Administrative History: The creation of the White House Office of Strategic Initiatives has been attributed both to Chief of Staff Andrew Card, and to Senior Advisor Karl Rove. The objective of OSI was to focus on long-term policy planning to ensure that the administration did not lose sight of what its overall goals should be in the midst of responding to day-by-day events. Identifying issues of future concern, analyzing political trends, and examining the performance of other presidents as a guide to what the Bush administration should or should not do, were all central activities of OSI. 2 The Office of Strategic Initiatives consisted of a six-member staff, although multiple high-level administration officials regularly took part in its deliberations, including Andrew Card; White House counselor Karen Hughes; National Security Advisor Condoleezza Rice; economic advisor Larry Lindsey; and Scooter Libby, Chief of Staff to Vice President Dick Cheney. Karl Rove was the first to head the OSI; he was succeeded by Peter Wehner in President Bush appointed Barry Jackson as Director in Scope and Content Note: This series contains published magazines and newsletters.
