2 IceCube Cllabratin Gvernance Dcument Revisin 8.4, Nvember 13, 2015 Cllabratin Objectives The IceCube Cllabratin (the Cllabratin) is an rganizatin f scientists wh cllectively participate in a research prgram with the IceCube Observatry at the NSF Suth Ple Amundsen- Sctt statin. IceCube cnsists f a surface array, IceTp, and a deep ice array IceCube. Hencefrth, IceCube stands fr the IceCube Observatry. The primary gal is the study f high-energy neutrins frm csmic surces, but the prgram als encmpasses a brader array f tpics made pssible by the IceCube bservatry. Definitins The Hst Institutin fr the IceCube prject is the University f Wiscnsin-Madisn (UW) with the P.I. defined by the M&O grant t the Hst Institutin. Respnsibilities are defined in the Cperative Agreement with NSF. The Operatins Phase f IceCube is specified as the perid when activities are gverned by the M&O Cperative Agreement between UW and the NSF. The Memrandum f Understanding (MU) gverning institutinal respnsibilities fr M&O cnsists f a single MU between the hst institutin and each cnstituent institutin. The Internatinal Oversight and Finance Grup functins are defined in the Maintenance and Operatins Plan (excerpt attached in Appendix D). The rganizatin fr the peratin f IceCube is shwn in the rganizatin chart f Appendix C. Operatin f the IceCube detectr is rganized within the IceCube Crdinatin Cmmittee (ICC) chaired by the Assciate Directr fr Science and Instrumentatin. The main functins are Detectr Maintenance & Operatins; Cmputing and Data Management; Triggering & Filtering; and Data Quality, Simulatin & Recnstructin Tls, as shwn in the Organizatin chart. Sme key psitins in the ICC are appintments f the hst institutin; mst psitins are filled by cllabratin scientists chsen fr their expertise by the Chair f the ICC in cnsultatin with the Spkespersn. Cllabratin Membership The IceCube Cllabratin cnsists f scientists at Cllabratin Cnstituent Institutins. The cnditin fr membership and fr institutinal recgnitin is that the grup makes a significant cntributin t IceCube. Significant cntributins will include a cntributin t the cmmn fund prprtinal t the number f Ph.D. scientists in the grup as well as cntributins t detectr peratins and data analysis. The prpsed cntributins, rle in the scientific prgram, and persnnel are t be detailed in the MU that is updated annually. Current members f the Cllabratin as f the date f revisin f this dcument cme frm the institutins listed in Appendix A. (This Appendix als lists the initial institutins f IceCube.) Any scientist r grup f scientists may apply t the Spkespersn f the Cllabratin fr membership f their institutin in IceCube. Admissin f new institutins requires apprval by a tw-thirds majrity f the IceCube Cnstituent Institutins, under cnsideratin f the prpsed cntributins and rle in the research prgram. Scientists wh jin member grups at Institutins that were Page 2 f 21

3 members f the Cllabratin prir t IceCube cmpletin will autmatically be accepted as members f the Cllabratin. At all ther institutins the additin f new senir persnnel will require apprval by the IceCube Cllabratin Bard. An individual scientist r a grup f scientists may be accepted as assciate members f IceCube if they are spnsred by an IceCube cllabrating institutin t wrk n a specific aspect f analysis and/r service. The arrangement shuld be clarified in an MU that describes the subject in which the assciate will participate, the term f assciatin and any ther details. Membership f an individual r Institutin may be revked by the Spkespersn fr just cause, e.g. actins detrimental t IceCube. A cncurring vte by tw-thirds f all Cnstituent Institutins is required. Only active vtes will be cunted. Cllabratin Bard 1. Functins and Respnsibilities The Cllabratin Bard is the plicy-making entity that guides and gverns the scientific activities f the Cllabratin. It establishes, and as necessary amends, gvernance prcedures and has versight and authrity ver: science plicy and gals membership data access publicatin representatin f IceCube at tpical and general cnferences analysis teams educatin and utreach The Cllabratin Bard, thrugh the Cllabratin Spkespersn, maintains cntact and cmmunicatin with the Directr f Operatins at the hst institutin. It advises the Directr n the detectr peratin fr scientific investigatins and maintenance, and participates in the discussin, as articulated by the Directr f Operatins, f the ptential r pssible use f the IceCube facility as a resurce fr new initiatives. The Cllabratin Bard ratifies the Cllabratin Gvernance dcument and may intrduce amendments t it. The Cllabratin Bard ratifies the Cperative Agreement between the NSF and Hst Institutin, and may suggest amendments t it. The Cllabratin Bard, during the peratin phase f IceCube, advises the Directr f Operatins n selectin f persnnel that hld key respnsibilities fr the Maintenance and Operatin f the detectr. Cncerns f the Cllabratin members are addressed t Cllabratin Bard members wh, when apprpriate, bring thse befre the Cllabratin Bard fr its cnsideratin. At the request f a Bard member the Bard may require a detailed verbal, r written, reprt frm the Spkespersn n any actin. Page 3 f 21

