Introduction The SC-2 Chairman, Satish Aggarwal, opened the meeting on Monday November 10, 2003 at 1:00 pm and welcomed everyone in attendance. This meeting was scheduled for 1½ days; concluding Tuesday November 11. A role call was taken both days and it was determined that a quorum was available both days, with 41 of 71 SC-2 members present on Monday and 40 members present on Tuesday. The Chairman acknowledged and thanked Tom Hency and Scientech for sponsoring the meeting room and refreshments for this meeting. The meeting agenda (Attachment 1) was reviewed, and the following change was noted: There will be no breakfast provided on Tuesday morning. With the inclusion of this change, a motion was made by Wells Fargo to approve the meeting agenda. Jim Gleason seconded the motion and the SC-2 members approved the agenda unanimously. 2. 2 2.1 Review and Approval of Previous Meeting Minutes The minutes of the previous SC-2 meeting 03-1 were opened for comment by the members. Hearing none, a motion was made to approve the minutes by Nissen Burstein, seconded by Jim Gleason and the minutes were approved unanimously. It was noted that the minutes from meeting 02-1 were sent to those members that requested them; therefore, Action Item [AI ] is closed. 2.2 Action Item Status Action items from previous SC-2 meetings were reviewed at this meeting. Table 1 provides a listing of action items from past meetings, along with new action items identified at this meeting. Contributions were not requested from the members for this meeting since Scientech hosted the meeting. The balance remains at $ SC-2 Chairman=s Report 3.1 SC-2 Activities The Chairman provided an overview of the IEEE balloting process and the requirements for joining a ballot pool. This information is available on the IEEE website. The following questions and comments were made regarding balloting: Clarification was requested regarding recirculation reviews after changes are made to a standard that is out for balloting and, in particular, if this was performed for Standard 383 when it was IEEESC2Minutes03-2 Page 3 of 24

4 recently balloted. The Chairman noted that if changes are made, the standard must be recirculated for review by all balloters. In the case of 383, the working group received negative ballots and comments, and made changes to the standard to resolve these comments. The revised standard, with the changes included, was recirculated. It was noted that IEC has a procedure for recirculation balloting in which all negative ballots are saved and sent to the working group for review. After the negative ballots are addressed, the standard is recirculated and only 2 options are allowed, namely vote yes or no on the revised standard as it is. The Chairman noted that this is consistent with IEEE practices. A question was raised as to whether a proxy can vote on a standard. The Chairman noted that this was not allowed by IEEE procedures. A question was raised as to whether there is a minimum ballot pool size. The Chairman noted that there is no minimum number required; however, there is a requirement that the ballot pool be balanced with regard to the number of organizational types represented. NPEC and the working group Chairman coordinate this. It was noted that a flow chart might be useful to help the members understand the balloting process. The Chairman noted that an SC-2 procedures manual is being developed and will address balloting. The Chairman then reviewed the goals and accomplishments of this Subcommittee, which are the following: In 2003 the goals were to publish updated versions of standards 323, 383 and 344. Standard 323 on qualification was completed and has been submitted for publication this year. It will show 2003 as the new version date. Standard 383 was also completed and will go before the standards board for approval. If it is approved at the December 2003 meeting it will also show 2003 as the new version date. Standard 344 is nearing completion; however, it will not be published this year. The Chairman noted the extraordinary effort on the part of the working group to complete the standard this year. The goal will be to publish standard 344 in The goals for 2004 will be to start working on any standards under the purview of SC-2 that were last reaffirmed more than five years ago. The Chairman noted that, in his opinion, Standard 323 has technical issues that need to be addressed in future versions. This will be discussed with the working group chairman and a new PAR will be developed in 2004 to start work on the next revision to this standard. The floor was then opened for comments on the subcommittee goals; no comments were voiced. The development of joint standards between IEEE and IEC was discussed. The Chairman stated that based on the interest shown at the last meeting, joint standards will be pursued and discussions with IEC will proceed. IEEE Standards 323 and 344 have been identified as standards that will be considered for joint development. This closes Action Item AI The Chairman also looked into sending an SC-2 member to the IEC meeting in Montreal; however, this was not feasible due to funding constraints. This closes Action Item AI IEC members will be invited to attend future SC-2 meetings. A comment was made that in foreign countries there are directives that must be followed to obtain a CE IEEESC2Minutes03-2 Page 4 of 24

