Legislative findings. The village of Mangilao has grown rapidly 3 over the past decade. It is the site of a multitude of educational facilities such 4 as the University of Guam, the Guam Community College, P. C. Luf an Elementary 5 School, and a Japanese school. In recent times, construction of housing 6 subdivisions, apartments and condominium complexes substantially increased 7 the village population. Auto service centers, restaurants, grocery stores,

4 laundromats and other service facilities have been created. The William D. L. (Bilmar) Flores Community Center, because of its central location, continues to be used extensively for community, family and islandwide activities. The Legislature finds that development of a community park reflecting the needs and wants of this growing community is timely and should be initiated. It is the intention of the Legislature that the park shall be generally of the size and have the facilities envisioned by the Department of Public Works in its estimate dated September 20, A copy of the estimate is attached hereto for information to guide planners in the development of the project, but it is not incorporated as a substantive part of this Act. Section 2. Appropriation. Five Hundred Eighty-Eight Thousand Dollars ($588,000) are hereby appropriated from the General Fund to the Department of Public Works for the design and construction of a public park on Lots Nos R3, and , Mangilao (the "Park"). Section 3. Concurrence of Council. No contract for the construction of the Park shall be awarded without the concurrence of the Mangilao Municipal Planning Council (the "Council") having been fxst obtained. The concurrence of the Council shall be expressed in a written resolution adopted by a majority of the members of the Council at a public hearing at which a quorum is present.

8 COMMITTEE ON WAYS & MEANS COMMllTEE REPORT ON BILL NO. 247: AN ACT TO APPROPRIATE FIVE HUNDRED EIGHTY-EIGHT THOUSAND DOLLARS ($588,000) TO THE DEPARTMENT OF PUBLIC WORKS FOR THE CONSTRUCTION, WITH THE CONCURRENCE OF THE MANGILAO MUNICIPAL PLANNING COUNCIL, A PUBLIC PARK ON LOTS R3, AND , MANGILAO. The Committee on Ways & Means conducted a public hearing on Thursday, April 25, 1991 beginning at 8:30 a.m. at the Legislative Public Hearing Room to gather testimony on Bill No Senator Carl T. C. Gutierrez, Chairman of the Committee conducted the hearing, being joined by Senators Anthony C. Blaz, Martha Ruth, Elizabeth P. Arriola, Michael Reidy, Doris Brooks, and David Shimizu. TESTIMONY Mr. Nonito C. Blas, Mayor of Mangilao submitted a written testimony in favor of Bill No. 247 (Attachment "A"). Mayor Blas indicated that the village of Mangilao has grown rapidly over the past decade. He also indicated that the 1991 Census reported the population to be approximately 10,500 people with a multitude of educational facilities, and in recent times, construction of housing subdivisions, apartments, condominium complexes, auto service centers, restaurants, grocery stores, laundromats and soon to be a bank and other service facilities has substantially increased the village population. Mr. Anthony C. Mariano, Director of Department of Parks and Recreation submitted written testimony in favor of Bill No. 247 (Attachment "B").

9 RECOMMENDATION The Committee on Ways and Means recommends that Bill No. 247 be passed as Introduced by the Twenty-First Guam Legislature.

This area known as the Mangilao Park is under the jurisdiction of the Mayor of blangilao. Mayor Blas has worked hard to improve this area; He should be supported with the funding in Bill No. 247 to fully develop the park to meet the needs of the growing ccmmunity of Mangilao. Such facilities as proposed of the playground, tennis courts, volleyball court, pavilion and joggers and bicycle lanes will help meet the need of the people of this area.
