1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBRR Community Mobilizer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The county once ravaged by 14 years of civil war now enjoys uninterrupted peace since the cessation of hostility in On 15th December 2017 the United Nation Mission in Liberia (UNMIL) closed its door in Zwedru. Security is practically in the hands of the Liberia National Police (LNP) who assumed responsibility since 28 June Though understaffed and facing logistical constrains the detachment has managed to maintain law and order across the length and breathe of this county. However UN Security level in Zwedru remains at Level 2 (.i.e. low), indicative of the low security risk level which is essentially petty criminality. UN staff members deployed to this location must complete the mandatory online: Basic Security in the Field and Advance Security in the Field before deployment. Curfew imposed for the safety and security of UN Personnel, Monday through Friday runs from midnight 2 Apr 2019 Page 1 of 8

2 to 05:00 hrs; Saturdays and Sundays from 02:00 hrs to 05:00 hrs. In view of the closure of the UNMIL office in Zwedru UNHCR Head of Office is the Area Security Coordinator and the UNHCR Security Associate is the lone UN security staff in the region. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Assignment Details Assignment Title Community Mobilizer Organizational Context & Project Description The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and seek durable solutions for refugees. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country ( The UNHCR Office in Liberia is providing international protection and humanitarian assistance (health care, safe drinking water, education, self-reliance through vocational training, crop production and livelihood) to refugees and asylum seekers in collaboration with the Government of Liberia represented by the Liberia Refugee Repatriation and Resettlement Commission (LRRRC). Other activities of UNHCR Liberia include seeking durable solutions for refugees in Liberia. UNHCR in Liberia is currently operating from two locations; a Representation Office in Monrovia and a Field Office (FO) in Zwedru. Remote field monitoring activities of the refugee program are also carried out in Harper (Maryland County) and in Bahn/Saclepea (Nimba County). The Ivorian refugee population arrived in Liberia in two waves. In 2003, refugees fled to Liberia after civil conflict in Cote d'ivoire (CDI). While majority of this caseload returned voluntarily to CDI, there still remains a small number from this group who remained in Liberia. The second wave of Ivorian arrivals was in 2010/2011, where approximately 240,000 persons fled the post electoral communal violence in Cote d'ivoire. While the crisis ended in April 2011, voluntary repatriation only started in late During this period, whilst UNHCR facilitated the return of some 40,000 refugees from Liberia, an additional 142,000 spontaneously returned on their own. The Ebola outbreak in Liberia, in 2014, caused the closure of the land border, forcing UNHCR and its partners to suspend the repatriation operation. The voluntary repatriation resumed in December 2015 and within a two year period saw the massive facilitated return of 26,367 refugees. Since the beginning of 2018 UNHCR Liberia has embarked on local integration activities, in a close cooperation with the new government of Liberia that came to power following peaceful elections, carried out in October As of 31 December 2018, refugee population in Liberia amounts to 9,051 Cote d Ivoire refugees, 71 various nationality refugees, 38 Asylum Seeker and 371 of others of concern (protected Sierra Leonean refugees). These groups are living in 3 camps: Bahn camp/nimba, PTP camp/grand Gedeh and 2 Apr 2019 Page 2 of 8

3 Little Wlebo camp/maryland. Overall, 24% of Ivorian refugees are living in the communities located in counties Nimba, Grand Gedeh, Maryland, and River Gee, whereas 1% are urban refugees and living in Monrovia/Montserrado County. From 2018, the main objective of the operation is the implementation of local integration in favour of Ivorian refugees and the search for durable solutions to the benefit of refugees of other nationalities. Liberia is open to asylum seekers and does not have significant issues with accepting asylum seekers. As end of December 2018 there are 38 recorded asylum seekers. All Ivorian refugees are recognized on prima facie basis while other nationals go through individual status determination. During the past four years, the number of Ivorian asylum seekers has tremendously reduced due to the positive improvement, political and security atmosphere in Cote d Ivoire. Based on this, the office made a recommendation to the LRRRC to review the prima facie refugee regime accorded to Ivorian asylum seekers and apply a standard status like all other asylum claims in Liberia. UNHCR Liberia is committed to assess LRRRC capacities on RSD to develop a road map for eventual exit strategy. Sustainable Development Goals Task description 4. Quality Education The Community Mobilizer is a member of the Protection Unit and may report to the Protection Officer, Protection Officer (Community-Based), or another more senior staff member in the Protection Unit, and performs a variety of functions related to Field activities within the office such as: Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy. Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups. Assist in initiatives with host communities to involve national civil society groups in the protection of persons of concern. Support implementing and operational partners as well as displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psychosocial, cultural, health, organizational and livelihood concerns as well as child protection and prevention and response to SGBV. Assist in the analysis that identifies the capacities of communities of concern and risks they face. Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern. 2 Apr 2019 Page 3 of 8

4 Support efforts to build the office capacity for community-based protection. Support communities in establishing representation and coordination structures. Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response. Collect data for monitoring of programmes and budgets from an AGD perspective. Draft and type routine correspondence, documents and reports using word processing equipment and maintain up-to-date filing systems. Perform any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 5 Assist in the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR s work. Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office and with persons and communities of concern based on agreed parameters. Identify which individuals or groups to prioritize for counselling and field visits based on agreed criteria. Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is 2 Apr 2019 Page 6 of 8

7 not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