5 stamp on a standard, which indicates that it is universally accepted. In order to meet the directives, the standards must be harmonized with other commonly used standards. This should be considered if joint IEEE/IEC standards will be pursued. Regarding meeting attendance, it was noted that members from foreign countries may have difficulty meeting the SC-2 policy on attendance, which states that if two consecutive meetings are missed, membership will automatically be terminated. In cases where a valid explanation is provided, the Chairman will consider extending the membership. If four consecutive meetings are missed, consideration will be given to changing the membership to a non-active membership (i.e., no voting rights). Nissen Burstein then provided the Vice-Chairman s report. He noted that a procedure for SC-2 operations has been prepared. A draft of the procedure is included with the minutes (Attachment 2). The SC-2 members are asked to review this draft and provide comments to Mr. Burstein. The manual will be voted on at the next meeting. The Vice-Chairman also acknowledged two new working group Chairman: Robert Francis will chair Working Group 2.14, which maintains Standard 649 on Motor Control Centers, and Patrick McQuillan will chair Working Group 2.3, which maintains Standard 382 on Valve Operators The Chairman then summarized the currently active working groups under SC-2, along with the chairman, as shown in Table 2. Anyone interested in joining SC-2 should provide a written request to him within the next 30 days and they will be considered for membership next year. A question was raised as to whether there is a target number for members on the subcommittee. The Chairman responded that there is no target number. The only issue related to the number of members is whether a sufficient number of members attend the meetings to obtain a quorum. IEEESC2Minutes03-2 Page 5 of 24

6 The Chairman noted that he has received a resignation from Gary Toman, and he has accepted the resignation. Effective immediately, Mr. Toman will be removed from the membership roster. 3.3 NPEC Activities It was noted that the next NPEC meeting will be in December The subcommittees are encouraged to meet at the same time as NPEC to facilitate attendance at the NPEC meeting by the various subcommittee members. 3.4 Future Meeting Locations The subject of future meeting locations was opened for discussion. Three potential meeting locations were suggested and voted upon for the next meeting. These were 1) New Orleans, LA; 2) Philadelphia, PA; and 3) Charleston, SC. Based on a show of hands, it was decided that the next SC-2 meeting would be held in New Orleans. A tentative date of April 21-22, 2004 was set for the next SC-2 meeting. The Chairman will coordinate the meeting arrangements, and a notice will be sent to all members once final arrangements have been made. 4. Working Group Reports 4.1 Working Group 2.1 on Qualification (IEEE Standard 323) The Chairman of the working group, Jim Gleason, gave a presentation on the status of the standard (Attachment 3). The standard has been completed and submitted for publication in This closes Action Item [AI ]. Work will now begin to address technical issues that were not addressed in the current version of the standard. Paul Shemanski raised a question regarding the approach taken in the standard to address aging; does the standard look at aging mechanisms or the effects of aging on the component. In recent license renewal work it was determined that it is more important to look at the effects of aging. It was suggested that this approach be considered in the next revision to 323. The working group Chairman agreed with this suggestion noting that there are many aging mechanisms that exist. Richard Wood noted that, since IEEE 323 and IEC 6280 have been identified for a potential future joint standard, the 2004 effort on 323 should compare the two standards and identify differences. Mr. Wood has identified several issues between the two standards and will send these issues to Mr. Gleason for consideration [AI ]. Sjell Spang commented that in Sweden, one issue with IEEE 323 that is very important is the requirement for a minimum of 100 hours of aging. It is felt that this requirement can be interpreted to mean that 100 hours is sufficient. Sweden does not accept the use of acceleration factors of several thousand. The IEC standard states that the use of large acceleration factors can result in errors. This type of statement should be considered for inclusion in IEEE 323. If the IEC and IEEE standards are to be considered for joint publication, this issue will have to be resolved so that the two standards are harmonized. Mr. Gleason responded to this comment and stated that the intent of 323 was not to be prescriptive in terms of the amount of aging to be used. The 100 hours is only a minimum value. The SC-2 Chairman requested that Mr. Spang send a written position on this issue to Mr. Gleason and the IEEESC2Minutes03-2 Page 6 of 24

