Board: Lafayette Parks, Trails & Recreation Commission Meeting Date: Wednesday, June 8, 2011 Meeting Time & Place: 7:00 p.m. SEQUOIA ROOM Lafayette Community Center (Approximate length of meeting is 2 hrs.) 1. Misc. articles, magazines and newsletters The correspondence requires no action other than receiving and filing. (Items 1 6, 15 min.) 7. PRESENTATION Blake Eames, of Boy Scout Troop 241, will propose an Eagle Scout project for Commission consideration. The project calls for the rebuilding and refurbishing of the Tot Drop play area at the Community Center. 8. PARKS (45 min.) A. Park Use Fees: Status report by the Parks Subcommittee. (5 min.) B. Bike Park: Status Report from the PT&R Director. (5 min.) C. Parks Operation and Maintenance Report: (5 min.) 1. Status report from staff on recent maintenance activities. 9. TRAILS (20 min.) A. The Trails Subcommittee will give status reports on the following items. (10 min.) 1. Dianne Court 2. Trails Operation and Maintenance B. The Subcommittee will report on an old city right-of-way adjacent to Acalanes Road and make a recommendation for Commission consideration. If the Commission

2 decides to abandon the right-of-way, the recommendation will go to Council for final approval. (10 min.) 10. COMMUNITY CENTER (10 min.) A. Community Center Operations and Maintenance: Recreation Supervisor John Warshaw will give a fiscal report on the programs. PTR Director Russell will give a status report on Community Center Foundation events and fundraising efforts. 11. MERRIEWOOD CHILDREN S GARDEN (5 min.) The PTR Commission will report on the condition of the garden as stipulated in the lease agreement. 12. DOWNTOWN SPECIFIC PLAN S DRAFT GOALS, POLICIES AND PROGRAMS: (5 min.) Commissioner Singer will give a status report. 13. LAFAYETTE OPEN SPACE: (5 min.) Comm. Hill will give a status report. 14. CREEKS COMMISSION: (5 min.) Commissioner Read will report on any agenda items of interest to the PTR Commission. 15. SELECTION OF AGENDA TOPICS FOR THE NEXT REGULAR MEETING AND RATIONALE FOR REMOVING CURRENT TOPICS (5 min.) 16. ADJOURNMENT The Commission will adjourn to the next regular meeting on July 13, 2011 at the Lafayette Community Center. 3 City of Lafayette General Information for Public Location of Parks, Trails & Recreation Commission Agendas and Agenda Packets: Agenda and packets are available for review by the public during regular work hours at the Lafayette Community Center, 500 Saint Mary s Road, Lafayette CA Agendas and packets shall be made available at least 72 hours in advance of each meeting. Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C. Sec ). Any person with a disability who requires a modification or accommodation in order to participate in a meeting should direct such request to Jennifer Russell, Parks, Trails & Recreation Director at (925) at least 48 hours before the meeting, if possible. Board Discussion: In accordance with State Law, the Board is generally prohibited from discussing and making decisions regarding items not posted on the agenda. Exceptions include items of urgency that become known to the Board after the posting of the agenda; discussion of such items requires a 4/5ths affirmative vote by the Board. Persons Wishing to Speak: Any person may address the Board on any item listed on this agenda. Persons wishing to address the Board should complete a speaker slip and submit it to the City staff or the Chairperson. In addressing the Board, speakers should state their names and addresses for the record. Public Comments on Agenda Items: Persons wishing to speak on items listed on the agenda will be heard when called by the meeting chair. After the public has commented, the item will be closed to public comment and brought to the Board for discussion and action. There is no further comment permitted from the audience unless invited by the meeting chair. Public Comments on Non-Agenda Items: Persons wishing to speak on matters not posted on this agenda are encouraged to submit the matter in writing to the Parks, Trails & Recreation Director at least ten days prior to the next regularly scheduled Board meeting date. Persons unable to do this may address the Board under the PUBLIC COMMENTS section of this agenda. Note, however, that such matters may be referred to staff for action or posted on a future agenda. Time Limit on Comments: Persons will be permitted to speak for up to three minutes. Posted Times: Posted times are estimated and actual times will vary. Public hearings may start later but never earlier than the posted time. Notice Requirements: Lafayette Municipal Code Section requires that the City provide public notice of the first public hearing for any meeting that requires public notice. If there are additional meetings, they are not renoticed. Be advised that it is the responsibility of any interested party to follow the continuance date or dates, as well as to be apprised of whether project revisions have been submitted. Page 3

