Located on the front table will be forms entitled, Speaker Request Form. Please fill one out indicating your name and address and the agenda item or topic you wish to discuss. After completing the form, return it to the Assistant Business Administrator. Thank you for your cooperation. I. MEETING CALLED TO ORDER The meeting will be called to order in the Media Center at Lincoln Roosevelt School. II. EXECUTIVE SESSION The board members will adjourn to Executive Session in the Media Center at Lincoln Roosevelt School to discuss personnel, student matters and matters covered by attorney client privilege. Action may be taken when the Board returns to Public Session in the auditorium. III. IV. ROLL CALL PUBLIC SESSION The Roxbury Township Board of Education is meeting in Regular Session for discussion on business before the Board tonight. The New Jersey Open Public Meetings Law was enacted to insure the public s right to have advance notice of and to attend meetings of public bodies at which business affecting their interest is discussed or acted upon. RESOLVED, that the Roxbury Township Board of Education approve unavoidable travel costs as presented which are educationally necessary and fiscally prudent and are related to and within the scope of the employee s current responsibilities and promotes the delivery of instruction or furthers the efficient operation of the school district. The reimbursements are in compliance with the state travel reimbursement guidelines as established by the Department of the Treasury and Board of Education policy in accordance with N.J.A.C. 6A:23B-1.1 et. seq. RESOLVED, that the Roxbury Township Board of Education approve contracts with Douglass Outreach at Rutgers University, 151 Ryders Lane, New Brunswick, NJ to provide Functional Behavioral Assessment services at a cost of $2, and to provide Psychological, Educational and Speech Evaluation services at a cost of $3, The contracts will be in effect from September 28, 2016 through June 30, *5. RESOLVED, that the Roxbury Township Board of Education approve a contract with Centenary University, a New Jersey Nonprofit Corporation, located at 400 Jefferson Street, Hackettstown, New Jersey for the rental of the George J. Ferry Natatorium (pool) on the following dates and hours: 11/19/16, 12/10/16, 01/07/17, 01/14/17 at 12:00-2:00 p.m. at a total cost of $ (deposit of $ and rent in the amount of $800.00). COMPREHENSIVE MAINTENANCE PLAN *6. WHEREAS, the Department of Education requires New Jersey School Districts to submit three-year maintenance plans documenting required maintenance activities for each of its public school facilities, and WHEREAS, the required maintenance activities as listed in the plan for the various school facilities of the Roxbury Township School District are consistent with these requirements, and WHEREAS, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid, NOW THEREFORE BE IT RESOLVED, that the Roxbury Township Board of Education hereby authorizes the School Business Administrator to submit the Comprehensive Maintenance Plan and Form M-1, Annual Maintenance Budget Amount Worksheet to the Executive County Superintendent of Schools per N.J.A.C. 6A:26A AUTHORIZATION OF REQUEST FOR QUOTES *7. RESOLVED, that the Roxbury Township Board of Education authorizes the Hunterdon County Educational Services Commission s Lease Purchase Advisory Service to develop, and conduct a Request for Quotes for lease purchase financing to pay for the acquisition of seven school buses with a cost of approximately $676, This service will be done at no charge to the Roxbury Township Board of Education. STATEMENT OF ASSURANCE BETWEEN THE ROXBURY TOWNSHIP BOARD OF EDUCATION AND THE PARAPROFESSIONAL STAFF *8. RESOLVED, that the Roxbury Township Board of Education ratifies the biannual Statement of Assurance regarding the use of Paraprofessional Staff for the 2016/2017 school year which was submitted to the Executive County Superintendent prior to the September 30, 2016 deadline. 9 October 17, 2016 E. Negotiations (Resolution 1) APPROVAL OF MEMORANDUM OF AGREEMENT BETWEEN THE ROXBURY TOWNSHIP BOARD OF EDUCATION AND THE TEAMSTERS LOCAL 97 OF NEW JERSEY *1. RESOLVED, that the Roxbury Township Board of Education ratifies the contract between it and the Teamsters Local 97 of New Jersey covering the period from July 1, 2016 through June 30, The agreement has recently been ratified by the Teamsters Local 97 of New Jersey, and BE IT FURTHER RESOLVED, that the Board President is authorized and directed to execute the final Memorandum of Agreement in a form satisfactory to the Board Attorney. F. Executive Session (Resolution 1) *1. WHEREAS, Chapter 231, P.L. 1975, also known as the Sunshine Law, authorizes a public body to meet in Executive Session under certain limited circumstances; and WHEREAS, said law requires the Board of Education to adopt a resolution at a public meeting before it can meet in such an Executive Session; and