When finished, lock Scanner side door and roll Scanner near Voting Equipment Delivery Cart. 64

Lift up switch cover and turn the POLLS OPEN/CLOSED switch to the CLOSED position. 4. Verbally give the total votes cast on Touchscreen s Public Counter to the Poll Worker completing the Roster- Index fficial Ballot Tally. 5. The fficial Results Report should be printed. To begin printing, touch Print Report on front of screen. 66

Tape the removed RED Pull-Tite Security Seal to the front of the Seal Verification Form. 13. While one Poll Worker observes, another is to lower the Results Cartridge Door. 68

NEVER REMOVE THE BLUE SECURITY SEAL Audio Unit is placed in Small Scanner Bin. Remove the privacy curtain. Removing the V-VPAT Printer Attach privacy curtain to privacy panel. Close privacy panels. Visually confirm the BLUE Pull-Tite Security Seal located on side of V-VPAT Printer is still intact. DO NOT CUT THE SEAL! NEVER OPEN THE V-VPAT PRINTER! If seal is intact, move to back of Touchscreen and detach the V-VPAT Printer s power cable and printer cable. Raise V-VPAT Printer up along the bracket sleeve until it is fully removed. 31. Place V-VPAT Printer in its black canvas storage case and place near other Return Center items. 72 DO NOT PUT PRINTER IN EITHER TROLLEY!!!

73 Closing the Touchscreen ( o d) Disassembling the Touchscreen 32. Unplug power cord from wall and back of Touchscreen. Place power cord into the AC Power Cord Storage flap in Touchscreen cover. 33. Lower LCD screen to the original flat position. 34. Replace top cover by aligning and securing the four cover clasps. 35. With one Poll Worker in the front and another at the rear, roll and lift Touchscreen, placing it topside-down onto the floor. 36. Press silver retention pin for each leg extension to remove legs from main leg assembly. 37. Remove main leg assembly from yellow and black sockets on bottom of Touchscreen by pressing each of the silver retention pins. 73

With yellow tips facing down, keep connector pin above hole creating a diamond shape and close. 40. Remove storage cover and return main leg assembly and four leg extensions to storage compartment. 41. Replace the storage cover, securing the latches to the original locking position. 42. Roll Touchscreen unit near Voting Equipment Delivery Cart. 74
