Opening Statement and Roll Call Township Clerk Wollman read the opening statement. Adequate notice of the holding of this meeting of the Howell Township Council was provided for in the following manner: ( 1) By the posting of a copy of said notice upon the bulletin board in the Township Municipal Building on December 12, ( 2) By the faxing of a copy of said notice to the Asbury Park Press, Tri Town News, Star Ledger for publication and information on December 12, ( 3) By the filing of a copy of said form of notice in the Township Clerk' s office on December 12, The public will be allowed to attend and will be allowed to participate pursuant to the Open Public Meetings Law. 2 TOWNSHIP COUNCIL WORKSHOP MEETING PAGE 2 Proclamation Paint the Town Pink Month, May 2015 Proclamation Brain Cancer Awareness Month, May , 2015 Proclamation National Police Week, May Proclamation Municipal Clerks Week, May 3 9, 2015 Councilwoman Smith noted the passing of former Township Deputy Township Clerk Kathy Bongiovi, commending Mrs. Bongiovi' s service to the Township. Council offered condolences. Councilwoman Smith noted that May 16th is Dog Appreciation Day. An event will be held at Allaire State Park on May 16 presented by Kindred Souls Dog Training. Councilwoman Smith stated that there was misinformation about horses in the Township' s newsletter and asked that it be corrected. Councilwoman Smith observed that Ms. Presti is in attendance this evening stating that she is interested in putting her farm into the Farmland Preservation Program. Township Attorney Torcivia responded that Community Development Director sent an e- mail on July 25, 2014 that this property does not meet the eligibility requirements for preservation. Township Attorney Torcivia noted from the e- mail that one criteria for farmland preservation from the State Agriculture Development Committee is " For lands greater than 10 acres ( thisfarm is ac), at least 50% of the land or a minimum of25 acres, whichever is less, is tillable. It appears that roughly 25% of the property is tillable while the rest is the property surround the house and the majority is woodland". Council discussion. Mayor Gotto stated that the Township needs a plan or goal for farmland and open space acquisitions. Deputy Mayor Nicastro read into the record open space criteria. Township Attorney Torcivia to follow up with the Township Planner regarding the development of a farmland and open space plan. Mrs. Presti, 300 Merrick Road. Mrs. Presti stated that she understood there is a process for farmland preservation and would like to see her farm preserved but there is no urgency. Mayor Gotto stated that the Township is not in a position to give guidance at this point. Council offered condolences to Councilman Walsh in the passing of his niece. Mayor Gotto reminded Council that Monday, May 18th is Student Government Day. 6A. Public Comment on Consent Agenda Items/Any Topic Board Chairman. Mr. Johnson Steve Johnson, Brickyard Road, Planning asked if monies are available for COAH and Master Plan Elements. Township Attorney Torcivia advised that 30, 000 is currently available in the 2015 Budget for this purpose. Township Attorney Torcivia responded that she hasn' t been advised what the COAH formula will be as yet. Mayor Gotto asked for a status on all element updates. Mayor Gotto suggested focusing on the Recreation and Circulation Elements. Close Public Portion

An Ordinance of the Township of Howell appropriating $ 825, from Sewer Capital Improvement Fund within the Sewer Utility Capital Fund and authorizing $825, for Capital Improvements in and by the Township of Howell in the County of Monmouth, New Jersey Capital Ordinance, General Improvements Councilwoman Smith read Ordinance Introduction Statement. Motion to introduce Ordinance No on first reading by title and to order the same to be published in the 5/ 8/ 15 issue of the Asbury Park Press together with notice of its introduction and passage on first reading by title, and that it will be further considered for final passage after public hearing at a meeting of the Township Council to be held on 5/ 18/ 15 at 7:30 PM, prevailing time, in the Municipal Building.
