1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT HTIR Project Coordinator - Reduction of Poverty The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The country is mostly mountainous, with a tropical climate. There are two rainy seasons (April-May and September-October). The hurricane season occurs from June to September and the average temperature is 25 degrees Celsius. Following the quake of 12 January 2010 that greatly devastated more than 50 per cent of Port-au-Prince the capital city and its hinterlands, the living conditions have been adversely affected. Most buildings have either been razed to the ground or have serious cracks. Accommodation is therefore very limited and very expensive as most of the hotels and residence are still not cleared by UNDSS. Temporary accommodation can be provided in MINUSTAH crew ship at very reasonable price. Food and water: Most super markets have re-opening, but food is still quite expensive. Potable water is available at the Logistic base and in most supermarkets at reasonable price. Health: UNV volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: typhoid, hepatitis A and B, yellow fever (required for travellers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all parts of the country). Overall, UNV volunteers traveling to Port-au-Prince are hence advised to have when possible the following items: Mosquito repellents First-Aid Kits Light clothes as the weather is warm Assignment Details Assignment Title Project Coordinator - Reduction of Poverty Organizational Context & Project Description The poverty issue in Haiti Although extreme poverty declined in Haiti from 2000 to 2012, the vulnerability of households to poverty or indigence remains a cause of great concern in this country. Almost 6.3 million Haitians (58,6% in 2012) cannot meet their basic needs, and, among these people, 2.5 million are living below the extreme poverty line, meaning that they cannot even cover their food needs (extreme poverty rate is 23.8%). Poverty is particularly high and persistent in rural areas, with nearly 75% of the rural population remaining poor. One million people live slightly above the poverty line and could be pushed below the line by a shock. All in all, almost 70 percent of the population is either poor or vulnerable to falling into poverty. With a GDP per capita of US $ 829 and an unemployment rate of 40%, Haiti remains a country affected by mass poverty and extensive vulnerability. At the same time, the fight against income inequality has not advanced. The richest 20 percent holds more than 64 percent of the total income of the country. These levels of income inequality place Haiti among the most unequal countries in Latin America and in the world. The Gini coefficient that measures these inequalities stagnated at around 0.6 from 2001 to 2012 and inequalities worsened in rural areas with a coefficient increase of 0.49 to Finally, according to the UNDP Human Development Report, the gender inequality index (GII) reached in 2014, putting Haiti in 138th position out of 155 countries. The most remote departments of the capital Port-au-Prince are the poorest. The burden of poverty is borne mainly by women, who face high unemployment, persistent labor market segregation, and a wa Poverty in Haiti is multi-dimensional and caused by a complex entanglement of economic, social and political factors that have been exacerbated by the damages of the 2010 earthquake. However, low economic growth, poor governance and misallocation of resources, and fragility are among the main causes of substantial poverty and low human development outcomes. UNDP action to reduce poverty in Haiti UNDP Haiti Country Programme Document (CPD, ) focuses on three mutually reinforcing work streams crafted around the following results areas: (a) Democratic Governance and the Rule of Law; 26 Mar 2019 Page 1 of 5

2 (b) Poverty Reduction; and (c) Resilience (environment and disaster risk management). The CPD is in line with the national priorities as set out in the Haiti Strategic Development Plan (PSDH), the United Nations Development Assistance Framework and the UNDP Strategic Plan. As far as poverty reduction is concerned, it is at the core of UNDP's mandate to support structural change for real improvement in the lives of people around the world. To do this, in Haiti as elsewhere, UNDP promotes inclusive and sustainable human development in all its dimensions. In this context, UNDP is convinced that reconstruction and poverty reduction in Haiti cannot succeed without first ensuring that the reins of reconstruction and national growth are in Haitian hands, whether they are ordinary citizens, economic or political actors, or representatives of the State. To build and target its support for inclusive growth, UNDP has opted for a strategy that addresses two major forms of exclusion resulting from poverty: the physical exclusion of people who, especially following the earthquake, no longer have access to housing and a decent neighborhood, and economic exclusion. This strategy is part of a multidimensional approach advocated by UNDP that addresses the issue of poverty in its various components and not just its monetary dimension. In parallel with these actions, UNDP, in close partnership with the Ministry of Planning and other sectoral ministries, is carrying out a series of interventions at the local, political, strategic and programmatic level in implementing the Sustainable Development Goals (SDGs) in Haiti. It does this by targeting the creation of inclusive jobs to ensure that the policy and normative frameworks are conducive to economic recovery. UNDP also supports key players in the public and private sectors in the development of community-based services tailored to the size and structure of enterprises. Actions are finally being put in place to promote the link between supply and demand for work and strengthen the employability of young Haitians. All interventions are designed and conducted with particular attention to women, especially young women in Haiti, identified as major drivers and vectors of national growth. However, as a result of the past years of urgency and crisis management following the earthquake (2010) and Hurricane Matthew (2016), the UNDP poverty reduction project portfolio in Haiti is presently fragmented, with weak visibility and lacks a strategic vision. Nine years after the earthquake and three years after Matthew, UNDP now needs to embark on a strategic shift from a crisis management, humanitarian and recovery approach to more integrated programmatic approach focused on strategic advice, national ownership, consistent and integrated activities/projects and concrete results in terms of long-term sustainable development and poverty reduction. In this context, the UNDP Haiti Country Office is seeking an international UNV Project Coordinator to support and coordinate the design, formulation and implementation of a new Strategy on Poverty redu Sustainable Development Goals Task description 1. No poverty To support the implementation of the project, UNDP is recruiting a Project Coordinator to assist the Head of Unit in preparing and issuing a consistent and mid-term Strategy on Poverty reduction for the Haiti Country Office. Under the direct supervision of the Head of Unit Poverty Alleviation, and in close collaboration with other units of the UNDP Country Office in Haiti and the various national and international stakeholders, the Project Coordinator Poverty reduction Strategy for UNDP Haiti will fulfill the following tasks: Support the Head of Poverty Reduction Unit in the different components and phases of the preparation, and then implementation, of the Poverty reduction Strategy of the UNDP Country Office in Haiti. Contribute to the design and drafting of a project document (ProDoc) on a Poverty reduction Strategy for the UNDP Country Office in Haiti". Support for the implementation of projects developed in the framework of the Poverty reduction Strategy of the UNDP Country Office in close connection and as part of the project of SDGs Haiti Accelerator Lab (H-ALab). Providing capacity building support, as well as technical and policy advice to the government and other development actors in Haiti in view of poverty reduction and SDG1 implementation. 