4 2. Membership Each Cllabratin Cnstituent Institutin is represented n the Cllabratin Bard by at mst tw members f whm ne is vting whereas the ther is a nn-vting adjunct member. The number f vtes per institutin depends n number f Ph.D. physicists (see fr the key sectin 6 belw). Early Career scientists in the Cllabratin are represented by tw additinal, at-large, members chsen cllectively by Early-Career Cllabratin participants. The term f service is tw years, nt renewable, and the terms verlap - i.e. ne new representative is elected every year. Electin rules fr Early Career scientists are given in Appendix B. Of the tw members, ne is vting whereas the ther is a nn-vting adjunct member. Infrmatin f wh is vting shuld be given t the Spkespersn befre each meeting f the Cllabratin Bard. During the IceCube peratin phase, the P.I. f the M&O grant frm NSF (the IceCube P.I.) and the Assciate Directr fr Science are ex-ffici members f the Cllabratin Bard. 3. Officers The Cllabratin Bard is chaired by the Cllabratin Spkespersn. The Spkespersn is an ex-ffici, nn-vting member f the Cllabratin Bard. The Spkespersn is elected by the Ph.D. members f the cllabratin. The electin prcedure is as fllws: The Spkespersn appints tw Cllabratin members wh serve as a nminatin cmmissin. Nminatins are sught frm the Cllabratin at large. Each cnstituent Institutin may ffer any number f candidate nminees. The nminatin cmmissin ntifies each nminee that she/he has been prpsed. Within tw weeks each nminee shall infrm the nminatin cmmissin if he/she is willing t be listed as a nminee. All wh d s, cmpse the final slate f viable nminees. The Spkespersn is chsen by majrity vte f all Ph.D. physicists in the Cllabratin. If nne f the candidates gets mre than 50% f the vtes in the first rund the chice between the tw names with the mst vtes is decided in a secnd rund. Each nminee is urged t prepare a statement that cntains her/his assessment f the state f IceCube, gals and plans fr actin t be taken during his/her tenure as Spkespersn. The text f the statement shuld accmpany the nminee's acceptance ntice t the nminatin cmmissin wh will distribute it with the ballt t the Cllabratin membership. The Spkespersn may select a Deputy Spkespersn. The Bard ratifies the chice. The Deputy perfrms the duties f the Spkespersn when necessary if the Spkespersn is unable t d s. The Deputy is an ex-ffici, nn-vting member f the Cllabratin Bard. If the Spkespersn r Deputy is a regular Cllabratin Bard member, a replacement is chsen by the affected Institutin. The perid f ffice f the Spkespersn and the Deputy Spkespersn is tw years, renewable - but at mst fur cnsecutive years. The Spkespersn, as Cllabratin Executive Page 4 f 21

5 rganizes and chairs Cllabratin Bard meetings during the IceCube peratins phase is the interface between the cllabratin Bard and the Directr f Operatins at the Hst Institutin, cmmunicating with the Directr n behalf f the Cllabratin Bard. arranges general Cllabratin meetings speaks fr the Cllabratin in interactin with the scientific cmmunity speaks fr the Cllabratin in interactin with the general public selects members f Cllabratin advisry cmmittees subject t cncurrence by Cllabratin Bard majrity vte cmmunicates with the Internatinal Oversight and Finance Grup (see Appendix D) n behalf f the Cllabratin Bard. calls fr and versees frmal vtes n particular issues 4. Executive Cmmittee The Spkespersn, in cnsultatin with the Cllabratin Bard and, with the P.I. and the Directr f Operatins, appints and chairs an Executive Cmmittee f the Cllabratin Bard. The term f the Executive members is tw years. The jb f the Executive Cmmittee is t advise the Spkespersn in prpsing actins t the Cllabratin Bard and in making interim decisins. The members f the Executive Cmmittee shuld represent majr grups, functins and cmpetences within the Cllabratin. 