Bush Presidential Library. Biographical History: G. Timothy (Tim) Saunders began working in the Executive Clerk's Office in 1980 during President Jimmy Carter's Administration. In 1994, he became only the tenth Executive Clerk in White House history. For thirty-four years, Saunders has worked under six Presidents and Saunders continues to serve. 2 Administrative History: The Office of the Executive Clerk is one of the oldest within the White House, serving in administrative support functions of the Presidency and White House policies since Primarily career professionals (non-partisan and non-political), the staff hold permanent positions from one President to the next. This Office retains many of its records, background material, and historical information into the following Administration, but some documents are transferred to the National Archives at the end of a Presidency. The Executive Clerk s Office is responsible for the preparation, research and review, and final disposition of official documents signed by the President. These official Presidential records constitute the President s public duties and include executive orders, proclamations, nominations to the Senate, commissions of appointment, resignation acceptances, public laws, certificates of awards and medals, reports and messages to Congress, and memoranda or public directives to the executive branch departments and agencies. The Executive Clerk s Office receives official records sent from Congress for the President s action, such as resolutions, confirmations, and documentation for ratification of treaties. For example, the Office is responsible for receiving and tracking Congressional enrolled bills. Among its other duties regarding bills, the Office keeps watch on the ten day time limit, according to the Constitution, that the President has to act on the bill. If he approves the bill, it becomes law. If the President vetoes the bill, the Executive Clerk must personally deliver the bill back to Congress for reconsideration; for this purpose the Executive Clerk is allowed on the floors of Congress. The Office is responsible for delivering any communication the President wishes to send to Congress. For all such official Presidential records, the Executive Clerk s Office is the last stop before the Staff Secretary presents them to the President for signing and the first stop afterward, when dates are affixed and documents are transmitted. Scope and Content Note: The documents from the Office of the Executive Clerk, G. Timothy (Tim) Saunders, Bill Files largely consist of routine memoranda (and drafts thereof) from the Office of Management and Budget (OMB) to President George W. Bush regarding pending Congressional enrolled bills from January 2001 through January The OMB memoranda include the bills sponsors, purpose, last day for action, agency recommendations (approval, disapproval, or no objection), significant issues, full summary, and general discussion of the pros and cons. These memoranda were generally signed by the Director of OMB. The Executive Clerk collected and tracked the memoranda and additional pertinent documents for each enrolled bill or joint resolution. For example, files may consist of notes and comments from White House staff members and offices on particular enrolled bills of interest; views letters from agencies expressing their positions; Congressional Committee reports, both from the House of Representatives and Senate; signing statements and speeches (and drafts thereof) from President George W. Bush; information related to signing ceremonies; and booklet copies of the final laws. System of Arrangement: Material is arranged chronologically by date into one subseries: Bill Files. The Senate and House bill numbers were added to the folder titles by the processing archivist in order to assist researchers. 2