4 CITY OF LAFAYETTE PARKS, TRAILS AND RECREATION COMMISSION MINUTES: May 11, CALL TO ORDER: Chair Peacock called the meeting to order in the Sequoia Room at the Lafayette Community Center at 7:05 pm. 2. ROLL CALL PRESENT: Comm. Peacock, Hill, Singer, Read, Lobron, Nelson, Stevens, Horn, Poole (arrived after 7.B.) PTR Director Jennifer Russell, Recreation Supervisor John Warshaw Minute Taker: Gonzalo Silva ABSENT: None 3. ADOPTION OF REGULAR MEETING AGENDA: Brendan Lewis, a local Boy Scout, asked the Commission to add an Eagle Scout project presentation to the agenda. His reason was due to the timing of his project. It was M/S/C (SINGER, HORN) TO ADOPT THE AGENDA WITH THE ADDITION OF BRENDAN LEWIS EAGLE SCOUT PROJET PRESENTATION. (AYES: 8, NO: 0, ABSENT: 1). 4. APPROVAL OF MINUTES: It was M/S/C (READ, HORN) TO APPROVE THE MINUTES OF APRIL 13, 2011 AS AMENDED. (AYES: 8, NO: 0, ABSENT: 1) 5. PUBLIC COMMENTS: None. 6. CONSENT CALENDAR: Correspondence from the consent calendar was received and filed. 7. COMMUNITY CENTER: A. Community Center Operations and Maintenance: Recreation Supervisor John Warshaw gave a fiscal report on the recreation programs. He noted that we processed 10,200 enrollments from 3,200 participants; 1250 different session classes were offered; 90 contract instructors and 30 part-time staff members were employed; the Department managed to meet the city council Break Even mandate in a down economy; and Summer 2010 was the highest grossing season since summer He attributed the success to a good balance of class/camp offerings and maximum flexibility in scheduling. He said that 85% enrollment for recreation programs are at Community Center with the remaining 15% being conducted off site at the Community Park and places like the Lafayette Tennis Club and Sienna Ranch. Comm. Lobron asked about the use of surveys after the classes and how we go about offering new classes that follow new trends. Mr. Warshaw said surveys are used on an ongoing basis and staff is always looking at private and public recreation activities to see what is being offered. Page 1

5 PARK, TRAILS and RECREATION MINUTES PTR Director Russell reported on the two recent Community Center Foundation fundraisers. She said the Bunny Brunch was a sold out event with 213 participants. The event raised $925 for the Center. The Lafayette Service League s Tossed Treasure Sale raised $5,000, half of which was donated to the Foundation. B. Eagle Scout Presentation: Brendan Lewis of Boy Scout Troop 200, proposed a creekbank restoration project at Leigh Creekside Park. His project would remove invasive plants and prepare the area for a fall native planting. He said he talked to Parks Maintenance Specialist Greg Travers, and Susan Agnew, the Community Center gardener and native plant specialist, about the project. He said the project would be in 2 phases. Phase 1 would be to remove the non-native species and repair/add cages to protect the current and future native plantings this summer. Phase 2 would be to have Troop 200 plant the native plants in the fall. The Creeks Committee is aware and supportive of the project. He understands he will need to present a budget and have it approved by the PTR Department. He said the non-natives will be removed at the roots and no chemicals or herbicides will be used. It was M/S/C (HILL, LOBRON) TO APPROVE THE EAGLE SCOUT PROJECT AS PRESENTED PROVIDED A BUDGET IS REVIEWED AND APPROVED BY THE PTR DIRECTOR. AYES: 8, NO: 0, ABSTENTION: 1 (Comm. Poole who arrived at the end of this item). 8. PARKS A. PARK USE FEES: Comm. Horn reported that the Parks Subcommittee reviewed the draft staff report on the Park Use Fees. Comm. Poole said the subcommittee s goal was to come up with the most equitable fees amongst all the user groups. They rejected Little League s proposal for a discount for maintenance performed by the league because they did not want to set a trend where different users get different rates annually. Comm. Singer talked about Little League receiving a lower rate in view of the league s preferential use of the sports fields. Comm. Lobron expressed concern over the discount that Lafayette Little League is getting. Public Comment: Jon Zuber, Lafayette resident who represents Lamorinda Baseball Academy, expressed concern over the pricing difference between the baseball academy and Lafayette Little League. He explained that Lamorinda Baseball Academy is a non profit that has 75% Lafayette residents that play at the ballfields. He feels that Lafayette Little League is getting preferential treatment especially at the Community Ballfields. He said that he is personally cleaning up the ballfields before and after use. He mentioned that the Lamorinda Baseball Academy made a $1,000 donation of safety nets at the lower Community Ballfields. He talked about LMYA charging $190 per kid for soccer. He also said the academy offers scholarships just like Lafayette Little League. He said that Lamorinda Baseball Academy has 35 kids in Spring and 100 kids in the Fall. He said the academy charges $1,750 for the spring and $550 in the fall. He said that the season is from Mid February to Mid June. Page 2

