WHEREAS, Guam's flag has been flown as a symbol of our island, her people, and her pride since 1930; and WHEREAS, Executive Order No , signed at the 50* year celebration of the signing of the Organic Act of Guam in 1950, set out the formal protocol for the display and treatment of the Guam flag; and WHEREAS, it is desirable that the Guam flag also be flown with the American flag at all of the school sites on Guam; NOW, THEREFORE, I, CARL T.C GUTIERREZ, I Maga'Lahen GuAhan, Governor of Guam, by virtue of the authority vested in me by the Organic Act of Guam, as amended, do order: 1. Display of the Guam flag in schools. The Guam flag shall be displayed at the site of Guam schools in conjunction with the display of the American flag, and as provided in the protocol guide contained in Executive Order No Cultural pride. The Guam flag shall be regarded with the honor and respect due to the flag as a world-wide symbol of our island, our people, and our culture. OVERVIEW The Committee on Rules, General Governmental Operations, Reorganization and Reform, and Federal, Foreign and General Affairs held a public hearing at 10:OO a.m. on January 25, 2002 in the Public Hearing Room, I Liheslaturan Guahan. Public notice was given in the January 24 and 25,2002 editions of the Pacific Daily News. Senators present at the public hearing were: Senator Mark Forbes, Chairman Senator LawrenceKasperbauer, Member Senator Ben Pangelinan, Member 11. SUMMARY OF TESTIMONY Ronald T. Laguana, DOE Chamorro Studies Division, appeared before the Committee to testify on Bill No Mr. Laguana said he supports Bill No. 143 and suggested an amendment to make it mandatory to fly the Guam flag in addition to the already-required US. flag in classrooms. Senator Kasperbauer said he wrote the bill because he wants to add a requirement to display the Guam flag in addition to the U.S. flag in classrooms on Guam. This was included as part of the Eskuela-ta Reform Act, but the act was declared unconsitutional for other reasons FINDINGS AND RECOMMENDATION The Committee on Rules, General Governmental Operations, Reorganization and Reform, and Federal, Foreign and General Affairs finds that Bill No. 143, as substituted, is a laudable measure that properly acknowledges the pride that the people of Guam have for their island, their culture, and their heritage.
