CALL TO ORDER SAN GABRIEL CITY COUNCIL MINUTES OF A REGULAR MEETING COUNCIL MEETING TUESDAY, JULY 15, 2014 Mayor Harrington called the regular meeting of the San Gabriel City Council to order at 7:41 p.m. on Tuesday, July 15, 2014, in the Council Chambers at City Hall, 425 South Mission Drive, San Gabriel, California, PLEDGE OF ALLEGIANCE Councilmember Costanzo led the pledge of allegiance. 3. ATTENDANCE: COSTANZO, HARRINGTON, L1AO, PU, SAWKINS PRESENT: Mayor Harrington, Vice Mayor Pu, Councilmembers Costanzo, Liao, and Sawkins; City Manager Preston, City Attorney Kress, and Deputy City Clerk Eggehorn. 4. PRESENTATION: A. Recognition of 211 LA County Executive Director Maribel Marin Mayor Harrington introduced 211 LA County Executive Director Maribel Marin and presented her with a certificate of recognition. 5. PUBLIC COMMENT: PURSUANT TO GOVERNMENT CODE SECTION , THIS IS THE TIME PROVIDED FOR MEMBERS OF THE PUBLIC TO ADDRESS THE COUNCIL ON ITEMS OF INTEREST THAT ARE NOT ON THE AGENDA, BUT ARE WITHIN THE SUB..IECT MATTER JURISDICTION OF THE SAN GABRIEL CITY COUNCIL The City Council values your comments. Citizens wishing to address the Council on any matter not on the Agenda, and which is in the subject matter jurisdiction of the San Gabriel City Council, may do so at this time. Please state your NAME and ADDRESS CLEARLY for the record. In accordance with the Brown Act, the Council will not answer questions. The Council will refer matters as appropriate to the responsible department for research, response or to provide further information. The City Council cannot take any action until such time as the matter may appear as an item on a future agenda. Mary Garcia, resident, expressed concerns about trash build-up at the Valley Blvd. and Delta Ave. intersection. Francis Cheung, resident, expressed concerns about bus tours utilizing alternate routes in order to avoid the tour bus ordinance. 1 July 15, 2014

2 Charles Sances, resident, expressed concerns about the newly-adopted sewer user fee. Angela Liu, resident, offered her thoughts on the overall state of the city. 6. CONSENT CALENDAR: ALL ITEMS LISTED UNDER THE CONSENT CALENDAR ARE CONSIDERED ROUTINE AND WILL BE ENACTED BY ONE MOTION UNLESS A MEMBER OF THE CITY COUNCIL OR AUDIENCE REQUESTS SEPARATE DISCUSSION A. MINUTES OF REGULAR COUNCIL MEETING OF JULY 1,2014 The minutes are a record of the official actions taken at the last Council meeting. Recommended Action: Approval B. MATERIAL DEMANDS This is the presentation of the "Register of Demands and Warrants" for the payment of City expenditures. Recommended Action: Approval C. INVESTMENT REPORT Investment Report for the Month of May Recommended Action: That the City Council receive and file report. D. NATIONAL NIGHT OUT - TEMPORARY STREET CLOSURES/BLOCK PARTIES On the first Tuesday of August each year, the City of San Gabriel participates in National Night Out - a nationwide crime, drug and violence prevention program. The event is held between 6:00 p.m. and 9:00 p.m. Residents may request street closures to hold their block parties. This year, the Public Works Department has received three (3) requests from residents for street closures. Recommended Action: That the City Council approve the requests, subject to the following conditions: 1. A minimum width of 20 feet of one side of the street shall remain unobstructed for access by public safety vehicles. 2. Fire hydrants shall remain unobstructed at all times. 3. There shall be no consumption of alcohol within the public right-of-way. 4. There shall be no fireworks or other pyrotechnic displays. 5. A resident shall be identified as the responsible party for all contacts by City agencies and for installing and removing the street barricades. 2 July 15, 2014

