Town Manager Michael Pardue accepted, on behalf of the Wellness Committee, the prestigious Beacon Award. 2 Town Clerk Merton Brown named Fleury Award winner at 2018 State Elections Conference on May 9 th. The award is presented annually to a Municipal Clerk who is nominated by their peers and recognizes excellence in both their contributions to their community, as well as to the profession of the municipal clerk. Parks & Recreation Director Tasha Pinkham was recognized on May 11 th for her achievements in the Maine Development Foundation Leadership Maine program. Leadership Maine is a powerful, year-long experiential learning journey that expands leaders capacity to shape our state s future. Tasha participated in the Silver Class. Chief Robert MacKenzie has been chosen by Crossroads, a gender-responsive outpatient counseling service for men and women, to receive its Legal Community Leader award. This award is presented to someone who has unselfishly committed themselves to address the pain of addiction by creating awareness, promoting prevention, providing treatment and increasing the understanding of this disease and its impact on families. On May 17 th, the Kennebunk Public Services Department was represented at the York County Snow Plow "Roadeo" in Kittery and won first, third and fourth places! Kevin Renk and Matt Cluff took first place in the contest, Doug Holbrook and Chase Stone took third place and Marshall Wilson and Ryan Lessard placed fourth. Congratulations to all teams! In this competition, each driver must maneuver a plow truck with an attached wing plow, through a course of obstacles and turns that simulates a typical snow plowing operation. Points and time are kept during the course and the team with the lowest point total wins. The competition is open to teams representing municipal, DOT, and Turnpike employees. First and second place winners will participate in the Snow Plow Rodeo in Skowhegan on June 7 th for the State of Maine title. We wish Kevin and Matt the best of luck as they compete again in the State Championship! The Town of Kennebunk has been recognized as a 2018 Main Street America Affiliate. Main Street America recognizes participating communities as having a proven track record for celebrating community character, preserving local history, and generating impressive economic returns. 7. Time Sensitive Business a. Take Up the Renewal of Liquor Licenses 1. Malt, Spirituous, and Vinous Liquor License Application for Boulangerie, LLC d/b/a Boulangerie, A Proper Bakery located at 5 Nasons Court #12 Fire Dept./Codes Office: nothing found in the inspection that would interfere with the renewal of the license. Police Department: no calls for service that would interfere with the renewal of the license. Discuss Boards and Committees Resignation(s): Ann Legg, Dog Advisory Committee (2019) MOTION: To accept the resignation of Ann Legg from the Dog Advisory Committee and send a letter thanking her for her service. Candidate(s) to Appear before the Board for Appointment Consideration: 8. Old Business Caren Lederer - Dog Advisory Committee Vacancies: Two Regular positions (2019) (includes Ann Legg's position above) Caren Lederer has applied to serve as a Regular Member on the Dog Advisory Committee, where an opening currently exists (and a second vacancy will occur with the acceptance of Ann Legg's resignation above). Ms. Lederer recently met with the Town Manager and Human Resources Director, sharing her interest in serving on this committee; along with her understanding of the level of commitment she is making if selected to serve. Based upon the meeting with Ms. Lederer, the Town Manager encourages the Board to give strong consideration to her candidacy as a Regular Member on the Dog Advisory Committee. A memo from the Town Manager is included in the Board's packet. MOTION: To appoint Caren Lederer as a Regular Member on the Dog Advisory Committee, with a term expiring in a. Discuss the Potential Train Stop The Board will hear an update from a representative of the Economic Development Workgroup as to the plan they propose for the construction of a seasonal train stop in Kennebunk. The presentation will highlight the benefits, challenges and costs, on-going and otherwise, associated with this project. MOTION: b. Discuss Nominations to MMA s Legislative Policy Committee This is the second reading regarding the nomination of an official from Kennebunk to serve on the Maine Municipal Association's Legislative Policy Committee (LPC). There are two seats on the LPC for each State Senate District. Members serve two-year terms, representing their own community and the other municipalities in their district. Our district (Senate District 34) is comprised of Acton, part of Berwick, Kennebunk, Lebanon, North Berwick and Wells. Kennebunk and the other municipalities in this district are entitled to nominate a representative (elected or appointed municipal official) to serve on the LPC. Once the nominations are in, a ballot will be mailed to each municipality where two municipal officials will be elected from each of Maine s 35 Senate Districts. Nomination forms (including a LPC Nominee Biography) must be received by MMA no later than June 13 th at 5:00 p.m. Selectmen s Meeting Agenda 05/22/18 Page 3 Michael W. 4 Kennebunk can choose to nominate a municipal official; however, we are not required to do so. If the Board wishes to nominate a representative, the motion could be as follows: MOTION: To nominate as Kennebunk s representative to the MMA Legislative Policy Committee. 9. New Business a. Discuss a Fire Department "Safer Grant" Fire Chief Jeff Rowe will discuss with the Board the idea of applying for a grant under the Staffing for Adequate Fire and Emergency Response Grants (SAFER) program. This grant program was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720). If the Board chooses to support this initiative, the motion might read: To authorize the Town Manager to issue a letter to the granting agency citing that the Town of Kennebunk has a clear understanding of the long-term obligations of the SAFER grant, and that if awarded to the Town, all parties involved are in support and committed to fulfilling those requirements upon acceptance of this award. MOTION: b. Discuss the Hiring of Additional School Resource Officers The RSU 21 School Board recently voted to add four additional School Resource Officers. Based on this decision, on May 10, 2018, Finance Subcommittee members from RSU 21 and the Towns of Kennebunk, Kennebunkport and Arundel came together to discuss the recruiting, funding and details of hiring additional School Resource Officers for RSU 21. Finance subcommittee members that attended this meeting will provide their colleagues with an overview of the May 10 th meeting discussion. MOTION: c. Discuss Road Closures for Special Events The Special Event Policy requires Board approval for road closures. The following Special Event Application has been received and will require road closures, per the Police Department, as noted below: KBIA 5K Road Race/1K Kids Fun Run Sunday, July 8, 2018 Road Closure Needed: 8:50 A.M. until 10:00 A.M. (end of race) Beach Avenue closed from Woodland Avenue to Boothby Road MOTION: To approve the road closure as recommended by the Police Department for the KBIA 5K Road Race/1K Kids Fun Run on Sunday, July 8, 2018 as noted above. d. Tuesday, May 29 Selectmen Special Meeting (Public Hearing on 2018 Warrant Articles and Proposed Budget at 6:00 p.m. in room 301. This meeting will be televised. e. Tuesday, May 29 Selectmen Ordinance Subcommittee Meeting will be held at the conclusion of the May 29 th Selectmen Special Meeting (Public Hearing shown above). This Ordinance Subcommittee meeting is expected to begin at 6:30 p.m. and will be held in room 306. The subcommittee will be discussing a proposed Balloon Ordinance. f. Tuesday, June 12 Annual Town Meeting, Primary Election and RSU 21 Budget Validation Election from 6:00 a.m. to 8:00 p.m. in the Town Hall Auditorium The Warrant for the Annual Town Meeting with backup documentation can be viewed in the Town Clerk s Office and on our website (view calendar for June 12 th ). Absentee voting is now available. If you have any questions, please feel free to call the Town Clerk s office at x g. Wednesday, August 22 Volunteer Appreciation Evening On this date, we look forward to spending time with the many committee volunteers that serve the Town of Kennebunk throughout the year.
