Box 3309 Bakersfield, Ca, AB109 Summary Report on Community-Based Organizations in 2017 In 2017, AB 109 funds continued to provide housing and a variety of non-residential services with the goal of reducing recidivism among those participating in programs provided by community based organizations (CBOs). Participants were referred by the Probation Department or Sheriff s Office to services that focused on addressing their criminogenic needs. The objective of providing services to the AB109 population of Kern County was to give them the tools and services they required to successfully reintegrate into the community and become self-sufficient members of society. The Community Corrections Partnership (CCP) contracted with an expanded number of CBOs due to the overlapping of the now complete BSCC grant-funded contracts and the start of the Workforce Development Contracts. Each CBO submitted an annual report giving details of the year and the following is a summary of the programs highlights. In 2017, the CCP contracted with the following CBOs: Sober Living Environments (SLE) Bakersfield Links to Change Bakersfield Recovery Services (Capistrano Community for Women & Jason s Retreat) Bethany Ministries Cottage of Hope and Gratitude Freedom House Recovery Homes Minnie Marvels New Life Recovery & Training Center Positive Visions PLEASE ADDRESS ALL COMMUNICATIONS TO THE SHERIFF

11 September 5, 2018 Page 2 Non-Housing Services Community Action Partnership of Kern (CAPK)- Aggression Replacement Training (ART) Dress for Success- Professional clothing for women/job preparation Garden Pathways- Mentoring/Medi-Cal enrollment* Mexican American Opportunity Foundation (MAOF)- GED preparation and testing/work experience New Life Recovery and Training Center- Tattoo removal and vocational training Special Treatment Education & Prevention Services, INC (STEPS)- DUI Get Your License Back Program * Westcare- Case management During the 2017 reporting period, the CCP authorized $1,844,688 in claim reimbursements for CBO services. Some of the non-housing contracts funded by the Board of State and Community Corrections (BSCC) were amended to give the providers more time to utilize the grant funds from the BSCC and are marked with an asterisk(*). The BSCC contracts concluded in January of The contracted CBOs provided 906 participants with housing in Sober Living Environments (SLE). The SLE programs provided transitional housing free from alcohol and drugs and typically lasted for 90 days. Extensions were granted on a case-by-case basis and were approved by the Probation Department or Sheriff s Office when bed space was available. 12 September 5, 2018 Page 3 In addition to housing, SLEs made a variety of services available to their clients with the goal of providing skills that could reduce recidivism and assist participants in the road to independence and self- sufficiency. Services provided in 2017 included: Anger Management Case Management Educational Programs for GED, College Enrollment and Trade School Employment Readiness/Development/Job Search Assistance Family Reunification Life Skills Medi-Cal Enrollment Mental Health Services Parenting Substance Abuse Classes Transportation/Bus Passes Vocational Training/Westec All of the SLEs conducted drug testing. In 2017, 11,158 drug tests were administered with 1,001, or approximately 9%, reported as testing positive. The CBOs began reporting breathalyzer testing mid-year. There were 4,665 breathalyzer tests taken with 51 reported as testing positive, resulting in a 1% failure rate. 13 September 5, 2018 Page 4 Non-Housing services were provided to 521 participants, an increase of 32% over the previous year s referral numbers. Of those referred for services, 66% completed their program Non-Housing Participant Results Westcare Garden Pathways MAOF STEPS CAPK Dress for Success New Life Participants Completed One of these non-residential providers, Garden Pathways, delivered programs with an overall success rate of 88%. This included Medi-Cal enrollment and a Mentoring Service Plan. One of their AB109 clients was the recipient of the Hidden Gold Award and her story was shared at the Heart of the County event. Mentoring Services focused on social, emotional, and behavioral needs using evidence and research-based practices consistent with the CCP visions. Dress for Success provided a unique service among CBOs, in the form of a personal styling session that included receiving workplace clothing, assistance in creating a resume, filling out a master job application, and help with using online job search portals. Their clients had a 28% success rate in finding jobs. Two recent graduates of the program found jobs with United Way of Kern County. As part of the 2017 review process, the service providers were asked why they think participants in their programs fail. Most of the homes indicated the clients that failed were not yet ready or committed to change. The CBOs had a short window of opportunity to make an impact on the lives of their clients. Many clients are homeless and have behavioral health issues with a history of substance abuse. Due to their lifestyle and years of bad choices, they have lost family ties and no longer have that support system. Family reunification was reported by several homes as a priority and many looked for opportunities to bond clients with their children and relatives. With AB109, the service providers have found their clientele changing from first and second time offenders to those with lengthy criminal histories. One home reported on a participant who had spent two-thirds of his life incarcerated. He is now employed, living in a transitional care home, and able to pay his own way.

14 September 5, 2018 Page 5 The CBO service providers expressed an overall feeling of care and consideration for their clients. Several homes reported activities that supported recovery by participating in campouts, sporting events, and special holiday events. For some participants, events like these were new experiences. These activities taught participants they can have fun without drugs and alcohol. Many of the service providers shared success stories of lives turned around by a safe living environment, educational and employment opportunities, and the support provided by CBOs as clients re-enter the community after incarceration. The partner agencies that refer clients into the CBO program appreciate the hard work and dedication needed to work with the AB109 population.