5. Meetings As a rule, the Cllabratin Bard meets during general Cllabratin meetings. Mre frequent telephne r vide cnferences may be called by the Spkespersn, with nrmally tw weeks prir ntice having been given Bard members. At a minimum, representatin f tw-thirds f all Cnstituent Institutins is required t cnstitute a qurum. The Spkespersn will appint a secretary t each Cllabratin Meeting fr writing the minutes. The minutes will include all decisins that were taken. Minutes will be psted n the IceCube private www site within ne week fllwing the meeting, fllwing apprval by the Cllabratin Bard members. 6. Vting prcedure In general, matters befre the Cllabratin Bard are settled by cnsensus f its members. At a meeting f the Cllabratin Bard, a shw f hands will be called fr t determine if there is cnsensus. If there is n cnsensus, a frmal vte will be rdered by the Spkespersn. A frmal pll can als be requested by a Cllabratin Bard member. In bth cases, the plling will be dne by within ne week f the meeting. Each institutin has ne vte weighted by a factr depending n the number f affiliated PhD physicists. The weight is equal t the square rt f the number f PhD physicists, runded t the nearest integer. The weights are fixed nce per year. In case f a tie vte, the Spkespersn casts a vte. Only active vtes will be cunted. Abstentins r absences d nt cunt. Results will be annunced t the Cllabratin Bard by the Spkespersn. All vtes will be pen, except where persns are cncerned. The vting prcedure fr the Spkespersn is described in sectin 3. Page 5 f 21

6 7. Educatin and Outreach The IceCube cllabratin cllectively and individually participates in and prvides supprt fr effrts in public utreach and educatin n subjects related t its science. The Spkespersn, with Cllabratin Bard cncurrence, respnds t requests fr infrmatin frm the media r may take the initiative prviding material. The Directr f Operatins, with Cllabratin Bard cncurrence, appints a Cllabratin member t lead an educatin prgram fr students and teachers at all levels. The Cllabratin maintains crdinatin and cperatin with ther nging educatin initiatives. All new scientific material t be released fr purpses f public utreach r educatin cntaining ther than previusly published data r results must have been agreed upn by the Cllabratin Bard. 8. Cllabratin Plicies and Prcedures Meetings Cllabratin meetings are held at least tw times in a year. Lcatins are distributed amng Cllabratin Cnstituent institutins, chsen by the Spkespersn, and ratified by Bard cncurrence. The hsting institutin is respnsible fr physical meeting arrangements. Agendas are set by the Spkespersn tgether with the hsting institutin, the Analysis Crdinatr, the wrking grup leads and the peratins managers (i.e. members f the ICC), with cncurrence f the Cllabratin Bard. Data Reductin and Analysis Raw, unfiltered data written t tape at Ple are transprted t the UW data center fr archival strage unless directed therwise by the Cllabratin Bard. Filtered data are transmitted daily via satellite link t the UW data center and stred n disk. Additinally, the filtered data will be cpied via internet t DESY and stred n disk as a secnd fficial cpy. All current IceCube members have access t archived data. Assciate membership in IceCube gives the Assciate access t IceCube data and sftware fr the sle purpse f pursuing a particular analysis. The analysis shuld augment the science that can be dne with IceCube alne. The Cllabratin Bard cnsents t the appintment f Cllabratin members wh have been chsen jintly by the Spkespersn and Directr f Operatins. These include the Analysis Crdinatr and Wrking Grup cnveners. The term f service fr the Analysis Crdinatr and Wrking Grup cnveners is tw years, renewable. The Analysis Crdinatr assumes respnsibility fr rganizatin and management f data analysis effrts. It is the intentin f the Cllabratin t place the data in the public dmain as sn as it is reasnable t d s frm a scientific pint f view (see appendix E). The Cllabratin Bard shall determine rules fr access t the data. Detectr peratins and mnitring The Spkespersn with Cllabratin Bard cncurrence appints a Cllabratin member t rganize and lead a grup respnsible fr detectr Mnitring, Maintenance and Page 6 f 21

7 Calibratin. The term f service is ne year, renewable. Detectr mnitring is a cllabratin-wide shared respnsibility. 