BoD Meeting Minutes on January 9, 2019, approved by the BoD via on January 11, In the interest of time, the District Vice President reports were submitted via prior to the meeting. They are listed in these minutes. A. District Reports a. D1 Sal Piu - Sporadic weather conditions continue to pop up between frigid-cold conditions, providing some pockets of outdoor flying opportunities. Preparations are mostly done to support the NSRCA booth and D1 annual meeting at the upcoming AMA Expo East event later this month. A tentative 2019 D1 contest season schedule has been posted on the D1 website and will be updated as additional news arrives. b. D2 Tim Pritchett - A lot of planning for the combined Jet/Prop Pattern contest at Charlotte Aeromodelers this May has taken place. We really think this has huge potential for pattern growth, just maybe not our traditional fare. Sanction, sequences, scoring, and registration have been sorted

2 out; now we'll just have to wait and see c. D3 James Hannah - d. D4 Scott McNickle - D4 remains in winter mode with sporadic practice as weather permits and contest planning. At least two CDs are making concentrated efforts to attract new pilots by sending invitations to clubs within a couple of hours of their locations, waived entry fees for first time pilots, the promise of mentoring through the weekend and invitations to join in evening social activities. Planning for the NSRCA booth at the Toledo show continues. e. D5 Vince Bortone - D5 report is very short. I just send the K-Factor Article. I mentioned in the article that there was small change of the first contest date. Also, my club is planning to have an Aerobatic Primer. This will be a primer for both pattern and IMAC. The reason is because the club has been sponsoring both pattern and IMAC contests since many years ago. The date will be announced later since we want to discuss with all RC clubs around to check what will be the best weekend to do it and avoid conflicts. Hopefully, I will have more information next month. f. D6 Monte Richard - The Northwest Houston R/C club hosted a club class event at their site in Hockley, TX. 7 pilots showed up to compete, and the event went very well. Justin thinks they may have picked up 2 competitors who may follow up and compete in Sportsman this season. Mike Pascale was rushed to a hospital by air ambulance for emergency surgery to repair a bleeding aneurysm on his stomach. He is back home and recovering. He is weak and has shortness of breath at times but is recovering well. He hopes to be back to his normal activities in another 3 to 4 weeks. The Baton Rouge club which has it s flying site up near Erwinville, LA is planning to have a Pattern Presentation day on March 9th. They will have both 2 Meter Pattern and IMAC pattern presentations of various classes g. D7 Dan Lipton - We have had our first event in D7, 2 days at the Bear Mountain Flyers. First day was a judging/trimming clinic, second day was a contest. I

3 hear it did get cut short by weather, however. Two back to back events in Arizona coming up in the last weekend of Feb, first Weekend of March. Looking at the registration pages, they are expecting a good turnout for both. There has been a lot of interest in D7 in the inexpensive EDF jets, such as the Horizon Viper, and the Motion RC (Freewing?) Avanti. Tony F. has been working on how to incorporate this into regular contests as an different class (or classes) - in a similar manner to how we have incorporated Classic in our various contests. He is working on some sequences that depart from the official f3s sequences, trying to tune them for this purpose. I understand that Tim P. in D2 is doing something similar, and has seen a lot of interest as well. One member responded to the message I put out there for articles for a Model Aviation aerobatics issue, and is awaiting further details before going ahead with writing. The D7 District Championship is approved by the club for the Bear Mountain Flyers field in Arvin, October h. D8 Karl Watts - Pretty quiet on the home front. No flying. Winter storms. Record snow in some areas. Most working on projects at home Contest Schedule completed. Judging Seminar scheduled for April. i. Canada Paul Brine - Nothing much to report again this month. At the moment here locally we are in the middle of yet another winter storm so outdoor flying and practice are way off yet. I understand from some of the postings on the facebook group that our friends on the west coast have been flying outside recently. Here it is indoor season. Planning is underway for this coming season with contest notices starting to appear. In Canada we operate on a 2 year rules cycle. We are in the second year of the current cycle which means that there are no changes from last year. The FAI advanced schedule was adopted last year and has worked well. The A-18 schedule will be flown again this year. After the World Championships Contest Director and FAI pilots often elect to fly the new schedules (P21) for any remaining contests in the year. This decision is up to the CD and pilots themselves. The next contest is an F3P event in Cobourg in March. j. F3P Sal Piu- T he scheduled ETOC F3P-like event at the 2019 Toledo show and the

