1 President Timothy Tarulli called the meeting to order at 7:30 pm. All stood for the invocation that was given by Pastor Thomas Dunkle from St. John s United Church of Christ followed by the Pledge of Allegiance. Roll Call: Bair, Gunnoe, Moss, Mueller, Maurer, Perkowski, Correll Seven (7) present. Motion by Maurer to accept April 21, 2014 regular council meeting minutes. Seconded by Bair. COMMITTEE REPORTS: Service Bair One recommendation from meeting tonight: that an emergency ordinance be prepared authorizing Dover Land Development Corp. to remove soil pursuant to DCO , and Utilities Gunnoe - One recommendation from meeting tonight: that an emergency ordinance be prepared to approve the extension of street and utilities for the Kuester Implement Company, Inc. property at the South Industrial Park pursuant to the specifications on file with the Dover Service Director and authorizing the expenditure of an amount not to exceed $168, including engineering, surveying, inspection and project administration. Safety Moss No formal report. Moss reminded everyone to vote. Planning, Zoning & Codes Mueller - Two recommendations from meeting tonight: (1) that an emergency ordinance be prepared to amend the Flood Plain Development Application Fee in DCO (d)(6) to $35.00, (2) that an emergency ordinance be prepared approving the master sign program at the Kuester Implement Company, Inc. property at the entrance of the South Industrial Park as submitted to council as provided in DCO (c) and as recommended by the Dover Planning Commission. Mueller reminded everyone to vote. Finance Maurer One recommendation from meeting tonight: that an emergency ordinance be prepared to provide additional funds for the Water Treatment Plant Filter Restoration Project in an additional amount not to exceed $162, over the amount previously approved in ordinance and authorizing said work without further competitive bidding pursuant to ORC Parks & Recreation Perkowski - No formal report. Human Resources Correll Three recommendations from meeting tonight: (1) that a resolution be prepared recognizing, commending and thanking Vickie Vorhees for her 20 plus years of dedicated public service as the Dover Mayor s Executive Assistant from February 7, 1994 to February 28, 2014, (2) that an emergency ordinance be prepared to approve the Tax Incentive Review Council (TIRC) written recommendations pursuant to ORC (c)(1), (e) and (f), (3) that a resolution be prepared recognizing May as Motorcycle Awareness Month. ADMINISTRATION REPORTS: Mayor Homrighausen One request for assignment: that an ordinance be drafted accepting the replacement pages to the codified ordinances. Suggested ordinance attached. Mayor Homrighausen stated

2 Page Two that Council Clerk Leggett passed out the replacement pages to the codified ordinances book. Mayor Homrighausen also distributed a copy of an article explaining today s Supreme Court ruling that prater before city / village council meetings is constitutional. Auditor Stoldt No formal report. Law Director O Meara No formal report. Service Director Douglas: Douglas reported that the city will no longer be performing work in tin town. They will be moving to West 5 th Street and Tuscarawas Avenue to do reconstruction work that will be next year s CDBG project for Douglas said he is proud of the tin town neighborhood that the city has been working in for many years. Douglas said that he hopes to continue getting funding. Safety Director Vorhees: Vorhees announced the delivery of the new Explorer which is the Detective s vehicle. It will be used to haul public safety equipment and will be equipped with everything it needs over the next two weeks. Vorhees said he is happy to have it here. Vorhees said the 2015 Tahoe s will be available as the next upgrade. Vorhees reported that he received today a check donation of $2887 from the Dover Moose Club to the Police and Fire Departments to split equally. Vorhees asked Auditor Stoldt to include in the memo that 50% goes to the police and fire departments. One request for an assignment: that a resolution be prepared commending the Dover Moose Club s $2887 donation to the Police and Fire Departments. City Engineer Dummermuth: Dummermuth reported that the Poolside Lane / Deis Hill storm sewer project will be completed within the next 2 weeks. Building and Codes Administrator Jeff Beitzel No formal report. NOTICES & COMMUNICATIONS: Monthly Reports from Auditor Stoldt February 2014 bank reconciliation. Notices and Communications Police Chief Joseph Ball turned in his departments March 2014 report. We received notice from the Ohio Division of Liquor Control of a new liquor license request by OTOWNDREAMS, LLC dba Boulevard Beverage. UNFINISHED BUSINESS: Moss asked Mayor Homrighausen about Union Hospital expanding. Mayor Homrighausen said it is just the emergency room explanding and he will receive an updated on Friday. Correll stated that he s been in tin town many times and the houses are looking nice. He added that people are proud of that area. Correll said the streets look good and commend Mr. Mueller for keeping it that way. Gunnoe asked Service Director Douglas if the 5 th Street and West 6 th and 7 th Streets are eligible for mandatory funding. Douglas said yes they fall within the census.
