1 SOUTH BOUND BROOK BOROUGH COUNCIL REGULAR MEETING MINUTES Minutes of the Regular Meeting of the Mayor and Borough Council held at Council Chambers, 12 Main Street, South Bound Brook, NJ The meeting was called to order at 7:30 PM with a reading of the Open Public Meetings Law Statement by Mayor Caryl Shoffner, the Pledge of Allegiance and a request by the Mayor for a moment of silence for the Firefighter from South Bound Brook who died recently and for our men and women in the Armed Forces. Roll call: Mayor Caryl Chris Shoffner Council President Dennis Quinlan Councilperson Bruce Blumenthal Councilperson August Carlton Councilperson Anthony Timpano Councilperson Kathryn Kelly Councilperson James Murphy Attending: Borough Administrator: Donald E. Kazar Borough Engineesr: Thomas Herits Officer In Charge: Lt. Jeffrey Titus Borough Attorney Substitute: John Kennedy Resolution for Hiring New Police Officer: Resolution: - Motion by Councileprson Timpano for the appointment of Jason Kreideweis as a probationary police officer for the at an annual salary of $43, effective, seconded by Councilperson Quinlan, roll call vote taken, all ayes. Borough Clerk Christina Fischer conducted the swearing in of Jason Kreideweis as a probationary police officer in the. Mayor and Borough Council offered congratulations to Jason Kreideweis. - Mayor asked Council to approve Resolution supporting H.R. 814 known as the Thin Blue Line Act. A Motion was made by Councilperson Quinlan to approve Resolution supporting H.R. 814 (The Thin Blue Line Act), seconded by Councilperson Blumenthal, all in favor, all ayes. Page 1
2 Approval of the Minutes: - Motion by Councilperson Blumenthal for approval of the July Meeting Minutes, seconded by Councilperson Timpano, all in favor, all ayes. Motion by Councilperson Timpano for approval of the July 19 th Special Meeting Minutes, seconded by Councilperson Carlton, all in favor, all ayes. Mayor s Report: - Second Newsletter is done. - Spoke about ice cream Mondays in August with the Mayor. Mayor will ask residents what they like about SBB and then she will buy them an ice cream. Residents have given some ideas for helping improve the Borough. - Received an resignation from a Rescue Squad member. - Spoke about TAP Grant for pedestrian bridge. - Letter from Middle Brook Regional Health Commission concerning well testing and rabies clinics. - Letter from St. Peter s Hospital concerning the Zika virus. - Picked up information on constructing a splash pad for the Borough. The information has been passed on to the Public Works Supervisor. Borough Administrator suggested passing the information on to Recreation. - Spoke about Middlesex Utilities Report. Finance/Historical Committee (Councilperson Quinlan): - Claims Voucher Resolution Payment of the Bills Motion by Councilperson Quinlan for approval of Claims Voucher Resolution in the amount of $907,976.04, seconded by Councilperson Blumenthal, discussion. No discussion, roll call vote taken, all ayes. - Staats House execution of grant contract is going well. - Attended Redevelopment Meeting with Somerset County this afternoon. At this time the Mayor thanked the Police Department for the Cops for Kids program. She had attended the event on Saturday and complimented the Officers for a well run program. The Mayor also commented on the PSE&G project on Main Street. She was not happy that we were not told it was starting. She asked for and received information on the project and passed it along to the various departments at Borough Hall. Borough Administrator Kazar also asked for signs stating the the businesses were opened along the project route. He also expressed his dislike for the fact that PSE&G had no pre-construction meeting with the Borough. Personnel/Board of Health (Councilperson Carlton): - Attended the May Board of Health Meeting. Was informed that the rabies clinic will be held on November 5 th at the Borough Garage from 9:00 10:00 AM. Page 2
3 Personnel/Board of Health (cont d.): - Motion by Councilperson Carlton to increase the salary of Sharon Parks by $1.00 an hour effective September 1, 2016, seconded by Councilperson Quinlan, discussion. No discussion, roll call vote taken, all ayes. Public Safety Police Department/Rescue Squad (Councilperson Timpano): - First Aid Calls 30. RWJ answered 28 and SBB answered 2. - Discussion on how to get more volunteers for the Squad. A Committee will be formed to meet with the Rescue Squad and discuss how the Council can help get new members and help with some of the other problems the Squad is facing. - Police Department Monthly Report for July submitted. Total dockets, 763; total arrests, 37; Fire Department calls, 5; DWI Arrests, 4. Sick Days taken, 5; Personal Days taken, 3; Vacations Days taken, 32. Overtime for July, $9,119.61; Court Overtime, $2, Overtime 2016, $47,780.05; Court Overtime 2016, $12, (167 hrs.). Public Safety Fire Department (Councilperson Murphy): - Nothing to report. Public Works (Councilperson Blumenthal): - No report. Recreation (Sports and Social) Committees (Councilperson Kelly): - Community Day is October 9 th. - Cops for Kids next event is August 20 th. - Movie In The Park movie is Jungle Book. - Mayor spoke about decorating contest for the Holidays with a prize for the best decorated house. Recreation Committee has talked about that. - Councilperson Quinlan asked if the saw horses, which were used to close off the street for Recreation events at the Park, could be removed now that the games are over. - Fall Soccer practice will start in September. Officer In Charge Report: - Another pedestrian detail was conducted July 24 th resulting in 36 summons being issued. - The K-nine cage was given to Bound Brook and Bound Brook will give SBB officers training on rifles. - Cops for Kids event is August 20 th and Elmer s Catering will be donating the food for the picnic at the end of the program. 