9. Tpical and General Cnference Presentatins The Spkespersn, with cncurrence f the Cllabratin Bard, appints a Cllabratin member t chair a Speakers Cmmittee. The perid f ffice f the chair is 2 years, renewable but at mst 4 cnsecutive years. The duratin is cunted frm the day the chair assumes ffice, independent f pssible prir Speakers Cmmittee membership. The designated chairpersn chses three ther members f this Speakers Cmmittee. The term f the members f the Speakers Cmmittee is 2 years, renewable but at mst 4 cnsecutive years. A later re-accessin, with the cnsensus f the chair, is pssible after a break f at least 2 years. A rapid decisin channel (chair + Spkespersn) can be enabled if there is insufficient time t invlve the whle cmmittee. Invitatins t present Cllabratin results, r perfrmance reviews, are submitted t the Speakers Cmmittee. The Speakers Cmmittee chses the speaker. The Speakers Cmmittee maintains recrds f cnference presentatins. The cnference rganizatin is ntified by the Spkespersn f the identity f the nminated speaker and the subject f the talk and its apprval is sught. In rder t present previusly unreprted data and/r results apprval must be btained frm the Spkespersn, with Cllabratin Bard cncurrence. The Spkespersn has the right t hld new results in rder t apprve final text, figures, and tables. Transcriptins f verbatim reprts f apprved presentatins t be included in cnference prceedings are psted n the IceCube www site nt later than tw weeks befre the editrial deadline t allw review, cmments and suggestins fr revisins by the Cllabratin. Such cntrls d nt nrmally apply t cllquium r seminar talks at members' hme r ther institutins n persnal invitatin but the Analysis Crdinatr must be made aware f any new results which differ frm results already public r might be cntrversial. Fr presenting such results Analysis Crdinatr apprval must be btained. Reprts in prceedings are nrmally bylined by a single name (the presenter's) fllwed by "fr the IceCube Cllabratin". The cmplete authr list in alphabetic rder shuld if pssible be included. Otherwise a reference is made t the cmplete authr list elsewhere. Deviatins frm this rule are pssible n a case by case basis but require justificatin. Requests are handled by the Publicatin Cmmittee. The Cllabratin Bard cnstructs the authr list frm cmpilatins prvided it by Cnstituent Institutin representatives. Others wh have cntributed t a particular effrt may be included as authrs. Individual requests nt t be included as authrs are acceded t withut prejudice. Any Cnstituent Institutin representative may request a variance frm the default listing t allw a cnference presentatin authred by a subset f members and thers wh have cntributed t a particular special (usually technical) subject. A cncurring vte by tw-thirds f all Cnstituent Institutins is required fr apprval. Only active vtes will be cunted. 10. Publicatins The Spkespersn, with cncurrence f the Cllabratin Bard, appints a Cllabratin member t chair a Publicatins Cmmittee. The perid f ffice f the chair is 2 years, Page 7 f 21

Results are t be submitted fr publicatin in refereed jurnals. Drafts f research results are prepared by the analysis teams; drafts f papers n technical matters are prepared by the cgnizant individuals. The internal review prcedure is described in Appendix C. Jurnal articles are bylined by the full authr list in alphabetical rder. The Cllabratin Bard cnstructs the authr list frm cmpilatins prvided it by Cnstituent Institutin representatives. As a rule cllabratrs may becme authrs six mnths after jining the cllabratin. They are nrmally remved frm the list ne year after leaving. This perid may be extended in special cases f frmer cllabratrs wh cntributed essential effrt t the cnstructin f IceCube. Others wh have cntributed t a particular effrt may be included as authrs. Individual requests nt t be included as authrs are acceded t withut prejudice. Any Cnstituent Institutin representative may request a variance frm the default listing t allw submissin f a paper fr publicatin authred by a subset f members and thers wh have cntributed t a particular special (usually technical) subject. A cncurring vte by tw-thirds f all Cnstituent Institutins is required fr apprval. Only active vtes will be cunted. Assciate members nly appear n the authr list fr the publicatin(s) directly related t their analysis and agree nt t publish independently results based n private IceCube sftware r data. 11. Ph.D. Research Research tpic assignments are the respnsibility f the students and faculty supervisrs. Discussins amng faculty supervisrs and Cllabratin Bard members are encuraged t avid serius verlaps in subject matter and/r analysis methdlgy. The Spkespersn maintains a list f cmpleted and current theses. Texts f theses are psted t the IceCube private www site and may be psted at the institutin www site. Titles and authr names are psted n the fficial IceCube www site. 12. Amendments This dcument will be reviewed fr prpsed amendments as necessary. Any member f the cllabratin may bring such prpsals t the Cllabratin Bard's attentin. Prpsed amendments t this charter will be cnsidered during regular meetings f the Cllabratin Bard. D. within 7 years f the mst recent past January 1st, but wh