2 Public Comment Jessica McLernon provided a public comment to the group relevant to the Pay for Success Project. Chief Probation Officer Comments Chief Taylor Chief Taylor presented CEO Chandra Wallar with a Probation Hero s Mug as this is her last CCP meeting. Tanja Heitman was selected as the Chief Probation Officers of California (CPOC) Southern Region employee of the year. She will be recognized in December at the CPOC conference in San Diego. The Third Annual Realignment Conference will be held on October 24 th 25 th there will be twelve local participants attending the conference. The Assembly Bill (AB) 109 growth formula (one-time funding) has been released. Santa Barbara County s share is approximately $600,000 and funding is expected to arrive mid- October. The Sheriff expressed concern that the distribution of the AB109 growth funds are extremely inequitable. The Three Judge Panel deadline to release additional prisoners from the California Department of Corrections and Rehabilitation (CDCR) was extended to January 27,

3 1. UCSB Realignment Evaluation Dr. Jill Sharkey Dr. Sharkey reviewed and discussed the Public Safety Realignment s preliminary evaluation report with the group. There needs to be systems in each Criminal Justice agency to collect data which will assist in a more accurate evaluation of the Realignment population by UCSB. 2. Follow up Regarding the Santa Maria and Santa Barbara Drug Court Process Evaluation - Tanja Heitman This is follow-up regarding the Santa Maria and Santa Barbara Drug Court Evaluation from the August meeting. A handout was provided and reviewed with the group. The primary recommendation for Santa Barbara was to have a distinct Substance Abuse Treatment Court (SATC) calendar. The judge is making a recommendation to the Executive Committee of the Courts for that change. Santa Maria SATC underwent a transition with the judicial officer and staff which is now being reviewed to ensure the best team transition. There will be further surveys completed related to gender and cultural diversity to ensure the team has an understanding of needs of the clients. The UCSB evaluation team will be making presentation to the team to ensure all members are aware of the outcome evaluation results. The evaluation results indicated that all team members should have a copy of the sanctions and incentives for the program. The evaluation raised concerns about adequate community support for the program. UCSB will hone in on this to provide more clarification and determine best practices related to community support. 3. Reallocation of AB109 funds for SBSO Bill Brown The current Jail Discharge Planner is an employee of Casa Esperanza and works predominately with the mental health and homeless clients in the jail. Casa Esperanza has run into some major financial issues and can no longer fund this position. The Sheriff states it is more cost effective to have the position continue as a Casa Esperanza employee and he requested to shift $29,000 in funding from the second social worker previously approved by the CCP to fund the Jail Discharge Planner for the remainder of this year. The second social work position has yet to be filled so the funding is available. The social worker could still be hired, if there is a need, as this request only utilizes a portion of the allocated funding. Acting as the CCP a motion was made by DA Dudley and seconded by Chief Ralston to utilize $29,000 of salary savings (unspent allocation) from AB109 funds originally allocated to fund two social workers be redirected to the Sheriff s Services and Supplies to fund a portion of the Casa Esperanza Jail Discharge Planner. o A roll call vote was taken of the members present: Ayes: 6 (Sheriff Bill Brown, DA Joyce Dudley, Chief Larry Ralston, Chief Beverly Taylor, Dr. Wada, Supervisor Wolf) Nayes: 0 Abstention: 2 (Daniel Nielson and Darrel Parker) 3

4 Acting as the ECCCP a motion was made by DA Dudley and seconded by Dr. Wada to utilize $29,000 of salary savings (unspent allocation) from AB109 funds originally allocated to fund two social workers be redirected to the Sheriff s Services and Supplies to fund a portion of the Casa Esperanza Jail Discharge Planner. o A roll call vote was taken of the members present: Ayes: 5 (Sheriff Bill Brown, DA Joyce Dudley, Chief Larry Ralston, Chief Beverly Taylor, Dr. Takashi Wada) Nayes: 0 Abstention: 1 (Darrel Parker) 4. Consider the Adoption of the 2014 CCP Meeting Dates Beverly Taylor The CCP generally schedules four (4) meetings per year which occur the first Friday during the months of February, April, August, and October. Due to the annual Fiesta celebration in Santa Barbara County it is recommended that the August meeting occur on the second Friday in that month. Acting as the CCP a motion was made by DA Dudley and seconded by Darrel Parker to adopt the 2014 CCP meeting dates of February 7 th, April 4 th, August 8 th, and October 3 rd, A vote was taken and approved by all CCP members present. 5. Acting as the ECCCP Consider the Adoption of the 2014 CCP Meeting Dates Beverly Taylor The ECCCP generally schedules four (4) meetings per year which occur the first Friday during the months of February, April, August, and October. Due to the annual Fiesta celebration in Santa Barbara County it is recommended that the August meeting occur on the Second Friday in that month. Consider a December 6, 2013 Meeting Beverly Taylor Due to there being four months between the last 2013 and first 2014 CCP meeting it is recommended to schedule a meeting on December 6, Acting as the CCP a motion was made by Darrel Parker and seconded by DA Dudley to add a December 6 th CCP meeting. A vote was taken and approved by all CCP members present. 7. Acting as the ECCCP Consider a December 6, 2013 Meeting Beverly Taylor Due to there being four months between the last 2013 and first 2014 ECCCP meeting it is recommended to schedule a meeting on December 6, Acting as the ECCCP a motion was made by Sheriff Brown and seconded by DA Dudley to adopt add a December 6 th ECCCP meeting. A vote was taken and approved by all ECCCP members present. It was requested that there be a conference call option available for the December 6 th meeting. Jerry Czuleger stated that is possible as long as it is agendized accordingly and the location will be open to the public. 4

5 8. Public Comment of Partnership All Chief Ralston asked if it is possible to have list of bank and AB109 offenders available to law enforcement. Chief Ralston stated he would be bringing this up at the next County Law Enforcement Chiefs (CLEC) meeting. Tanja stated that law enforcement, Public Defender, District Attorney do have access to an up-to-date database of these offenders. Chief Taylor stated there is a database that is being developed by the Department of Justice (DOJ) that will provide information in one location on common clients.
