1 Page 1 of 5 Call Park & Recreation Commission Meeting to Order Reiher called the meeting to order at 7:03P.M. Pledge of Allegiance The Pledge of Allegiance was recited. Roll Call for the Park & Recreation Commission meeting: Present Absent Jim Reiher, Chair Michael Byrnes Pat Barwig David Brabson Matt Grimmer, Ald. Tim Turnock Sherrie Flemming 1. Approve Park & Recreation Commission minutes of July 23, BRABSON MOVED TO APPROVE THE PARK AND RECREATION COMMISSION MEETING MINUTES OF JULY 23, 2018 AS PRESENTED. FLEMMING SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. 2. City of Delafield Citizen s Comments. There was no one present wishing to speak; therefore, Citizen s Comments were closed. 3. Unfinished Business a. Presentation by Dave Arthur on Oak Park Mapping Project. Dave Arthur, student, explained his school honors project included creation of a map of the Disc Golf Course at Oakwood Community Park through the use of GPS coordinates and satellite mapping. He reviewed the information provided in the epacket, noting if he were to add to the project at this point in time, he would have included a trail map within the course map with distribution of the maps by QR Code or brochure. He appreciated being able to work with the City on this project. One suggestion was to include distances from tees to the baskets in the future. Arthur agreed to assist in working with the course designer and to update the map in the future. b. Update on Bark River Restoration Project by Brian Pehl, PE from SEH, INC. Pehl provided an update on the Bark River Restoration project, noting the project was nearing completion. Most of the stonework had been placed in the project with remaining gaps filled. The take-out area required additional grading and would take place once the wet weather ceased. Five steps, similar to those located on the south side of the project, would be placed to allow portaging or fishing to take place. A meandering trail would be placed along the north side to link the ridge to the dam. The remaining area to be planted was located in the floodplain and would have water tolerant plants included in the planting area to be able to withstand high water. Anticipated project completion was in late September or early October depending on the weather.
2 Page 2 of 5 Future maintenance of the area would be discussed with the Friends of the Bark River group. c. Discussion and possible action on Food Truck policy. This item was placed on the next Park and Recreation Commission agenda. d. Discussion and possible action on Trail Easements with St John s NW Military Academy. Trail easement information pertaining to with St John s Northwestern Military Academy would be discussed at the next Commission meeting. e. Discussion and possible action on 5-Year plan. Brabson had drafted an updated 5 Year Parks Master Plan. Given to the time needed to discuss the entire plan, the October, 2018 Park and Recreation Commission meeting agenda would be dedicated to this item. Drafts had been electronically provided to Commissioners by Brabson. Should anyone wish to provide comment or edit, they should be submitted to Flemming no later than October 8, Turnock explained a bench site had been selected near the Veterans Memorial Riverwalk Trail for the Turnock memorial. The memorial would be installed in early November, f. Update on city policy on Shrine in Oakwood Park Disc Golf Course. There was nothing new to report on this item. g. Discussion and possible action on Disc Golf Contract between the City and Mike Harrington and update concerning tee boxes estimate. Discussions with City Staff had taken place regarding the funding available for installation of tee boxes at the Disc Golf Course at Oakwood Community Park. There was almost $3,000 available in funding through various donations. Seven tee boxes could be installed for approximately $3,500. The following year the remainder of the boxes could be installed for approximately $5,500. Discussion took place regarding inclusion of the tee boxes within future Capital budget expenditures. BRABSON MOVED TO RECOMMEND TO THE COMMON COUNCIL THAT DEPARTMENT OF PUBLIC WORKS CITY STAFF SHOULD PROCEED WITH INSTALLATION OF SEVEN TEE BOXES IN FALL, 2018 AT THE OAKWOOD COMMUNITY PARK DISC GOLF COURSE WITH THE REMAINING 11 TEE BOXES TO BE INSTALLED IN SPRING, BARWIG SECONDED THE MOTION. BRABSON MOVED TO AMEND THE MOTION TO INCLUDE USING THE FUNDS FROM MIKE HARRINGTON TOTALING $2,014 AND $ FROM THE CITY S CAPITAL PROJECT FUND BALANCE. BARWIG SECONDED THE AMENDMENT. GRIMMER MOVED TO AMEND THE MOTION TO INCLUDE $3,500 FROM THE PARK AND RECREATION BALANCE RESERVE FUND. BARWIG SECONDED. THERE WAS NO FURTHER DISCUSSION. NONE WERE IN FAVOR. MOTION DENIED.