WHEREAS, the Board of Education is anticipating to hold a Workshop Meeting on November 7, 2016 at 6:30 p.m. at Lincoln Roosevelt School; and WHEREAS, the Board of Education intends to discuss matters in Executive Session at this meeting; NOW THEREFORE, BE IT RESOLVED, that the Roxbury Township Board of Education expects to discuss personnel, student matters, and matters covered by attorney client privilege during the aforementioned Executive Session; and BE IT FURTHER RESOLVED, that the public portion of the aforementioned Roxbury Township Board of Education meeting will commence at 7:30 p.m. XVI. 10 REGULATION GUIDE STUDENTS R 5350/page 1 of 5 Student Suicide Oct 16 Exhibit 1 R 5350 STUDENT SUICIDE The following regulations are established for guidance of staff members in recognizing the student who contemplates suicide, in responding to threatened or attempted suicide, and in preventing contagion when a student commits suicide. Because a prompt response may be essential to a student's life, the designation of a district position in these regulations includes the person who holds that position and, if the position holder is absent or unavailable, the person temporarily charged with the responsibilities of the position. A. Recognition of Potential Suicide All school personnel, both teaching staff members and support staff members, shall be alert to any sign that a student may be contemplating suicide. Such signs include, but are not necessarily limited to, a student's: 1. Overt suggestion, regardless of its context, that he/she is considering or has considered suicide or has worked out the details of a suicide attempt; 2. Evidence of preparation of a will, intention to dispose of his/her effects and belongings, or otherwise get life in order ; 3. Obsession with death or afterlife; 4. Possession of a weapon or other means of suicide or obsession with such means; 5. Sense of hopelessness or unrelieved sadness; 6. Lethargy or despondency, or, conversely, a tendency to become more impulsive or aggressive than usual; 7. Drop in academic achievement, slacking off of energy and effort, or inability to focus on studies; 8. Isolation from others by loss of friends, withdrawal from friends, lack of companionship, or family disintegration; 9. Preoccupation with nonexistent physical ills; 10. 11 REGULATION GUIDE 11. Substance abuse; and 12. Loss of economic resources. B. Response to Potential Suicide STUDENTS R 5350/page 2 of 5 Student Suicide 1. Any indication of a potential suicide, whether personally witnessed or received by report from another, must be taken seriously and must be reported to the Principal immediately. 2. The Principal or designee shall immediately inform the Crisis Intervention Response Team (including, but not limited to, school counselors, student assistance counselors, and school psychologists), which shall investigate the matter promptly and conduct such investigations interviews, assessments, or evaluations as may be appropriate in collaboration with the Child Study Team, as necessary. 3. The Principal or designee will inform the student's parent, in a conference if possible, of the signs demonstrated by the student and of the district's concern and seek parental approval of the student's evaluation/assessment if appropriate. In the event parental abuse or neglect is suspected, the Principal or the employee who forms the suspicion will immediately so inform the Department of Children and Families, Division of Child Protection and Permanency in accordance with Policy If the threat of suicide is immediate and serious, the Principal or designee may appoint Crisis Intervention Response Team members to a suicide intervention team, which shall determine the potential of the threat by directly questioning the student, without mincing words, about: a. Whether any suicide plans have been made, how detailed the plans are, and whether any preliminary actions have been taken, b. The student's feelings of hopelessness and the length of time the student has had such feelings, c. 12 REGULATION GUIDE STUDENTS R 5350/page 3 of 5 Student Suicide d. Whether the student has considered alternative courses of action to resolve his/her problems. 5. After gathering information, the Crisis Intervention Response Team shall determine the life-threatening risk of the situation based on the student's signs of possible suicide (paragraph A1) and the student's responses to questioning. 6. If it is determined that a substantial risk of suicide exists, the Suicide Intervention Crisis Response Team shall: a. Assign staff members as required to assure that the student is never out of the presence of an adult who has been fully informed that the student may be in danger of selfdestruction, b. Notify the student's parent immediately and strongly recommend consultation with a licensed mental health professional or agency, c. Request the parent to sign a release of information form authorizing the chosen mental health professional or agency to share with appropriate district personnel such relevant information as premature termination of treatment, additional threats and/or attempts of suicide, and continuing warning signs. 