has nt received an assistant prfessr r tenured psitin; r wh is a graduate student wh has been n the authr list fr tw years. b. Electin Oversight Cmmittee: The EC representatives will annually and prir t the electins appint a cmmittee f tw members taken frm the entire cllabratin, excluding persns eligible, t versee the electin. c. Nminatins fr EC Representative: The current year's representatives will slicit nminatins cllabratin-wide fr EC representatives. These nminatins will be cllected by the members f the versight cmmittee and psted. Self-nminatin is permitted. Only Early Career scientists wh have received their Ph. D. can be nminated. d. M&O and Physics Analysis Planning Dcumentatin Analysis Crdinatin Internal review Prcess Talks Planning Dcumentatin Planning dcumentatin is cmpsed f this dcument in its entirety, which lays ut the plan fr M&O and data analysis f IceCube data. This plan will be reviewed by the IceCube Directr f Operatins and the IceCube cllabratin and nce apprved will be implemented. Verify the peratin and perfrmance f the IceCube detectr, primarily as it pertains t their physics prcesses f interest 4. Dcument the physics analysis and apprved results with mems 5. Dcument analysis tls with mems 6. Place mems n Dcushare fr cllabratin access and maintain the Dcushare areas related t their wrking grup 7. In additin t mems n Dcushare, maintain a (pssibly separate) web page that describes the status f the WGs activities 8. Request a paper cmmittee fr jurnal publicatin f apprved results The peple within a physics wrking grup shuld generally be rganized by the wrking grup leader, with a mailing list established. Hwever, all physics wrking grup activity is pen t the entire cllabratin at any time. Regular meeting times and activities shuld be established whenever pssible t encurage all wh are interested t be able t plan n participatin. The wrking grups are encuraged t schedule regular biweekly telecnferences and/r videcnferences. Internal Review Prcess Internal review is the prcess by which the IceCube cllabratin will assure unifrm and high standards fr the publicatin and cmmunicatin f physics results t the cmmunity. Analyses f IceCube data and preparatin f physics results require three levels f apprval: 1. Apprval f analysis befre applicatin t data samples 2. Apprval as preliminary result fr cmmunicatin at cnferences and talks 3. Apprval f final results fr publicatin in refereed jurnals a) Apprval f analysis The IceCube cllabratin requires that precautins are taken that prevent the analyzer frm biasing the analysis results tward their wn precnceptins while their analysis is under develpment. Physics wrking grups are charged with ensuring that analyses are develped in an unbiased manner thrugh the applicatin f the apprpriate techniques (e.g. blindness). Page 13 f 21

14 Analyses underg review by at least tw dedicated reviewers, ne wrking grup appinted, and ne analysis crdinatr appinted. While all cllabratin members are encuraged t review and cmment n analyses, the reviewers are charged t fllw the analysis thrugh the: 1. Review and apprval in the wrking grup. 2. Presentatin, review and apprval at the weekly analysis call. 3. Initial presentatin f results at the weekly analysis call. A perid f at least tw weeks is required between the first presentatin f an analysis fr review at the weekly analysis call befre analysis apprval can be granted t allw sufficient time fr cllabratin review. Review and apprval f the wrking grup is granted by the wrking grup cnvener(s) and final analysis apprval is granted by the analysis crdinatr. b) Apprval f preliminary results fr talks Fr apprval f preliminary results t be disseminated t the cmmunity at scientific talks and cnferences the fllwing must happen: 1. Apprval by physics wrking grup. 2. Presentatin at tw cnsecutive weekly analysis calls where apprval is sught frm the cllabratin. 3. Apprval by the Analysis Crdinatr. Nrmally, a mem r wiki page with supprting infrmatin shuld be disseminated t the cllabratin n less than tw weeks befre the decisin n the analysis call. Upn apprval, the result becmes an fficial preliminary result that is available fr use in talks and cnferences by any cllabratin member. The result will be placed in a cmmn cllabratin area n the IceCube web pages by the physics wrking grup. c) Publicatin f papers The publicatin f a result in a paper is initiated within a physics wrking grup. The results t be published must be apprved by the cllabratin as described abve. An utline fr the paper will have been presented and discussed n the weekly analysis call fr apprval by the cllabratin. Once a draft f the paper exists, the wrking grup leader(s) will cntact the chair f the publicatin cmmittee t jintly appint a referee panel cnsisting f ne wrking grup internal expert and ne cllabratin member frm utside the wrking grup. The panel will be led by a publicatin cmmittee member. The task f the referee panel will be t review the draft and see t it that any remaining physics issues are reslved. Once the draft is deemed mature, the referee panel (extended at this stage t include an additinal cllabratin member) then versees and apprves the steps 3-6 listed belw, leading t jurnal submissin. 