1 July 9, 2013 Statement: This meeting is being held in conformance with the Sunshine Law. Notice has been furnished to The Record and The Ridgewood News stating the time and place of this meeting. Notice has also been posted on the bulletin board of the Administration Building. A regular meeting of the Mayor and Council of the Borough of Waldwick was called to order by Mayor Giordano at 7:30 p.m. in the Council chambers of the Administration Building. Present on Roll Call: Mayor Giordano Councilman Bjork Councilman Brennecke Councilman Celeste Councilman Farricker Councilman Sciolaro Also Present: Absent: Gary Kratz, Administrator Paula Jaegge, Municipal Clerk Andrew Tatarenko, Grants Administrator Craig Bossong, Attorney (Arrived at 7:50 p.m.) Councilman Palladino Ms. Jaegge led the Council in the Pledge of Alliance and Prayer. Greetings of the Public and Invitation for Discussion John Surless, 29 Ackerman Street stated that he is still looking for resolution on the water meters. Information was submitted to the Council regarding as to why they are concerned about some of the health aspects of electric magnetic impulses. Mayor Giordano confirmed that the paperwork was received, however the requestor of the information, Mr. Palladino, is not present and requested to hold off discussion until his return. Mayor Giordano requested that Mr. Surless not post anything on the poles as this is punishable by fine, however sending out information is okay. He further stated that this topic would be further discussed after review with Mr. Palladino. Roxanne Surless, 29 Ackerman Street asked if the Council can offer a surcharge and noted that in two weeks she will have a mandatory shut off. Mayor Giordano assured her that the surcharge would be discussed with Mr. Palladino and that the water will not be shut off. Reports of Committees Financial & Administrative Committee Mr. Sciolaro had no report.

2 Page 2 July 9, 2013 Fire Protection Committee Mr. Brennecke reported that a structural fire in Boston Market on Friday night was knocked down quickly. The Board of Health gave the approval to resume operations and they reopened Monday night for dinner. The Waldwick Fire Department participated in the Ridgewood 4 th of July Parade. He gave accolades to them, as they won first place for regulation uniform in the line of march. Public Safety Committee Mr. Farricker reported that he attended the June 29 High School Alumni Soccer game, and thanked the Mayer family for setting it up. A few days prior he attended the College Prep Class at the Library, and mentioned that Lori continues to offer good classes which have been a great addition to the Library. Mr. Farricker stated that the lights are flashing at Crescent School and asked who should address it. Mr. Kratz replied that it is the Police Department, and he would contact them. Recreation & Health Committee Mr. Brennecke stated that over 2,000 pool badges have been sold this year. Public Works Committee Mr. Bjork reported that the Public Works Department has been busy patching roads, hauling grass, and repairing catch basins. The Recycling Center has been especially busy with summer under way. Buildings & Grounds Committee Mr. Celeste reported that an asphalt path is about to be built between the Lions Park and the new special needs park. Environmental Services Committee Mr. Palladino was absent and no report was given. Mayor s Report Mayor Giordano reported that he was at the pool over the weekend where a swim meet was in session and it was packed with everyone enjoying themselves. He offered congratulations to Craig Bossong, the Borough Attorney, who is getting married this weekend; and to Mr. Brennecke on the marriage of his son, Lance Corporal Brennecke. Mayor Giordano also had the honor of welcoming his son home last week, who was in Afghanistan for the last nine months. His son, TJ, is now home in Georgia and will be back in Waldwick for a month before returning to Fort Stewart.

Moved by Mr. Sciolaro, seconded by Mr. Farricker. On the question, Mr. Sciolaro stated that at the last meeting Lt. Weber presented an assessment and report about the traffic flow on Gateway Court near the Crescent School. The Principal, residents of Gateway Court and others gave input regarding concerns of heavier traffic due to the commencement of full day kindergarten. Mr. Sciolaro stated that prior to the school year, the plan is to limit parking to residents of Gateway Court only, create a prohibition of u-turns on the street forcing people to turn at the cul-de-sac, and to create a loading zone directly outside the entrance of the school. Mr. Sciolaro stated that it appears that the Council is in agreement of these and several other options Lt. Weber recommended, and that once a decision has been made as to how this would be enforced, it will be important for the Principal and the Crescent School Administration to communicate to parents to restrict pick up and drop off to kindergarten only. This will be monitored by the Police.

5 Page 5 July 9, 2013 Mayor Giordano stated that this has become a big safety issue especially now that there will be full day kindergarten and feels the school will be proactive in assisting in enforcement. Mr. Brennecke stated that it is important to keep the avenue open for access of emergency vehicles and right now it would be a difficult or an impossible task to get emergency equipment down that road at that time of day, and these changes will help a great deal. Mr. Farricker asked if Lt. Weber could give a report about three weeks into the school year on the Crescent School traffic situation. Mayor Giordano stated that this is no problem, and that Lt. Unfinished Business New Business Mr. Kratz stated that an inquiry was received from In the Swing to refund partial license fees for their Video Arcade License as they have closed. He noted that the Mayor and Council have historically taken the position that if you have utilized any part of a permit, there would be no refund, and this is his recommendation. No objections. Mr. Kratz stated that next action on this will come up as a policy vote, and the vote will be to deny the request. Mr. Kratz stated that at the end of year the Garbage Contract and Recycling Contract will be completed. A number of towns combine the two contracts, but allow for separate awards which does not make sense. In the past we have put out a bid for garbage and a bid for recycling. The State requires a 60-day notice to bidders so the Garbage Contract must be put out first, whereas the Recycling Contract is about 14 days. He recommends a continuation of what we have been doing with separate bids regarding bidding prices. Mr. Kratz stated that the second item for discussion on this topic was for any different options with the garbage bid; such as once a week pick up from say October 1 to March 31. He noted that he is not advocating this option, merely indicating that it is available for discussion. He stated that we looked at this option in the past, and the savings were about $40,000 over a three year time period. At that point in time the Council did not feel it was worth the reduction in service for about $13,000 per year savings. Mayor Giordano stated that we owe it to the residents for two day service and to keep it the way it is. Mr. Sciolaro stated that the cost savings were not worth the sacrifice of service. He questioned if we might find more significant savings this time around. Mr. Kratz stated that the bid is based on total garbage anticipated, so one scenario may be that the two days are combined into one

6 Page 6 July 9, 2013 requiring two trucks to service the town compared to one and therefore the savings are not that substantial. Mr. Brennecke and Mayor Giordano each stated that services should stay as they are. Invitation for Discussion Al Coldon, 34 Dante Place stated that he is glad the M&C decided to keep the garbage pick up as is. Frank McKenna, 10 Lindbergh Parkway asked for clarification in regard to the ordinance referring to a loading zone on Frederick Street. Mr. Kratz stated that Frederick Street already exists and they are putting in a second loading zone. Mr. McKenna asked about the Borough paying the swim team coaches $1,400. Mr. Kratz stated that swim team takes in membership fees which are deposited into the trust account; the trust account then pays the coaches. All fees are paid by the swim team parents, and since they are using our facility the insurance says to pay it through the trust.