7. A member of the Crisis Intervention Response Team will follow up on the student's progress and to determine whether the student's parent has consulted a mental health professional or agency. Follow up reports will be made to the Principal. 8. If the student's parent does not sign the release of information form or does not seek treatment for the student, the Principal shall inform the Department of Children and Families, Division of Child Protection and Permanency. Any attempted suicide, whether or not on school premises or during the school day, must be reported immediately to the Principal. 2. The staff member who witnesses a suicide attempt on school premises or at a school sponsored event or in the course of schoolrelated travel shall render first aid in accordance with Policy No and summon medical assistance as appropriate. 3. Procedures outlined at paragraph B2 through paragraph B8 above will be followed. D. Prevention of Suicide Contagion 1. All district Principals will be promptly informed when a student of this district commits or attempts suicide. 2. Each Principal will assemble teaching staff members prior to the opening of school to provide them with accurate information, plans for the school day, and guidelines for handling the concerns of students. 3. The Principal of the school or building that the victim attended will assign a crisis team from the student personnel staff to assist the staff in dealing with the general school situation and any individual problems that may arise. 4. The suicide will not be given prominence by public announcement or a school-wide assembly. School will not be closed in order to permit students and staff members to attend the victim's funeral. 5. Teachers will respond to the needs of students with as little interruption of the educational program as possible. 6. Students will be provided with appropriate information while maintaining confidentiality and will be given the opportunity to discuss their feelings of loss and their memories of the victim, both good and bad, without penalty. 14 REGULATION GUIDE STUDENTS R 5350/page 5 of 5 Student Suicide 7. All school personnel shall be especially alert to signs of contemplated suicide among the victim's peers. 8. Teaching staff members, under the direction of the Principal, shall attempt to prevent social contagion by: a. Preventing glorification or romanticization of the suicide, b. Helping students recognize that suicide is irreversible and permanent and does not truly resolve problems, c. Encouraging students to ask probing questions when a fellow student suggests suicide and to report such suggestions to a teaching staff member, and d. Reporting any instance of reported reputed ideation to counselors. e. Pursuant to N.J.S.A. 30:9A-24.a, any employee, volunteer, or intern with reasonable cause to suspect or believe that a student has attempted, contemplated, or completed suicide, shall report the information to the Department of Human Services, Division of Mental Health and Addiction Services, in a form and manner prescribed by the Division of Mental Health and Addiction Services. 9. Students who were close to the victim, and their parent(s), shall be offered special counseling services and notified of available community mental health services. 15 Exhibit 2 POLICY GUIDE OPERATIONS 8468/page 1 of 2 Crisis Response Oct CRISIS RESPONSE The Board of Education recognizes its responsibility to be prepared to confront circumstances in which the physical and/or mental well-being of students, staff and other individuals on school grounds is threatened or overtly impacted upon by an individual or group of individuals. Situations at issue include, but are not limited to, acts of terrorism, hostage situations and other threats or acts of a violent nature. The Board further recognizes there is a need to deal with the aftermath of such events and circumstances, and to contend with the psychological trauma, pain and confusion which may ensue as the result of these events. The Board establishes through the person of the Superintendent or his/her designee, a Crisis Response Team whose responsibility it shall be to act: 1. As a source of information; 2. As a vehicle through which direct services may be delivered; 3. In an advisory capacity to the Superintendent, or his/her designee, and/or other agents or agencies dealing with the crisis situation. The Crisis Response Team may consist of the following membership: 1. The Superintendent of Schools, or his/her designee; 2. Director of Security; 3. An administrator from each of the schools within the district; 4. School Psychologist(s); 5. Guidance Counselor(s); 6. School Social Worker(s); 7. Director of Special Services and/or Guidance; 8.