3 Page 3 of 5 REIHER MOVED TO RECONSIDER THE MOTIONS. GRIMMER SECONDED THE MOTION TO RECONSIDER. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. ALL PREVIOUS MOTIONS AND AMENDMENTS PERTAINING TO THIS AGENDA ITEM WERE WITHDRAWN. GRIMMER MOVED TO RECOMMEND TO THE COMMON COUNCIL THAT THE DEPARTMENT OF PUBLIC WORKS STAFF PROCEED WITH INSTALLATION OF THE SEVEN TEE BOXES AT THE OAKWOOD COMMUNITY PARK DISC GOLF COURSE IN FALL, 2018 WITH FUNDING FROM FUND BALANCE RESERVED FOR PARK USE INCLUDING $1,700 FROM THE CHAMBER OF COMMERCE DONATION, $2,014 MIKE HARRINGTON DONATION AND $100 ANTHONY CORRENTI DONATION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. h. Discussion and Update on Bronze Award Fireman's Park project proposal from Girl Scout Troop #8329 (Cushing Elementary) on location. The Firemen s Park project proposal undertaken by Girl Scout Troop #8329 would be installed in late September. Troop families would work with City Staff on the project placement at the park. i. Discussion, review, and action of the Park and Recreation finance Reports through July of REIHER MOVED TO APPROVE THE PARK AND RECREATION FINANCE REPORTS THROUGH JULY, 2018 AS PRESENTED. GRIMMER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. j. Brunow plaque update. City Staff would continue to work with the Brunow family regarding placement of the butterfly plaque and tree donation at a City park. k. Discussion and possible action on Bark River Park Restoration Project Walk (September or October). This item was discussed previously as part of Item 3b. Please see above.

The Deer Management Committee discussed bow hunting through the use of temporary deer stands on City property during deer season that spanned September 15, 2018 January 31, Requirements for participation in the hunting season were noted. Final locations for temporary deer stands had not yet been determined. Additional information about the deer management efforts would be provided on the City of Delafield website. Efforts to cull the deer population would be publicized via Channel 25 and other City of Delafield social media outlets. m. Update on Cushing Park Take Out erosion project. No report. 4. New Business a. Capital budget input and update. Information pertaining to the Capital Budget was reviewed as noted in the epacket for this meeting. Future items to be included in the Capital Improvements Program included Cushing Park Trail/Boardwalk, a picnic table and other maintenance at Oak Street Park, a video surveillance system, Oakwood Community Park roadway and parking lot pavement, other improvements to the Fish Hatchery Sports Complex, as well as some other improvements in the plan slated for years beyond b. Bleeker Street Signage update. Two boat cleaning signs were located at the Bleeker Street boat launch as discussed in the past. One sign would be removed. c. Oak Street Park maintenance and update. A picnic table and landscaping maintenance would be provided at Oak Street Park next year. 5. Requests for future agenda items for the Monday, September 24, 2018 Park & Recreation Commission meeting: Update on Friends of Bark River Future Projects Discussion and possible action on Food Truck policy Discussion and possible action on Trail Easements with St John s Northwestern Military Academy Discussion and possible action on City of Delafield 5-Year Master Parks Plan (October, 2018 meeting) Update on Girl Scout Troop #8329 (Cushing Elementary) Bronze Award project location at Fireman's Park.
