Call to Order Satish Aggarwal The Chair, Satish Aggarwal called the meeting to order at approximately 7:00 AM (CST) and welcomed all members and guests to the NPEC N12-01 meeting in San Antonio, TX. The Chair thanked those in attendance for participating in the first NPEC meeting of 2012 and their commitment to the IEEE and the development of nuclear safety standards. 2. Introductions, Approval of Agenda and Satish Aggarwal Following the Chair s brief remarks, members and guests introduced themselves with their affiliations. After the introductions, the NPEC meeting agenda was reviewed and a change was noted to Item IEEE Std. P1819 was deleted and replaced with a work in progress of IEEE Std. P379 dealing with single failure criteria. G Attarian made a motion to accept the agenda as modified and E. Wenzinger seconded it. The motion carried. The Chair welcomed distinguished guest Dr. Noel Schulz, President, IEEE PES to the meeting. The following distinguished guests were also welcomed: Jeff Merrifield, Senior Vice-President, Shaw Power Group (former Commissioner of 2
3 U.S. NRC), William D. Magwood, Commissioner, U.S. NRC, Joe Williams, General Manager, TVA Nuclear Power Group, Alex Marion, Vice-President, NEI. 3. Chair s Report Satish Aggarwal 3.1 Technical Council- Short Report The Chair reported that we were privileged to have the Technical Council (TC) report to be given by Mani Venkata, 2012 Secretary of the PES TC. The TC oversees 17 committees and approximately 4 coordinating committees. The TC Secretary M. Venkata reported during the NPEC meeting on the following areas presently being address by the TC: PES Scholarship Fund Development of criteria and timeline for conference papers for the PES General meetings Process Improvements be considered for application to Fellow membership Updated to the Committee Organization & Procedures (OP) and standard development Policies and Procedures (P&P) manuals are required. The Switchgear P&P manual was submitted as a template to the NPEC for consideration. After TC approves the P&P, it would be submitted to IEEE Standards Association (SA) for approval. 3.2 ADCOM Meeting Summary The ADCOM met on January 24, Details discussions were held on the IEEE NPEC standards and status. The following PARs were reviewed and approved: IEEE Std. P690, Standard for the Design and Installation of Cable Systems for Class 1E Circuits in Nuclear Power Generating Stations. P1707, Recommended Practice for the Investigation of Events at Nuclear Facilities, (approved with modifications). Other significant points from the ADCOM meeting were as follows: a. The Chair identified there would be change in the slate of NPEC officers in January b. ADCOM agreed to create a new position of Executive Chairman. This new position was offered to Satish Aggarwal. He would continue to work in increasing international participation in NPEC activities. The position will not have any term limit and was approved by ADCOM. c. Discussions were also held on joint-logo IEC-IEEE nuclear standards. It was noted that three joint-logo nuclear standards in the area of condition monitoring were approved. d. A special meeting would be planned at the next NPEC (12-02) meeting to discuss the lessons learned with those individuals who have been involved in the IEC/IEEE joint logo process. The goal is to perform an assessment of the process and identify ways to improve. 3
4 e. CD-ROM of IEEE nuclear standards is planned to be issued in the near future. f. NPEC membership received the new RevCom process for IEEE standards approval. This process is also available on the IEEE website. g. The Chair noted that IAEA recently released the following two documents, which were distributed to the NPEC membership: Pub 1495 Core Knowledge on Instrumentation and Control Systems in Nuclear Power Plants Pub 1527 Computer Security at Nuclear Facilities NPEC will continue to work together with IAEA in the nuclear area with the goal to protect the people and the environment. 