Located on the front table will be forms entitled, Speaker Request Form. Please fill one out indicating your name and address and the agenda item or topic you wish to discuss. MEETING CALLED TO ORDER The meeting will be called to order in the Media Center at Lincoln Roosevelt School. II. EXECUTIVE SESSION The board members will adjourn to Executive Session in the Media Center at Lincoln Roosevelt School to discuss personnel, student matters and matters covered by attorney client privilege. Action may be taken when the Board returns to Public Session. III. IV. ROLL CALL PUBLIC SESSION The Roxbury Township Board of Education is meeting in Regular Session for discussion on business before the Board tonight. The New Jersey Open Public Meetings Law was enacted to insure the public s right to have advance notice of and to attend meetings of public bodies at which business affecting their interest is discussed or acted upon. RESOLVED, that the Roxbury Township Board of Education, pursuant to N.J.S.A. 18A:19-4, does certify that no line item account has encumbrances and expenditures which in total exceed the line item appropriation, and BE IT FURTHER RESOLVED, that pursuant to N.J.S.A. 18A:17-9 and N.J.S.A. 18A:17-36, after review of the Board Secretary s and Treasurer s monthly financial reports, that no major accounts and fund balances in the 2015/2016 budget have been over expended and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. 4 CONTRACTS *8. RESOLVED, that the Roxbury Township Board of Education approve an Agreement with the Essex Regional Educational Services Commission (ERESC), 369 Passaic Avenue, Fairfield, NJ to administer the New Jersey Nonpublic School Technology Initiative Program to nonpublic school students attending schools located within the District of Roxbury Township. The term of the Agreement shall be in effect from July 1, 2015 through June 30, The cost of this agreement is five percent (5%) of the total amount allocated by the State of New Jersey Nonpublic School Technology Initiative Program. Any unexpended funds as of June 30, 2016 will be refunded. INDEPENDENT EDUCATIONAL EVALUATION *9. RESOLVED, that the Roxbury Township Board of Education approve the maximum allowable cost by specialty for evaluation services for the 2015/2016 school year. Pursuant to Board Policy #2468, the maximum allowable cost for an independent evaluation will be limited to the reasonable and customary rate, as determined and approved by the Board annually and listed below. This rate shall be in the range of what it would cost the Board to provide the same type of assessment through either another public school district, educational services commission, jointure commission, a clinic or agency approved under N.J.A.C. 6A:14-5, or private practitioner, who is appropriately certified and/or licensed, where a license is required. A list of providers is available upon request. 5 APPROVAL OF THE UNIFORM STATE MEMORANDUM OF AGREEMENT BETWEEN EDUCATION AND LAW ENFORCEMENT OFFICIALS UPDATE This resolution was tabled at the October 5, 2015 meeting and is being presented again. *10. RESOLVED, that the Roxbury Township Board of Education reapproves the Uniform State Memorandum of Agreement Between Education and Law Enforcement Officials. Dr. Patrick Tierney, Superintendent of Schools, and James Simonetti, Roxbury Township Chief of Police discussed at the annual meeting. STATEMENT OF ASSURANCE BETWEEN THE ROXBURY TOWNSHIP BOARD OF EDUCATION AND THE PARAPROFESSIONAL STAFF *11. RESOLVED, that the Roxbury Board of Education ratifies the biannual Statement of Assurance regarding the use of Paraprofessional Staff for the 2015/2016 school year which will be submitted to the Executive County Superintendent no later than September 30, QUALITY SINGLE ACCOUNTABILITY CONTINUUM (QSAC) STATEMENT OF ASSURANCES *12. RESOLVED, that the Roxbury Township Board of Education approve the Quality Single Accountability Continuum (QSAC) Statement of Assurance for the 2015/2016 school year. SCHOOL NURSING PLAN *13. RESOLVED, that the Roxbury Township Board of Education approve the 2015/2016 School Nursing Plan for submission to the County Office. SCHOOL SAFETY & SECURITY PLANS *14. RESOLVED, that the Roxbury Township School District has met the minimum requirements for School Safety and Security Plans as set forth by the NJ Department of Education for the 2015/2016 school year. APPROVAL OF COMPREHENSIVE GUIDANCE AND ACADEMIC COUNSELING PROGRAM *15. 16 POLICY GUIDE OPERATIONS EXHIBIT 1 FIRST READING - REVISED 8550/page 1 of 1 Outstanding Food Service Charges Jul OUTSTANDING FOOD SERVICE CHARGES The Board of Education understands a student may forget to bring breakfast or lunch, as applicable, or money to purchase breakfast or lunch to school on a school day. When this happens, the food service program will provide the student with breakfast or lunch with an expectation payment will be made the next school day or shortly thereafter. However, there may be circumstances when payment is not made and a student s school breakfast/lunch bill is in arrears. The school district will manage a student s breakfast or lunch bill that is in arrears in accordance with the provisions of N.J.S.A. 18A:33-21 and this Policy. In the event a student s school lunch or breakfast bill is in arrears, the Principal or designee shall contact the student s parent to provide notice of the amount in arrears and shall provide the parent a period of ten school days to pay the full amount due. If the student s parent does not make full payment to the Principal or designee by the end of the ten school days, the Principal or designee shall again contact the student s parent to provide a second notice that their child s lunch or breakfast bill is in arrears. If payment in full is not made within one week from the date of the second notice, the student will: The students will continue to receive a cheese sandwich meal until the balance is paid in full. In addition the procedures below will be followed. If a student in arrears and has money to pay for a meal, the money will first be applied to the student s outstanding balance. A la carte, snacks or beverages may not be charges under any circumstances. Charging by adults is strictly prohibited. Students in arrears will not be able to purchase a la carte, snacks or beverages. All transactions must be processed through the food service cashier. Within 30 days of a negative balance, collection procedures will be initiated on all unresolved balances starting with a letter to the responsible party. If there is no response, a second letter will be sent. After it is judged that the usual method to collect the money owed the district have failed, then legal action will be taken to collect.
