1 President Pro-Tem Donald Maurer called the meeting to order at 7:30 pm. All stood for the invocation that was given by Pastor Thomas Dunkle from St. John s United Church of Christ followed by the Pledge of Allegiance. Discussion. Motion carried. Accepted. COMMITTEE REPORTS: Service Bair No formal report. Bair complimented the tour of the Northwood Retirement Village. He attended the ribbon cutting and called the facility a beautiful asset to the north end of Dover. Utilities Gunnoe - No formal report. Gunnoe complimented the Northwood Retirement Village calling it a beautiful facility. Gunnoe reminded everyone that this weekend is the Canal Dover Festival. Safety Moss No formal report. Moss agreed that the Northwood Retirement Village is a very beautiful place. Planning, Zoning & Codes Mueller - No formal report. Finance Maurer One recommendation from meeting this evening: that an emergency ordinance be prepared to provide additional funds for the Water Treatment Plant Filter Restoration Project in an additional amount not to exceed $162, over the amount previously approved in ordinance and authorizing said work without further competitive bidding pursuant to ORD Maurer said he will send council Amended Ordinance Maurer stated that Auditor Stoldt gave a nice 1 st quarter report and said the city is off to a good start. Income tax collections are up from last year and all but a few departments are moving right along. Maurer said they are still examining the electric fund. The city is spending less than they are receiving and putting money back into the infrastructure. Parks & Recreation Perkowski - No formal report. Human Resources Correll Two recommendations from meeting tonight: (1) that a resolution be prepared to thank the Dover Moose Lodge #707 for its generous donation of $2, for the Dover Police and Fire Departments and expressing the Dover Council and Administration s appreciation for this generous gift, (2) that an ordinance be prepared to approve, adopt and enact the 2014 replacement pages to the codified ordinances and to declare an emergency. 2 Page Two Mayor Homrighausen Two requests for assignments: (1) a request for a committee assignment to approve the variance requested by the developer of property just north of Jessica Drive with ingress and egress to North Wooster Avenue. The plan is to construct 4 triplexes and 5 duplexes on 2.64 acres of property, part of the original Northwood Development similar to Meadow Brook Estates in the Becker Creek addition. A draft copy of a constitution and by-laws governing the PUD and a sample drawing of the development itself is included with all the pertinent information. It is recommended by the Planning Commission to move forward with this development, (2) a request for a committee assignment to amend Chapter of the Dover Codified Ordinances relation to general sign regulations. Mayor Homrighausen reported that the gist is to adjust the permit fee to a more reasonable level. All pertinent information is included with this request. Mayor Homrighausen also reported that last week was the open house and ribbons cutting ceremony for the new Northwood Village Assisted Living Facility. Last week was also the annual chalk walk through cooperation of the Dover Schools and Pastor John Wallace of the Dover First Moravian Church. The Mayor also read an from Scott Ebert publicly thanking the City of Dover for their work during the boy s tennis championship. Ebert said he has run the championship for 36 years and appreciates the cooperation with the city and the parks department. Mayor Homrighausen called a special caucus session for Tuesday, May 27 th for a work session to discuss the Dover electric system study. This weekend is also the annual Canal Dover celebration and Memorial Day Parade and Ceremonies. Auditor Stoldt Stoldt reviewed the first quarter report for 2014 saying the city is off to a good start. Numbers are comparable to last year at the same time and income tax collections are up. The new lodging tax is up and has funded a couple of grants. Stoldt said that overall the city is in good shape as of right now. Law Director O Meara No report. Service Director Douglas: Douglas handed out a copy of the 2014 street paving list and cautioned everybody that the city may not do entire list. It is a proposed list only and subject to change. He added that they are going to try to pave the Lemoyne Luthy Alley from Tuscarawas to Walnut. A bid opening was held Monday, May 9 th for the refuse and recycling. J&J Refuse was the only contractor to turn in a bid. Douglas thanked everyone for all their working on it. He stated that the bid is for three years with an option for the 4 th year and called them very good bid prices. Safety Director Vorhees: Vorhees reported that he received notification that the Taurus Chief s car will be in in a few days. Vorhees was also informed today that the new 2014 Dodge Ram ambulance chassis will be delivered on Friday. Vorhees said he had the opportunity Saturday evening to attend a banquet in Canton recognizing Mayor Homrighausen as a distinguished alumnus of Lincoln High School. City Engineer Dummermuth: No formal report. NOTICES & COMMUNICATIONS: Monthly Reports from Auditor Stoldt Stoldt announced that she received a letter of resignation from Georgia Korns as Treasurer of the City of Dover effective May 31 st. The Democratic Party is looking for a replacement. Notices and Communications None.

An emergency resolution to commit the City of Dover to maintain non-state highways (except as required to share costs under Ohio law with ODOT for state highways) if the Vale Street/Troyer/Angel/et al annexation of approximately acres more or less under and contiguous to State Route 39 is approved by the Tuscarawas County Commissioners, accepted by the Dover Planning and Zoning Commission, Dover City Council and the Mayor.