4 Borough Engineer Report: - Talked about getting plans together for Franklin Street. - Extending the parking for Borough Hall into former Cliff s Auto parking area. - Impressed with County Planning Board. At this time Lt. Titus asked if a sign could be posted in this parking lot stating that it is for Municipal Parking only. Administrator Report: - Tonnage Grant Application Resolution Motion by Councilperson Quinlan for approval of Tonnage Grant Application Resolution, seconded by Councilperson Blumenthal, discussion, all in favor, all ayes. - The Park Program ended on Friday. Everyone seemed to have a good time. - Spoke about driving passed the Splash Park in Somerville. Thinks it would be a good for SBB. Borough Clerk Report: - Office Directory Board has been delivered and a work order has been issued for its installation. - League of Municipalities Conference is coming in November. Pre-Registration has to be in by October 1 st. Before the meeting is opened to the public, Councilperson Timpano has received the letters from those interested in interviewing for the position of Chief. Motion by Councilperson Timpano to start the interview process for the position of Chief of Police, seconded by Councilperson Blumenthal, all in favor, all ayes. Motion by Councilperson Carlton to open the meeting to the public, seconded by Councilperson Blumenthal, all in favor, all ayes. Kathy Conner Louis Avenue - Can the Splash Pad be used for ice skating in the winter. No. - Asked if back ground checks are done on coaches? Soccer coaches are checked and she will speak to Sports Director about the others. - Asked about family members (children) riding in Borough vehicles. If it is an emergency vehicle they should not be riding in that vehicle. The DPW Supervisor and Chief s vehicles are for their personal use also. Therefore on off duty hours that rule would not apply. - Thank you to the Police Department for the wonderful job they did with the Cops for Kids Program. Bill Schubert Von Steuben Lane - Asked about the PSE&G project. How far are they going with the gas line replacement? All the mains going down Main St. will be replaced and the service lines. Page 4
5 Kathy Conner Louis Avenue - Asked who to contact for information on the Townwide Yard Sale. The information is on the Rescue Squad web site. Bill Schubert Von Steuben Lane - Asked if other towns are doing single stream recycling? SBB and Green Brook are the two towns involved in the pilot program. Kathy Conner Louis Avenue - Asked if the cost of garbage collection would decrease because of recycling and there being less garbage to pick up. The contract with Rubinetti is for five years at a fixed price. Motion by Councilperson Blumenthal to close the meeting to the public, seconded by Councilperson Timpano, all in favor, all ayes. Councilperson Kelly announced that Recreation Committee now has a Facebook Page. Councilperson Blumenthal signed the the Purchase Order for the 2016 Ford 450 truck. Agenda: Resolution of Tax Lien (122 Shields Ave.): Motion by Councilperson Quinlan for RESOLUTION AUTHORIZING THE EXECUTION OF A LIEN BY THE TAX COLLECTOR FOR BLOCK 27 LOT 11, KNOWN AS 122 SHIELDS AVENUE PURSUANT TO ORDINANCE IN THE AMOUNT OF $1,305.83, seconded by Councilperson Blumenthal, discussion. Councilperson Timpano asked what happens in a few weeks when the grass has to be mowed again? We will have to do it again. The liens will continue to be added to the property. Have we received any feedback from those who have had the liens placed on the property? The answer is no. Roll call vote taken, all ayes. Ordinance Capital Bond Ordinance (First Reading): Motion by Councilperson Quinlan for approval of Ordinance Capital Bond Ordinance, seconded by Councilperson Blumenthal, discussion. Councilperson Quinlan asked for a new itemized list. Roll call vote taken, all ayes. Second reading will be on September 6 th. Ordinance Fire Alarm Ordinance (Second Reading): Motion by Councilperson Timpano for approval of Ordinance Fire Alarm Ordinance, seconded by Councilperson Carlton. Motion by Councilperson Quinlan to open the meeting for public hearing on Ordinance , seconded by Councilperson Blumenthal, all in favor, all ayes. Page 5
6 Ordinance Fire Alarm Ordinance (cont d.) Kathy Conner asked what this was for? The Ordinance will regulate centrally monitored alarm systems. If an alarm system malfunctions three times there will be a penalty. Bill Schubert asked if the three times is per year? The answer is yes. Motion by Councilperson Quinlan to close the public hearing on Ordinance , seconded by Councilperson Carlton, all in favor, all ayes. Discussion. Mayor asked about turning off alarms after three malfunctions? Fire alarms can not be turned off. They will be put into test mode. Roll call vote taken, all ayes. Resolution for Police Computers: Motion by Councilperson Timpano for approval of RESOLUTION AUTHORIZING PATROL PC TO PROVIDE COMPLETE UPGRADES TO THE PATROL CAR COMPUTER SYSTEMS IN FIVE CARS IN AN AMOUNT NOT TO EXCEED $31, THROUGH NJ STATE CONTRACT #T0106/A81300, seconded by Councilperson Quinlan, discussion. Roll call vote, all ayes. Motion by Councilperson Blumenthal to open the meeting to the public, seconded by Councilperson Quinlan, all in favor, all ayes. Kathy Conner Louis Avenue - Asked for the amount of the computer upgrade for police cars? Amount is $31, Bill Schubert Von Steuben Lane - Spoke about the Fist Aid Squad and the amount of money in their budget. If they are answering so few calls then should the Borough invest the money in that organization. He also asked if we pay for Robert Wood as backup. The answer is, no. RWJ uses SBB as a staging area because we are centrally located. The bottom line is that we need volunteers for SBBFAS and for them to be located in the Borough. Motion by Councilperson Quinlan to close the meeting to the public, seconded by Councilperson Blumenthal, all in favor, all ayes.
