Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. 2 even more rewarding and productive Living Conditions The Democratic Republic of Congo is the third largest country in Africa, and as a result is quite diverse. Living conditions therefore vary between duty stations, with all usual amenities present in the capital Kinshasa, but only very basic conditions in remote duty stations in the provinces, where, for instance, there may be no guarantee of public power supply nor running water. The ability to live and work in difficult and harsh conditions of developing countries is essential. This position is located in Goma. Goma is the capital city of the North Kivu province, one of the eastern part of DRC. Currently Goma is a non-family Duty station and classified hardship D. The UN Volunteer will have to provide for their own accommodation, with respect to UNDSS security standards. Normal to good housing is available. The security situation is at the moment relatively stable in the city (level 2 in the UNDSS categorization), but a 1 am curfew is in place for all UN agencies. Basic to slightly advanced health facilities are available.they are provided by the UN Clinic located in the MONUSCO premises and other local hospital. Access to better facilities is possible in Rwanda which is easily reachable through the Border in Town. The UN Volunteer will have to provide for their own accommodation, with respect to UNDSS security standards. While normal to good housing is available, UN Volunteers may agree with others to share a house or an apartment so as to lower their cost. The security sitation is quite stable at the moment. Basic to slightly advanced health facilities are available in Kinshasa.Also, there is a UN Clinic accessible by UN staff members.when in Kinshasa for the briefing( prior to deployment to duty station in Goma) or when settled in, it s adviced to UN Voluntters, to contact their Emabssy of Consular Representation of their countries in DRC to inform them about their assignment in DRC( type of assignment and duration). The DRC currency is the Congolese Franc( FC). However, US dollars is accepted in local markets including all large and small scale commercial transactions in DRC. Therefore, UN Volunteers are adviced to travel with more US dollar than any other currency. It should be noted, however, that the Euro can be coverted locally into US dollar by banks. It may be impossible to exchange traveller s checks away from the cities of DRCongo. Also, credit card are not accepted in towns( neither in super market, nor in hotels) such Goma and the majority of DRC, except Kinshasa, the capital city. Once deployed, and when travelling by air within DRC for official business, UN Volunteers, as all other UN staff members, are requested to use exclusively the MONUSCO flights, the United Nations humanitarian Air service flights(unhas) and the DRC national company( congo airways).rency 3 Apr 2019 Page 2 of 8
3 Assignment Details Assignment Title COMMUNICATION OFFICER Organizational Context & Project Description The Democratic Republic of the Congo (DRC) is characterized by strong contrasts and opportunities. The country has a treasure of natural resources and over 50% of its population is under 18 years old. Overall, the under-5 child mortality rate is 104 per 1,000 live births in DRC, a major reduction compared to the figure of 2014 (148). Access to education has also improved, as did some issues related to the protection of children. The country is facing multiples emergencies with high numbers of internally displaced people in the eastern part of the country, as well in the Kasai-region and in the Provinces of Tanganyika and South-Kivu, all declared L3 emergency by the UN system. In addition, the country is facing large epidemics of measles and cholera. To meet the needs of children in the DRC and based on its past experiences and achievements, UNICEF makes a difference for millions of children in the DRC, combining large-scale interventions with high impact (vaccination, distribution of mosquito nets, healthy villages and schools, access to education, nutrition, birth registration) to programmes that strengthen local capacities to ensure sustainable access to basic services and to emergency response programmes to ensure that the rights of all children are respected. Through its external communication and public advocacy programme UNICEF DRC wants to adapt generate more attention for the needs of children in DRC and the responses put in place by UNICEF and its partners both at humanitarian and at structural level. The external communication and public advocacy programme of UNICEF DRC aims to give a voice to children and the challenges they face, to reach through public media, social media and other communication tools - a maximum of relevant audiences in as well as outside of the country and mobilize engagement from these audiences to make a positive change for children towards the realization of their rights. The involvement and engagement of adolescents themselves as communicators and advocates for the rights of children are important building blocks of the external communication and public advocacy work of UNICEF DRC Sustainable Development Goals Task description 4. Quality Education Under the direct supervision of the head of the UNICEF-office in Goma and the technical supervision of the head of external communication and public advocacy at the country office of UNICEF DRC in Kinshasa, the UN Volunteer will be responsible for: Public media work in the Provinces of North-Kivu and Maniema : follow-up requests for information, field visits etc. from international and national media in relation to the situation of children and the responses put in place by UNICEF DRC; work with and empowerment of provincial networks of 3 Apr 2019 Page 3 of 8
4 journalists ; Support public media work in other Provinces of DRC, particularly in the eastern part of the country, following requests of the head of external communication and public advocacy and depending on the approval of the head of the Goma-office ; Produce communication material of the situation of children and the response of UNICEF, in particular human interest stories, photos and short videos, based on the guidance received from the country office in Kinshasa, to be used on national and international digital and other communication platforms ; Coordinate and implement at provincial level in North-Kivu and Maniama the annual work plan developed at country level for external communication and engagement of adolescents Work with the programmes sections in the Goma-office to generate public attention for the programme work implemented by the Goma-office; Support and guide the head of the UNICEF-office in Goma for all public events, at the request of the head of the office: drafting speeches, organizing press attendance, interacting with provincial communication partners, etc. Perform any other duties as requested Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Deliver efficient, timely, responsive, high-quality support rendered to the external communication partners, in particular the public media, to head and the programme colleagues of the Goma-office and the external communication and public advocacy section at the country office in Kinshasa; Actively contributed to UNICEF DRC s online communications; high-quality communication documents produced in French and English The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed 3 Apr 2019 Page 4 of 8

6 Working in Teams Conditions of Service and other information Condition of Service Click here to view Conditions of Service Conditions of Service for International Specialist: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post- Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). 3 Apr 2019 Page 6 of 8
7 UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
