Food Service Report (Attachment #3.E) The Board approves the Food Service Report for October F Annual School District Audit and Corrective Action Plan (Attachment #3.F) After reviewing the annual School District Audit with the auditor, and discussing the recommendation and corrective action plan, the Board accepts the Annual School District Audit and adoption of the corrective action plan. Finding 12-1: Our audit of the payroll agency account found three instances of employee withholdings that were not remitted to agencies or the Board of Education in a timely manner. Recommendation 12-1: All employee withholdings in the payroll agency account should be remitted or turned over in a timely manner. G. 7 H. Joint Transportation Agreement The Board approves the Joint Transportation Agreement with the Upper Township Board of Education. Upper Township (host) will transport one Ocean City (joiner) student along with one Upper Township student to Ocean City High School on Route No. OCAD starting September 6, 2012 to June 30, 2013, at a joiner cost of $9,900. I. Tuition Contract Agreement The Board approves a Tuition Contract Agreement with the Gateway Regional Board of Education for one grade 11 student attending the Gateway Regional School District, September 1, 2012 through February 5, 2013, in the amount of $9, J. Donation The Board accepts a donation of $8, from the Ocean City Education Foundation and $1,000 from ARAMARK Educational Services, LLC, ARAMARK Corporation, for student lunches at all three schools for the week of November 5 th. K. Construction Counsel* The Board approves Bradley Sclar for construction counsel services at the hourly rate of $150, from December 15, 2012 through December 31, L. Student Residency Investigator * The Board approves Di Joseph Investigations, LLC as Student Residency Investigator at the hourly rate of $75, from December 15, 2012 through December 31, M. Transfer from Maintenance Reserve The Board approves a transfer of $75,000 from Maintenance Reserve to the following Budgetary line item: Repairs and Maintenance Services High School OO-01 *These professional service appointments are recommended for approval as authorized exceptions to the Public School Contracts Law (N.J.A.C. 6: through 6: and N.J.S.A. 18A: 18A-1, et seq.) competitive bidding requirements. 8 N. Resolution Against Sequestration of Federal Funds The Board approves the following Resolution: RESOLUTION: Sequestration Amend Federal Budget Control Act of 2011 WHEREAS, a world class public education is essential for the future success of our nation and today s schoolchildren; and WHEREAS, the Budget Control Act of 2011 includes a provision to impose $1.2 trillion in across-theboard budget cuts in almost all federal programs, including education, that would become effective January 2, 2013; and WHEREAS, these across-the-board budget cuts, also known as sequestration, would have a negative impact on education through a reduction in funds of 7.8 percent or more and could result in larger class sizes, fewer course offerings, possible four-day school weeks, loss of extracurricular activities, and teacher and staff lay-offs; and WHEREAS, sequestration would affect almost every public school system in the nation and the millions of students educated through programs such as Title I grants for disadvantaged students, the Individuals With Disabilities Education Act (IDEA), English Language Acquisition, Career and Technical Education, and 21st Century Community Learning Centers; and WHEREAS, public schools nationwide would be negatively affected by an estimated $2.7 billion loss in just three programs alone Title I grants, IDEA special education state grants and Head Start that serve a combined total of 30.7 million children; and WHEREAS, federal funding for K-12 programs was already reduced by more than $835 million in Fiscal Year 2011; and WHEREAS, New Jersey already ranks last among the states in the percentage of school expenditures (3.1%) supported by the federal government; and WHEREAS, in Fiscal Year 2013, New Jersey will lose more than $73 million in funding for elementary and secondary education programs, administered through the U.S. Department of Education, as well as over $11.7 million in Head Start funding; and WHEREAS, with a state-imposed tax levy cap and limited growth in state aid, New Jersey local school districts have limited capacity to absorb cuts in funding resulting from sequestration. NOW THEREFORE, BE IT RESOLVED, that the Ocean City Board of Education, in the County of Cape May, State of New Jersey urges Congress and the Administration to amend the Budget Control Act to mitigate the drastic cuts to education that would affect our students and communities, and to protect education as an investment critical to economic stability and American competitiveness. AND BE IT FURTHER RESOLVED, that a copy of this resolution be sent to United States Senator Robert Menendez, United States Senator Frank Lautenberg, U.S. Representative Frank LoBiondo, State Senator Jeff Van Drew, Assembly Representative Nelson Albano, Assembly Representative Matthew Milam, the New Jersey School Boards Association, and the National School Boards Association. 9 O. Donation (Ocean City Representatives Only) The Board accepts a donation of new toys for the Intermediate School from the John Story Jenks School located in Philadelphia, PA. The value of the donation is approximately $2,000. P. Donation (Ocean City Representatives Only) The Board accepts a donation of gift cards for the Intermediate School from Wal-Mart and Target from the Ladies Book Club at the United Church of Christ in Keene, New Hampshire. The value of the donation is $640. Q. Disposal of Textbooks (Attachment #3.Q) (Ocean City Representatives Only) The Board approves the disposal of the attached textbooks that are no longer needed as per N.J.S.A. 18A34-3. High School Co-Curricular Activity Sponsors and Stipends (Attachment #4.D) roll call vote The Board approves the attached co-curricular sponsors and stipends for the school year. E. Homebound Instructor roll call vote The Board approves Gina Sakenas as a homebound instructor for the school year at a stipend of $30 per hour. F. High School Team Leader roll call vote The Board approves Beth Kelly as the High School Health and Physical Education Team Leader, effective January 2, G. Certificated Staff Salary Corrections (Attachment #4.G) roll call vote The Board approves the attached certificated staff salary corrections for the school year. H. Teaching Staff Evaluations roll call vote The Board approves the Charlotte Danielson s Framework for Teaching as the evaluation model of Teaching Staff for the school year. I. Certificated Staff Retirement roll call vote The Board accepts with deep regret the following certificated staff retirements: Andrew Breckenridge, High School Teacher of Science, effective as of July 1, 2013 Allyn MacIntyre, Health and Physical Education Teacher, effective as of July 1, 2013 J. Change in Assignment Certificated Staff roll call vote The Board approves a change in assignment for Curt Nath from High School Teacher of Spanish to District Interim Curriculum Coordinator for Humanities, effective on or after January 4, 2013 through June 30, 2013 at his current salary. K. Change in Assignment Certificated Staff roll call vote The Board approves a change in assignment for Mikenzie Helphenstine from Intermediate School Teacher of Mathematics to District Interim Curriculum Coordinator for Math, Science and Technology, effective on or after January 4, 2013 through June 30, 2013 at her current salary.
