1 10840 COUNCIL MEETING REGULAR SESSION November 20, 2018 The Council of the City of Greenville met in regular session at 7:30 P.M. in the Council Room, Municipal Building, Greenville, Ohio. President John R. Burkett was presiding and the following members were present at roll call: Yea- Clarence Godwin, John Hensley, Dori Howdieshell, Leon Rogers, Jeff Whitaker, and Doug Wright. Doug Schmidt was absent. President Burkett stated the November 6, 2018 regular meeting minutes and November 13, 2018 special meeting minutes were approved as submitted by the Clerk. Whitaker moved to approve the current financial report and the motion passed as follows: Yea- Godwin, Hensley, Howdieshell, Rogers, Whitaker, and Wright. Godwin moved to approve the agenda as presented and the motion passed as follows: Yea- Godwin, Hensley, Howdieshell, Rogers, Whitaker, and Wright. PUBLIC HEARINGS ADMINISTRATIVE REPORTS Mayor Willman offered his appreciation to everyone involved with the Veteran s Day Parade including the Street, Police, and Fire Departments and the Committee who helped out. Willman stated it was a nice event. Mayor Willman stated the Holiday Horse Parade was successful with between nine to ten thousand people in attendance. Mayor Willman stated the Garst Museum open house would be December 2, 2018 between 1:00 and 4:00 pm. Mayor Willman stated November 24, 2018 was Small Business Saturday. Willman urged everyone to please shop local and support your local small businesses. Willman stated there would be raffles and a win the window contest. Mayor Willman stated it had been two hundred twenty five years since they named Greenville after Nathaniel Green. Safety/Service Director Garrison reviewed the North Broadway project. Garrison stated there were three different phases to the project and gave an overview of each phase. Garrison stated he received a contract from ODOT for phase two. Garrison stated he would present legislation at the next Council meeting regarding the project. Garrison reviewed the Urban Paving project available through ODOT which paid 80% with the City paying 20%. Garrison stated the project was to be completed by the end of the year 2019.
2 10841 Hensley questioned if the Water Department knew which lines were lead lines. Safety/Service Director Garrison stated the Water Department went through a process to find and identify which lines were lead. Safety/Service Director Garrison stated there had been prior discussion regarding additional hiring in the Police Department. Garrison stated Council was aware an officer would be leaving in January Garrison stated he was going to give another civil service test but one of the candidates who had previously taken the test reached out and said even though he had taken another job, he was still interested in working in Greenville. Garrison stated they would like to make a conditional offer to that person. Garrison stated the strength ordinance would need to be temporarily increased and legislation would be presented for that at the next Council meeting. Hensley questioned if the civil service test for a Patrol Officer would still be given. Safety/Service Director Garrison stated another civil service test would be given soon. Safety/Service Director Garrison stated Council approved a CIP purchase for four trucks with snow plows. Garrison stated the current state contract expired the week of the last Council meeting. Garrison stated the contract was not being honored and the City could not purchase those trucks. Garrison stated the Street Department still wanted to purchase one truck and plow and would present legislation for that. Wright questioned where the truck would be purchased. Safety/Service Director Garrison stated the truck would be purchased in Greenville. President Burkett questioned if we would be purchasing more trucks in the future. Safety/Service Director Garrison stated when the next state contract comes out, the Street Department would purchase more trucks. Safety/Service Director Garrison stated he distributed a letter to Council from Street Superintendent Delk regarding the Committee report that was amended to remove the Bomford Flail Bot Remote Controlled Embankment Mower. Garrison stated it was determined that the City did not need the equipment or it was too expensive. Garrison stated there had been conversation with various folks from ODOT regarding the mower. Garrison read a letter to Council from Street Superintendent Delk regarding his support and reasons for the necessity of purchasing the mower which included safety for the employees being at the top of the list. Garrison stated after providing additional information that Council had requested, they feel the piece of equipment would reduce the City s risk and reliability and protect employees. Garrison stated it was easy to place a cost of repairing a piece of equipment. Garrison questioned if Council could put a value on an employee if someone were to get hurt. Garrison stated he would like to ask Council to take another look at purchasing the piece of equipment. Wright stated he would like to see it work.
