1 President Timothy Tarulli called the meeting to order at 7:30 pm. All stood for the invocation that was given by Pastor Donald Rice from Grace Evangelical Lutheran Church followed by the Pledge of Allegiance. Roll Call: Bair, Gunnoe, Moss, Mueller, Maurer, Korns, Parolini Seven (7) present. Motion by Gunnoe to accept October 7, 2013 regular council meeting minutes. Seconded by Maurer. Discussion. Motion carried. Accepted. COMMITTEE REPORTS: Service Bair Bair reported that he held a meeting on October 14 th at 7:00 to discuss the Service Director s request for an assignment. Bair asked that it be sent to finance for further consideration. Parks & Recreation Gunnoe No formal report. Gunnoe welcomed members of the Lions Club and said he is looking forward to hearing how their summer music shows went. Safety Moss One recommendation from meeting tonight: that an emergency ordinance be prepared authorizing the Director of Public Safety to enter into a contract, on file with the Dover Safety Director, with the Joint County Public Defender s Office to provide legal counsel to indigent persons charged with loss of liberty offenses in the New Philadelphia Municipal Court, and arising in the City of Dover, at a cost not to exceed fourteen thousand seven hundred dollars ($14,700.00) per year. Moss noted that the amount is the same. Human Resources Mueller No formal report. Mueller welcomed the Lions Club. Finance Maurer Two recommendations from meeting on October 14 th : (1) that an emergency resolution be prepared to pick up only the Fire Chief employee share of the pension contributions as stated in the body of this resolution and a restatement of Resolution as passed by Dover City Council, (2) that an emergency resolution be prepared to pick up only the Police Chief employee share of the pension contributions as stated in the body of this resolution and a restatement of Resolution as passed by Dover City Council. Maurer also gave a summary of third quarter activity stating that no favorable income tax receipts are up. Maurer reported that every department in the city is working hard to stay within their budget and city funds are stabilized. A rate study is being conducted to see which way is best to proceed within the electric fund. Maurer said the city can plan and save for big projects and pay for small projects as we go and the city will continue to operate the way we have. Planning, Zoning and Codes Korns No formal report. Utility Parolini One recommendation from meeting this evening: that an emergency ordinance be prepared to approve the execution of an Efficiency Smart Schedule with American Municipal Power, Inc. ADMINISTRATION REPORTS: Mayor Homrighausen Mayor Homrighausen reminded everyone that next week will be busy with all of the Dover New Phila football game activities as well as the Halloween Parade and trick or treating. Registration forms are available for this year s Christmas Parade which will be December 7, 2013 beginning at 5:15 pm during the reading of Twas the Night Before Christmas. The Mayor announced

2 Page Two the resignation of Dick Gray on the Planning Commission who will be replaced by Zack Deems. Mayor Homrighausen requested that Council enter into executive session following legislation to discuss pending litigation and wage and salary negotiations. Auditor Fox No report. Law Director O Meara O Meara had one request for assignment to finance: a request for a committee assignment to review the law director s outside services budget for the police prosecutor and the office stipend. Service Director Douglas Douglas reported that on Wednesday the Parks Office and Shade Tree Offices will be moved to the old Bill Hawk Building. Douglas also reported that hydrant flushing is complete. Safety Director Vorhees Vorhees reported that the Fire Department Open House was a success with between 1200 and 1400 guests attending. Vorhees said it went well and was the first time the city had a real fire call during the event. City Engineer Dummermuth: No formal report. NOTICES & COMMUNICATIONS: Monthly Reports None. He stated that the Lions Club enjoys doing things for the city and without the support of the city it would be impossible. He said the city has been very supportive of all their events especially the Concert Series in the Park and several Lions Clubs around the state do not have the support of their city the way the Dover Lions Club does. He reported that the Lions Club built the amphitheatre in the late 1950 s and the lighting and paving has been done by the city. He presented Mayor Homrighausen with the third yearly out of five $1000 check as a commitment to the city for their work and the help that city has done. Thom Jones, 835 Forrest Ridge Drive Dover, commented on fine Dover traditions and stated he missed reliving those in the eyes of his children. He stated he is frustrated that Halloween trick and treating and the bon fire are on the same night making parents choose. He said his is disappointed because the conflict was brought before the city in the spring and it s hurtful there was a lack of leadership to make that

3 Page Three change. He hoped that the city was more visionary and would show more leadership by looking at the calendar and make decisions. Mayor Homrighausen stated there was no discussion in the spring and the decision was made in his office to move trick or treat up a half hour early to provide ample time to take children trick or treating. Jones stated this would be difficult for working parents and some of the fun is taking it back and splitting it up. The Mayor said he respects his opinion but does not appreciate his comments on a lack of foresight. Once trick or treating was scheduled we can t change it and very few families will be doing both. The Mayor said it s unfortunate it falls on the same night. A request for a committee assignment from Law Director O Meara to review the law director s outside services budget for the police prosecutor and the office stipend to FINANCE.
