Unpingco AN ACT TO APPROPRIATE SEVEN HUNDRED FIFTY THOUSAND DOLLARS TO THE PUBLIC UTILITY AGENCY OF GUAM TO STUDY THE INSTALLATION OF SEWER LINES BETWEEN TALOFOFO BAY AND AGAT AND TO PROVIDE ENGINEERING PLANS THEREFOR. WHEREAS, hotels and other types of developments catering to the tourist industry, shopping malls, condominiums and housing subdivisions

4 have been concentrated in northern and central Guam; and WHERE AS, the only hotel/motels in southern Guam are the "Inn on the Bay" in Agat and the limited facilities in Cocos Island; and WHEREAS, the government of Guam presently is in the process of subdividing four hundred (400) lots in Inarajan for qualified applicants; and WHEREAS, the residents of the south feel alienated, frustrated, and discouraged by what they perceive to be the lack of interest of the government in providing the necessary infrastructure to allow development in a manner that would blend in with their peaceful lifestyle yet at the same time allow them to participate in the unprecedented economic boom that the territory has enjoyed over the past few years; and WHERE AS, the development of the Ugam Reservoir and the new Agat- Umatac road to be completed shortly will help in opening the south for development; and WHEREAS, the scenic beaches and mountains of southern Guam and the pre-world War I1 ambiance of the southern villages are important assets to the continued growth of tourism in Guam; and WHEREAS, the Mayors of the villages of Inarajan, Merizo and Umatac have gone on record in support of controlled and balanced development; now, therefore, 1 BE IT ENACTED BY THE PEOPLE OF THE TERRITORY OF GUAM: 2 Section 1. Appropriation. Seven Hundred Fifty Thousand Dollars 3 ($750,000) are hereby appropriated from the General Fund to the Public 4 Utility Agency of Guam for a study of the installation of sewer lines between 5 Talofofo Bay and Agat, to determine the cost of such a project, and to develop 6 preliminary engineering plans therefor.

7 COMMITTEE ON WAYS & MEANS COMMITTEE REPORT ON BILL NO. 74: AN ACT TO APPROPRIATE THE SUM OF $750,000 TO THE PUBLIC UTILITY AGENCY OF GUAM FOR THE STUDY OF THE INSTALLATION OF SEWER LINES BETWEEN THE VILLAGES OF INARAJAN AND UMATAC AND TO PROVIDE ENGINEERING PLANS THEREOF. The Committee on Ways & Means conducted a public hearing on Thursday, April 25, 1991 beginning at 8:30 a.m. at the Legislative Pubic Hearing Room to gather testimony on Bill No. 74. Senator Carl T. C. Gutierrez, Chairman of the Committee conducted the hearing, being joined by Senators Anthony C. Blaz, Martha Ruth, Elizabeth P. Arriola, Michael Reidy, Doris Brooks and David Shimizu. TESTIMONY Mr. Joseph F. Mesa, Chief Officer, Public Utility Agency of Guam submitted written testimony supporting the intent of the Bill with recommendations to include the Malojloj area from Talofofo Bay to the lnarajan Public Health Center and well as the area between Umatac and Agat. Mr. Mesa in his testimony indicated that the design capacity of the lnarajan Sewage Treatment Plant is.i91 million gallons per day and its current flow is.05 million gallons per day, which equates to a twenty-six percent utilization rate. The MerizoIUmatac Sewage Treatment Plant's designed capacity is.25 million gallons per day and the current flow is.06 million gallons per day, a utilization rate of twenty-four percent. RECOMMENDATION The Committee on Ways & Means recommends that Bill No. 74 as substituted be passed by the Twenty-First Guam Legislature.