7 working group will determine if the standard needs to be modified to address this concern [AI ]. Mr. Spang also commented that one way to improve the qualification process is to add condition monitoring to the program. Sweden has a consensus guidance document for this purpose. Also, the use of flow charts may be helpful for the user to understand the steps in the qualification process. Mr. Spang also commented that one element missing from the standard is what can be done to extend the qualified life without repeating the DBE test. If the condition of the equipment at the start of a successful DBE were known, this condition could be used as an acceptance criterion. For future qualification, the aging could be repeated and the equipment condition could be compared to this known acceptable condition to show the equipment is no worse than it was prior to passing the DBE. In this case, the DBE would not have to be repeated; therefore the qualification process would be less costly and less time consuming. It is suggested that this be considered for addition to 323. Mr. Gleason agreed with this suggestion and noted that 323 does encourage the measurement of equipment condition prior to the DBE; however, it is not a requirement. Bruce Lory commented that, to extend qualification without performing a DBE, synergistic affects would need to be considered. In light of the large number of members interested in IEEE Standard 323, the SC-2 Chairman suggested that members might join the working group and participate via . It was noted that Alonso Javier would like to join the working group. 4.2 Working Group 2.2 on Motors (IEEE Standard 334) The Chairman of this working group, Bill Newell, provided the following status of this standard: A new PAR request was prepared and submitted. 8 4.3 Working Group 2.5 on Seismic Qualification (IEEE Standard 344) The Chairman of this working group, Jim Parello, gave a presentation on the status of the standard (Attachment 4). It was noted that a ballot pool has been formed. The pool has 44 members and has been balanced. Due to the large number of issues to be resolved, the original goal of issuing the draft for review in 2003 will not be met [AI ]. The new goal is to complete the standard and submit it for publication in 2004 [AI ]. Richard Starck gave a presentation on the technical basis for the revisions to IEEE Standard 344. His presentation in included as Attachment Working Group 2.3 on Motor Operated Valves (IEEE Standard 382) The Chairman of the working group, Pat McQuillan, provided the following status of Standard 382: This standard was last issued in 1996 and expired in A PAR is needed to reinstate the standard. The goal is to prepare a PAR request by the 1 st quarter of 2004 and circulate it to the working group for review and comment [AI ]. The request will then be submitted to the SC-2 members. New members are still needed for the working group. Anyone interested in joining should contact Pat McQuillan. The SC-2 Chairman requested that all members consider what changes are needed to this standard and submit their comments to Pat McQuillan. Following the status presentation, a concern was raised that, if the standard is revised, this will result in new requirements for plants. The response was that for license renewal, the current licensing basis for the plant remains unchanged, regardless of what changes are made to standards. The SC-2 Chairman noted that the goal of IEEE is to provide a technically correct standard, and regulatory issues are not considered in developing IEEE standards. 4.5 Working Group 2.4 on Cables and Splices (IEEE Standard 383) The Chairman of the working group, John White, provided the following status of this standard. The draft standard was submitted for balloting and the balloting has been completed. All negative ballots have been resolved The standard will go before the standards board at the December 2003 meeting Significant changes to the standard include the removal of the flame test and referencing Standard 1202 instead; and the addition of separate profiles for normal and accident aging; they can no longer be combined IEEESC2Minutes03-2 Page 8 of 24