4. Vice Chairman s Report G. Ballassi 4.1 Meeting Schedule July 23-26, 2012 Sheraton San Diego Hotel & Marina, 1380 Harbor Island Drive, San Diego, CA NPEC meeting will be held in conjunction the IEEE Power & Energy Society General Meeting and Nuclear Super Session. The PES General Meeting would be held at the Manchester Grand Hyatt, San Diego CA. The Nuclear Super Session will be held on Tuesday AM, July 24, The NPEC (13-01) will be held in Orlando, FL. Meeting details will be sent to membership when available. Planning to hold the next meeting on the eastern to central U.S. A future meeting in Connecticut is also in consideration. The Vice- Chair requested suggestions for future NPEC meeting locations and asked that they be sent to him. 4.2 Honors & Awards S. Aggarwal The Chair presented to James Gleason three International Joint Working Group Chair Awards for the development and publication of three joint-logo standards IEC/IEEE Stds , 2, 4, Nuclear Power Plant - Instrumentation and Control Equipment Important to Safety: Electrical Equipment Conditioning Monitoring Methods. 5. Secretary s Report J. Parello 5.1 Review and Approval of Previous Meeting Minutes (N11-02) The minutes for NPEC Meeting N11-02 were approved by motion with no corrections. Motion to approve was made by J. Gleason and seconded by T. Koshy. 5.2 Status of Action Items See NPEC Action Items table for results. 4
5 5.3 Status of NPEC Membership (2012) Quorum roll call was taken and 47 NPEC members were in attendance out of 55 full members. A quorum for the meeting is established by having at least one-half of the members or alternates in attendance. Present also during the meeting were 40 guests in attendance. For 2012, there are thirteen new NPEC members. 5.4 Reptile Fund (Meeting fee N12-01, U.S. $ 40) Monies in NPEC account prior to the N11-02 meeting $ Expenses accrued during N11-02 meeting (including SC expenses) $ Net balance $ Monies collected from N11-02 meeting: $ Monies in NPEC account after N11-02 meeting $ Technical Presentations-I 6.1 PES Activities for 2012 How PES can be Involved Dr. Noel Schulz, President, IEEE PES 6.2 Future Outlook for U.S. Nuclear Plants & Beyond Jeffrey S. Merrifield, Senior Vice-President, Shaw Power Group 7. Preview 7.1 IEEE Std. P765, IEEE Standard for Preferred Power Supply (PPS) for Nuclear Power Generating Stations (NPGS) George Attarion It was noted that the Working Group, SC 4.6 issued a IEEE Std 1792, IEEE Recommended Practice for Nuclear Power Generating Station (NPGS) Preferred Power Supply (PPS) Reliability in 2011 that incorporated Annexes from IEEE Std 765. PAR P765 was issued to remove Annexes and transferred into IEEE Std A discussion was held on the P765 draft and M. Waterman and others NPEC members asked several questions. M. Waterman noted that he would send his comments to the WG Chair for consideration. SC-4 Chair made a motion for the P765 to proceed to ballot. A roll call vote was taken and the results were: Vote: 43 Yes 0 No 0 Abstain Motion to proceed to ballot was thus passed by 100% of the membership present in the room at the time balloting. The Chair noted that further consideration shall be given to the comments received prior to the meeting, those received during the meeting, and those comments which may be received within the next two weeks as a result of the discussion at this meeting today. The NPEC Chair also directed that the list of participants in the document should be verified and included in IEEE Std. P765. 5
6 7.2. IEEE Std. P308, IEEE Standard for Criteria for Class 1E Power Systems for Nuclear Power Generating Stations Kali Hara The last revision of the standard was in Standard is being revised to incorporate changes in the design criteria for power systems. The document also was updated to address comments received during the reaffirmation, for the next generation of nuclear power plants. Comments to the P308 draft standard were also received from NPEC members prior to the meeting by and were addressed by the Working Group, SC-4.1. SC-4 Chair made a motion to for the P308 to proceed to ballot. A roll call vote then taken and the results were: Vote: 44 Yes 0 No 0 Abstain Thus, the motion to proceed to ballot was passed by 100% of the membership present in the room at the time balloting. The Chair noted that further consideration shall be given to the comments received prior to the meeting, those received during the meeting, and those comments which may be received within the next two weeks as a result of the discussion at this meeting today. The NPEC Chair also directed that the list of participants in the document be verified and included in IEEE Std. P308. T. Koshy noted the availability and ruggedness of nuclear power plant power systems need to increase. Improvements should be based on the experience gained over the recent years in light of the Fukushima events and operating experience. T. Koshy provided examples for improvements in areas that are susceptible to external events leading to station blackouts. SC-4 Chair noted that the WG would consider T. Koshy s comments at their next meeting. T. Koshy stated that he would provide a summary of suggested changes to the IEEE Std P 308. The NPEC Chair stated that we should revise our standards to improve availability, reliability and safety of nuclear power plants based on operating experiences/lesson learned. 