4 NEA contest at Cobourg Ontario are currently the only remaining events schedule this winter season for F3P indoor flying. Other potential events may be in the sausage-making stage, with no further news at this time. The USA F3P team members are finding avenues to practice for the upcoming world competition. The USA F3P team, as noted at the team website of is also in heavy fundraising mode. A large-scale raffle is now underway, ending on March 1st. Tickets can be purchased online via making donations in $5 increments. Donations are also very-much appreciated! Donations can be made through F3P funding site of IV. Motions B. Executive Officer Reports Treasurer, John Decker - Our finances are in transition from Peter. Suggests we move our account from Capital One since they are doing away with online bill pay. Online bill pay is a big necessity to our organization. John will continue with the current system, looking to move us to a more modern and bank local to him. Will have the budget out in the next few weeks. The budget will look similar to 2017 since the NATS are in Blytheville for Motion by Charlie Barrera - The NSRCA will match donations up to $2,000 for the F3P trip to Greece for Second by Scott McNickle. Motion Passes Motion by Archie Stafford - The NSRCA will offer The K-Factor online at no charge, starting in May of 2019 until April of BoD will re-evaluate after the trial run. Second by John Decker. Motion Passes

Old Business Sequence Committee Update - Charlie Barrera - Team is working very well together Sportsman, Intermediate, and Advanced are complete Still some work needed on the Masters The committee hopes to present the board with the final sequences in the next few weeks. NSRCA Bylaws Committee Update - Charlie Barrera reported on behalf of the Bylaws Committee: On February 9, 2019 The following was presented to the BoD in the form of a motion and passed unanimously: At the direction of the NSRCA Board of Directors on January 9, 2019 the Bylaws Committee was established to make proposals for change to the NSRCA's Constitution and Bylaws, and other governing documents to better reflect and enable the use of modern technologies and existing business practices. The Committee is composed of a chair and six members approved by motion of the Board of Directors. The objective of the Bylaws Committee is to provide independent advice and recommendations to the NSRCA Board of Directors on updating the bylaws in the areas of the NSRCA's structure, governance, membership engagement, and business processes. The Bylaws will also provide the Board of Directors authority and latitude to execute them efficiently and effectively. The following report was ed in from Tim Pritchett: The Charter has been written, circulated, and by now approved from the BoD. We expect to begin work the last week in Feb. Ken has put our existing bylaws on a g-doc for common viewing/editing during our meetings. The committee will provide monthly updates to the BoD on progress, and recommended changes going forward. F3P - Sal Piu - USA F3P team will represent the USA in Greece. A raffle fundraiser is in progress, ending in march to help the team out.

6 Even though the planes are smaller, travel is still expensive based on the location. The team has raised well over $2,000 for the trip. Sal asked if the BoD would approve a match of up to $2,000 as discussed in previous years BoD meetings but no action was taken. District Championship Series - This was not discussed in the meeting, the following report was ed in by Tim Pritchett: A brief was provided to our Secretary on the program, and its needs. The gap in previous years has been the ability to ensure accurate NSRCA membership status for pilots at the NATS. The program calls for this to be finalized at 'wheels up' for the first flight at the NATS, allowing pilots to join and contribute to their District's performance when they arrive at Blytheville. VI. New Business A. K-Factor - Archie Stafford - Would like to see the K-Factor used a promotional tool. Become outward focused and not be internal with K-Factor. The electronic version will be made free to all The Treasury reports will be removed and posted in another location for members only. Reach outside pattern and into SPA, F3P, IMAC with the articles. The advertisers can broaden their audience and get more bank for there buy in. We should reuse older articles that might apply to a newer participants More Photos of people having fun.
