1 Minutes of the Regular Meeting of the Township Council of the Township of East Hanover held on Monday, June 4, 2018 at 7:00 P.M. in the Municipal Building, 411 Ridgedale Avenue, East Hanover, New Jersey. The Mayor called the meeting to order. Present: Councilmembers DeMaio, Brokaw, Jandoli, Council President Martorelli, and Also Present: Joseph Tempesta, Jr., Administrator Matthew O Donnell, Township Attorney Darlene Green, Township Planner Felicia A. McDonald, Deputy Township Clerk The Mayor led the Pledge of Allegiance and Councilman Brokaw gave the Invocation. The Mayor read the Public Announcement in which he stated that the meeting had been advertised, the press notified, and the notice posted on the bulletin board in the Municipal Building. Adoption of Minutes: May 7, 2018 Motion by Council President Martorelli, seconded by Councilman DeMaio to adopt the said minutes. PRESENTATIONS: 2018 NJSIAA State Wrestling Championships welcomed Hanover Park High School Wrestling Coach Tyler Branham. He congratulated wrestlers Joey Olivieri and Anthony Clark in obtaining championship in their respective weight division and Nick Raimo for placing third in his weight division at the 2018 New Jersey State Championships. OLD BUSINESS: Public Hearing: Ordinance No ~ Adopting the Revised Varityper Redevelopment Plan, Dated April 4, 2018, Prepared by Maser Consulting, P.A. The Deputy Clerk announced that she had Ordinance No , entitled AN ORDINANCE OF THE TOWNSHIP OF EAST HANOVER, IN THE COUNTY OF MORRIS, STATE OF NEW JERSEY, ADOPTING THE REVISED VARITYPER REDEVELOPMENT PLAN, DATED APRIL 4, 2018, PREPARED BY MASER CONSULTING, P.A.

2 The Mayor stated they would now hold a public hearing on Ordinance No Steven Pozarycki, 58 Silver Spring Court, voiced concerns in regard to the Varityper Redevelopment Plan pertaining to overdevelopment of the community, which has caused problems with groundwater runoff and flooding onto surrounding properties. He stated that the elevation of the Novartis Pharmaceuticals property has caused flooding onto his property damaging sidewalks and also, the standing water was creating a continuous situation with mosquitoes. The Mayor advised that the Township Engineer would address any water issues at the Varityper site as well as Novartis. Chii-Shu Chen, 62 Silver Spring Court, also complained about the runoff water which has caused flooding and puddling of water on his property as well. The Mayor stated that our engineers have been out several times to inspect the affected properties, and they are working on trying to remedy the existing problems causing groundwater runoff and flooding. Motion by Councilwoman Jandoli, seconded by Councilman Brokaw that the public hearing be closed. Motion by Councilman Brokaw, seconded by Councilman DeMaio that Ordinance No be adopted on second and final reading. The Mayor advised that Ordinance No has been duly adopted and a notice of same shall be published according to law. PUBLIC INPUT: There was no public input. Motion by Councilman DeMaio, seconded by Councilman Brokaw to close public input. COUNCIL INPUT: Councilman DeMaio congratulated the wrestlers in attaining State Championships. He mentioned that the East Hanover Middle School Baseball Team achieved County Champions, and the Hanover Park Softball Team won Group 2 Sectional State Champions. Councilman DeMaio announced that the annual Hemophilia Walk at Lurker Park would take place on Sunday, June 10 th at 10:00 A.M. 2

3 Councilman Brokaw congratulated Rita Politi on receiving the Cissy Laurey s Senior Volunteer Award for her endless dedication to the community and various charities over the past forty years. He also congratulated the wrestlers, Hanover Park Softball Team, Middle School Baseball Team, and Hanover Park High School Track Team on their outstanding achievements. Councilwoman Jandoli likewise recognized the many accomplished athletes and teams in East Hanover. Council President Martorelli congratulated Frank J. Smith School students and faculty that were named 2018 National School of Character. He thanked Novartis for their generous donation to help sponsor the July 4 th Fireworks and Summer Concert Series. Lastly, Council President wished the graduates of Middle School and Hanover Park High School good luck. announced that Hanover Park High School was having their Senior Awards Program this evening, and he congratulated all the students that received scholarships. CONSENT AGENDA: Matters listed within the Consent Agenda have been referred to members of the Township Council for reading and study, are considered to be routine, and will be enacted by one motion of the Township Council with no separate discussion. COMMUNICATIONS & DISCUSSION ITEMS: Request for Permission of Block Party on July 7, Lyons Place The Mayor and Council unanimously agreed to grant permission for the Lyons Place Block Party. NEW BUSINESS: None PRESENTATIONS: Freeholder Thomas Mastrangelo ~ Recognition to Mayor Joseph Pannullo and Councilwoman Carolyn Jandoli Freeholder Thomas Mastrangelo was honored to present plaques to both and Councilwoman Jandoli. He first thanked the Mayor for his distinguished services; recognizing his strong values of family, commitment on various Boards, volunteer time to the community, and numerous achievements personally and professionally throughout his political career. Freeholder Mastrangelo was pleased to recognize Councilwoman Jandoli as the longest serving Councilmember in East Hanover and for her exceptional dedication in serving the community. He acknowledged Councilwoman Jandoli s many accomplishments throughout her professional career, and most impressive is her utmost commitment to the citizens of East Hanover. stated that he and Councilwoman Jandoli were grateful and humbled to receive the meaningful resolutions bestowed upon them by Freeholder Thomas Mastrangelo and the Morris County Board of Chosen Freeholders. 4

5 PAYMENT OF BILLS: Motion by Councilman Brokaw, seconded by Councilman DeMaio to pay bills included in the attached claim list submitted by the Chief Finance Officer.