6 PARK, TRAILS and RECREATION MINUTES It was M/S/C (POOLE, SINGER) THAT THE COMMISSION FORWARD TO THE LAFAYETTE CITY COUNCIL ITS RECOMMENDATION TO ADOPT THE NEW PARK USE FEES AND USE CATEGORIES AS OUTLINED IN THE DRAFT STAFF REPORT FOR THE MAY 23, 2011 CITY COUNCIL MEETING. AYES: 7. NO: 2 (LOBRON, NELSON). The PTR Director asked if the Commission was okay with all of the background information contained in the draft staff report. Comm. Lobron and Nelson wanted to add a section that spelled out the specific amount that would be raised to cover 35% of the maintenance and utility costs. Comm. Peacock said if Lamorinda Baseball Academy met requirements similar to that of Lafayette Little League, they would qualify for the fees proposed to be charged to Category 1. The Commission came to a consensus to approve the staff report with the additional section. B. Bike Park: PTR Director Russell reported that she has been working with Hilride (bike park consultants), representatives from LSA (biological consultant), the US Fish and Wildlife Service (USFWS) and US Army Corps of Engineers (USACE) to make certain the proposed bike park would comply with state and federal permit regulations as well as the California Environmental Quality Act (CEQA). The process of obtaining the required USFWS and USACE permits includes lengthy review periods. C. Parks Operation & Maintenance: PTR Director Russell reported that the sidewalk extension has been completed. French drains were installed along the section of trail in the north end of the park. Weed abatement has begun but continuous rain has caused delays. Commissioners expressed concern over the location of the mailbox on the new sidewalk at Silverado Drive. 9. TRAILS A. Status Reports 1. Dianne Court: Nothing to report. 2. Trails Operation & Maintenance: Comm. Peacock reported that there is a tree down at Silver Springs Trail. Rohrer Drive Trail and Springhill Valley Trail need replacement steps. Moraga Road to Reservoir Trail has a washed out section causing it to be closed. PTR Director Russell suggested consulting with other agencies that perform trail maintenance similar to the collapsed section on the Moraga Road to Lafayette Reservoir trail. 3. Acalanes Ridge Trail: Comm. Hill reported that the trail building will take place during the weekend of May 21. Official dedication is June 4. B. City Right of Way: Comm. Peacock talked about an old city right of way adjacent to Acalanes Road and Glorietta Blvd. He gave a brief background on the right of way. Since the City s Trails Master Plan shows a nearby connection to Orinda, the subcommittee s Page 3

7 PARK, TRAILS and RECREATION MINUTES proposal is to abandon the trail easement in exchange for remediation/mitigation for a future trail in a nearby location. PTR Director Russell suggested researching the legal consequences. 10. MAY 21, 2011 VOLUNTEER APPRECIATION DAY: PTR Director Russell reported that the mayor was planning to facilitate a round table discussion where current issues would be discussed with other Commissioners/Committee members. The Commission decided to bring topic to the event that included the recently completed trail, the new field fees, the Bike Park Project and the success of the recreation programs. 11. DOWNTOWN SPECIFIC PLAN S DRAFT GOALS, POLICIES & PROGRAMS: Comm. Singer reported that the Planning Commission will have a meeting on May 16 to discuss the downtown specific plan. The schedule indicates that, in August or September, there will be a new specific plan based on discussions by the Planning Commission. And in October and November, the Lafayette City Council will hold a public hearing on the Environmental Impact Report. 12. LAFAYETTE OPEN SPACE: Comm. Hill reported that the open space committee is still working on maps. She also reported that there is a website about Lafayette Open Space. Comm. Singer talked about Priority Conservation Areas and how they are used to acquire desirable areas for open space. 13. CREEKS COMMISSION: Nothing to Report 14. SELECTION OF AGENDA TOPICS FOR THE NEXT REGULAR MEETING ON JUNE 8, 2011 MEETING: Items to be added: Priority Conservation Area. Items to be removed: Volunteer Appreciation Day, Eagle Scout Project. 15.
