Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: Victualer License Application HMS Host Family Restaurants d/b/a Linda Bean Food Truck Located at Mile 25 North, Maine Turnpike Town Manager s Note (not part of the public hearing notice): Fire Department/Codes Office: mobile vendor inspected by the State, no local fire inspection required; the site has been approved by the Codes Office Police Department: no calls for service that would interfere with the renewal of the license. MOTION: To approve the Victualer License Application for HMS Host Family Restaurants d/b/a Linda Bean Food Truck at Mile 25 North, Maine Turnpike. b. Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: Victualer License Application Scott Baker d/b/a Atlantic Pizza Located at 169 Port Road (New Location) Town Manager s Note (not part of the public hearing notice): Fire Department/Codes Office: nothing found in the inspection that would interfere with the renewal of the license. Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: Special Amusement Permit Kylie Raymond d/b/a The Spirit Restaurant Located at 4 Harbor Lane Victualer License Application KYICK Charters, LLC d/b/a The Spirit Restaurant Located at 4 Harbor Lane Malt, Spirituous and Vinous Liquor License Application KYICK Charters, LLC d/b/a The Spirit Restaurant Located at 4 Harbor Lane Town Manager s Note (not part of the public hearing notice): The Fire Chief/Codes Officer have reviewed the facility and find there are no issues with the facility. The Town is awaiting completion of a couple minor items relevant to the approval by the KSD. This work is ongoing and we anticipate completion prior to expiration of the current license. Police Department: no calls for service that would interfere with the renewal of the license. MOTION: To approve the Special Amusement Permit for Kylie Raymond d/b/a The Spirit Restaurant, Victualer License Application for KYICK Charters, LLC d/b/a The Spirit Restaurant, and the Malt, Spirituous and Vinous Liquor License Application for KYICK Charters, LLC d/b/a The Spirit Restaurant. Staff will not release the license until a sign-off from the Kennebunk Sewer District is received. d. Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: Malt, Spirituous and Vinous Liquor License Application Merrilee and David Paul d/b/a 50 Local Located at 50 Main Street Town Manager s Note (not part of the public hearing notice): Fire Department/Codes Office: nothing found in the inspection that would interfere with the renewal of the license. Police Department: no calls for service that would interfere with the renewal of the license. MOTION: To approve the Malt, Spirituous and Vinous Liquor License Application for Merrilee and David Paul d/b/a 50 Local. e. Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: 2017 Annual Town Meeting Warrant, which includes the FY Municipal Budget Additional information is available in the Town Clerk s Office. Town Manager s Note (not part of the public hearing notice): Per our Charter, two public hearings are required for warrant items. This is the second public hearing. The Warrant is attached for your review. The Warrant articles and Budget amounts cannot be changed. This public hearing is to answer questions the public may have. No vote is needed. 5. 3 6. Acknowledgements/Announcements a. Introduction of Kennebunk High School Student Intern, Mimi MacKilligan (5 minutes) Mimi will share a brief overview of her background and her future plans as she prepares to enter college this fall. b. Introduction of Kennebunk Fire Rescue Summer Interns (5 minutes) This is the second year of this program. This was introduced this last year to provide additional firefighters and EMT staffing during the busy summer period. This also provides the student with real life situations in which to apply their recently acquired knowledge. The Summer Firefighter/EMT's are assigned to an ambulance and would respond to the third call. They also would respond to any fire call received. We are pleased this year that both of our summer interns are Kennebunk Fire Rescue members. They both participate in the live-in program where SMCC students live in various fire stations and provide services to that community in lieu of room and board. This program has been extremely beneficial for the Town of Kennebunk. This year's summer interns are Cody Jewett and Zach Silva. c. Discuss a Proclamation for Emergency Medical Services Week (3-5 minutes) Kennebunk Fire Rescue Division Chief, John Brady, is requesting the Board designate the Week of May 21-27, 2017 as Emergency Medical Services Week to recognize the value and accomplishments of emergency medical services providers. MOTION: To declare the week of May 21 st to May 27 th as Emergency Medical Services Week. 7. Time Sensitive Business a. Discuss Boards and Committees (resignations/appointments, if any) (3-5 minutes) Accept the Following Resignation(s): o Mandy Nelson, Festival Committee, Regular 2018 o Linda Johnson, Festival Committee, ex-officio (no term) MOTION: To accept the resignations of Mandy Nelson and Linda Johnson from the Festival Committee and send letters thanking them for their service. b. Discuss Liquor Licenses and Special Amusement Permits (5 minutes) Renewals of Liquor Licenses and Special Amusement Permits are no longer subject to public hearings. They will now appear as "Time Sensitive" agenda items. This change would pertain to renewals only (renewals with no violations or known problems.) The exception