2 REPORT TO HOUSING, COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE STATUS REPORT ON CITY'S SHARE OF AB1290 FUNDS FOURTH QUARTER, FISCAL YEAR December 1,2011

3 Background As part of its approval of the era/la's FY Budget (C.F ), Council directed that the CRA/LA prepare and submit quarterly reports on the balance of AB 1290 Funds, including planned uses, commitments and expenditures in each Project area. On March 8,2011, the Council instructed CRA/LA to work with the Chief Legislative Analyst (CLA) to identify and take the necessary steps to transfer all unencumbered AB1290 funds to the City to administer (C.F ). Subsequently, CRA/LA remitted $23.5 million to the City on March 15, 2011, retaining only previously encumbered funds. Additional remittances to the City were made in May 2011 and October 2011, bringing the total amount remitted to $29.4 million. It was agreed with the CLA that funds will be returned to CRA/LA in order to make the payments to outside vendors for commitments - contracts which were approved by the Board and the Council. The enclosed schedules provide a FY year-end report on expenditures and encumbrances, as well as a summary of remittances made to the City and amounts to be returned by the City. This transmittal will constitute the final quarterly report by the CRA/LA to the Council. In the future, the CRA/LA will prepare schedules and provide other assistance, as requested, for use by the CLA in its reporting on the administration of the City'S share of AB 1290 Funds.
