Adequate notice of the holding of this meeting of the Howell Township Council was provided for in the following manner: (1) By the posting of a copy of said notice upon the bulletin board in the Township Municipal Building on December 12, (2) By the faxing of a copy of said notice to the Asbury Park Press, Tri Town News, Star Ledger for publication and information on December 12, (3) By the filing of a copy of said form of notice in the Township Clerk's office on December 12, The public will be allowed to attend and will be allowed to participate pursuant to the Open Public Meetings Law. Reports of Township Officials Township Clerk Wollman advised that Howell Township will hold a Free Rabies Clinic on Saturday, January 25,2014 from 9:00 AM - Noon at the Public Works Garage, 278 Old Tavern Road. Please bring proof of last rabies vaccination given to your pet. Licenses will be issued. No credit cards accepted; check or exact cash please. Any questions, please call the office at , x2241 or x2152. Township Clerk Wollman advised.of additions or changes that have been placed on the agenda from Preliminary to the Final Agenda: Additions: 7A. 10 Refund of a Park & Ride Permit Fee, David Thetge 7A.11 Addendum to Land Use Approval of for Gamechanger World, 812 Rt 9 S 7C. 1 Development of a Township Wide Snow Removal Policy Remove: 7A. 1 Ratification of the TWU Contract Councilman Guz stated that he, Deputy Mayor Nicastro and Township Manager Filiatreault attended the Senior Citizens Advisory Committee meeting 1 tour. There were question regarding maintenance and upkeep of the building. Township Manager Filiatreault stated that all were in agreement that the building needs attention and asked Code Enforcement and the Construction Code Official to do a CCO inspection and prepare a report. The report will include their findings of deficiencies and their recommendation for upgrades. CDBG grants can be used for improvements to municipal buildings. Councilman Guz stated that he and Mayor Gotto attended the Capital to Coast Bike Path meeting in December which was productive and would be a tremendous enhancement to allow residents to bike from the Reservoir to Manasquan Beach. Mayor Gotto stated.that the Department of Community Development will put together plans of what is needed as the path currently stops at Hospital Road in Wall. Councilman Guz acknowledged the work of Township volunteers who have the best interest of the town and should have some official commemoration or recognition for their contribution to the town. Discussion Item for January 21, Councilwoman Smith asked if we can accommodate the committees to allow them access to the kitchen for refreshments. Township Manager Filiatreault will speak with Fire Code to see if coffee machines are allowed in the conference room.

Township Manager Filiatreault responded that the Township has started its due diligence and the information was sent to the Tax Assessor, Collector, and Community Development for environmental issues and zoning issues. 6A. A40 Council discussion on Resolution 7A.11, Authorize Addendum to Land Use Approval dated September 30,20 13 for GameChanger World, 8 12 Route 9 South, Block 139, Lot 8. Motion from Council to approve Resolution 7A.11 with provisions for security, traffic for a review period of 30 days, at which time this matter will be revisited and request that the Police Department attend the next Township Council Executive Session meeting to brief Council of the events that took place at GameChanger World. Deputy Mayor Nicastro stated that by allowing a 30 Day Review Period, it gives the town extra protection for these events that normally would not be there and to see if there should be any additional restrictions/conditions. Mayor Gotto stated that he wants a complete assessment, parking, how many people in line at the event, traffic condition at the intersection of Route 9, and who was in attendance. Mayor Gotto requested this information by the next executive session. Mayor Gotto also asked to speak to those officers in attendance at the next Council meeting. Mayor Gotto stated that it appears there were more complaints with this last snow storm. Township Manager Filiatreault stated that he had a preliminary debriefing with DPW Director Gravatt and will determine how to fix problem areas. Mayor Gotto asked that a policy be placed on the next agenda. Township Manager Filiatreault stated that a policy will be forwarded to the governing body prior to the next meeting. 8A.