to this procedure would be if the Town Clerk and/or Town Manger believes it is in the best interest of all involved to hold a public hearing on a particular application. New applications would still require a Public Hearing. Each renewal application will continue to be subject to police, fire and code enforcement review. This change will streamline the process. Residents will still have opportunity to comment on any new or renewal application at the meeting. No motion is necessary. Selectmen s Meeting Agenda 05/23/17 Page 3 Michael W. 4 8. Old Business (2 nd Reading) 9. New Business (1 st Reading) a. Presentation of Division/Department Overviews (20 minutes) Division Directors will be presenting a 3-5-minute overview of significant accomplishments within their departments over the past quarter. Additionally, they will be identifying select goals and objectives they will be striving to attain over the next three to six months. This is the remainder of overview presentations; as you will recall, presentations were made at the Board's April 25 th and May 9 th meetings. Overviews scheduled for this meeting: Joel Downs Finance Office (Finance, Tax Collection, IT Dept.) Michael Pardue Town Manager, Human Resources, Assessing, General Assistance and Communications Presenting with Mr. Pardue will be Dan Robinson, Assessor and Karen Winton, General Assistance Administrator and Communications/Social Media Coordinator No motion is necessary. b. Hear a Report from the Dog Advisory Committee (10 minutes) The Dog Advisory Committee has reviewed the current ordinance provisions relating to dogs on the beach and unanimously recommends that no changes to those provisions be made at this time. The Committee does recommend that greater resources be devoted to enforcement of the provisions currently in place. The full recommendation from the Dog Advisory Committee is enclosed in the Board's packet. Should the Board wish to advance a motion to accept the recommendation of the Dog Advisory Committee, the below motion is offered for consideration. MOTION: To accept the recommendation of the Dog Advisory Committee. c. Hear a Report from the Selectmen Ordinance Subcommittee (5 minutes) On May 9 th, the Selectmen Ordinance Subcommittee met to hear discussion regarding the topic of dogs on the beach. The subcommittee will report out this evening to the full board on what was presented and their recommendation. Should the Board wish to advance a motion to accept the recommendation of the Board of Selectmen Ordinance Subcommittee, the below motion is offered for consideration. MOTION: To accept the recommendation of the Board of Selectmen Ordinance Subcommittee as related to dogs on the beach. d. Discuss the Bicentennial Committee (5-10 minutes) Town Clerk, Merton Brown met with a group of citizens on April 6, 2017 to discuss the Bicentennial Celebration to be held in Those in attendance were, Merton Brown, Linda Johnson, Laura Dolce, Kathy Ostrander Roberts, Haven Andrews, Jr., Blake Baldwin, Betsy MacDonald, and Barbara Weeman. Ideas were discussed knowing that all decisions would be made by a newly formed Bicentennial Committee. All appointments to the former Bicentennial Committee expired several years ago, thus leaving the Committee disbanded. The group felt the committee should consist of seven (7) regular members (with staggered three-year terms), two (2) alternates members, and three (3) ex-officio members (Merton Brown, Town Clerk; Cynthia Walker, Brick Store Museum Director; and Laura Dolce, Chamber of Commerce Director). 5 The newly formed Bicentennial Committee would create a mission and by-laws once they were appointed and officers elected. The group advocated for a Chairman, Vice Chairman, Secretary and Treasurer. Those assembled were provided with committee volunteer forms to be considered for appointment. We have received committee volunteer forms from the following residents: Angus Macaulay (served on many Town committees) Kathy Ostrander Roberts (former Town Historian) Elizabeth (Betsy) MacDonald (worked on historical vital statistics project) Haven W. Andrews, Jr. (worked on historical vital statistics project) Conrad Berdeen (worked on historical vital statistics project) Stephen Spofford (current Town Historian) Laura Dolce (Chamber of Commerce Director) Cynthia Walker (Brick Store Museum Director) If the Board wishes to begin forming the committee at this time, the following motion is offered for consideration. MOTION: To appoint: Angus Macaulay, Kathy Ostrander Roberts, Elizabeth MacDonald, Haven W. Andrews, Jr., Conrad Berdeen and Stephen Spofford as Regular members, Laura Dolce, Cynthia Walker and Merton Brown as Ex-Officio members, and as the Selectman Liaison(s) e. Discuss the Status of the Downtown Committee (5-10 minutes) Over the course of the past year or more, the Downtown Committee membership has waned. This steady decline in membership has resulted in only a few very dedicated members remaining. Of the remaining membership, and despite recruitment efforts, there are no business owners who are voting members on the Committee. Upon evaluation of the work performed by the committee, it has been determined that the initiatives in que can be absorbed by other entities to include other Town committees and the Recreation Department. With that understanding, it is recommended that the Board of Selectmen move to dissolve the Downtown Committee, pending a thorough assessment and potential reorganization of various Town committees.
