1 SOUTH BOUND BROOK BOROUGH COUNCIL REGULAR MEETING MINUTES Minutes of the Regular Meeting of the Mayor and Borough Council held on at Council Chambers, 12 Main Street, South Bound Brook, NJ The meeting was called to order at 7:30 PM with a reading of the Open Public Meetings Law Statement by Mayor Caryl Chris Shoffner, the Pledge of Allegiance and a moment of silence to remember all our men and women serving our Country in the military. Roll Call: Mayor Caryl Chris Shoffner Council President Richard Eickhorst Councilperson August Carlton Councilperson Kathryn Kelly Councilperson James Murphy Councilperson Kathleen Conner Councilperson Tony Gordon Attending: Borough Attorney: Jeremy Solomon Chief of Police: Jeffrey Titus Borough Administrator: Donald Kazar Letters and Communications: - Letter from Fire Company inviting the Mayor, Council, Borough Officials and employees to their Annual Memorial Day Service at the Firehouse on May 28, 2018 at 11:00 AM. - Municipal Clerks Week Proclamation Mayor read the Proclamation designating May 6 12, 2018 as Municipal Clerks Week. Awards and Presentations: - Mayor awarded certificates to two Vo-Tech students from South Bound Brook who had received medals for their achievements in their courses. - Fire Official Tim Coyle awarded a certificate to the Robert Morris student who won 1 st place in the Fire Prevention Poster Contest. Approval of the Minutes: - Motion by Councilperson Eickhorst for approval of the April Meetings Minutes, seconded by Councilperson Carlton, discussion. No discussion, all in favor, all ayes. Page 1

2 Tonight s meeting includes Robert Morris School students who are participating in Junior Government Day. Some are seated with Council members and the Mayor. Other students are reading job descriptions of the Borough employee they are representing. Council Reports: Finance (Councilperson Eickhorst): - Claims Voucher Resolution Payment of the Bills Motion by Councilperson Eickhorst for approval of Claims Voucher Resolution in the amount of $942,023.53, seconded by Councilperson Carlton, discussion. Councilperson Conner asked when the fountains at Maple Avenue Park would be turned on. Not known at this time. Roll call vote taken, all ayes. Ordinance/Board of Education (Councilperson Conner): - Reported on status of recent Ordinances. - The School Budget is down $.48. Department Public Works/Board of Health (Councilperson Carlton): - Motion by Councilperson Carlton to end the probationary status of DPW employee Rodney Wise and make him a regular employee of DPW, seconded by Councilperson Conner, all in favor, all ayes. Public Safety Fire Department (Councilperson Gordon): - Fire Department Monthly Report for April submitted. The report is as follows: Total number of alarms, 4; total man-hrs. answering alarms, 66.03; total man-hrs. on maintenance of trucks and equipment, 54; total man-hrs. on Department Training, 35; total man-hrs. at Board of Engineers Meeting, 4.5; Captain s man-hrs. for administrative duties, 24.; total man-hrs. for the month of April, Public Safety Police Department/First Aid Squad (Councilperson Murphy): - Police Department Monthly Report for April submitted. Highlights are as follows: Total dockets, 780; First Aid Squad calls, 27 (5 SBB, 22 RWJ); SBB Fire Department calls, 4; total arrests, 37; drug arrests, 10; DWI arrests, 6; sick days taken, 2; vacation days taken, 11; on-job-injury days taken, 15. Overtime for April, $4,872.64; Court overtime for April, $1,046.43; total overtime for 2018, $20,473.94; total Court overtime for 2018, $2, (37 hours). - Motion by Councilperson Murphy to approve the hiring of Marcus Atkinson as a Crossing Guard, seconded by Councilperson Carlton, discussion. 3 Recreation (Sports and Social) Committee (Councilperson Kelly): - Motion by Councilperson Kelly for the rehiring of Nancy Kordell, Mary Beth Steeber Pamela Yessian and Suzanne Hanlon for the Summer Park Program, seconded by Councilperson Conner, roll call vote taken, all ayes. Borough Engineer Report: - Junior Government student read the Borough Engineer s Report. Highlights are as follows: NJDOT Road Project, Nassau Street from Van Sickle Blvd. to Madison St.; Route 287 Emergency Access via Howard Ave. Borough Attorney Report: - Financial Disclosure Statements were due April 30 th. Borough Administrator Report: - Public Information Meeting on May 16 th for upcoming road project for Edgewood Terr. and Main St. - Special Meeting will be held on May 15 th to introduce the 2018 Budget. Chief of Police Report: - Reported that the new police car is here and will be in service in a couple of weeks. - Met with Pastor Gonzalez and the women of her Congregation and spoke about reporting domestic violence crimes and other topics. Borough Clerk Report: - Attended Clerk s Conference in Atlantic City. - Getting departments ready for archiving of files. Motion by Councilperson Conner to open the meeting to the public, seconded by Councilperson Eickhorst, all in favor, all ayes. - No public response. Motion by Councilperson Kelly to close the meeting to the public, seconded by Councilperson Eickhorst, all in favor, all ayes. Agenda: Public Property Sale (Edgewood Terr. and Maple Ave.): Motion by Councilperson Eickhorst for approval of the sale of public property at Page 3

Resolution No Bond Anticipation Note Sale: Motion by Councilperson Eickhorst for approval of Resolution RESOLUTION CONFIRMING THE ACTION OF THE CHIEF FINANCIAL OFFICER TO ISSUE BOND ANTICIPATION NOTES IN THE AMOUNT OF $596,600.00, seconded by Councilperson Carlton, roll call vote taken, all ayes. DPW (Probationary Status): This item was voted on during the Reports portion of the meeting. Police Promotions: Tabled by Councilperson Murphy. Fire Department Generator: LOSAP: Motion by Councilperson Gordon for approval of Resolution RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT WITH LITE-WAY ELECTRIC CO., INC. FOR THE INSTALLATION OF A GENERATOR AT THE SBB FIRE HOUSE IN THE AMOUNT NOT TO EXCEED $28,820.00, seconded by Councilperson Carlton, discussion. Roll call vote taken, 4 ayes and 2 abstentions (Councilpersons Eickhorst and Carlton). Motion by Councilperson Gordon to approve the list of eligible members for LOSAP, seconded by Councilperson Murphy, roll call vote taken, 4 ayes and 2 abstentions (Councilpersons Eickhorst and Carlton). June Agenda Meeting: Motion by Councilperson Carlton to cancel the June 5 th Agenda Meeting and conduct one Agenda/Regular Meeting on June 12 th, seconded by Councilperson Conner, all in favor, all ayes. Foreclosure Property (Edgewood Terrace): Motion by Councilperson Kelly for approval of foreclosure of Edgewood Terrace property Block 41 Lot 5.03, seconded by Councilperson Murphy, roll call vote taken, all ayes. Dr. Goeke Superintendent of SBB School - Thanked the Mayor and Council for Jr. Government Day. She said that it is a great experience for the students to learn about Municipal Government.
