2 I-9 FORM If you are new to the Board of Elections Please fill out the entire form. Please raise your Social Security card in your left hand and your driver's license in your right hand. If you are a veteran poll worker, please be patient. 2

3 Election Day Morning Meeting Your POLL SITE COORDINATOR (PSC) will meet with all inspectors to assign you to one of three Bi-Partisan teams. As teams are assigned the PSC will give you instructions for the proper setup of your station and issue any bags needed. Floor Team Table Team Machine Team Remember, at the end of the night you MUST return to the team you started the day with. Bi-Partisan Of, relating to, or involving all election work involving members of both Political Parties; specifically involving cooperation, agreement, and compromise to properly conduct the election with both political parties being involved in each and every Election Day task. 3

4 The TEAM starts the day! Be sure there are: Clear directions to the poll site with Vote Here signs. Ample parking with clearly marked handicap spaces. Easy access to the building. Post maps. Post sample ballot(s) placard with ballots for the voter to review. (Dunkirk and Jamestown will have both Spanish and English). Greet the Voters! PROPER DIRECTIONS ARE THE KEY TO ENSURING A SUCCESSFUL VOTING EXPERIENCE ON ELECTION DAY! 4

7 FLOOR TEAM VOTING BOOTHS Be sure the path from the ballot marking areas to the scanners does not infringe on any voter s privacy. Check the following in yellow booths: Also: FILL IN THE OVAL signs Marking pens Magnifiers Install additional lighting in the ADA Booth. Be sure there are no chairs at the ADA booth. Dunkirk and Jamestown: Post all signs in Spanish and English. 7

8 FLOOR TEAM - DUTIES Floor Team During The Day Answers questions or gives direction. Checks for marking pens and any campaign material. Looks for discarded or abandoned ballots. Picks up any paper or trash. Periodically checks the posted sample ballots to be sure it has not been marked or defaced. Offers a chair to voters if lines are long. Floor Team at End of Day Gathers all signage from entrances and collects any directional signs. Packs away table top units. Moves Yellow Booths to delivery area. Cleans Voting area. When done, report to the Poll Site Coordinator and then sit in an area out of the way and be ready to assist as needed. AT THE END OF THE NIGHT, ALL INSPECTORS WILL LEAVE THE POLL SITE TOGETHER. 8

9 FLOOR TEAM END OF THE NIGHT - MACHINE Floor Team Supplies that are returned to the machine at the end of the day: 1. Sample Ballot Placards. 2. Maps. 3. Green Sign Bag to be stored on TOP of the machine! 9

10 TABLE TEAM During the morning PSC meeting, the PSC will issue the following: Special instructions regarding changes since training took place. Reminder of duties regarding Election Inspector etiquette. The importance of properly filling out reports. Chocolate Bag. Supplies from the Poll Site Coordinator Bag. A Bi-Partisan team of inspectors will setup the voter sign in table(s). We need to remove any confusion by the voter as soon as possible! Election District signs should be attached to the wall immediately behind the table, or on 8 foot poles as well as attached to the front of table. Election District signs should be visible from every vantage point of the entrance. Sign in tables should be SET APART from each other! 10

14 TABLE TEAM Remove from the Machine: Optical Scan Ballots Affidavit Ballots (open only if needed) Poll Books Privacy Sleeves In multiple districts, sort optical scan ballots according to Ballot ID Number. Match Poll Books to Ballot ID Number. Match the Provisional Affidavit Ballot ID Number on the Transmittal Report. Provisional Affidavit Ballots always begin with the NUMBER 2. Remove the Transmittal Report(s) from the Raspberry. Check Header: Identification: Verify Election Date Check Town/City/Ward E.D. Check Poll Site 14

