Brown Municipal Bldg.: 5:30 p.m. One Grand Street (517) Coldwater, Michigan CALL THE MEETING TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL CITY COUNCIL MINUTES REGULAR MEETING Mayor Kramer called the meeting to order with the following Councilmembers present: Councilmember Travis Machan, representing the 1 st Ward; Councilmembers Chris Pierce and Jim Knaack, representing the 2 nd Ward; Councilmembers Michael Beckwith and John Petzko, representing the 3 rd Ward; and Councilmember Scott Houtz, representing the 4 th Ward. Council Action: Motion by Councilmember Petzko, seconded by Councilmember Machan, to excuse the absence of Councilmember Cisco Ortiz and Randall Hazelbaker, as presented. OTHERS PRESENT: Keith Baker, Megan Angell, Mark Bartell, Tom Eldridge, Jeff Budd, Dave Sattler, Dean Walrack, Susan Heath, Shauna Chávez, Deb Sikorski; Don Reid, Curt MacRae, Cayden Sparks, Sherriff John Pollack, Billie Pollack and six others. PUBLIC COMMENTS Sheriff John Pollack, presented a report on Branch County Sheriff s Department activities and gave an update on the new jail. CONSENT AGENDA (Item Numbers 1-8): The items listed in the Consent Agenda are considered to be routine by the City Council and the City Manager and will be enacted by one motion. There will be no separate discussion of these items unless requested by a Councilmember or citizen. In this event, the item will be removed from the Consent Agenda and Council action will be taken

ACTION ON CONSENT AGENDA Council Action: Motion by Councilmember Beckwith, seconded by Councilmember Houtz, to approve Consent Agenda Items 1-8, as presented. END OF CONSENT AGENDA 9. Bills and Accounts: $164, Council Action: Motion by Councilmember Petzko, seconded by Councilmember Houtz, to approve Bills and Accounts in the amount of $164,831.80, as presented.

3 March 25, 2019 Page City Manager s Report Property Maintenance With the snow gone and warmer weather almost here, it is time for residents to make sure their properties are being properly maintained. Residents are reminded that yards should be kept free of junk and mowed no higher than six inches long. Vehicles should be parked on improved driveway surfaces (concrete, asphalt or stone). Parking in the front yard is prohibited as is having a dismantled or junk vehicle stored outside of a garage or storage building. Residents with pets must keep their yards sufficiently picked up so as to not create a nuisance to their neighbors. Porches should be kept free of indoor furniture and junk. For property owners cited by the City for a property maintenance code violation who do not correct the problem, the City will hire a contractor to complete the work and assess the cost of the abatement to the property s tax bill. Recreation Dept. The Mother/Son event took place on Saturday March 9, 2019, and drew just over 200 persons to the RWB Recreation Center for an afternoon of fun. Thank you to the Recreation Dept. staff for their time, energy and creativity in putting on a fun event. Youth Softball & Baseball registration ends on Saturday March 30, Please mark your calendars for the ribbon cutting for the new youth baseball and softball fields will be held at 12 p.m. Friday, May 17, Hot dogs and other refreshments will be served. Leaf & Brush Pick Up Monthly brush pick up will resume Monday, April 1, 2019, and continue on the first Monday of each month through October. Please see the City s website for rules for placing brush at the side of the road. Please do not place brush in the road. As previously announced, the City will be conducting a special round of leaf collection due to the poor Fall weather that we had last year. City crews will be picking up leaves raked to the side of the road during the week of April 8, 2019, through April 12, 2019 (weather permitting). Leaves not picked up that week must be placed in paper lawn bags for weekly pick up each Monday thereafter. Lofts at Milnes Plaza Demolition is scheduled to begin on the Milnes parking lot around May 13, Bids are out for the City s underground utility work. Rotary Splash Park Mural The winner of the mural design contest was Morgan Miller. Morgan s design will be painted on the bathhouse wall adjacent to the Rotary Splash Park. Marshall based artist Kimber Thompson will paint the mural over the course of two weekends during the month of June (weather permitting). The City would like to thank all of the artists who participated in submitting a design. We would also like to thank Stephanie Burdick, Arts Alive and Tibbits with their assistance on this project.

Rumsey Plaza (asphalt patching and seal coating) June or July Council Action: Motion by Councilmember Machan, seconded by Councilmember Knaack, to approve and place on file the City Manager s Report, as presented. 11. Revised letter from Cayden Sparks, Executive Director, Coldwater Area Chamber of Commerce, requesting permission to use additional downtown spaces and for street closure for the Artwalk event scheduled July 20, 2019, 2-8 p.m. Council Action: Motion by Councilmember Knaack, seconded by Councilmember Beckwith, to approve the Artwalk event, as presented. 12. Memo from Tom Eldridge, Finance Director, regarding proposal for addressing tax payments collected in an amount over/under $2.00 Consider adoption of Resolution No Council Action: Motion by Councilmember Pierce, seconded by Councilmember Knaack, to adopt Resolution No (attached in addendum A) as presented.

Council Action: Motion by Councilmember Beckwith, seconded by Councilmember Machan, to execute Quitclaim Deed for reconveyance of real property to Panel Processing of Coldwater, Inc., as presented.
