1 Agenda Covina-Valley Unified School District Regular Meeting of the Board of Education Covina Education Center Cafeteria - 6:30 p.m. February 2, 2015 The Board of Education welcomes residents of the community to attend its meetings. To ensure the public s right to be heard, the Board has adopted Board Policy 9323(b). Five minutes may be allotted to each speaker and a maximum of 20 minutes to each subject matter. If you wish to address the Board, please complete the Request to Speak card and hand it to the clerk prior to the start of the meeting. Speakers and members of the audience may not approach Board members during a Board meeting, except with permission of the Board President or designee. Any printed materials intended for the Board members must be handed to the Superintendent s secretary, who will distribute the materials. The Board encourages members of the community who wish to express disagreement, to do so in a courteous and respectful manner so as to facilitate resolution of disputes involving matters under the Board s jurisdiction. II - Presentations 3. Local Control and Accountability Plan Presentation. Elizabeth Eminhizer, Assistant Superintendent, Educational Services, will present an overview of the Local Control and Accountability Plan process. 4. Barranca Elementary School Presentation. Andrea Katanic, principal at Barranca Elementary School, will provide an update to the Board with a presentation highlighting current activities at Barranca Elementary School. 5. Mesa Elementary School Presentation. Chris Hert, principal at Mesa Elementary School, will provide an update to the Board with a presentation highlighting current activities at Mesa Elementary School. 3 V - Items Administration 10. Acceptance of Gift. Recommendation is made that the donated gift to the District be accepted with thanks. (Ref. A) 11. Authorization for Disposal of Obsolete and Surplus Equipment. Recommendation is made that authorization be given to dispose of obsolete and surplus equipment in the most efficient and economical manner. (Ref. B) 12. Reinstating the District Advisory Committee. Recommendation is made that the Board recalls and reappoints the Committee Members to again serve on the District Advisory Committee, with the exception that the current PTA President, Kamealoha Moore, will be appointed in place of Janet Thiel, the former PTA President, to evaluate and make recommendations on the disposition of the following potential surplus property of the District: Business Center. Recommendation is made that payment of necessary costs associated with the attendance of students and supervisory adults at the designated educational activities be approved. (Ref. D) 14. 6 Acceptance of Gift Recommendation is made that the following gift donated to the District be accepted with thanks. Per District regulations, gifts donated to the District with the exception of musical instruments are to be maintained or replaced at the expense of the designated school sites. 7 Authorization for Disposal of Obsolete and Surplus Equipment A school district may sell any personal property belonging to the district if this property is no longer required for school purposes and functions, is in unsatisfactory condition, or has been replaced. As allowed by Education Code 17545, if authorized by the governing board, a district may conduct a sale of personal property by means of a public auction conducted by the employees of the district or other public agencies, or by contract with a private auction firm. As allowed by Education Code 17546, if authorized by the governing board by a unanimous vote of those members present, a district may (a) sell surplus property valued at less than $2,500 without advertising to sell the surplus property; (b) dispose of surplus property not sold at a previously advertised auction; (c) if surplus property is of insufficient value to defray the cost of arranging a sale, the district may dispose of obsolete items as deemed necessary by the Board designee. The following is a list of vehicles no longer usable by the District. 8 Reinstating the District Advisory Committee On May 6, 2013, the Board of Education of the Covina-Valley Unified School District adopted Resolution No to appoint the individuals listed in Exhibit A as members of a District Advisory Committee (collectively, the Committee Members ) pursuant to Education Code sections , to evaluate and make recommendations to the Board on the appropriate disposition of potential surplus property. Recommendation is made that the Board recalls and reappoints the Committee Members to again serve on the District Advisory Committee, with the exception that the current PTA President, Kamealoha Moore, will be appointed in place of Janet Thiel, the former PTA President, to evaluate and make recommendations on the disposition of the following potential surplus property of the District: Business Center. 10 Educational Activities Recommendation is made that payment of necessary costs associated with the attendance of students and supervisory adults at the designated educational activities be approved: Up to 60 ninth through twelfth grade students from Covina High School will participate in community service projects in Santa Monica, CA on March 21, Students will participate in cleaning up the beach and also make and distribute survival kits to the homeless. All associated student costs will be paid for by the Interact Club. Up to four eleventh grade students from Covina High School will attend Rotary Youth Leadership Awards camp in Crestline, CA on April 17-19, Students will attend leadership seminars and interact with peers. All associated student costs will be paid for by Covina Sunrise Rotary Club. Up to 30 tenth grade Finance and Business Academy students from Covina High School will participate in a tour of Los Angeles, CA on May 20, Students will tour the financial district, Civic Center, Pershing Square, and Olvera Street. All associated student costs will be paid for by the Finance and Business Academy. (REF. D)

11 School Accountability Report Cards In accordance with Education Code 35256, the Governing Board of each school district shall annually issue a School Accountability Report Card for each school in the school district, publicize such reports, and notify parents or guardians of students that a copy will be provided upon request. Recommendation is made that the publication of the School Accountability Report Cards published in for be approved. (REF. E)

15 Additional Assignment Recommendation is made that the additional assignment for designated personnel be approved and their name be submitted to payroll upon completion of the assignment: District psychologist, Carrie Stacy, will be paid the hourly rate of $51.47 (not to exceed 90 hours total), February 3, 2015 through June 15, 2015, to provide coverage for a psychologist during an absence. 18 Personnel Commission Annual Report Education Code Section requires that the Personnel Director, acting as Secretary to the Personnel Commission, prepare an annual report, which shall be sent by the Commission to the Board of Education. In compliance with that law, a report of the activities conducted by the Personnel Services Department and the Commission during the fiscal year as they relate to non-certificated personnel was prepared. The report was submitted to the Personnel Commission at their regular meeting on December 9, (REF. L-1)

22 Personnel Commissioners CSEA Appointee: Jorge Marquez In December 2011, Mr. Jorge Marquez was appointed to the Personnel Commission. Mr. Marquez earned a Bachelor s degree from Cal Poly Pomona. Currently, Mr. Marquez works as a Field Deputy for the California State Legislature. He is also a member of the Covina City Council. Mr. Marquez has been involved in the community through organizations such as Covina Lions Club, and is serving as Covina City Commissioner. Joint Appointee: Dennis McNaught Mr. Dennis McNaught was appointed in December Mr. McNaught is a retired Parole Agent with the California Department of Corrections. He graduated from California College of Mortuary Science in Mr. McNaught served as a Machinist Mate and Salvage Diver for the U.S. Navy, and has been a member and president of several community activities. District Appointee: Michael Newman In December 2003 Mr. Michael Newman was appointed to the Personnel Commission.