15 TABLE TEAM Match Ballot ID Number to the Transmittal Report(s) a. Ballot ID Number is printed on the form by BOE Staff. b. Record the number of booklets received by inspectors. c. Record the Start # received by Inspectors. d. Record the End # received by Inspectors. e. Fill in the shaded areas. Signature required Both Inspectors completing the report must sign on appropriate party line. THIS MUST BE COMPLETED FOR EACH TRANSMITTAL REPORT(S), IF YOU HAVE MULTIPLE DISTRICTS! REPORT ANY IRREGULARITIES TO YOUR POLL SITE COORDINATOR IMMEDIATELY!!! 15

16 GREETING THE VOTER TABLE TEAM REGARDLESS OF THEIR RELATIONSHIP TO YOU, ASK THE VOTER FOR THEIR NAME OUR TIP: Let your close friend, the voter, know that you have to ask everyone their name. This will also save you embarrassment when you can t remember your friend s name! If you cannot find a voter s name, ask him/her to spell it. If you still cannot find a voter s name, ask if he/she changed their name since the last time they voted. If the voter has CHANGED THEIR NAME But has NOT MOVED out of the district. And you FIND THEIR PREVIOUS NAME in the poll book Ask the voter to sign their OLD NAME in the left signature box above the computer generated name. Have the voter sign their NEW NAME in the blank signature box. Make a note on the CHALLENGE REPORT. Please remember that if you mark something on the Challenge Report, there is no need to write it down in the inspector notebook. There is no need to update their voter registration. 16

18 TABLE TEAM- GREETING THE VOTER Having difficulty? Ask for assistance from PSC: a) Is the voter at the correct poll site? b) Using the voter s address, check the District Map, AskEd or the Street Finder to make sure the voter is in the correct poll site. c) Multiple Districts? Check all poll books. IF THE VOTER S NAME IS NOT IN YOUR POLL BOOK(S), THEY ARE NOT ALLOWED TO VOTE ON THE MACHINE WITHOUT A COURT ORDER. 19 TABLE TEAM ISSUING THE BALLOT POLL BOOK HAVE THE VOTER SIGN THE POLL BOOK! THIS IS MUST!!!!!!! In New York State matching the voter signature in the poll book is all that is required for proof of ID. We cannot issue a ballot until the voter has signed the poll book. NO ID is REQUIRED in NYS, Unless It Is Indicated (Printed) In The Poll Book Acceptable samples of proof of identification are found in your Inspector Binder. Record the ballot ID Number. Inspector Initials. Issue Ballot in Privacy Sleeve Proposition Side Up! Remind the voter this is a TWO (2) sided ballot. 19

20 POLL BOOK & BALLOT MUST MATCH! In the past we have issued the wrong ballot! The voter MUST receive a ballot with an ID number that matches the Ballot ID number on the front of the Poll Book they signed! 20

22 MATCH THE NUMBERS REFERRAL SLIP: If the Voter's Name is not in your Poll Book and it is determined that the voter is in the wrong Poll Site you are to issue a "Referral Form" directing him to the correct Poll Site. MUST MATCH BALLOT ID NUMBER ON THE Referral slips are found in the Blue Binder Using Ask Ed, Street Finder or a District Map, find the voter's correct polling location. Fill out a Referral FRONT Slip identifying OF POLL the Voter's BOOK Correct voting THE location. VOTER SIGNED! Sign your name on the Referral Slip and give the slip to the voter offering direction to the correct poll site if needed. If a voter enters your Poll Site with a Referral Slip, he has been sent to you by another Polling place, verify he is in the correct location and allow him to vote on the machine if the voter's name is in the Poll Book or by Affidavit. Return completed Referral Slip to the Raspberry for return to Mayville. REFERRAL SLIP TO THE Voter: Please take tis with you and give it to the Inspector where you vote. 24 EVERYONE VOTES!!!! Our Election Day Goal! On Election Day everyone MUST have the opportunity to vote either: ON THE MACHINE PROVISIONAL AFFIDAVIT BALLOT REFERRED TO THE CORRECT POLL SITE No voter with a residence in Chautauqua County is to be turned away from a poll site! A provisional affidavit ballot will be issued to the voter whose name is not in the poll book. All Provisional Affidavit Ballots are researched after the election by BOE staff. The provisional affidavit ballot voter will be notified: If their ballot was or was not counted. That the BOE has updated their registration. 24