9 One technical issue of contention in the standard is the post-loca mandrel bend test. Some feel it is too severe and should be removed. The working group feels that it is needed since it demonstrates that the cable retains some level of flexibility after the LOCA test. Since there are already cables being manufactured that can meet this requirement, there is no need to remove it. It was also noted that no cable manufacturers have objected to this test. The SC-2 Chairman asked for a show of hands from anyone that would like to discuss the post-loca mandrel bend test at the next meeting; 4 attendees indicated they would. 4.6 Working Group 2.11 on Connectors (IEEE Standard 572) The Chairman of this working group, Bill Hadovski, provided the following status of this standard: A new PAR request was prepared and submitted. This closes Action Item AI The working group will start meeting in 2004 to work on revising the standard New members are needed for the working group and should contact Bill Hadovski 4.7 Working Group 2.14 on Motor Control Centers (IEEE Standard 649) The Chairman of this working group, Robert Francis, provided the following status of this standard: This standard was last reaffirmed in 1998 A new PAR will be requested in 2004 and the working group will start meeting to work on revising the standard New members are needed for the working group and should contact Robert Francis The following attendees volunteered to join the working group: Brij Bharteey, James Dean, and Dan Mikow 4.8 Working Group 2.13 on Battery Chargers and Inverters (IEEE Standard 650) The Chairman of this working group, Dennis Dellinger, was not present. The SC-2 Chairman noted that the working group will start meeting in 2004 to work on revising the standard 5. Liaison Reports No liaison reports were presented at this meeting. 6. Technical Presentations Periodically, technical presentations are included on the SC-2 meeting agenda. The purpose of these technical presentations is to keep members abreast of new research that is being performed and is relevant to the work of the subcommittee. During the current meeting, the following technical presentations were given: On Monday November 10, Artur Faya gave a presentation on the design features of conventional IEEESC2Minutes03-2 Page 9 of 24

10 and advanced CANDU plants and current EQ upgrades at Canadian plants. A copy of the presentation is included as Attachment 6. On Tuesday November 11, Tom Hayes gave a presentation on the Westinghouse AP A copy of the presentation is included as Attachment 7. On Tuesday November 11, Glen Schinzel gave a presentation on the risk work at South Texas Project. A copy of the presentation is included as Attachment New Business 7.1 Special Working Group on Risk Informed Efforts Based on the large amount of interest in the work presented by Glen Schinzel on risk, and the current move toward risk informed approaches to testing, maintenance, and regulations, the SC-2 Chairman decided to establish a special working group to look into risk informed issues and prepare an IEEE position to be presented to the NRC commission. The following attendees volunteered to participate on this special working group: Philip DiBenedetto Tom Hency Bruce Lory Glen Schinzel John Wheless Robert Francis Nissen Burstein, Chair Anup Behera Steve Casadevall This special working group will initiate efforts immediately and report their status at the next SC-2 meeting. 7.2 Microprocessors The SC-2 Chairman initiated an open discussion on how to address qualification of microprocessors. He noted that in October 2003 he sent an to all SC-2 members, as well as to selected foreign experts requesting opinions on this issue. In his he raised two questions: Is additional guidance needed in IEEE Standard 323 to address qualification of microprocessors, and, if so, what guidance should be included? Are there any microprocessors currently installed in harsh environments in U.S. nuclear plants, and, if so, in what applications? The SC-2 Chairman stated that, in his opinion, microprocessors are in mild environments. If a component is designed to operate in an environment, that environment is considered mild. Also, IEEE Standard 323 includes all safety-related equipment and the 2003 version provides guidance for equipment in mild environments. The floor was then opened to discussion on this issue. The following comments were voiced. IEEESC2Minutes03-2 Page 10 of 24

