1 On the above date, the Bloomingdale Board of Education held a regular meeting in the Walter T. Bergen School Library. President Grecco called the meeting to order at 7:06 P.M. MEMBERS PRESENT: MEMBERS ABSENT: ALSO PRESENT: Mr. Bross, Mrs. DeJohn, Mr. Dellaripa, Mrs. Grecco, Mr. Kroncke, Miss O Leary, Mrs. Peterson, Mr. Pituch and Mr. Samuel None Superintendent/Principal Fredda Rosenberg, Ed.D., Business Administrator/School Board Secretary George Hagl, and Principal Cheryl Mallen and concerned citizens. President Grecco led those present in a salute to the flag. President Grecco read the following statement and requested that it be included in the record of this meeting. "The New Jersey Open Public Meeting Act was enacted to insure the right of the public bodies at which any business affecting their interests is discussed or acted upon." In accordance with the provisions of the Act, adequate notice of this meeting has been provided in the following manner: 1. A written notice was sent from the Office of the Board on July 14, 2010, at 8:51 A.M.. 2. Said notice was sent to the following announcing the time and place thereof: A. The Clerk of the Borough of Bloomingdale for posting on the Borough Hall bulletin board; B. The editors of The Suburban Trends. C. All board members; 3. Said notice was posted in the lobby of the administration building of the Board of Education and all district schools. APPROVAL OF MINUTES Mr. Pituch moved, seconded by Mrs. DeJohn, that the Board approve the minutes of October 18, Appr Minutes 10/18/10 ROLL CALL VOTE: All voted yes; with exception of Miss O Leary who abstained. Mr. Pituch moved, seconded by Miss O Leary, that the Board open the meeting for public discussion. 2 PRESIDENT'S REPORT. Mrs. Grecco congratulated Mrs. Lehman for winning the Bergen County Project Impact in Education. SUPERINTENDENT S REPORT Dr. Rosenberg introduced Maria Picone who conducted a Power Point presentation on her job responsibilities as Guidance Counselor. Following her presentation, Mr. Samuel questioned what is a 504 plan and what strategies does our district implement to prevent bullying. Ms. Picone provided an explanation to Mr. Samuel s questions. Additionally, Dr. Rosenberg commented that the Bloomingdale Police Department is in our schools on a daily basis creating a positive environment. Dr. Rosenberg also discussed Rochelle Hendricks, Acting Commissioner s letter regarding enrollment of immigrant students and/or undocumented students. SCHOOL BUSINESS ADMINISTRATOR S REPORT Mr. Hagl reported that the Application for State School Aid (ASSA) was transmitted electronically to the NJ Department of Education on Friday, October 29, COMMITTEE ON BLOOMINGDALE AND BUTLER BOARDS OF EDUCATION Mrs. Peterson reported that she attended the last Butler BOE meeting in absence of Mr. Bross. There was nothing out of the ordinary to report from this meeting. Mr. Bross suggested looking into a five-year curriculum plan. COMMITTEE ON CURRICULUM, INSTRUCTION AND TECHNOLOGY Miss O Leary moved, seconded by Mr. Dellaripa, that the Board block the following motions: That the Board approve the following mini courses at the Walter T. Total cost not to exceed $1, That the Board approve the attached revised Regular and Special Education Out-of-District Placements as of October 15, That the Board approve a contract with Xtel Communications, Inc. to provide telecommunication services in accordance with the Alliance For Competitive Telecommunications (ACT) bid award for the period of July 1, 2010 to June 30, Mr. Bross questioned what will be taught in the Spanish Enrichment Programs. Dr. Rosenberg responded that culture and language will be taught. Extensive discussion followed. Mrs. Peterson requested to table the Spanish Enrichment portion of motion number two (2). 3

Mr. Pituch moved, seconded by Mr. Dellaripa, that the Board block the following motions: That the Board approve the payment of bills in the amount of $824, That the Board approve the attached line item transfers for the month of September All line item transfers are within the parameters of the Board established guidelines and State Statutes. That the Board approve the Board Secretary s Report (A-148) for the month of September That the Board certify that for a period from July 1, 2010 through September 30, 2010, after a review of the Secretary s Monthly (A-148) report appropriations section, and upon consultation with the appropriate district officials that, to the best of our knowledge, no major account or fund has been over-expended in violation of N.J.A.C. 6A: (a), and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. That the Board approve the Treasurer of School Monies report (A-149) for the month September That the Board certify for the period from July 1, 2010 through September 30, 2010, after review of the Treasurer s Monthly report (A-149), and upon consultation with the appropriate district officials that, to the best of our knowledge, no major account or fund has been over-expended in accordance with N.J.A.C. 6A: (b), and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. Grecco Mrs. Grecco encouraged all attendees to vote in tomorrow s election. New Jersey School Boards W. O Leary Miss O Leary commented that the proposed 2% budget cap looks like it will become a reality. 6

7 Office of Emergency Management G. Hagl Passaic County School Boards J. Pituch Planning Board J. Pituch Mr. Pituch stated that the proposed 170 unit apartments is before the Planning Board again. PTA L. Grecco Mrs. Grecco informed those present of the next PTA meeting scheduled for November 19, Recreation R. Dellaripa Mr. Dellaripa stated that Basketball is starting and requested a letter be sent to the parents regarding behavior expectations and building cleanliness. Senior Citizens R. DeJohn Drug Alliance K. Peterson Mrs. Peterson reported that the October 27, 2010 Floral Arrangement event hosted by the Drug Alliance was a success. Additionally, Mrs. Peterson reported that there will be another Floral Arrangement class held on November 22. The Kids Who Care were chaperones on Saturday night for the Goosy Night party. The Kids Who Care are also helping with Basketball sign-ups. Additionally, Mrs. Peterson reported that the Drug Alliance will be hosting a bus trip to NYC at a cost of $ Mr. Kroncke thanked Dr. Rosenberg for the WTB Press and congratulated the authors. Mrs. Mallen congratulated Mrs. Greishaber on conducting the family math night at the MBD School. Mr. Bross commented that the lower grade Spanish video can be enhanced by volunteers. Additionally, he questioned the status of the middle school program. Dr. Rosenberg responded that a new Spanish video program is on order for the middle school and will be implemented in the social studies class once received. Intensive discussions followed regarding our district s Spanish language program. Mr. Dellaripa left the meeting at 8:00 P.M. Mrs. Grecco called for a recess at 8:00 P.M. The Board reconvened at 8:07 P.M. Upon reconvening, Mrs. Grecco requested that the Curriculum, Instruction and Technology 7

8 Committee review how our district s Spanish program is implemented. Dr. Rosenberg responded that the teachers are available for 10 minutes after school. OLD BUSINESS NEW BUSINESS PUBLIC DISCUSSION Mr. Pituch moved, seconded by Mrs. DeJohn, that the Board open the meeting for public discussion. Hearing no public discussion, Mr. Pituch moved, seconded by Miss O Leary, that the Board close public discussion. Mr. Pituch moved, seconded by Miss O Leary, that the Board go into Executive Session for the purpose of discussing contract negotiations and legal matters. The results of the meeting will be released when the reason for nondisclosure no longer exists. Action will not be taken during the closed session. Executive session commenced at 8:23 P.M. Mrs. Grecco suggested inviting Mr. Cardinale (Butler Superintendent) to our November 15 th Board of Education meeting to discuss a shared service agreement.