Voter s names were in the poll book and we issued them a provisional affidavit ballot. 2. Voters were issued the wrong provisional affidavit ballot. Site Address: 15 N. Main Voter s Name John Q. 26 TABLE TEAM TYPES OF BALLOTS VOIDED Any mistake made by the voter. ABANDONED A ballot found anywhere in the ballot marking area and there is no voter to claim ownership. UN-SCANNED Any Ballot that will not scan or ANY BALLOT LEFT BEHIND IN THE VOTING AREA. PROVISIONAL AFFIDAVIT Provided to any voter who is in the correct poll site but not in the poll book. ABSENTEE A ballot used by a voter when he/she will not be in the County on Election Day. CLOSING OF THE POLLS Complete the following: Ballot Collection Report. End of Day Transmittal Report DO NOT LEAVE BLANK LINES! Return signed reports to the Raspberry folder, then give the folder to the Poll Site Coordinator. Return supplies to the appropriate bag; when in doubt, review the visual aid provided in each bag. 26

33 PACKING: END OF NIGHT After Gone in Five: Table Team removes any Un-Scanned Ballots and Write-In-Ballots, places them in appropriate bag. The Machine Team will remove the Blue Ballot Bag and fill with the following: All Optical Scanned Ballots that were recorded by the machine. All USED Ballot Booklet Stubs Any Opened Ballot Booklets (NOT SHRINK WRAPPED) ALL POLL BOOKS Unused Ballots In Original Shrink Wrap. Privacy Sleeves Sample Ballot Placard Tubes RED POLL SITE COORDINATOR BAG Surge Protector Extension Cord Return ADA Kit to the Front Emergency/ Un-Scanned Door. When the machine is packed: lock, seal and cover the unit for return to Mayville. Place keys in the Red Key Bag and return the bag to your Poll Site Coordinator. 33

36 Machine Team To ensure a Successful Voting Experience, the Machine Team will: Make sure the voter can easily identify the location of the machine and create a flow of easy access. REMEMBER: OUR JOB IS TO ASSIST BUT NOT INTRUDE. Be ready to assist with any ballot difficulties. Ask the voter to stay at the machine until the LCD screen reads you have Successfully Cast. The PSC will issue the Red Key Bag which contains the following: Ibutton(s) Used to change functions of the machine. Machine Keys Unlocks and locks the Ballot Box door. Pen Used for recording seal numbers on the Seal Report. Scissors - Used to cut the seal on the Ballot Box door. Seal(s) Used to re-seal the Ballot Box door. 36

40 MACHINE OPENING Step 1: Remove Seal and Open Ballot Box Door. Remove and distribute all supplies. Also remove ADA Kit from front of machine. Step 2: Verify the Administrative Menu is on the LCD Screen. Step 3: Lock and Seal the Ballot Box Door and complete the Seal Report. Step 4: At direction of the Poll Site Coordinator, open the polls at 6:00 A.M. Step 5: Print the "Zero Report" Step 6: Verify that votes cast on the "Zero Report" and LCD Screen are "0" Step 7: Sign the "Zero Report" Record Number of Ballots Cast on the Seal Report - PUBLIC COUNT Step 8: Place signed "Zero Report" and used or broken seals into the Red Key Bag. 41 MACHINE OPENING Remove the seal from the Ballot Box door, record the seal on the Seal Report and open the ballot box door. Remove and distribute all the supplies. Remove the ADA kit from front door and place on the back of the unit. Be sure to close and lock the front door. 41

42 MACHINE OPENING Verify the Administrative menu is on the LCD screen and Ballots Cast are Zero. Double check that all supplies have been removed from the machine. Lock the Ballot Box door and seal. LCD SCREEN 42