3 6. Parties are subject to disturbing the peace laws. 7. The street closure shall only be between the hours as indicated on the request form. E. BANNER REQUEST - ASIAN AMERICAN ECONOMIC DEVELOPMENT ENTERPRISES, INC. The City has received a banner request from the Asian American Economic Development Enterprises, Inc. dated May 13, Asian American Economic Development Enterprises, Inc. (AAEDE) began in 1977 by helping Chinese immigrants acclimate to their new environment and obtain financial security. It has since grown into a full service 501 (c)(3) non-profit organization dedicated to economic self-help for Asian Americans and others. AAEDE will host its Annual Job Fair on Saturday, August 28, 2014 at the Almansor Court Conference Center in Alhambra. AAEDE is requesting that a street banner be displayed at either the intersection of Las Tunas Drive and San Gabriel Boulevard or at the intersection of Las Tunas and Del Mar Avenue between July 15, 2014 and August 28,2014. The intersection of Las Tunas and San Gabriel is available during these dates. Recommended Action: That the City Council grant the request, subject to compliance with Section (A) of the Municipal Code and the street banner conditions as listed on pages 2-3 of the street banner application form. After receiving clarification on voucher # from Item #68, Councilmember Liao moved, seconded by Council member Sawkins, to approve the consent calendar. Motion passed by a vote of 5 ayes, 0 noes, and 0 abstentions. 7. CITY CLERK'S OFFICE REORGANIZATION On June 17, 2014, the City Council elected to retain local control of our municipal elections and to not consolidate with Los Angeles County. The Council postponed discussion of how to restructure the City Clerk's Office in light of the investigator's findings and ongoing challenges in fulfilling the community and organization's needs on a continual basis. Based on the commentary in the report, the overall needs of the city and community, and the Council's decision on June 17 to retain management of the municipal election, we are recommending restructuring the City Clerk's Office by establishing it as a separate, stand-alone department. Recommended Action: That the City Council: 1. Approve the creation of the Chief City Clerk classification, at the department head level, with an associated salary range of $6,551-$7,963, and authorize the inclusion of this position into the City Clerk's Department for the FY budget; 3 July 15, 2014

Approve the creation of the Assistant City Clerk classification, at the manager level, with an associated salary range of $5,412-$6,578, and authorize the inclusion of this position into the City Clerk's Department for the FY budget; 3. Reduce the salary range for the Deputy City Clerk classification from $4,949 $6,015 monthly to $3,825-$4,650; 4. Increase the budget to reflect a full-time Administrative Assistant I position in the City Clerk's Office; and 5. Reallocate the funding for the Assistant City Manager and Administrative Assistant II positions from cost center to cost center (50% of the funds) and (50% ofthe funds), to be effective upon the hiring of a Chief City Clerk. After introductory comments by City Clerk Eleanor Andrews, City Manager Steven Preston presented the staff report and Assistant City Manager Marcella Marlowe responded to questions. Mary Garcia, Denise Menchaca, Angela Lui, and Sabino Cici, residents, expressed concerns about the recommendations. Councilmember Sawkins moved, seconded by Councilmember Costanzo, to approve staff's recommendation. Motion failed by a vote of 2 ayes, 3 noes (Costanzo, Liao, and Pu) and 0 abstentions. Councilmember Costanzo moved, seconded by Council member Sawkins, to approve staff recommendations 1, 2, 3, and 5. Motion passed by a vote of 3 ayes, 2 noes (Liao and Pu), and 0 abstentions. In response to queries, Assistant City Manager Marlowe summarized the results of the approved actions for the City Clerk's Office as follows: The elected City Clerk position was maintained; The current staffing of the Administrative Assistant I level was also maintained, meaning one full-time employee dedicated to the City Clerk function 60% of the time and one part-time employee; A new Chief City Clerk department head position was authorized, establishing a separate and distinct City Clerk's Department; A new Assistant City Clerk manager level position was authorized; The Deputy City Clerk position was removed from the budget; and "rhe total net cost change for these actions would be approximately $117,000 annually, down from the $145,000 annual cost for the original recommendation. 8. ADJOURN COUNCIL MEETING NOTE: THE REGULAR COUNCIL MEETING OF AUGUST 5, 2014 AT 7:30 P.M. WILL BE CANCELLED FOR NATIONAL NIGHT OUT. At 9:47 p.m., Mayor Harrington adjourned the meeting to 5:30 p.m. on July 29, 2014 in Conference Room A for a closed session related to employee meet and confer issues.
