1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBRR Health Coordinator The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The country is generally safer, with the exception of petty crimes especially in the cities. It is mandatory to complete the following: Basic Security in the Field and Advance Security in the Field. The current UN security level for Liberia is Level 2. The widely used currencies for business transactions are the Liberian Dollars and U.S. Dollars. Banking facilities are widely available but the use of bank credit and debit cards is limited. There are two major mobile telephone companies including Lone Star and Orange providing services and sim cards can be easily bought with cash after registration by the Service provider. 2 Monrovia electricity on the national grid exists in few locations. On the other hand the capital Monrovia and its environs are powered by some individual household generators. It is also the case with running water which is available in some parts of the city. Some homes and business are dependent on water tankers that deliver water at a fee. UN personnel are provided medical services in the UN Agency clinic, which is located on the ground floor of the Pan African Plaza in Sinkor, Monrovia, Liberia. Other medical services can be obtained at other medical facilities in Monovia and its environs. Liberia is a post conflict country. UN system in Liberia has put in place solid mechanisms for prevention and protection against potential risk related to Ebola. In the month of January 2018, several cases of Neisseria meningitides, a type of bacteria that is associated with meningitis outbreaks, were found in Liberia, though public health actions have been intensified to stop meningitis transmission in the country. Assignment Details Assignment Title Health Coordinator Organizational Context & Project Description The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to 4 Oct 2018 Page 2 of 8

3 ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country ( In cooperation with the Government of the Republic of Liberia (Liberia Refugee Repatriation and Resettlement Commission LRRRC), UNHCR Liberia is providing international protection and humanitarian assistance (health care, education, self-reliance through vocational training, crop production and livelihood) to refugees and asylum seekers. The main operational priorities of UNHCR Liberia is finding durable solutions for refugees which primarily is voluntary repatriation to the country of origin or local integration in the country of asylum. The overall population of refugees as of 30 June 2018 is 9,529 refugees, 63 of whom are of various nationalities and 33 asylum seekers. The largest groups are the Ivoirians (9,466). Other persons of concern (Sierra Leoneans who opted for integration are 374. UNHCR in Liberia is currently operating from two locations; a Representation Office in Monrovia and a Sub Office (SO) in Zwedru. Remote field monitoring activities of the refugee program are also carried out in Harper (Maryland and in Bahn, (Saclepea). The Ivorian refugee population arrived in Liberia in two waves. In 2003, refugees fled to Liberia after civil conflict in Cote d'ivoire (CDI). While majority of this caseload returned voluntarily to CDI, there still remains a small number from this group who remained in Liberia. The second wave of Ivorian arrivals was in 2010/2011, where approximately 240,000 persons fled the post electoral communal violence in Cote d'ivoire. While the crisis ended in April 2011, voluntary repatriation only started in late During this period, whilst UNHCR facilitated the return of some 40,000 refugees from Liberia, an additional 142,000 spontaneously returned on their own. The Ebola outbreak in Liberia, in 2014, caused the closure of the land border, forcing UNHCR and its partners to suspend the repatriation operation. The voluntary repatriation resumed in December 2015 and within a two year period saw the massive facilitated return of 26,367 refugees. Since the beginning of 2018 UNHCR Liberia has embarked on local integration activities, in a close cooperation with the new government of Liberia that came to power following peaceful elections, carried out in October As of 30 June 2018, refugee population in Liberia amounts to 9,466 refugees and 33 asylum seekers. The largest groups are the Ivoirians (9,466) whereas refugees of other nationalities are only 0.5% / 63 individuals. 75% of Ivorian refugees are living in 3 camps: Bahn camp/nimba (1,307), PTP camp/grand Gedeh (4,707) and Little Wlebo camp/maryland (663). Overall, 24% of Ivorian refugees are living in the communities located in counties Nimba, Grand Gedeh, Maryland, and River Gee, whereas 1% are urban refugees and living in Monrovia/Montserrado County. UNHCR Liberia operates with two offices including a Representational Office in Monrovia and Field Office in Zwedru. From 2018, the main objective of the operation is the implementation of local integration in favour of Ivorian refugees and the search for durable solutions to the benefit of refugees of other nationalities. Liberia is open to asylum seekers and does not have significant issues with accepting asylum seekers. As end of Jun 2018 there are 33 recorded asylum seekers. 4 Oct 2018 Page 3 of 8

4 All Ivorian refugees are recognized on prima facie basis while other nationals go through individual status determination. During the past four years, the number of Ivorian asylum seekers has tremendously reduced due to the positive improvement, political and security atmosphere in Cote d Ivoire. Based on this, the office made a recommendation to the LRRRC to review the prima facie refugee regime accorded to Ivorian asylum seekers and apply a standard status like all other asylum claims in Liberia. UNHCR Liberia is committed to assess LRRRC capacities on RSD to develop a road map for eventual exit strategy. Sustainable Development Goals 10. Reduced Inequalities UNV Focus Area Task description Securing access to basic social services Under the direct supervision of Head of Sub-Office, the national UN Volunteer will undertake the following tasks: A. Activities include supporting partners and the refugee community to: B. Ensure the public health services provided to refugees and returnees are complying with the required national and international standards; Guide and support partners to use the UNHCR Health Information System and collect UNHCR statistics verifying Core Standards and Indicators; review monthly health data; and compile technical periodic reports as well as the Annual report on the health situation; Ensure implementation of appropriate country protocols and guidance and adherence to UNHCR specific guidance for public health programming; Support partners in the implementation of the Public health programmes, including reproductive health, HIV and mental health; Provide guidance and follow-up to partners in the implementation of UNHCR action plans including for malaria and HIV/AIDS; Provide technical contributions during planning, implementation and monitoring and evaluation process in the UNHCR program cycle; Ensure timely coordination and implementation of UNHCR led programmes Capacity building of partners and refugee health officials as appropriate in identified areas of weakness; facilitation of partners access to training activities conducted by other agencies, with a particular focus on health information and disease surveillance; malaria management; safe motherhood; integrated management of childhood illness; Participate in advocacy, information sharing and communication in reference to the health situation of populations of concern, among the UNHCR, the government, partners, donors and other agencies; Acts as focal point for UNHCR for any health and medical matters in relation with the UNHCR strategy; 4 Oct 2018 Page 4 of 8

5 Participate actively in appropriate groups on the Health, population, HIV/AIDS, and other cross cutting working groups and or forums related to health and medical issues, with the aim to anchor refugees and returnees health concerns and needs into the ONE UN health program; Manage and lead monthly health coordination meetings with implementing partners, in conjunction with the programme section. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 7 Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme. 4 Oct 2018 Page 7 of 8