1. A paper utline is created and apprved within the physics wrking grup, utlining the paper cntents, key figures and cnclusins being drawn. Page 14 f 21

When the cllabratin review results in substantial requested changes t the paper, a new versin f the paper that addresses these changes will be psted t the paper s webpage and circulated t the cllabratin. The publicatin f technical results in a paper, nt riginating frm a physics wrking grup, is initiated by the primary authrs via an utline fr the paper presented and discussed n the weekly analysis call fr apprval by the cllabratin. Once a draft f the paper exists, the authrs will cntact the chair f the publicatin cmmittee wh will appint a referee panel cmpsed f tw cllabratin experts n the technical tpic and ne additinal cllabratin member. The panel will be led by a publicatin cmmittee member. Where apprpriate, the paper may be first reviewed within a channel wrking grup and then fllw the steps 3-6 listed abve. In the case where a channel wrking grup is nt available t review the paper draft t apprve its mature state, the paper will fllw the six step prcedure utlined abve with the fllwing substitutins fr steps 3 and 4: 3. 18 Appendix D: Internatinal Oversight and Finance Grup - IOFG The Internatinal Oversight and Finance Grup (IOFG) is a cmmittee created in 2004 t prvide versight and financial supprt fr the IceCube Neutrin Observatry (including Cnstructin phase, Maintenance & Operatins and Research phases). The Grup rganizes annual versight reviews f the peratins and meets annually t discuss detectr perfrmance and physics. The Grup als sets plicies fr receiving peridic prgress reprts n all aspects f the detectr peratin and by all the perfrmers in the cllabratin, and fr cnducting external reviews when apprpriate. Membership A representative f the Natinal Science Fundatin chairs the IOFG. Membership is cmprised f representatives f the funding agencies in the partner cuntries supprting the cnstructin and peratin f IceCube Neutrin Observatry, currently cmprised f funding agencies frm Belgium, Germany, Sweden, and the United States. The Grup is infrmed by the Spkespersn f the Cllabratin, the Directr f Operatins, the Principal Investigatr and thers as apprpriate. Decisins The Grup is cmmitted t perate thrugh discussin and cnsensus. The Executive Agent (the NSF) will make final decisins n matters befre the grup related t the peratin f IceCube. 19 Appendix E: Disseminatin and Sharing f IceCube Research Results and Data This defines the IceCube strategy fr prviding access t research results and data by the brader research cmmunity. NSF plicies and guidance prmte effrts by grantees t prduce the timely publicatin f results and t make data and sftware available t ther researchers. In additin, the Parties t the Antarctic Treaty agree that, t the greatest extent feasible and practicable, scientific bservatins and results frm Antarctica shall be exchanged and made freely available. IceCube is a facility-class experiment with the primary gal t identify surces f astrphysical neutrins. NSF supprts a wide range f appraches t the release f facility data, e.g., the particle physics mdel where data is exclusively available t members f the cllabratin and the astrnmy mdel where data are readily made public. The Large Hadrn Cllider experiments fllw the particle physics mdel; the Atacama Large Millimeter/submillimeter Array (ALMA) the astrnmy mdel; and, the Wilkinsn Micrwave Anistrpy Prbe (WMAP) an intermediate mdel. IceCube is similar t WMAP and large air shwer experiments where data is cllected, analyzed, published and released. The public release f data in a scientifically meaningful way is nt a trivial undertaking. Currently there are three ways t access IceCube data: 1. IceCube Cllabratin Membership 2. Assciate Membership 3. Direct Access t IceCube Public Data Pages IceCube Cllabratin Membership The IceCube Cllabratin cnsists f scientists at Cllabratin Cnstituent Institutins. The cnditin fr membership and fr institutinal recgnitin is that the grup makes a significant cntributin t IceCube. Any scientist r grup f