2 Review and Approval of May Meeting Summary Cecilia Gaston moved to approve the May Steering Committee meeting summary. Alyson Zikmund seconded the motion. The motion passed unanimously by voice vote. Announcements Eileen Johns announced that HUD had released funding announcements for Tier 2 and new projects. All new projects and all projects ranked in Tier 2 were funded. The CoC Planning grant was not among the projects awarded at this time. Sally Greenspan announced that after receiving the revised evaluation scores, the PQI Committee is in the process of making final PQI enrollment decisions. 25 Cities Initiative Julie Irwin and Alyson Zikmund reported that the pilot of the VI-SPDAT has officially launched, and providers have been encouraged to begin entering referrals into the system. The workgroup will begin holding case conferences to support the implementation of the system. Rapid Rehousing Eileen Johns reported that after the upcoming NOFA is released, an ad hoc workgroup will be convened to update the Rapid Rehousing RFP. The Rapid Rehousing policies and procedures will also be reviewed to ensure consistency with HUD guidelines. Motions on Steering Committee Governance Structure Jeannette Ruffins made 11 motions to amend the bylaws of the NYC CCoC Steering Committee. Garen Nigon seconded the motions. A full list of the motions can be found at The votes were conducted by ballot. All of the motions passed. 3 Motion It was also proposed that the election procedure for Coalition members be aligned with the election procedure for Consumer, Government, and At-Large voting members. Under this proposal, the coalition members would be elected by the existing Steering Committee at the annual meeting. This proposal will be presented for a vote at the July Steering Committee meeting. Joey Lopez made the following motion: MOTION: to extend the term of the current Steering Committee to September, 2014, or the earliest date feasible for an election to be held, and no later than December, Cameron Craig seconded the motion. The motion passed unanimously by voice vote CoC Priorities Housing First Rita Zimmer reported that the NYC CCoC held a training on the Housing First model on Thursday, June 19 th. The materials from the training will be posted to the NYC CCoC website. Transitional Housing Eileen Johns reported that a survey has been released to TH providers, to determine the characteristics of TH programs, and gauge interest in converting to PH. She also announced that Abt Associates conducted an analysis of TH and PSH HMIS and APR data and DHS will be reaching out to providers for clarification on some data elements. Recapture Eileen Johns reported that DHS is conducting an analysis of recaptured funds from NYC CCoC programs, a continuation of the process that had been initiated in The results of this analysis and a discussion about how the Steering Committee should proceed with this information will take place at an upcoming Steering Committee meeting. SSO - Lauren Pareti made the following motion: MOTION: Starting with the upcoming 2014 CoC NOFA, to discontinue funding for SSO projects that do not focus on providing housing placement services to chronically homeless people living in unsheltered locations. Cris Parque moved the amend the motion: AMENDMENT: to add the words providing a one year exemption for UJC, to the end of the motion. Edline Jacquet seconded the amendment. After some discussion regarding the merits of the amendment, Craig Retchless called the question. Cameron Craig seconded the call to question. The call to question passed unanimously by voice vote.
