1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT CODR Associate Protection Officer (Cluster) The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living conditions - including the cost of living and availability of food, accommodation and public services - vary widely among duty stations. In most places basic infrastructure is available and private accommodation can be rented (electricity and water cuts may be frequent). UN Volunteers often share their homes. A certain level of medical service is provided in all duty stations on a 24/7 basis. Kinshasa, Goma, Bukavu, Kisangani, Kananga), United Nations Volunteers are invited to open bank accounts in US dollars, while in other places banks may be absent and payments VLAs will be processed in cash. For more information, see Assignment Details Assignment Title Associate Protection Officer (Cluster) Organizational Context & Project Description The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country ( From the violent events which have erupted in August 2016, including state authority s refusal to recognize the traditional appointment of the chief Kamuina Nsapu, protests from local populations in August 2016 followed by violent clashes between state authorities and local self-defence militias, deployment of security forces allowing the return of Kamwuina Nsapu s body for burial and designating his successor, has resulted an humanitarian situation in Central Kasai, with a number of affected people that have reache 2.2. million according to the HCT, of which 1 million IDPs (OCHA figues) scattered in forest areas. Reports from humanitarian actors including UNHCR Kalemie field office, also note the crisis have affected former Rwandese refugees who lived on Kasai but were forced to flee to Haut-Katanga, Tanganyika 9Dilolo territory). DRC civilians also fled to Angola (Lunda Norte province, Dundo town) and other provinces (16,000 in Katanga). Over the past year, the complex humanitarian crisis in DRC which has continued to develop, with an increase in political tensions, combined with social and economic issues, mainly related to the delayed holding of elections initially scheduled for the end of 2016, now planned for December, Within this fragile context, the militias continue violent clashes in some localities, abducting and killing people. Violence and communities conflicts continue to affect many areas where people and the two ONU investigators were abducted and killed. People continue to face many violences (Sexual and gender based violence, child protection issues like forced recruitment, etc.). Local structures and services (shool, health, justice, etc.) have been destroyed when people continue to face basic and essential needs. Many security barriers limit displacements, and impact negatively on activities, affecting more women. Return movements are noted in some areas, both from IDPs who do prefer to come back to their home, and refugees or migrants in Angola, who dont see any perspective abroad. These people have to cohabit with displaced persons and share the same protection risks and needs. The new phase of the protection monitoring has recently begun in the Kasai region through a new UNHCR partnership. It will allow 5 Sep 2018 Page 2 of 8

3 humanitarian to have a better vision of the situation on the field in the next months, as well as specific information for a best protection assessment and evaluations to support the protection strategy, and respond to protection needs by all actors. PROTECTION AND HUMANITARIAN ASSISTANCE CONCERNS. Enormous humanitarian needs were identified with an estimation of 1 million of IDPs within Kasai (Central Kasai, Oriental Kasai and Kasai). The type of displacements including non-returns, IDPs who returned by chance, IDPs displaced several times due to Destroyed shelters, Abandoned crops, Destroyed public buildings, Recruitment of childs, Gender-based violence, health, need for coordinated protection interventions with reference to the strategic framework for global and national protection strategies. The need for coordinated protection interventions remains a priority given the extent of the situation, with reference to the strategic framework for global and national protection strategies. At global level, the proposed protection strategy for people affected by the Kasai crisis is in line with the UNHCR strategic guidelines and UNHCR operational guidelines for engagement in IDP situations (Footprint). At national level (DRC), the strategy is in line with the Humanitarian Response Plan and the Kasai Flash Appeal. Sustainable Development Goals 16. Peace, Justice and Strong Institutions UNV Focus Area Task description Peace building Under the direct supervision of the Protection Officer (Cluster Support), the UN Volunteer will undertake the following tasks: Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among Cluster members and other relevant partners, as well as training and capacity building for members and partners; Interact with PC members and maintain close contact with OCHA for the collection and transmission of periodic reports and documents required; elaborate routines for the timely production of these reports; Ensure liaison with thematic working groups (Area of Responsibility - AoRs) under the PC (SGBV, Child Protection, House Land and Property Issues), as well as Protection working groups /focal points at the territorial Level and national protection cluster to ensure follow-up of recommendations and alerts, input into joint analysis and advocacy initiatives, and into protection strategies; Compile and review thematic information/data from PC members with a view to drafting a consolidate Protection Cluster periodic newsletters on a monthly basis; Assist in the collection of information and analysis of protection data, in the form of reports and/or maps, in particular in view of advocacy with the UN Peace-Keeping Mission on priority protection areas; Alert and consult with nuclear PC members in case of emergency and assist in organising joint evaluation protection missions; Assist in the research of data and analysis in support to the Protection Cluster advocacy initiatives, organize advocacy for a with relevant target groups as deemed appropriate; Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming 5 Sep 2018 Page 3 of 8

4 protection; Refer PC recommendations to members and UN Agencies/NGOs concerned and ensure/follow-up their implementation; Coordinate the development of Protection strategies in context of Pooled Fund process, ensure timely information of PC members of applicable rules and procedures, ensure that submissions are timely received and ensure review of submission as per Pooled Fund procedure; Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS; Ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates); Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations; Support the follow-up of all matters linked to resource mobilisation, including the Humanitarian Action Plan; Design, plan and deliver training in coordination with order actors for target audience as per PC recommendations, in particular with regard to protection mainstreaming, age & gender issues, Protection Monitoring and advocacy, follow-up the impact of training in accordance with indicators; Elaborate essential documents for the Cluster, as well as preparatory documents, draft agenda and convene Protection Cluster meetings, and draft meeting minutes. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs The Cluster s analysis of trends, gaps an response in enhanced based on inputs from all cluster members, including national NGOs, and is reflected in user-friendly documents (including maps); Routines are in place to ensure the timely and sustainable production of periodic documents of the Protection Cluster; Training and capacity building activities targeting Protection Cluster members and other relevant 5 Sep 2018 Page 4 of 8

5 partners are implemented; Data relevant to strategic advocacy initiatives of the Protection Cluster are collected and analyzed; Essential documents of the Protection Cluster are periodically updated and disseminated (list of members, minutes of meetings, Who Does What Where report); Periodic reports are produced in a timely manner with the input of the Cluster members, including monthly reports to OCHA, and HAP activity reports; The Protection alerts are recorded, and followed through referral to relevant institutions, including other clusters; Protection Cluster members are well informed on the Pool Fund mechanism and participate in the development of a joint strategy. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Bachelor degree or equivalent Education - Additional Comments Type of Degree; University degree in Law, International Law, Political Science, or related field Required experience Experience Remark 24 months Minimum 2 years of experience with refugees and/or other people of concern in a protection capacity required. 7 A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post- Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link Calculator In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