scientists may apply t the Spkespersn f the Cllabratin fr membership f their institutin in IceCube. Details n these arrangements can be fund elsewhere in this IceCube Cllabratin Gvernance Dcument. New grups jin the IceCube Cllabratin every year prviding evidence that membership is a prven way t access IceCube data. Assciate Membership Scientists utside the IceCube Cllabratin wh have a cncept fr a particular analysis can apply t the Cllabratin fr Assciate Membership fr the purpse f perfrming a particular analysis r class f analyses within the Cllabratin. Papers that cver the research in questin are c-signed by the assciate and the cllabratin. The Assciate Member has n ther rights r respnsibilities within IceCube. Assciate Membership may be preferred ver jining the Cllabratin, a rather lengthy prcess that requires financial and service cntributins peratins. There are a number f active Assciate Members including the University f Tky and the Suth Dakta Schl f Mines and Technlgy. Direct Access t IceCube Public Data Pages Raw data is securely stred and backed up, cnsistent with NSF plicy. Extracting science frm the data requires the use f elabrate hardware and sftware tls develped by the Cllabratin. Like any ther particle physics detectr, data directly relevant t a scientific issue are btained after analysis chains that Page 19 f 21

In rder t be respnsive t bth the scientific cmmunities need fr usable scientific data and t the NSF requirement fr public access t unselected data, IceCube plans t release data in tw ways. 1. Release f event recnstructin infrmatin fr events selected as neutrins frm the verwhelming backgrund f csmic ray muns. 2. Release f primary event data n all events transferred nrth ver the satellite and used as the basis fr analyses. Data will be made available upn publicatin f results. Fr example, when the initial searches fr pint surces, neutrins frm transient surces, and diffuse astrphysical neutrins are published the relevant event infrmatin assciated with this analysis will be made available in an easy t read frmat. The event infrmatin will include recnstructed directin (right ascensin, declinatin), time, recnstructed energy, and quality infrmatin f these events. Partial infrmatin may be made available earlier. The IceCube Cllabratin has created a data release webpage that serves as the entry pint fr future data releases t the scientific cmmunity, Initially, this webpage cntains release f the AMANDA data. The URL t IceCube data release webpage is an explicit reference in the crrespnding jurnal publicatin and will remain the same during IceCube peratins (Abbasi et al (IceCube Cllabratin) Phys.Rev.D79:062001, e-print: arxiv: ). A secnd, similar, entry pint will be develped and made available t the public fr the release f primary data. IceCube data releases will fllw a similar prcedure as the prcess used t release the AMANDA data. The first paper cmpleted n the cmbined seven-year data set was the pint surce analysis. The initial release included right ascensin and declinatin. A secnd update included identifiers fr events included in a publicatin n atmspheric neutrins and the Lrentz invariance. This sample is a subset f the full pint surce data set and meets the highest purity requirements. The final update t the data release page fr AMANDA included the event times at full precisin after a time dependent analysis n this event sample was cmpleted. During the peratins phase f IceCube it is anticipated that IceCube neutrin data will be released within tw t three years after the cmpleted run in which the data are acquired. It is anticipated that the event infrmatin will cnsist f the recnstructed event infrmatin and quality infrmatin, including the likelihd that an event is caused by a neutrin. The event infrmatin might als include a measurement n the prbability f the event being a mun r a cascade. Imprtant requirements fr data release are: 1) the IceCube Cllabratin s analyses are cmpleted in accrdance with the Cllabratin s internal apprval prcesses, which include adhering t the principles f blind analyses where practical, and, 2) the calibratins and recnstructed event infrmatin is high quality and it is unlikely the infrmatin will need t be changed r crrected. Once IceCube is in steady state peratin we cntinue t plan n annual cycles f data runs beginning in April. Data runs will cnsist f defined cnditins f triggers, threshlds and Page 20 f 21

21 peratinal cnditins f the detectr. The wrking grups analyze these data sets fr the varius physics analyses. A reasnable assumptin is that ten t fifteen publicatins will be made using the annual data set and cmpleted n a time scale f tw years.