8. 8 13. Nuclear Standards Activities Paul Yanosy 13.1 Status of Balloting/ Standards Schedule Status provided in Subcommittee Reports. NPEC Chair requested SC Chairs to update NPEC Standard Status Report and submit to P. Yanosy. The NPEC Chair reminded the membership that we need to maintain our standards in the forefront by continuously looking for improvements to increase plant and public safety. Our nuclear standards need to provide guidance for both new reactor technology as well as existing plants through the development of new standards and revisions to our present standards Previews/Work-in-Progress Reports for N12-2 and N13-1 Status provided in Subcommittee Reports. NPEC Chair requested SC Chairs to identify future previews and work-in-progress reports in the NPEC Standard Status Report and submit to P. Yansoy. 14. Work-in-Progress Report (Reports Submitted) 14.1 IEEE Std. P317, Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations John McDonald IEEE Std. P379, IEEE Standard Application of the Single-Failure Criterion to Nuclear Power Generating Station Safety Systems Royce Beacom 15. New Business S. Aggarwal 15.1 Flow Chart IEC/IEEE J. Haasz The IEC/IEEE flow chart was reviewed during the meeting and discussions on the process followed. J. Haasz requested any additional comments on the flow chart be submitted to the NPEC Secretary and forwarded to her. During the presentation, it was noted that an additional step would be added to the beginning of the flow chart for an initial review to be performed by a WG task group to evaluate the potential and feasibility of having a joint standard IEEE SA Procedural Changes M. Zaman Presentation identified the following change to IEEE SA standard development process effective Jan 1, 2012 No new reaffirmation or stabilization ballots. The only actions available to Sponsors will be revision, amendment/corrigendum, or withdrawal. The status for a standard will be either active or inactive Standards will have a 10-year maintenance cycle. All standards must have a revision approved by the IEEE-SASB prior to the close of Year 10 in order to 8
9 remain active. Any standard not approved as a revision will become inactive after Year 10. The following are categories of inactive standards - Inactive-superseded: Standard replaced with a revised version of the standard, or by a compilation of the original active standard and all its existing amendments, corrigenda, and errata. - Inactive-reserved: Standard is removed from active status through an administrative process for standards that have not undergone a revision process within 10 years. - Inactive-withdrawn (valid for standards categorized after 1 January 2012): Standards is removed from active status through a ballot where the standard is made inactive as a consensus decision of the balloting group. The IEEE-SA Standards Board eliminated interpretations of standards. Going forward IEEE-SA will inform the requestor that no formal interpretations are provided. Therefore, if the SC for WG receives a request for interpretation then a disclaimer must be provided with the response. Interest categories for standards balloting is being changed from the present 50% requirement to an interest category which cannot be greater than 1/3 of balloters. This is being performed to comply with ANSI Essential Requirements. This requirement will take effect on March 1, Invited Experts in IEEE s balloting process is no longer needed. Anyone can qualify for membership or can pay the per-ballot fee. Match Rule: It is the job of the balloters to determine if the scope of the final standard is within the scope of the work authorized by the PAR. The scope of the draft can be less than the scope of the PAR. For published documents, at present, there are two options for front-matter disclaimer language based upon whether or not a patent letter of assurance (LOA) was on file at the time of publication.