3 10842 Whitaker stated he would like to see it work as well. Whitaker stated it would be repetitious to send the issue back to Committee. Whitaker stated Street Superintendent Delk did an excellent job in presenting the information Council needed. Whitaker stated safety should come first and Council did not want to put our people at risk. Whitaker stated it was a big cost but was more than worth it. Whitaker stated he would like to recommend that legislation to purchase the mower be prepared for the next Council meeting. Rogers questioned if using the machine would cut out labor costs at all. Safety/Service Director Garrison stated if the Street Department had to go out to an area where multiple people were needed and this piece of equipment could eliminate all but one of those people, it would save money. Garrison stated the piece of equipment was also quicker than a manned piece of equipment. Howdieshell questioned the cost of the mower. Safety/Service Director Garrison stated the mower would cost $97, Godwin questioned how often they mowed the Landfill on State Route 127. Safety/Service Director Garrison stated the Landfill was mowed a couple times a year. President Burkett questioned if any members of Council objected to having legislation prepared to purchase the mower for the next Council meeting and there were no objections. There was discussion regarding where the piece of equipment could be used. President Burkett requested that the Law Director prepare legislation to purchase the mower for the December 4, 2018 Council meeting. Safety/Service Director Garrison wished a Happy Thanksgiving to all. Law Director Brand wished Thanksgiving Blessings to all. Auditor Willman wished everyone a Happy Thanksgiving. COMMITTEE REPORTS ORDINANCES & RESOLUTIONS Ord supplemental appropriations AN ORDINANCE TO MAKE ADDITIONAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GREENVILLE, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2018 was given the first reading by title only. The Clerk read a summary of the ordinance. Godwin moved to suspend the rules and give the ordinance the second and third readings by title only. AN ORDINANCE FOR THE TRANSFER OF FUNDS AMONG THE APPROPRIATIONS OF THE VARIOUS FUNDS OF THE CITY OF GREENVILLE was given the first reading by title only. The Clerk read a summary of the ordinance. AN ORDINANCE ESTABLISHING WAGES/SALARIES FOR THE VARIOUS EMPLOYEES OF THE CITY OF GREENVILLE NOT COVERED BY WAGE AGREEEMENTS, AND DECLARING AN EMERGENCY was given the first reading by title only. The Clerk read a summary of the ordinance. Whitaker moved to suspend the rules and give the ordinance the third reading by title only. A RESOLUTION AUTHORIZING THE SAFETY/SERVICE DIRECTOR TO ENTER INTO AN AGREEMENT TO PURCHASE A SNOW PLOW PACKAGE TO BE USED BY THE CITY STREET DEPARTMENT was given the first reading by title only. The Clerk read a summary of the resolution. Whitaker moved to suspend the rules and give the resolution the second and third readings by title only. OLD BUSINESS NEW BUSINESS COMMUNICATIONS The Clerk acknowledged monthly reports from the Fire and Transit Departments. President Burkett stated he attended the Transit Advisory Board meeting and the Advisor was discussing the problems with the new program which was causing difficulty with scheduling people. Burkett stated this was not the fault of the Transit Department. Burkett stated after the Advisor spent considerable time expressing concerns about the program, they were told if you do not like and use the program, your funding could be cut. Burkett stated that was unfortunate. CALL OF COUNCIL Godwin moved to excuse the absences for the month of November and the motion passed as follows: Godwin, Hensley, Howdieshell, Rogers, Whitaker, and Wright. Godwin wished everyone a Happy Thanksgiving and hoped everyone enjoyed the week. Hensley wished everyone a Happy Thanksgiving and urged people to be safe. Howdieshell stated she had the pleasure of attending the Cancer Association of Darke County s gospel sing. Howdieshell stated Mr. Ryan Berry had a beautiful voice. Howdieshell stated if anyone had a chance to hear him it would be well worth it. Howdieshell wished everyone a Happy Thanksgiving and God s Blessings and urged people to be safe.
6 10845 Rogers offered his appreciation to everyone involved in the Holiday Horse Parade event. Rogers stated Main Street Greenville and the Horse Parade Committee did a fine job. Rogers stated it was nice weather and even though there was a hitch with one of the horses, everything worked out real well. Rogers wished everyone a Happy Thanksgiving and stated to be careful on the roads. Whitaker stated regarding the Veteran s Day event, it was a neat experience to talk with Kenton Stacey. Whitaker stated Stacey was wounded in battle and he still had a lot more to go through. Whitaker stated it was a touching experience to talk with everyone. Whitaker stated Kenton enjoyed the event and it was super that the time was taken to set that up. Whitaker offered his appreciation to IT Director Francis for setting that all up. Mayor Willman thanked IT Director, Jeff Francis, for setting that up. Whitaker urged everyone in Greenville to keep praying for Kenton Stacey. Whitaker wished everyone a Happy Thanksgiving. Wright offered his appreciation to everyone who attended the horse parade. Wright stated it was the biggest parade yet and had the largest attendance. Wright stated it was wonderful to see a lot of kids present. Wright questioned when tree limb pickup would begin. Safety/Service Director Garrison stated with the recent ice storm, the City was asking everyone to get their limbs out to the street curb. Garrison stated a press release was sent out that leaf and limb pickup would continue through the first week of December Garrison explained the process of how the Street Department would pick up. Garrison encouraged everyone to chip in and help get limbs to the street. Garrison stated if you have a neighbor who is not capable, please try and provide a hand to help clean up the City. Garrison stated leaf pickup was on-going as well. Garrison stated there were a lot of leaves to pick up. Garrison stated if there were any civic organizations, churches, or folks wanting to help, the City needed help in the Park. Garrison stated people should sign a waiver and could then help pick up limbs in the Park. President Burkett stated the City appreciated people s patience regarding the leaf and limb pickup with the recent storm issues. President Burkett stated former Police Chief, Eric Hughes, passed away. Burkett offered condolences to the family from the City. President Burkett stated it was the 100 th anniversary of Armistice Day. Burkett stated the church bells rang for a long time on that day and it was a nice touch. Burkett commended the band from Grenville High School and the ROTC for participating in the event. President Burkett wished everyone a Blessed Thanksgiving stating there was so much to be thankful for.
