1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT URYR Communication Assistant The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. With 176,215 square kilometers of territory it has 3,323,906 inhabitants, with a demographic density of 17.8 inhabitants per square kilometer and an average age of years, according to the latest data from the National Institute of Statistics. The open immigration policy that Uruguay had since its origins, allowed the entry of Europeans, mainly from Spain and Italy. There is also a small proportion of Africans descendants who arrived at the time of Spanish domination. And unlike the rest of the countries of Latin America, Uruguay does not have a significant indigenous population. 2 99% of the population and it is used throughout all the country. The highest concentration of its population occurs in Montevideo, its capital and biggest city, were 43% of Uruguayans live, which denotes its essentially urban characteristic. Montevideo was highlighted as the city with the best quality of life in Latin America, which includes aspects such as air quality, access to public services, safety, prosperity and press freedom. Uruguay is a Democratic Republic with a presidential system governed by a National Constitution, whose last reform was made in The division of powers in Executive, Legislative and Judicial is represented respectively by the president and his ministers; the General Assembly composed of the House of Representatives and the Senators; and the Supreme Court of Justice and the Courts. President, Representatives and Senators are elected by the citizen vote every five years, with the next elections occurring between June to November The State is organized into 19 departments governed by a municipal mayor who is also elected by suffrage. As published by UNESCO, Uruguay has a literacy rate of 98.62%, which places it among the countries with less illiteracy in South America. With regard to coverage, that is, the population s access to the education system, almost all (98.6%) of children between 5- and 12-years old access and complete Primary Education, which is compulsory and free. Since the beginning of the twentieth century, Uruguay has a reputation for being a liberal and progressive country, mainly for implementing a number of laws in times that were definitely advanced to the vast majority of states on the planet. This country is one of the first that separated the church from the state, and imposed, more than 100 years ago, the 8-hour workday. It was 1907 when the first divorce law was promulgated and 20 years later, in 1927, the right to vote for women was included. In addition, in 2004, it passed an anti-discrimination law that was supported by the entire political system of the country against xenophobia, racism and religion. Uruguay is a strictly secular country although the Constitution guarantees complete freedom of worship. Although the Roman Catholic Apostolic is the most professed religion, there are more than 70 cults among which Protestantism, Judaism and Islamism stand out. The majority of Christian religious affiliation is probably most easily visible in the names of some public holidays (of which there are 13 in total, with mandatory paid leave on five of them). Christmas Day on 25 December is known as Dia de la Familia Family Day and the Christian Holy Week before Easter is called Semana de Turismo, or Tourism Week. UNICEF work is based on a cooperation program that is agreed with the government every five years. The current cooperation program is under execution, with which the country wiii work until In recent years, Uruguay has experíenced continued economic growth, resulting in the reduction of povertyand inequities. The countrywas ranked 50 in the Human Developmentlndex in Budgets allocated to social policies have increased and coverage of social services has expanded, which has also benefited children. Despite major advances in ts long-standing record of social protection and the country s economic progress, significant challenges persist for children in Uruguay. UNICEF provides technical assistance and advice for monitoring, supporting and promoting children s rights Qn the following areas within the country: - support policies to reduce levels of poverty affecting children with special focus Qn early child development - prevention non-communicable diseases Qn children under five - improve graduation rates in upper secqndary educatiqn - guarantee the access of children with disabilities to inclusive education, - reduce the number of children and adolescents Iiving in institutional care - prevention of violence against giris and boys - empower adolescents to participate in decision making processes. - improve alternatives to deprivation of Iiberty for adolescents in conflict with the Iaw - awareness of child rights among Uruguay s general public and the engagement of the private sector, civil society organizations (OSOs) and academic institutions in promoting, prqtecting and monitoring child rights. Designated a high- income country since 2013, Uruguay has the characteristics Of bqth a programme and a dqnqr country. The work and results achieved by UNICEF have resonated with the public at large, establishing strong credibility and a gqqd reputatiqn that are reflected in a steady gtowth of the individual donor base in the country. Uruguay has the second highest rate globally in terms of donations to UNICEF per 1,000 inhabitants, with more than 70,000 people (2 % of the population) contributing to advancing the child rights agenda in the country and increasingly at the regional and global levels. Sustainable Development Goals Task description 17. Partnerships For the Goals Under the direct supervision of the Communication Officer, the International UN Youth Volunteer will: Draft and edit human interest stories, field work articles and other advocacy/information materials for both website and social media. Identify effective relevant country programme activities and results. Develop specific digital content to communicate to the global organization UNICEF Uruguay s programmatic work with children and adolescents (Icon and internal platforms of the organization). Identify Uruguay's innovative good practices regarding childhood that could be replicable in other 26 Mar 2019 Page 3 of 8

4 countries and document it in an inspiring format. Create digital content for the new UNICEF website (within the framework of the Digital Transformation Project), design pieces for social networks and create adaptations of campaign s materials. Give support in the implementation of awareness-raising activities on the situation of migrant children in Uruguay. Revise the qualitative aspects of any English written contents and translated materials, so they meet standards set by UNICEF. Participate on field experiences to different places of the country to identify UNICEF contributions to the welfare of children to document and communicate it. Collaborate in the design and implementation of the Brand Institutional Campaign planned for Assist the organization of initiatives and events planned for 2019: Activities for the celebration of the Convention on the Rights of the Child 30th anniversary (photo contest, public celebrations) Public events for the appointment of new ambassadors Launch of the State of the World s Children Any English writing needed, and any other task assigned by supervisor. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Between 2 and 3 monthly written contents to feed and update UNICEF Uruguay s institutional website and share in its social media profiles. At least 10 human interest stories for UNICEFs website. Between 8 and 10 social media packs (images, infographics, videos, photos) to communicate interest stories on UNICEF social networks. 6 articles/write-ups with multimedia content (photos and videos) to send NYHQ to be posted in Icon and UNICEF global communication platforms. Brochure that systematizes, summarizes and portrays the best practices detected by the UNICEF s team around the work Uruguay is doing for children. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing 26 Mar 2019 Page 4 of 8

However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,305. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the 26 Mar 2019 Page 6 of 8

7 volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; 26 Mar 2019 Page 7 of 8