1. Support the Head of Unit in the different components and phases of the preparation of the Poverty reduction Strategy for the UNDP Country Office in Haiti Support to the coordination of the CO staff associated to the preparation and implementation of the Country Office Poverty reduction Strategy. Serve as the secretariat and participates in the piloting of the internal Working Group on Poverty reduction (GT-PR) at the UNDP Country Office in Haiti. Collect information, statistics and other materials on poverty in Haiti and integrate them in electronic support in view of reporting and communication activities. Is responsible for reporting activities related to the Poverty reduction Strategy. As part of this mission, prepare technical and financial reports, concept note, minutes of meetings or any other document requested by the Head of the Poverty reduction Unit. In collaboration with the Communication Unit, supports communication actions related to the project, and contributes to improving the visibility of the Government, UNDP and project partners. Carried out project monitoring and evaluation activities. In collaboration with the Procurement Unit, takes care of the instruction and the follow-up of purchases related to the Poverty reduction Strategy project. Ensures the integration, at the necessary level, of the poverty reduction dimensions in CO activities. 2. Contribute to the design and drafting of a project document (ProDoc) on a Poverty reduction Strategy for the UNDP Country Office in Haiti" Follow-up and collaboration with the consultants recruited to develop and validate the ProDoc on a Poverty reduction Strategy for the UNDP Country Office in Haiti": organizing missions of consultants in Haiti, research and information collection, facilitate contacts with Haitian authorities and partners, organization of workshops, organization of an event for the presentation of the final ProDoc,... Contribute to ensuring the contribution and ownership of the project by national and international partners, through awareness raising and regular exchanges. Support for the implementation of projects developed in the framework of the Poverty reduction Strategy for the UNDP Country Office in close connection and as part of the project of SDGs Haiti Accelerator Lab (H-ALab). Assists the Head of Poverty Alleviation Unit in steering and coordinating all activities related to setting up a National Platform on Poverty reduction as part of the UNDP worldwide network of national platforms. Supports the identification of partners, formal arrangements, projects, sources of funding and communication actions to be developed as part of the project of National Platform on Poverty reduction. Develops networks of expertise in relation to Poverty reduction as integral part of the Accelerator Lab (technical, legal, financial, economic, commercial, consultation methods, involvement of actors...) with the various national and international partners interested in taking part in the project. Develops terms of reference for training, tenders and technical documents developed within the project. As necessary, supports in the supervision of the activities of consultants to be recruited to carry out the building up of the project in the legal, economic, technical, social or institutional fields. Document and gather information on the experience of creating a Poverty reduction National Platform as part of the SDGs Accelerator Lab in Haiti in view of reporting, monitoring and evaluation, capitalization on the experience and related communication actions. Conducting Poverty reduction capacity-building activities in the UNDP Country Office in Haiti and other development actors in Haiti. Establishes in partnership with UNDP Country Office services and partners who wish to do so, a targeted Poverty reduction awareness-training program tailored to the needs of each partner. Within this framework, develops educational modules and tools for information, awareness, training and capacity building on Poverty reduction. Participate in the practical implementation of the actions foreseen in the SDD Education Awareness Program. Perform other tasks according to Project priorities as defined by the Head of Unit Poverty reduction. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs q As an active UNDP Team Member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions. q The key results of the post will be critical to the success of the UNDP Country Office's Poverty reduction project and activities, and the achievement of the UNDP strategic goals (SP, CPD). They will also contribute centrally to the good image and reputation of UNDP in the country. q Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment q A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Education - Additional Comments Master degree or equivalent University degree in: sustainable development, international development, international affairs, political science, economics, social sciences, planning, or other relevant fields. The Master's degree in areas relevant to the subject of the consultation is required. At least 3 years of relevant experience in defining, conducting and evaluating sustainable development policies and/or projects and their various components (fight against poverty, inclusiveness, food security, governance, resilience, environment, etc.). Knowledge of the issues and dynamics of sustainable development in Haiti. Good knowledge of the Haitian political and institutional context, at the national and local levels, would be an asset. Experience in innovation projects, project incubation or business creation. Demonstrates a strategic approach to project management. Proven experience in capacity building projects related to sustainable development and poverty reduction. Good skills in facilitation and communication. Excellent computer skills and good practice of common computer software: Word, Excel, Power Point. Practical experience in working with the country's authorities, other local partners and development partners would be an asset. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. 5 - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
