1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SRBR Child Protection in Emergency Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Belgrade is the capital and largest city of Serbia with a special administrative status. It is the economic, cultural and educational centre of Serbia. Belgrade is a family duty station, classified as A by ICSC. Medical facilities are well developed and easily accessible. The educational institutions at all levels as well as international schools are available. The cost of living may be high, depending on the standards, particularly for food and accommodation. 2 Assignment Details Assignment Title Child Protection in Emergency Officer Organizational Context & Project Description UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behavior towards children. UNICEF mobilizes political will and material resources to help countries, particularly developing countries, ensure a "first call for children" and to build their capacity to form appropriate policies and deliver services for children and their families. Despite the de-facto closure of the Balkan route in early March 2016 and the volatile access to the route across Bosnia Herzegovina, a continuous stream of refugees and migrants continues to arrive to Serbia mainly from Bulgaria and the former Yugoslav Republic of Macedonia (FYROM), with strong support from cross-border smuggling and trafficking networks. The number of refugees and migrants in Serbia throughout 2018 fluctuated around 4,000 and is likely to remain stable during 2019 with some potential slightly increased due to the instable situation in the region. UNICEF is therefore working towards ensuring that all refugee and migrant children, unaccompanied separated or with their family, benefit from timely, and equitable, quality access to services that guaranty their protection, care, development, access to education and social inclusion. In 2019 UNICEF will ensure advocacy, technical assistance, protection monitoring and guidance to a variety of stakeholders (frontline NGOs as well as institutions) to ensure that a comprehensive child protection and gender-based violence issues are identified, addressed and acted upon in a coordinated and quality manner.unicef will also continue playing a paramount role in coordination of child protection, supporting also the GBV Working Group. In the education, health, and nutrition sectors, UNICEF Serbia will continue to be a technical essential actor, disseminating guidance and acting a technical resource and resource knowledge management hub to partners and institutions. UNICEF will also continue to have strategic emergency partnerships in order to ensure that essential services are available for the hard-to-reach and most vulnerable groups in critical areas, such as infants and young children. Sustainable Development Goals 4. Quality Education Task description Under the direct supervision of the Child Protection/Gender-based Violence Coordinator, the national UN Volunteer will undertake the following tasks: Develop tailored training material on Child Protection in Emergencies for facilitating the different capacity development initiatives promoted by UNICEF, based on international available curricula as well as capitalising from past UNICEF training efforts; 9 Dec 2018 Page 2 of 7

3 Support the rollout of the UNICEF Capacity Development Strategy by actively looking for opportunities to promote blended training modalities through coaching and mentoring implementing parnters, promoting the sustainability UNICEF technical assistance efforts, and monitoring the impact of the past training; Provide on the job training, coaching, and technical monitoring to the members of the Inter-agency working group assisting on the transition of CFS related activities and contribute to the timely documentation of the whole process; Carry out monitoring and programmatic missions to evaluate and assess implementing partners activities as well gaps and promising practices on the ground to provide reccomendations to improve quality of services and UNICEF programming Being responsible to map out and identify gaps on the partners and public institutions provision of care to vulnerable children including GBV survivors, liaising in particular with outreach workers and social workers from Center for Social Work Ensure the active secretariat of the Child Protection sub Working Group (CPsWG): helping in developing meeting agenda, support technical documents development, follow up to action points through timely and quality communication, setting up a knowledge managemt hub, and acting as a coordinator in case of his/her absence Support as required the development of project proposals on child protection, including GBV As requested represent UNICEF to meetings, conferences, for a in regards to its mandate on Child Protection in Emergencies, including during the Child Protection Working Group. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Efficient, timely, responsive, child-friendly and high-quality support rendered to the UNICEF Child Protection in Emergency programme. Timely and quality delivery of reccomandations to improve CPiE standards in the migrants and refugees response and develop promising best practices with potential to be scaled up Comprehensive capacity development material in line with international standars and national legislation in collaboration with colleagues Effective support and active contribution to the child protection in emergency coordination mechanisms at national level. 4 such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Master degree or equivalent Education - Additional Comments University degree MAs, preferably in social sciences, humanitarian affairs, law, development studies or other relevant field. Required experience Experience Remark 36 months Minimum of 3 years (of which at least 2 in the social protection or emergency field) of professional experience in child protection, gender-based violence, humanitarian affairs, human rights or other related area. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; 9 Dec 2018 Page 5 of 7

6 - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