Record on the Seal Report the Public Count found on the LCD, and from the Zero Report the Protected Count. After the report has finished printing, sign the report. The LCD screen will ask if you would like more Zero Reports? Touch NO. PROTECTIVE COUNT PUBLIC COUNT 44

47 LCD MESSAGES on Scanner ALWAYS ASK THE VOTER TO READ THE LCD SCREEN REMEMBER THEY HAVE A CHOICE! MISREAD BALLOT If the ballot does not work after 3 attempts, the voter may get a new ballot or place it in the Un-Scanned Slot. AMBIGUOUS MARKS - The ballot will be returned for NEW BALLOT OPTION for the voter to correct or place the ballot in the Un-Scanned slot. THERE IS NO WAY TO CAST THIS BALLOT ON THE MACHINE! FILLED IN TOO MANY OVALS Voted for the same candidate more than once when candidate is cross endorsed. BLANK BALLOT 47

54 MACHINE FAILURE 1. Guide voters to a second machine (if available). 2. Open the Emergency Slot on the front of the machine that is not functioning. 3. PSC calls your Area Director for assistance IMMEDIATELY! We should never have people standing in line to cast a ballot! Assure voters that a bi-partisan team will insert ballots when the unit is back in operation. 54

55 MACHINE CLOSING Step 1: The polls are now closing: Firmly contact the Ibutton to security keypad to enter administrative menu. Step 2: Press the CLOSE POLL OPTION. The message "Are you certain you wish to close polls? Is displayed. Press YES Step 3: Sign and place report in BLUE SPEED BAG. Message "Would you like more copies?" Touch NO Step 4: Power Down the machine by touching POWER DOWN on Administrative Menu Step 5: Message "ARE YOU CERTAIN YOU WISH TO SHUT DOWN TABULATOR? Touch Yes. Step 6: LCD Screen is black, lights on side are off. Step 7: open Ballot Box Door and Power down battery. Step 8: Make sure blinking lights on the front of the machine are OFF. Step 9: Remove Poll Worker Card door seal and open door. Step 10: Remove Poll Worker Card and place in the BLUE SPEED BAG BLINKINGLIGH TSBLINKING LIGHTS BLINKINGLIGH TSPOLL WORKER 55

56 MACHINE CLOSING GONE IN FIVE At 9 p.m. after all voters in the building have voted, the PSC announces the polls are closed. Firmly contact the Ibutton to the security keypad to enter the Administrative Menu on the LCD Screen. Press the Close Poll option on the screen. The following message will appear: Are you certain you wish to close the polls? Press YES 56

57 MACHINE CLOSING GONE IN FIVE After pressing YES, the detail report tape will now print. After printing, the screen will ask if you want more copies. If none required, press "NO. The inspectors that signed the Zero Report will now sign the End of Day Report. Record on the Seal Report the Public Count found on the LCD and from the End of Day Report, the Protected Count. Place the End of Day Report into the Blue Speed Bag 57

58 MACHINE CLOSING GONE IN FIVE The Administrative menu will now re-appear. Power down the machine by touching Power Down. You will now see the message: ARE YOU CERTAIN YOU WISH TO SHUT DOWN THE TABULATOR? Touch YES. LCD screen will go black. To POWER DOWN, Touch here! Be sure to record Public Count (Ballots Cast) before you power down. 58

59 MACHINE CLOSING GONE IN FIVE Be sure the Blinking Lights on the front of the machine are off and then remove the Poll Worker Card Door Seal. Place the broken seal into the Red Key Bag IMMEDIATELY and remove Poll Worker Data Card. Place the DATA CARD and the END of DAY REPORT into the BLUE SPEED BAG! After you have double checked that the End of Day Report and Data Card are in the bag SEAL THE BAG! 59

60 PACKING AT THE END OF THE DAY! We must repeat that it is very important at the end of the day the following supplies are packed in the BLUE BALLOT BAG and returned to Mayville that night to allow BOE staff to start reconciling ballots Wednesday morning!