11 John White commented that STP s position is consistent with NUGEQ s position, namely, that no further regulatory process is required to address microprocessors. There are adequate processes in place currently to handle the design and qualification of microprocessors. If requirements will be added to 383 for EMI/RFI, it should be on separate test specimens. John noted that typically, when a component is obtained from a vendor with a certificate of compliance (COC), they still do their own checks and reviews to verify that the design specifications were met. Richard Wood commented that he agrees that no new requirements are necessary. The Code of Federal Regulations (CFR) has regulations in it to cover this. However, there seems to be confusion on the scope of EQ. EQ covers all environments, not just harsh environments. Microprocessors need to be qualified for use in mild environments. A document is needed to clarify what is needed to satisfy the CFR. For qualification of software-based systems, the software should be required to perform its safety function under the environment to which it is being qualified. Also, there is a question as to whether a COC is sufficient to constitute qualification. Consideration should be given to modifying 323 to require a COC based on testing and/or analysis. Bill Rutherford noted that in discussions with utility engineers, they indicated that they have been using tests for RFI. This is not because of 323 requirements, but just good practices. Jim Gleason commented that mild environments don t change due to an event; therefore, there is no difference from the first day the component is installed and QA should cover the qualification requirements. He agrees that vendors should ensure the equipment meets the design specifications. In NRC Information Notice regarding failures in mild environments, the requirements of General Design Criteria 4 were not followed since they did not know the environment. To qualify equipment for mild environments in accordance with 323, if the equipment meets the design specifications, QA will cover qualification and nothing else is needed. Also, microprocessors are very sensitive to radiation; therefore, this will lower the threshold of what is considered harsh. Following the discussion, a motion was made by Richard Wood to modify the wording in IEEE Standard 323 as follows: 1. Modify subclause to read, The test sample shall execute its safety function(s) while being subjected to the extremes of all performance, operating, EMI/RFI, surge voltages, and electrical characteristics 2. Modify subclause 7.1 to read, are the Design/Purchase specifications and an evaluation and/or certificate of conformance supported by test or test and analysis. The motion was seconded by Bill Newell and was subsequently opened for comments. The following comments were voiced: Wells Fargo commented that at his plant PLCs and radiation monitors are in harsh environments inside containment. In obtaining this equipment, the environments were specified and the manufacturer tested the equipment per IEC requirements. The plant then performed a review of the results to ensure that the specifications were met. Based on this typical approach, there is sufficient guidance in the standards as they are and no additions are needed. He does not support any changes to the standards. It was clarified that the equipment to which he referred in his example were not safety-related. Bill Rutherford commented that neither of the changes proposed are needed to the standard. The design engineers address the second change regarding documentation. IEEESC2Minutes03-2 Page 11 of 24

12 Pat Gove commented that for the Lungman project, problems were encountered defining tests for microprocessor-controlled equipment. It is difficult to figure out what to test and the information available is limited to software-based microprocessor controlled equipment. He feels additional guidance would be useful. Regarding the proposed changes, he feels equipment in mild environments should be tested. Jim Gleason stated that he opposes both proposed changes. The intent of Sub clause is to get data to verify operability; therefore, the proposed change is not warranted. Regarding sub clause 7.1, the proposed change does not go far enough for complex electronic equipment. He would prefer to see a separate standard, or revive the old module standards related to this equipment. Brij Bharteey commented that, due to obsolescence and increased use of microprocessors, utilities want equipment with high reliability for harsh environments. Class 1E PLCs were supplied to the Lungman project. Suresh Channasasappa commented that V&V should be done on safety equipment, including EQ testing and software verification. Seismic testing should be performed on non-safety equipment. EMI/RFI testing should be performed on both safety- and non-safety equipment. He does not support the proposed changes. Jim Parello commented that the demonstration of functional requirements must be by testing. If this is not included in sub clause , then maybe another sub clause is needed to address mild environments. Richard Starck commented that the original draft of the revised 323 did not adequately address mild environments. Subsequent drafts added clarification on mild environments that was in conformance with earlier versions of the standard. His opinion is that the industry does not feel that adding mild environment requirements is appropriate since it would not be useful and would go against the intent of 323. Kofi Korsah commented that 323 does not address mild environments very well and the proposed changes are important. He supports the proposed changes. Richard Wood then discussed the technical basis for his proposed changes. They are the following: The proposed change to is to clarify that microprocessors must be performing their safety function under the environmental extremes in order to be qualified The proposed change to 7.1 is based on the requirements of NUREG-0588, which include a COC supported by test and analysis The SC-2 Chairman then called for a vote on the proposed motion. The results were as follows: YES 5 NO 22 ABSTAIN 6 Thus, the motion failed and the proposed changes will not be made to 323. The SC-2 Chairman then called for a vote on whether the members felt a new standard should be developed to address microprocessors. The results were as follows: IEEESC2Minutes03-2 Page 12 of 24

13 YES 12 NO 7 ABSTAIN 12 Under Robert s Rules of Order, the abstentions count as negative votes; therefore, no new standard will be pursued at this time. Bruce Lory commented that additional research should be performed before deciding if a new standard is warranted. Jim Gleason commented that additional presentations should be arranged on microprocessor equipment to see if a new standard is warranted, or if changes to 323 are needed. He agreed that additional information should be gathered before a decision is made regarding the need for a new procedure.
