The purpse f this bill is t create a zer tlerance law fr marijuana fr peple under 21 years f age and t recast DUI prvisins t make several classificatins f drugs separate ffenses. AB Cntrlled substances: hydrcdne cmbinatin prducts: schedules This bill wuld reclassify specified hydrcdne cmbinatin prducts as Schedule II cntrlled substances. AB Fentanyl: penalties This bill wuld make sale f fentanyl punishable by a term f 10 years t life in a case invlving 20 grams r mre f a mixture r substance cntaining a detectable amunt f fentanyl, as defined, r 5 grams r mre f a mixture r substance cntaining an analgue. H.R Stpping Overdses f Fentanyl Analgues Act This bill amends the Cntrlled Substances Act t add certain fentanyl analgues t schedule I. H.R Mdernizing Drug Enfrcement Act f 2018 T amend the Cntrlled Substances Act t deem drugs r ther substances that act as piid mu receptr agnists t be in schedule I, subject t exceptins fr substances intended fr legitimate medical r research use, and fr ther purpses. H.R.5459 and S.2635 T amend the Cntrlled Substances Act and the Cntrlled Substances Imprt and Exprt Act t mdify the ffenses relating t fentanyl, and fr ther purpses. AB Sexual assault: investigatins This bill wuld require all law enfrcement agencies, medical facilities, crime labratries, and any ther facilities that receive, maintain, stre, r preserve sexual assault evidence kits t cnduct an audit f all sexual assault evidence kits in their pssessin and reprt certain data t the Department f Justice by n later than July 1, SB Rape kits: testing This bill wuld instead require a law enfrcement agency t either submit sexual assault frensic evidence t a crime lab r ensure that a rapid turnarund prgram is in place, as specified, and require a crime lab t either prcess the evidence r transmit the evidence t anther crime lab fr prcessing, as specified The bill wuld apprpriate $2,000,000 frm the General Fund t the Department f Justice t allcate t lcal law enfrcement agencies t assist them with cmplying with that requirement. Firearms AB Firearms: firearm precursr parts This bill wuld, cmmencing July 1, 2020, require the sale f firearm precursr parts, as defined, t be cnducted by r prcessed thrugh a licensed firearm precursr part vendr. AB Frensic ballistic and firearms prcedures This bill requires law enfrcement agencies t btain and submit t the Natinal Integrated Ballistic Identificatin Netwrk (NIBIN) ballistic infrmatin frm firearms, cartridge cases, and bullets btained by the agencies and reasnably believed t be assciated with a crime. SB Crner: cunty ffice f the medical examiner This bill wuld, fr cunties with a ppulatin f 500,000 r greater, require that the ffice f the crner r the sheriff s crner s ffice, as applicable, be replaced with an ffice f the medical examiner withut a public vte r electin. By requiring that cunties cmply with these requirements, this bill wuld impse a state-mandated lcal prgram. The bill wuld require that the ffice f medical examiner perate independently frm any ther cunty agency r fficial in the cnduct f autpsies. AB Criminal prcedure: dispsitin f evidence This bill wuld declare the intent f the Legislature t ensure that exhibits are preserved by the curt in cases that may be reviewed in a pst-cnvictin, judicial, r extrajudicial prcess, and that bilgical evidence is retained fr ptential testing and retesting. This bill wuld require the gvernmental entity, when ntifying a persn wh is serving a term f imprisnment and wh remains incarcerated f the intentin t dispse f any bject r material that cntains r includes bilgical material while the persn remains incarcerated, t btain prf f service f that ntice. The bill wuld authrize the gvernmental entity t dispse f any bject r material that cntains r includes bilgical material if that entity des nt receive a respnse, as specified, within ne year f sending the ntificatin.
